However, many groups of Jangams, the kul purohits of Lord Shiva, who wear brass flowers in their ears and peacock feathers in their headgear, in the name of Lord Shiva and lepers residing on the outskirts of the city on Old Bharwain Road can still be spotted in various lanes and bazaars.

Murder mystery solved, two held
Tarn Taran, February 28
The district police has claimed to solve a blind murder, in which an unidentified body was found by the Goindwal police on February 6 from the bank of a canal in Jamarai village, 25 km from here. Malwinder Singh Sidhu, SP (operation) while giving information to newsmen here today, said Gurpreet Singh Gopi of Chackmehar village (Goindwal) and Vijay of Tohana (Haryana) have been arrested in this regard.

Khaira releases names of 101 blacklisted Sikhs

Deputy CM Sukhbir Badal is hoodwinking people by claiming that the centre was not providing him the list of blacklisted Sikhs. Bholath MLA Sukhpal Singh Khaira alleged that the recent statement of Badal is misleading and is an indication of his poor working, which also shows that he has no control over his own home department.

Buffalo-stealing gang busted

The police has arrested Kulbir Singh of Dagana and Sukhpal Singh of Hardowal PS Fatehgarh Churian, both members of a gang which steals buffaloes and recovered six buffaloes and one Mahindra pick-up van under sections 380 and 365 of the IPC.

Huge cache of govt medicines confiscated

In a major haul, the CIA today confiscated a huge cache of medicines meant for government hospitals in New Delhi, which were smuggled into local market.

The police nabbed one Jugal Kishor Chopra, a resident of Chitta Katra who had rented a shop in Anand Market in Katra Sher Singh where the medicines worth Rs five lakh were concealed.

Earlier, the staff had seized medicines worth Rs 1.5 lakh from one Jatinder Kumar of New Golden Avenue, from Sultanwind area during a naka on February 22.

“Jugal was running the illegal business for last five years and used to take the medicines from a Delhi-based agent who smuggled the same through parcel. All the medicines have ‘for government supply and not for sale’ stamps,” said Inspector Suba Singh.

During preliminary investigations it was found that the accused even did not possess any license required for running the chemist shop. The staff recovered 1.65 lakh tablets, 60,900 capsules and 550 injections from the illegal stock. A case under sections 409, 420, 411, 413, 414 and 120-B of the IPC besides relevant sections of the Drugs and Cosmetic Act has been registered in this regard.

He said these medicines meant for poor patients never reached government hospitals while the involvement of hospital employees could not be ruled out. “The gang could not operate without the active support of some ‘insiders’ in the government hospitals in the capital. It is matter of detailed probe; whoever these persons are, they would soon be brought to book,” Suba Singh added.

Meanwhile, the police teams that went to Delhi to nab one of the accused in Delhi whose name figured in previous seizure had to return empty handed as he left the house a couple of days before the team reached there.

Price hike gets beggars out of job

The prevailing stagflation has hit beggars hard, on account of which many of them have left the profession. The number of beggars, who were generally seen in the bazaars and lanes, scrounging for money and meals, has been reduced to a great extent in the city. However, many groups of Jangams, the kul purohits of Lord Shiva, who wear brass flowers in their ears and peacock feathers in their headgear, in the name of Lord Shiva and lepers residing on the outskirts of the city on Old Bharwain Road can still be spotted in various lanes and bazaars.

Some of the beggars told this correspondent here that they used to go from shops and houses to get food and money.

Mostly, people provide them with money. However, some prefer to give them edible goods including wheat flour, rice, pulses, sugar etc.

But on account of skyrocketing prices, majority of them had stopped donating money and edible goods and some of them had reduced their donations. On an average, a beggar’s collection ranges from Rs 300 to Rs 800 a day during normal conditions. But due to spiraling prices of essential commodities, their income had been reduced by 75 per cent. With this meager income, it had become difficult to make both ends meet and there was no other option for them than to leave begging.

About a dozen groups of Jangams are active in the city, to scrounge on the occasion of forthcoming Shivratri festival. Head of a Jangam group Baba Dulli Chand said members of his group came from Kurukeshtra (Haryana) to scrounge money and food.

As much as 75 per cent of their daily income has been reduced due to the price hike. Being a staunch follower of Lord Shiva, they could not leave their traditional profession. They had increased their timing from six hours to eight hours daily. They were living in groups at deras and equally shared the amount and food collected daily by members. The lepers have also expressed their plight in similar manners.

President of the lepers’ colony Yado Rao said 80 lepers, including 33 females and 15 children, have been residing in the colony. Though the state government had been providing an irregular monthly pension of Rs 250, each, to adult members only, which was quite insufficient to get even a single meal in a day. They had not received pension for the last four months. Some of the philanthropists, who were regularly providing essential commodities to them, had also restricted the supply to a great extent, due to the price hike.

The income of the lepers, who had been begging in the bazaars and outside the religious places, was reduced by 75 per cent for the last three months.

On account of the failure of the state government to rehabilitate them by introducing some self sufficient works, there was no other option for them except to beg. All the lepers urged the Union Government and state government to take necessary steps to control the price hike.

Phagwara Heritage Fest: Treat for classical lovers

Punjab Technical Education Minister Swarana Ram has showered words of praise for the organisers of the second Phagwara Heritage Festival dedicated to Sangeet Diwakar Master Rattan, which concluded at the rest house premises late last night.

The minister appreciated their efforts to attract the new generation towards traditional classical music, which is considered powerful in strengthening Indian culture and traditions.

Swarana Ram announced a grant of Rs 2 lakh from his discretionary funds to the Sangeet Maha Sabha Phagwara, headed by Phagwara SDM Amarjit Paul.

Earlier, artists of Indian classical music, like Dr. Nivedita Singh, Santosh Nahar, Manu Seen, Mohan Malsiani, Pt. Shubh Maharaj, Athar Hussain mesmerised the audience with their powerful performances.

Ramesh Mittal, Chairman, Lovely Group and Punjab National Bank Deputy General Manager PK Sharma were the guests of honour at the concluding night of the heritage festival.

The first night, on Friday, was a memorable musical night for classical musical lovers, who watched and the enjoyed the three-hour-long musical evening during the first night of the two-day Phagwara Heritage Festival.

Phagwara SDM-cum-President Sangeet Diwakar Master Rattan Sangeet Maha Sabha Phagwara inaugurated the festival, while Wahid Sandhar, Sugar Mills, Phagwara, Chairman, Sukhbir Singh Sandhar and Director GNA Group Mehtiana Gurdip Singh Seehra were the guests of honour on the first day. Santoor Vadan by Pt. Tarun Bhattacharya, and vocal performances by Prof. BS Narang and Prof. Hari Dev were the high points of the memorable event.

Include Punjab in industrial corridor, Sidhu asks Mamata

Though Amritsar BJP MP Navjot Sidhu thanked Union Railway Minister Mamata Banerjee for starting some new trains and socially desirable rail connectivity proposals for Punjab, the cricketer-turned-politician is still not fully satisfied with what Mamata announced for this border state during the presentation of the rail budget on Wednesday.

Talking to The Tribune on Sunday, Sidhu reiterated his demands of including Punjab in the Industrial Corridor and extending the Mumbai-Ludhiana dedicated freight corridor to Amrtisar.

Sidhu said he failed to understand why Punjab had been left out of the dedicated Industrial Corridor, ignoring the fact that several of its cities were even internationally known for the different items they manufactured.

“Some of its cities, including Ludhiana and Jalandhar, are globally well known for producing hosiery products and sports goods as well as pipe-fitting material, respectively.”

He said, “Even so, this border state has been left out of the industrial corridor which would cover almost all the states of the country and would be set up with a cost of Rs 4,25,000 crore.”

Further reiterating his demand of extending a dedicated freight corridor of Mumbai-Ludhiana to Amritsar for providing its benefit to the business and industrial community of the Doaba and Majha regions, Sidhu said if the freight corridor might be set up for an area spread over 2,400 km, why couldn’t it be extended to a distance of 150 km more, up to Amritsar. Sidhu said he had brought all his demands for Punjab during his meeting with Mamata before the presentation of the rail budget.

Though he fulfilled several of his demands, yet the important demands, including Punjab in the Industrial Corridor and extending Mumbai-Ludhiana dedicated freight corridor to Amrtisar were yet to be accepted, he added.

Saying that he would again meet Mamata soon, to draw her attention towards these genuine demands of Punjab, Sidhu said the rail ministry had also indirectly endorsed these demands by announcing a Karambhoomi train from Jalgaipuri to Amritsar.

Thanking Mamata for starting Duranto train from Chandigarh to Amritsar, he hoped that a direct rail track would be established between Punjab and its capital Chandigarh by the completion of the Morinda track, by 2011, as promised.

535 trainees pass out from Punjab Police Academy

A total of 535 trainees passed out from the Punjab Police Academy, Phillaur, following a passing out parade on Saturday. These trainees belonged to the Punjab and Royal Bhutan Police. P/Lt Sonam Tashi of the Royal Bhutan Police commanded the parade. Trainees with distinction in different fields during the training were awarded prizes on the occasion. Academy Director-cum-DGP R.S. Gill took the salute.

In his address, he said the academy was focusing on improving the professional and behavioural effectiveness of police personnel and it always made efforts to ensure a healthy link between the training and the field requirements. He advised the trainees to work in a free and fair manner in serving the public.

On new challenges to the police, he said policing in the modern world was undergoing drastic changes in its functioning as well as handling of crimes. Due to the increasing crime in every society, the police have to equip itself with the latest information and professional knowledge. Accordingly, the training strategies have to be redefined and redesigned to suit global policing standards. He added that we have been constantly updating our training methodology by adding latest technological techniques and other inputs.

Programmes, including mass PT show, dog show, band display, Malkham show, daredevils show, tent pegging, Aadiwasi dance, shooting skills and group folk dance, were performed by the trainees of the academy.

Murder mystery solved, two held

The district police has claimed to solve a blind murder, in which an unidentified body was found by the Goindwal police on February 6 from the bank of a canal in Jamarai village, 25 km from here. Malwinder Singh Sidhu, SP (operation) while giving information to newsmen here today, said Gurpreet Singh Gopi of Chackmehar village (Goindwal) and Vijay of Tohana (Haryana) have been arrested in this regard.

The bullet-ridden body was later identified as that of Raghbir Singh (35), a taxi driver, resident of Dalalmajra village (Himachal Pradesh).

The SP said the accused, in the preliminary investigation, said they hired the taxi (Indica, No. HP-01 S, 0770) from Nalagarh, Goindwal on February 5. The accused shot him dead and threw the body near Jamarai Canal on the same night.

A case, under section 302 and 201 of the IPC, has already been registered in this regard. The pistol of Vijay had been used for the murder by the accused. The SP added that it is suspected that the accused are allegedly responsible for the murder of another unidentified person, whose headless body was recovered on January 26, 2010.

Khaira releases names of 101 blacklisted Sikhs

Deputy CM Sukhbir Badal is hoodwinking people by claiming that the centre was not providing him the list of blacklisted Sikhs. Bholath MLA Sukhpal Singh Khaira alleged that the recent statement of Badal is misleading and is an indication of his poor working, which also shows that he has no control over his own home department.

Addressing mediapersons, he released a list containing the names of 101 blacklisted Sikhs supplied to him by the Punjab police. Although the number of blacklisted Sikhs is much higher, Badal can make a beginning by taking up the cases of these Sikhs, he added.

A perusal of the list shows that there are 41 Sikhs who have no criminal cases pending against them in any court in India but yet they are not allowed to visit their motherland for as long as 25 years.

Out of these 101 Sikhs, 85 are forced to live in exile abroad and as many as three have died while in forced exile for no fault of theirs.

I have obtained this list after a committed fight to get the names of two Sikhs of my constituency deleted, namely Joginder Singh Bal, presently Mayor of Slough, UK and Daljit Singh of Baagwanpur village, now living in USA. If I can fight for such persons, what prevents Sukhbir from doing so, he questioned.

To begin, I urge the state to take up the cases of the 41 Sikhs who have no criminal record.

Instead of passing the buck to the Centre, the Akali leaders should have worked for getting the list scrapped for the past 26 years if they had the welfare of the Sikhs at heart. But by making such irresponsible statements, they have proved that they have been shedding crocodile tears all along, he pointed out.

Although Parkash Singh Badal remained CM from 1997-2002 and his alliance partner NDA ruled the country, did Badal take up any cases of riot victims or rehabilitate them?

Sukhbir himseld remained MP for 10 years and even shared space in Parliament with Jagdish Tytler and Sajjan Kumar, both accused in 1984 riots. Did he utter a single word against them?

Khaira alleged that all rhetoric by Akalis to ensure justice to Sikhs is aimed at playing to the galleries. If Badal Jr. is committed towards doing anything for those in the list, he could take it from me, he remarked.

Buffalo-stealing gang busted

The police has arrested Kulbir Singh of Dagana and Sukhpal Singh of Hardowal PS Fatehgarh Churian, both members of a gang which steals buffaloes and recovered six buffaloes and one Mahindra pick-up van under sections 380 and 365 of the IPC.

Om Parkash of Mohalla Bassi Khawaju in his complaint alleged that on the intervening night of 7th and 8th January, Jaswinder Singh of New Model Town along with seven of his masked accomplices went to his servant Sohan Lal. Three of them loaded four buffaloes in two vehicles and escaped along with his servant Sohan Lal.

On the way, they left Sohan Lal at Nasrala bridge and snatched his mobile phone. Later, to mislead the police, Om Parkash, along with some others, staged a dharna at the local Clock Tower on February 22 to influence the police and tried to disturb the peace of the city. During investigation, it emerged that the accused in the case - Kulbir Singh, Jaswinder Singh, Jasbir Singh and Balbir Singh, Sahi, Bhupinder Singh, Sukhpal, Papu Masih - were found innocent.

During interrogation, it was found that neither Jasbir Singh had any link with the former nor any member of their gang were related to Hoshiarpur.

On account of personal enmity, Om Parkash mentioned the name of Jasbir Singh and others in the FIR and tried to influence the police to arrest Jasbir Singh and others. Legal action would be taken against Om Parkash for pressurising the police and trying to disturb the peace of the city. — OC

Two more gangs in police net

Batala: The police arrested members of two different gangs. Param Masih, Ravi Kumar and Vicky Masih were nabbed at a naka near Badhowal village, from whom foreign currency (undisclosed), 35 gm of gold, Rs 10,000 and two mobile sets were seized. The gang had stolen these articles about a fortnight ago from the house of one Jagbir Singh. Sukhwinder Singh of Jethuwal village and Mukhwinder Kaur of Akarpura village were held with stolen bags of wheat and pulses. — OC
