Budget: No new taxes in Patiala

SAD-BJP led Patiala Municipal Corporation house has decided not to impose any new tax in the Budget for the fiscal year 2010-11. Corporation has also decided not to increase the already existing taxes.

Though formal announcement to this effect would be made during the special Budget meeting of the Patiala Municipal Corporation, scheduled to be held on March 8, a copy of the proposed Budget, in possession of The Tribune, shows that no new tax would be levied in this year’s Budget.

After the approval from Finance and Contracts Committee of the civic body, the Budget would be tabled before the general house on March 8.

Perusal of the MC’s proposed Budget shows that the civic body has set target of income of Rs 71.89 crore for the financial year 2010-11. Interestingly, in the Budget for 2009-10, estimated income from various sources was kept Rs 125 crore, but this time the target for the annual income had been reduced to just Rs 71.89 crore.

Highly placed sources in the civic body said it was the MC’s failure to achieve the target income that compelled the authorities to drastically reduce the income target for the year 2010-11.

Further scrutiny of the Budget shows that 50 per cent of the funds in the Budget have been earmarked for the development works to be undertaken by the civic body in the city. Apart from this, 48 per cent of the Budget has been kept for the expenditure pertaining to the establishment and two per cent for the contingency.

The proposed income from some of the account heads mentioned in the Budget includes - octroi on petrol/diesel (Rs 21 crore), sale of property (Rs 14 crore), house tax (Rs 11 crore), building applications (Rs 7 crore), water supply and sewerage branch (Rs 7.5 crore), additional excise duty (Rs 5 crore) and octroi on electricity (Rs 2.8 crore).

‘Ticket checkers’ beat up passengers

Some “ticket checkers”, without uniform, allegedly entered a brawl with a section of passengers at Sirhind Railway Station and also beat up some passengers this morning.

In their complaints to the station superintendent, passengers, Vivek Kumar and others, alleged that some people dressed in civil clothes claimed themselves to be ticket checkers and asked complainants to produce their tickets.

However, when passengers objected to the missing uniforms, the “ticket checkers” entered in a quarrel and beat up the passengers.

The passengers alleged that despite informing “checkers” that they had got platform tickets, fine was imposed on them.

The matter was brought into the notice of the station superintendent, RP Sharma, who assured the passengers to look into the matter and also informed his seniors.

He said the accused ticket checkers had been told to meet the seniors at Ambala office and adequate action would be initiated in this regard if complaints of passengers were found true. He revealed that nobody was allowed checking without uniforms.

Youth hit by train, killed

Lalru, March 6
A 21-year-old physically challenged youth died after being hit by a passenger train on the Lalru-Dappar railway track, near Lalru village, here this evening. The deceased was identified as Parveen Kumar, a resident of Lalru village.

According to Railway Police sources, Parveen was walking near the railway track around 7 pm along with his friend Mukesh Kumar. While they were crossing the railway track, Parveen was hit by the train. However, his friend Mukesh safely crossed the track. Mukesh immediately informed the police about the incident. The railway police reached the spot and took the injured to the Civil Hospital where the doctors declared him dead on arrival.

Priest booked for rape

The police booked a priest of Gurha Kasauli village for allegedly raping a woman.

In her complaint to the police the woman alleged that she approached Baba Amarjit Singh after going through an advertisement wherein it was stated that a woman, below the age of 40, was wanted for a religious discourse.

The woman approached the Baba who took her to his place in the village. The woman alleged that the Baba raped her under the influence of liquor at a religious place in the village.

The matter was brought into the notice of the village sarpanch and the police booked the Baba yesterday for raping the woman. The woman also alleged that the Baba threatened her of dire consequences if she reported the matter to anyone.

The accused Baba was yet to be arrested. Further investigations were on.

Sand quarrying mafia members arrested

Mohali, March 6
After a gap of almost two months, the Nayagoan police has arrested five persons, out of six, who were booked for seriously injuring a forest guard who had objected to illegal sand quarrying in the area.

The case had been registered on the complaint of Devinder Singh, a guard posted at the forest area, Nada. The arrested persons have been identified as Manga Singh, Kuldeep Singh, Ghugra, Pal Singh and Jasvir Singh, alias Bitu. However, another accused was still absconding.

The police said it got information and arrested the accused after raiding the place.

In January, the suspects had badly injured the forest guard, Devinder Singh. He had suffered several stitches all over his head. The assailants, numbering six, had the victim while he, along with his two other colleagues, Karnail Singh, and deputy DFO, Baldev Singh, had set up a naka to check illegal sand mining.

For the past few years the forest department officials have been facing the heat for trying to check illegal mining in the area that was protected under the Indian Forest Act, 1927.

When the incident took place, the assailants only targeted Devinder Singh and left his two colleagues unscathed.

The suspects had been booked under Sections 148, 149, 332 and 353 of the IPC.

When the issue was raised with the forest minister on Monday, the police swung into action and arrested all suspects.

Theft

Lalit Sharma, a resident of Phase I, Mohali, has complained to the police that on February 27, when he had gone to Chandigarh, burglars took away Rs 2,000 cash and gold jewellery from his house. A case under Sections 380 and 457 of the IPC has been registered.

Migrant labourer killed in accident

Rajpura: A migrant labourer got killed in an accident yesterday when a speeding biker hit him on the Banur-Tepla road.

The deceased has been identified as Varinder Kumar, a native of Uttar Pradesh. He was working in the fields of a farmer in Changera village in Banur for the past few months.

The labourer was on his way back, after reaping potatoes, towards his hutment at roadside when he was hit by the bike. The biker fled away after hitting the labourer who was rushed to the PGI with serious head injuries. He was declared dead today.

The body was handed over to his family members after conducting the postmortem. A case in this connection had been registered by the police.

3 nabbed for trafficking

Panchkula: Three persons, including a woman, were arrested by the Panchkula police for immoral trafficking here on Friday. The accused were identified as Adrash Kumar, a resident of Sector 19, Panchkula, and Ajay Kumar, a resident of Modern Complex, Mani Majra, Chandigarh.

The accused were apprehended by the police following secret information. All three accused were arrested in the case under various Sections of the Immoral Traffic Act. The accused were produced in the court on Saturday and sent to judicial custody.

Lekhak Sabha to honour CM

Haryana Kendri Punjabi Lekhak Sabha at its meeting yesterday decided to honour Chief Minister Bhupinder Singh Hooda on March 14 at Rohtak.

General secretary of the sabha Dr Sudarshan Gasso said it had been decided to thank the Chief Minister for having accorded the status of second language to Punjabi in the state.

The decision would not only lead to the better fraternal relationship, but also lead to the opening of new avenues in the social restructuring and development, he said.

The function would be organised jointly under the aegis of the Haryana Sikh Gurdwara Parbandhak Committee (Adhoc) and Haryana Punjabi Adhyapak Sangh, he added.

Yograj Singh, former cricketer and actor, was the chief guest. The overall trophy was won by Trishul House in the meet.

Participants and players of all four houses — Prithvi, Trishul, Nag and Agni — showcased their talent in various events like relay race, shot put, long jump, tug-of-war, javelin throw, triple jump, and 100m and 400 m races.

Judicial remand for 21 HJC men

The local court today remanded 21 members of the Haryana Janhit Congress (HJC), allegedly involved in yesterday’s violence, in judicial custody.

The police had registered a case against Dharam Pal, Kamal Kumar, Wazir Singh, Rajinder Yadev, Karamdeep Singh, Bhawni Sharma, Kuldeep Singh, Hanuman, Danpat, Bhagwan Sharma, Satbir Singh, Balwant Singh, Ram Pal, Vinod Kumar, Sunil, Hanuman, Rajender, Ramdiya, Gurdev, Bhartu and Dinesh under Sections 415, 147, 148, 149, 332, 333, 353, 307 and 427 of the IPC.

Financier’s Murder
Challan filed against Whiskey, 6 others

The police yesterday filed a challan against Devinder Singh, alias Whiskey, and six others who were allegedly involved in the murder of a businessman here.

Whiskey had allegedly killed a financier, Harjinder Singh Dhillon, on November 25, 2009.

Ravinder, Manish, Manpreet Singh, Surinder Singh, Amrik Singh and Kuldeep Singh had accompanied him at the time of the crime.

According to the police, Dhillon had a Ford Fiesta, which was reportedly in the name of Whiskey and he wanted it back. Whiskey had also allegedly been involved in several heinous crimes for the past 17 years. He had links with terrorists in the past and had also been booked for possessing explosives.

The police had arrested him on December 11 last year. Acting on a tipoff, a special crime investigation cell team had nabbed the suspects on December 7. During their interrogation, they disclosed that on November 25 they and Whiskey hatched a plan to take away the Ford Fiesta being used by Dhillon.

They said they went to Sector 20 in a Ford Endeavor and while Amrik remained near the vehicle, the others went to Dhillon’s office, where they had a scuffle. Dhillon raised the alarm after which Whiskey pulled out his illegal weapon and fired a shot at him, killing him.

Man booked for bid to outrage modesty

The police has booked Jagroop Singh, a resident of Pushpak Complex, Sector 49, for trying to outrage the modesty of a woman, besides threatening her, at her residence.

The woman was injured and was admitted to the GMCH-32. However, no arrest has been made as the accused is at large.

Theft

Avtar Singh, a resident of Housing Board Colony, Dhanas, has complained to the police against Avtar Singh, contractor of parking zone No. 2, Sector 34, after his Splendor motor cycle (CH 03 S 3772) was stolen from the paid parking lot. The police is investigating the case.

Injured

Rajinder Kumar, a resident of Behlana village, complained to the police alleging that Sanjeev Kumar, a resident of Sector 29 B, hit his motor cycle (CH 03 V 2822) with his Alto car (HP 55 B 0137) near the community centre of Sector 29.

He received a fracture in the left leg in this accident and was admitted to the General Hospital, Sector 16. The police is investigating the matter.

2 held with 600 boxes of liquor

The city police yesterday arrested two persons for smuggling over 600 boxes of liquor from the city to Rajasthan.

The police, however, failed to obtain a police remand of the accused to unearth the source from where they had procured the liquor in such large quantity.

The accused were produced before a local court, which remanded them in judicial custody.

Inspector Devinder Sharma, in-charge of the operations cell, said acting on a tip-off the police set up two roadblocks in the city in the wee hours of today. The police arrested Surja Ram of Jodhpur, who was driving a truck (RJ 19 1G 9116) carrying 200 boxes of Indian-made foreign liquor (IMFL). The police also arrested Raj Kumar of Hamirpur, who was driving a truck (HR 45 8531) carrying 403 boxes of the IMFL, near Poultry Farm Chowk.

TB patient ends life

A 32-year-old man suffering from TB reportedly hanged himself to death at his house in Ram Darbar here yesterday. The police said the victim, Ram Phal, was a hawker.

He was found hanging by his neighbours in the evening. The body was shifted to the GMSH-16. Inquest proceedings under Section 174 of the Criminal Procedure Code have been initiated.

Three cheers for Jagjit, Preeti

Dr Jagjit Singh and Preeti won three gold medals in the men and women events, respectively, during the annual athletics meet of Government Medical College and Hospital (GMCH), Sector 32, here today. Dr Jagjit Singh bagged first position in discus throw, shot put and javelin throw events, while Preeti secured first position in long jump, 400m and 200m races.

Earlier, Dr Raj Bahadur, director-principal, inaugurated the meet. The 2008-batch MBBS students bagged the best march past trophy.

Lanka's Rohana surges ahead

The stage is set for a grand finish with five golfers lying within a margin of three strokes on the penultimate day of the Rs 40 lakh Aircel-PGTI Players Championship at the Panchkula Golf Club here today.

Anura Rohana of Sri Lanka carded a three under 69 card to overtake Chandigarh's Ranjit Singh on top of the leaderboard at eight under 208.

Ranjit Singh shares the second slot, along with Kolkata's Raju Ali Mollah at seven under 209, but the day belonged to another city golfer Sujjan Singh who fired the best card of the day, a six under 66, to climb up the ladder for the fourth spot at six under 210. Another stroke behind at 211 is Noida's Gaurav Pratap Singh.

Another golfer to watch out is city's seasoned Harmeet Kahlon who occupies the seventh slot at two under 214. Harmeet is capable of pulling upsets on the final day. 36-year-old Anura Rohana began the day with an eagle, as he holed his second shot from 60 yards on the par-4 opening hole. He bogeyed the seventh, but birdies on the eighth and ninth saw him take the turn at three under 33. He played a par back nine birdying the 15th and bogeying the 17th Rohana said: “I am excited about entering the final round as the leader for the first time in India. I won a tournament earlier this year in Colombo and that victory has done wonders to my confidence. I will, therefore, try to attack the pins on the final day in order to push for a win.”

Caddie turned pro Ranjit Singh (65-71-73), the overnight leader, dropped to tie second place as a result of his one over 73. He said: “I have not done well with the putter over the past two days. It is important to putt well in the last stages of a tournament and I made 32 putts today which was not good enough,” said Ranjit.

Sujjan Singh rallied with a brilliant six under 66 card studded with eight birdies to occupy the fourth slot (72-72-66). He had an astonishing run of four birdies on the 15th, 16th, 17th and 18th holes.
