Works around Tapkeshwar Mahadev Temple
Only God knows who’s in control

With the Irrigation Dept clearing out and Tourism Dept not taking charge, miscreants have occupied the new structures

Dehradun, February 25
The Tapkeshwar Mahadev temple, an ancient shrine of Lord Shiva which is a prominent tourist attraction and magnificent heritage site, has become a victim of the apathy of Tourism and Irrigation Departments.

In 2006, the departments had undertaken a project inaugurated by then Tourism Minister Tejpal Singh Rawat to beautify and enhance the tourism potential in the area adjacent to the temple, which is spread across 32 bighas, at the cost of Rs 82 lakh.

The departments then abandoned the newly-built structures - the canteen and toilet complex - after completing them six months ago.

Benefiting from the carelessness of the governmental departments, miscreants stole the aluminium windows and metal parts fitted on the doors of toilet complex. They also damaged windows of the toilet complex a month ago.

After breaking open the access, the buildings have become a mainstay of unsocial elements. The temple authorities fear for escalation of crime in the temple area because of these events.

Besides these structures, the Irrigation Department had installed RCC pillars at the entrance, put up railings, built a parking area, a couple of ghats, some stairs reaching down to the river and a second pathway to enter the temple.

AS Rawat, SHO, Garhi Cantt, where the FIR of the theft has been lodged, blamed the irresponsible attitude of the government departments which left the structures unmanned after their completion to be swarmed by nefarious elements to indulge in unlawful activities. This, he said, had become a headache for the police also.

Little bothered about wasting the taxpayers’ money, both departments seemed more interested in blaming each other. Interestingly, there is no authority above them to check and probe the misuse of government funds invested and wasted in such a manner.

The Irrigation Department, which built the structures with the funds provided by the District Tourism Development Department, stated that it was not the department’s responsibility to provide security to the shrine. DS Rawat, Executive Engineer who supervised the project, said, “Our job was limited to creating the infrastructure in the area. It did not include placing security men”.

On the other hand, Vivek Chauhan, District Tourism Development Officer, said, “The Irrigation Department is yet to complete the project. Until it completes and hands over the project to us, the responsibility lies with it”.

Rawat of the Irrigation Department denied that any work on his part was pending. He talked about sending a completion report to the Tourism Department, whilst Chauhan refused of getting any completion report from Rawat.

The ‘pending’ work which the Tourism Department wants the Irrigation Department to complete is to build a public park, security wall around the temple and one more toilet complex.

The Irrigation Department has backed out saying that the funds given to it have already come to a nought and is now demanding more funds from their tourism counterpart.

The matter has got stuck at this point. Both departments are not bothered about the safety and smooth operation of the structures which have already been created.

When asked about operationalising the canteen that is lying abandoned for the past six months, Chauhan said, “Once the project gets completed, an auction will be held by the District Magistrate and handed over to the joint management of the Irrigation and District Tourism Departments.”

Krishan Giri, head priest of the Tapkeshwar temple, was annoyed with the working style of the governmental agencies. He denied giving authority of managing the buildings to any government department after the completion of the works.

He said that he had made it clear and got it in writing that only the temple management would take charge after their completion.

Meanwhile, Chauhan gave an assurance of sorting the matter out with Giri later.

Giri, who has lost faith in the management skills of the government departments, alleged that the tourist centre/restaurant set up in the temple area by the District Tourism Department was allowing liquor and non-vegetarian food to be served in a clandestine manner.

He said that objections on the issue had been raised numerous times and these had even turned into physical fights. But no representative of the Tourism Department was even ready to listen to these objections.

The pomp and show presented before Kiran Chawdhary, then Union Tourism Minister, by placing gorgeous furnishing and internet-equipped computers were removed the next day when she had come on a visit to the temple.

Giri said that government agencies had worked in half-hearted manner. The stairs have been built, but no lighting arrangements have been made. Even the end of each step has not been marked making it difficult for devotees to use these stairs at night.

He said that had these departments made the structures operational, then the big crowd that came to attend the main festival of the temple - the Maha Shiv Ratri and the 10-day fair - could have utilised these.

But now what worries him most is the security of the temple because the abandoned structures are attracting unsocial elements.

Elephants go berserk at marriage party in Meerut

Dehradun, February 25
The Uttarakhand Forest authorities came to the rescue of their counterparts in Uttar Pradesh after elephants went berserk the at a marriage party in Meerut district of the neighbouring state.

Wildlife authorities from Uttarakhand dispatched a team of forest officials to Meerut after they received an SOS call from UP for controlling the elephants. The elephants, that were brought to Meerut to take part in the marriage function of a BSP leader, paniced after hearing the sound of crackers and seeing the surging crowds. The elephants went on a rampage damaging a number of vehicles.

“We received a call for help and immediately dispatched our men from Haridwar Forest Division for assistance,” Paramjeet, Head, Uttarakhand Anti-poaching Cell, informed The Tribune. The help was given despite the fact that the Uttarakhand forest authorities are fully engaged with Kumbh affairs and on an alert to ensure that no man-elephant conflict takes place in the region.

Significantly, preparedness on the part of the Uttarakhand forest authorities for the Kumbh Mela came to the advantage of UP officials. The Uttarakhand forest team that was equipped with tranquiller guns in active assistance of Dr Ashraf of the Wildlife Trust of India and Dr Utkarsh Shukla finally managed to bring the pachyderms under control after much of effort.

Meanwhile, International Organisation for Animal Protection in India has sought action against the BSP leader responsible for the event. It has asked the Deputy Commissioner and the Superintendent of Police, Meerut, to take stern action in the matter.

Dr AK Singh of the Wildlife Trust of India described the incident as horrific. “Such usage of elephants in marriage processions could be catastrophic. As loud decibel noises are an inseparable part of Indian marriages, elephants can go berserk and inflict damage,” Dr Singh pointed out.

Interestingly, Uttar Pradesh BSP government functionaries had being outdoing each other to promote BSP election symbol — elephant. Pressing elephants into service in a marriage procession was an effort to show loyalty to the BSP by the party functionary concerned.

Forest Dept hears students’ grievances

Mussoorie, February 25
Taking cognisance of the news item published in The Tribune on February 19 edition, the Forest Department appellate body’s Chairman, DFO Barkot Rajiv Sonar, invited agitating students for a hearing regarding alleged anomalies in the exam for the post of forest guard held on February 7.

Student union president Nitin Dutt, in a letter to the Forest Minister, had alleged that the rightful candidates had been left out and the name of non-deserving candidates figured in the merit list.

A meeting was held at DFO’s office at Mussoorie today where the Chairman of the appellate body said transparency was maintained in the conduct of the exam. However, if the students still felt that they were not satisfied with the procedures then they could give a complaint in writing. The unsatisfied students remained adamant on a re-examination for the post. They also sought from the Chairman to make public the answer sheets of the meritorious students.

The students said till the time a justifiable decision was not taken by the authorities concerned no recruitment should be made to the posts of forest guard.

Later, speaking to the media, Dutt alleged it seemed the talks were held to mislead the students from the real issue of favouritism shown during the exam. The whole exercise was a farce and was conducted to recruit near and dear ones of department personnel. He demanded an independent inquiry into the matter.

A squash star in the making
With more than 60 titles, Almora lad Laxman Joshi is ranked eighth in India
Sandeep Rawat
Tribune News Service

Haridwar, February 25
Though squash may be a new event for the people of Uttarakhand yet it is fast gaining popularity in the state. A major part in popularising it goes to the persons of Uttarakhand origin residing in other states especially in the metro cities of India.

One such talented player is Laxman Joshi, hailing from Dangeir village in Almora district, who is a top squash player of the country and that too at 20 years of age.

And, just like Sachin Tendulkar, Laxman’s only non-squash sports icon, he had started playing squash quite early.

He has a whopping 60-odd titles and championships to his credit. The number may be more as
he said, “I have counted only 60. The number may have been more had I not lost some documents and certificates.”

Joshi started playing on the professional circuit at the age of 11 and has represented Mumbai University, district, city (Mumbai), state (Maharashtra) and India at the Asian and international circuit.

Currently ranked eighth in the All-India Squash Seniors Ranking, Joshi has played the nationals eight times. On three occasions, he reached the final but could only end up as the runner-up.

This hasn’t flagged his spirit as he said, “Something may be lacking in my game and I have to correct it.”

At the international-level, Laxman participated at the Milo All-Star Junior Squash Championship where he was eighth overall and at the Penanag International Open where he came sixth.

At the Qatar Open, he secured the fifth place in individual ranking and in the team ranking, he was ranked third overall. This Almora lad has performed well both at the junior and senior levels.

When asked how come he took to squash, he said, “The JSW Company, where my father works, set up a recreation club that had a squash court. I started playing there and as my game improved, top players and coaches motivated me to pursue it professionally.”

Coach Sunil Verma in a telephonic conversation from Mumbai told The Tribune that Laxman has all-round skills and he is eager to rectify his flaws than depend on his opponents’ weaknesses for victory.

He added that he has a bright future but needs more sponsorship and specialised coaching.

Laxman’s father Harish Joshi
was happy beyond words at his son was performing in his native state. Laxman is in the city to participate in the All-India Inter-University Championship at Gurukul
Kangri University.

Harish said that Laxman, if he becomes a top-class player,
wishes to spend his earnings to set up a coaching centre in Uttarakhand to help squash players in his native state.

The government and corporate sector have to contribute more to squash as very little infrastructure was available outside metros and state capitals, felt Laxman. He was all praise for the world-class squash complex at the Gurukul Kangri University.

Laxman’s sister Urvashi Joshi is also a top national player and is currently ranked No. 1 in the girls under-15 category. The siblings play and work out together.

About any special diet he was taking, Laxman said, “We can’t afford special diets, but if more sponsorship comes, we can think on this aspect,” said Laxman.

A ray of hope has emerged for Joshi with Jindal Steels sponsoring him. The company takes care of the financial aspect when he plays tournaments in the country and abroad.

Ajay Malik and Shiv Kumar Chauhan, organising committee members of the All-India Inter-University Championship, are planning to engage Laxman’s services in training young squash players in Haridwar. Laxman was ecstatic on being offered the position of coach at just 20 years of age!

Haridwar, February 25
A different kind of Holi was played today in Haridwar in which participants sprayed flowers and petals on each other. The spectacle presented a kaleidoscopic look with devotional and Holi folk songs being played in the background.

Noted spiritual guru Yogeshwar Pushpanand Maharaj of Sidh Peeth Sidhashram had organised the Holi milan programme.

Maharaj termed Holi as a festival of love and brotherhood. He exhorted the gathering to utilise the festival for spiritual awakening.

Children dressed as Radha and Krishna played a Holi of flowers with Pushpanand Maharaj and his followers joining in. More than 150 kg of flowers - from rose to sunflower to seasonal ones - were used.

Earlier, the function began with the Vishwa Ekta Sankeertan Mandal presenting bhajans. Bhajan singer Rajesh Angira and his party set the mood for the function.

Present at the occasion were BJP district vice-president Kusum Gandhi, trustees Rajiv Kapoor, Balesh Mittal, Rohit Khanna, Neha Malik, Rajni Sachdeva, Saroj Bhatiya, Sunita Kaushik, Sunita Chauhan, Sashi Chauhan, Rajneesh Chauhan, Ashu Chauhan, Mayank Chauhan, Balvinder Kau and several followers.

Students play with colours

Ajay Ramola adds from Mussoorie: School students played with colours during the Holi Milan function organised at Saraswati Shishu Bal Vidya Mandir near Kulri Bazaar here.

Principal Manoj Rayal addressing the students earlier said the festival of colours was to spread the feeling of brotherhood amidst every Indian. He also divulged the significance of the day and said students should have faith similar to Prahlad and dedicate themselves towards education to achieve greater heights in life.

Sweets were also distributed on the occasion. The school was closed for the festival after that.

Water guns on cartoon characters popular

Akash Ghai adds from Roorkee: Markets are decked up with the paraphernalia related to the Holi festival here.

This time, the new arrivals in the markets, which will likely to give the festival more colours, include Harry Potter, Shaka-Laka Boom Boom and Benton “pichkarees” (water guns).

A local shopkeeper in the Civil Lines market said these “pichkarees” were made in China and the main attractions among kids this year.

“After the success of the toys based on cartoon characters, there are ‘pichkarees’ made on these characters and these are instant hit among the children,” said R Aggarwal, while adding that the rates of these items ranged between Rs 75 to Rs 400.

Besides, other “pichkarees” in the shape of rambo gun, commando gun, Chinese pressure pump and missiles are also high in demand this season.

The other items like masks of super heroes Superman, Spiderman and Batman and cartoon characters, colourful sprays, water balloons and colour foams are also selling like hot cakes here.

The shopkeepers said the demand of herbal colours was all-time high as people were aware about the harms of the substandard colours available in the market on cheaper rates.

The doctors also advice people to use herbal colours instead of other colours and “gulaal”, as these are safer to allergies and other skin diseases.
