Phagwara, March 6 Different groups of more than 50 armed youths were seen roaming in the town, forcing people to close their shops. About half a dozen shops were damaged as their owners defied the agitators. Meanwhile, about half a dozen BJP leaders, including Nagar Council president Balbhadhar Sein Duggal, former councillor Rakesh Duggal, former BJP (Phagwara) president Chander Mohan Chawla, were provided gunmen for security, while some leaders like former BJP president Jagdish Veerji and Sudesh Sharma refused security cover. Though IG, Zonal, Sanjeev Kalra had also visited the town on Friday and instructed police officials to step up efforts to nab the killers, no arrest has been made so far. This is fourth such incident in the city. According to reports, a 7.65 mm pistol has been used in three firing incidents, including the present one. SSP Kapurthala Ram Singh and DSP Harkamalpreet Singh Khakh are camping in the town that wore a deserted look due to a bandh call given by BJP and Shiv Sena activists. They are demanding the immediate arrest of the killers. Meanwhile, it is learnt the police is working on different theories and they believe that it could be a case of personal enmity also. Land mafia and gang wars among different groups could also be a reason for the murder, police sources said. Meanwhile, body of the deceased has been kept in the mortuary of the civil hospital. According to family sources, the cremation would be held on Sunday after two brothers of Dhillon come from abroad. Dhillon is survived by his wife and two children. Technical Education Minister Swarana Ram, Punjab BJP president Ashwini Sharma, Transport Minister Master Mohan Lal, Punjab BJP Investors Cell president Sukhminderpal Singh Grewal along with Improvement Trust (Phagwara) chairman Tejaswi Bhardwaj visited the house of the deceased.

Pungrain selling wheat at higher prices

Ferozepur, March 6 Information gathered by The Tribune reveals that Pungrain had been selling wheat at the rate of Rs 8.06 per kg to the beneficiaries of APL scheme despite the fact that Centre had been giving the same to the Punjab government at Rs 6.86 per kg. Dharamjit Singh Grewal, managing director, Pungrain, said the wheat was being sold at higher prices because of the fact that the Food Corporation of India (FCI) had been imposing infrastructure development cess on the same. Pungrain had also started distributing atta at the rate of Rs 120 per 10 kg instead of distributing wheat to APL beneficiaries despite the fact they were supposed to get the wheat at much cheaper rates. Grewal said Pungrain had been giving fortified atta enriched with iron and folic acid packed in double layered bags to APL beneficiaries to check the diversion of wheat meant for them in the open market. Grewal pointed out that atta was being sold at the rate of Rs 120 per 10 kg as costs of transportation, packing charges and monitoring by a professionally run private company were included into it. |
FCI for recovery of losses

Moga, March 6 Justice KS Ahluwalia, while pronouncing separate judgements on the petitions filed by as many as nine rice mills on October 14, 2009, had ordered “default amount along with penal interest is to be deposited to the satisfaction of the FCI. The petitioner may approach the FCI for making the payment. In case such a request is made, the FCI shall communicate to the petitioner, the amount which petitioner is liable to pay within two weeks”. Inder Kumar Negi, Deputy General Manager (Quality Control) of the FCI, said the FCI had initiated the process of recovery of notifying the losses and issuing notices to the defaulting millers by identifying them individually much before the judgement of the court. The FCI has further stated that the stocks of rice that were found unfit for human consumption were tendered to the registered parties dealing in animal feed as per the law. |

Nabha, March 6 Born on March 12, 1924, at Rangal Nangal (Gurdaspur) to S Gurbachan Singh and Bhagwant Kaur, Raja Narinder Singh got his primary education from Amritsar Convent School and higher education from Govt. Ripudaman College, Nabha. Raja Narinder Singh’s political career started in 1951 when he became MC and president of council. In 1955, he was arrested in Amritsar while participating in a stir by the SAD demanding ‘Punjabi Suba’. |

Jalandhar, March 6 This is an effort to provide help to the residents of the surrounding villages for detection of obesity and cancer in an early stage, Bains said. A four-time DC, Bains has also held important posts like secretary in Asian Games in 1982 and has also been CMD of the Punjab and Sindh Bank. He was also vice-chairman of the Delhi Development Authority. Bains said the trust has been formed in the memory of his father Naurang Singh Bains, a former IPS officer. The trust will come up with a complex on nearly 2,500 sq yards in the village, located about 7 km from Jalandhar. The trust has also decided to construct a library and a reading room besides a multipurpose hall in the complex. A vocational training centre will be taken up in the next stage. The girls and women of nearby villages would be given training in stitching, embroidery, artificial jewellery making apart from imparting computer education to the youth. As Jalandhar is known for its sports industry, the trust has a plan to train youth in the art of making sports goods. This will not only help them in getting jobs but also be beneficial for the industrialists for hiring local skilled labour. Meanwhile, a cancer and obesity detection camp was today organised in the village in collaboration with Delhi-based charitable trust Roko Cancer. Jalandhar DC Ajeet Singh Pannu inaugurated the camp. |
State-of-the-art judicial complex in Bathinda

Accompanied by about 20 HC judges, including administrative judge for Bathinda Justice SD Anand, Justice Gill also inaugurated two modern subdivisional court complexes of Rampura Phul and Talwandi Sabo. On the occasion, Justice Gill said sensing the difficulties being faced by litigants, advocates and judges, the building committee had completed construction work of 21 new judicial complexes, whereas about 23 Bar complexes would be completed soon. Justice Gill also disclosed that at times there were paucity of funds but the committee managed to get the funds released from the government. As a result, the committee at present has sufficient funds in hand for all planned structures, along with an assurance of Rs 30 crore more in the next Budget. The new complex would have three blocks, but at present only one block, which would house all 14 courts, has been completed. It is this complex that has been inaugurated today. The complex is said to have ultra-modern facilities. CCTV cameras have been installed throughout the complex for security purposes. Further, public address system has been set up and special electronic boards have been fixed outside each court to display the scheduled cases. Besides this, the complex also has a rainwater harvesting system, EPABX system, fire-detecting sensors and lifts for all floors. A reverse osmosis drinking water plant has also been set up there. All court rooms and judges’ retiring room have been equipped with air-conditioners and a modern conference room has also been provided for the judges. District and sessions judge, Bathinda, Kuldip Singh proposed the vote of thanks.

Patiala, March 6 In the notices, doctors not complying with the department orders, have been asked to explain the reasons behind the defiance. The notices clearly mention that strict action, which may amount to termination of contract, would be initiated against them for not complying with the department orders. Notably, a group of doctors, under the banner of the Rural Medical Services Association (RMSA), had recently opposed the decision of the parishad to give additional charge of defunct dispensaries to doctors posted in nearby government dispensaries. Taking a strict note of the stand taken by the association, the zila parishad authorities have issued show-cause notices to the doctors and they have been asked to submit their replies by March 10. On the other hand, the association leaders said they would not buckle under the government pressure. “A detailed representation signed by 49 doctors had been submitted to the zila parishad. We have not violated any terms and conditions mentioned in the contracts and the parishad was unnecessarily harassing us,” said state RMSA president Dr Aslam Parvez. The members further stated that as per the contract, one doctor would be stationed at one dispensary. “Besides taking care of the dispensary, every doctor had been given additional work, pertaining to health check-ups of school students, TB control programme and other national programmes. It is not practically feasible for one doctor to do all these works and look after more than one dispensary,” Dr Parvez said. “The dispensaries in which posts of doctor are lying vacant should be filled through fresh recruitment,” demanded association members, while adding that they were exploring legal options to deal with the matter. |

Sex ratio improves in state, claims Chawla
Chandigarh, March 6 The data of deliveries conducted in government institutions in the state with a significant sample size has been compiled. As per the data, the sex ratio at birth for 2009 has come at 894 that signifies a considerable improvement in the sex-ratio, which as per the census 2001 was 787. Chawla said sex-ratio was a major concern for the government and this positive development had become possible owing to the multi-dimensional steps taken by the Health Department that included strict enforcement of PC & PNDT Act; motivation and sensitisation of all ultrasound centres across the state, intervention of the religious preachers and gurus, multi-media awareness campaign, etc. — TNS |
‘Relief for land at market price’
Qadian, March 6 Addressing a gathering of residents in the heart of this small town, Bajwa assured them that the people whose land would be acquired for laying the line would be compensated as per the market price. Branch manager falsely implicated: Court
Chandigarh, March 6 Justice Jindal observed Gurtek Singh could be granted loan for the second time “without extending subsidy to him”. But the concealment of loan earlier accepted by the complainant “reveals he was not fair in his conduct and he wanted to get subsidy from the bank against the second loan by hook or crook”. Dhawan, former manager with the State Bank of Patiala at its Dhilwan Kalan branch in Faridkot district, had earlier challenged his conviction by the CBI special judge at Patiala. Justice Jindal further observed: “The complainant was not fair in his conduct, he while concealing the fact with regard to availing the loan earlier under a scheme, again applied for loan under the same scheme with intention to avail subsidy. Without mentioning the fact with regard to receipt of the loan earlier, he got the loan recommended and sanctioned from the industrial department for the second time. “Somehow it came to the notice of the bank authorities, as such, and they stopped the loan, assuming that the accused was creating hurdles in disbursement of the loan to him, he got him implicated in this false case. The shadow witness joined was none-else but was his own cousin. He, being interested witness, could not be believed. Anyway, he was not examined by him on a false pretext”. Justice Jindal also observed “tear of the left pocket of the pant by 2-1/2 inches in length supports the defence version that the complainant and the police party tried to thrust the money in his pocket. “Thus, taking stock of the whole conduct of the complainant, it is difficult to place reliance on his sole uncorroborated testimony with regard to demand as well as acceptance of the gratification. Resultantly, the trial court has not taken note of the aforesaid facts of the case and has not properly appreciated the evidence led by the prosecution,” said Justice Jindal. |
CBI probe sought in land grab case
Chandigarh, March 6 The assertion came a day after Punjab ADGP Chander Shekhar made it clear that the Punjab Government was not cooperating with the probe. Khaira said it was clear from the ADGP’s observations that there was “no rule of law” in Punjab. “If the government can hoodwink the high court in the matter and prolong the issue, what could be the plight of an ordinary citizen in the state”? Referring to the news report carried in The Tribune, Khaira said: “The Departments of Forest and Revenue have failed to initiate action against 2,455 violators around the periphery that include powerful politicians, senior bureaucrats and high-up police officials of the state. “It is also saddening to note that despite setting up of the task forces, action taken against them has not been conveyed to the court. On the contrary, the service career of the inquiry officer stands jeopardised for having initiated proceedings against the powerful of the state. “He is paying for having the courage to unravel the truth against political heavy-weights, who are in illegal possession of 170.25 acres of forest land. The entire controversy only indicates the SAD-BJP government has vested interest in shielding the guilty. The Congress urged the HC to order a CBI inquiry into the case so that violators can be brought to book. |
HC moved over allowances to CPSs
Chandigarh, March 6 Mohali-based advocate Jagmohan Singh Bhatti has already sought the quashing of the appointment of these CPSs, being illegal and violative of the constitutional provisions. The plea is likely to be taken up for consideration sometime next week. |
Sarpanch shot dead in gang war
Moga, March 6 According to the details available from the police, Inderjeet was going alone towards Lopo village to visit his in-laws in his Innova car but on the way he was intercepted by another car. Two youths suddenly came out of the car and opened fire. The Sarpanch received four bullets in his body and died on the spot. The local DSP, Gurmeet Singh, who reached the spot immediately after the incident, told mediapersons that from the sight of the murder it was evident that Inderjeet tried to reverse his car in a bid to escape but his car got stuck in a water channel running alongside the fields. The assailants gave no time to Inderjeet to fire at them from his .32 bore revolver and .315 rifle which he was carrying with him in his car. After committing the crime, the assailants also took away his weapons. Preliminary investigations made by the police had revealed that it was a case of gang war. The police had registered a criminal case and identified some of the assailants. Efforts were on to arrest the culprits, said a police officer. A couple of months back, another close associate of Inderjeet was shot dead at Jagraon in Ludhiana district. Another incident occurred at Moga town when a few people broke the window panes of Inderjeet’s car and he fired in the air to escape from the spot. |
6 kg of smack recovered
Bathinda, March 6 Acting on a tip-off, the Kotwali police nabbed Sandeep Kohli and his mother Asha Rani and seized some intoxicants, including 50 gm of opium, 4 gm of smack and some habit-forming tablets and capsules, along with cash worth Rs 1.93 lakh from their house here on Thursday. At the time of the raid, one of their alleged accomplices, Surinder Singh Matharu, managed to flee. The police had booked all three under Sections 18, 21, 22, 61 and 85 of the NDPS Act. On Friday, the district police constituted teams which nabbed Surinder Matharu from the Santpura road in the city and recovered 1 kg of smack from his car. The police also recovered a packet of 1 kg of smack, which Matharu had allegedly thrown away while avoiding arrest on Thursday. Meanwhile, on interrogating Sandeep and his mother Asha Rani, a police team recovered 2 kg of smack from their house under construction in Sucha Singh Nagar, Bathinda. Another police team nabbed Ajmer Singh of Chughe Kalan and Jatinder Singh, the second son of the accused Asha Rani, from the Goniana road, who were allegedly in possession of 2 kg of smack powder. Giving details, SSP, Bathinda, Sukhchain Singh Gill said they were drug peddlers and had been facing eight criminal cases, including five under the NDPS Act. The SSP said he would recommend the names of all members of the police team which carried out the operation for the Class II appreciation certificate. |
