Fatehgarh Sahib, January 18 In 2001 census, Fatehgarh Sahib reported the worst ever sex ratio of the state with just 728 females for 1,000 males. Consequently, the Centre government launched this special scheme in Sirhind block, which had most disturbing sex ratio of the entire district. “This scheme was introduced to promote girl child under the Central sponsored scheme wherein Rs 5,000 is given to the mother of the girl child during registration of birth at Sirhind,” said Neeta Gupta, district project officer of the scheme. She said Rs 1,250 was given to encourage immunisation up to two years and Rs 1,500 was given to the child when she was admitted in Class I. From two to five years age of the child, Rs 500 was given each year till she completed Class V. After completing Class VI, she was given Rs 2,250 and for Classes VII and VIII she was given Rs 750 each for completing both these classes. The parents were suggested to teach their daughters till Class VIII, which was compulsory under this scheme. If she was not married till the age of 18 to 21 years and continued her education, then the girl was entitled to Rs 1 lakh given by the Life Insurance Corporation of India with the help of government. Gupta stated that so far 4,700 beneficiaries had been included in this scheme who had been given cheques. Those who had got the money were school-going children. However, the Rs 5,000 given during the time of birth registration was still awaited and efforts were on to get money from the Central government. About 250 children had been identified so far who would be provided with it. Out of Rs 97 lakh, so far 57 lakh had already been distributed and the rest would soon be received by the other beneficiaries. The joint bank accounts in the name of daughter and mother were opened in nearest bank branch with the consent of the beneficiaries and money was transferred into their account through cheques, she said. |

Ruchika Case Saurabh Malik Tribune News Service
Chandigarh, January 18 Ashu Girhotra, in an affidavit submitted to the Punjab and Haryana High Court, said trial for abetment to suicide under Section 306 of the IPC never began. As such, the “question of conviction or acquittal for the same offence does not arise at all”. In an attempt to clarify the legal position, his counsel Pankaj Bhardwaj said the Central Bureau of Investigation (CBI) never examined him. Ashu’s statement “has neither been recorded by the CBI, nor any finding/adjudication has been done on the issue. Therefore, the factum of abetment to suicide has never been adjudicated. It is the CBI, which only took into account the components of Section 354 of the IPC (outraging modesty), based upon the recommendations of the report of RR Singh, the then DGP, Haryana”. The affidavit has been filed on Haryana’s former Director-General of Police SPS Rathore’s plea for quashing the FIR registered under Section 306. Bhardwaj said quashing was being sought on the ground that “charging of the petitioner under Section 306 of the IPC stood concluded till the Supreme Court”. “The petitioner was never charged under Section 306 of the IPC by any court of law whatsoever. The CBI had charge-sheeted Rathore only under Section 354 of the IPC. The CBI essentially examined and got collected evidence pertaining to Section 354 IPC on the basis of (the report of) the then DGP RR Singh, and did not delve deep into the mysterious circumstances in which Ruchika ended her life. Thus, it cannot by any means be construed that the charging of the petitioner under Section 306 stands concluded.” Bhardwaj said the petitioner got Ashu involved in false cases and “parading him half-naked in the streets was the last nail in the coffin, which goaded and compelled Ruchika to commit suicide”. The affidavit was placed before Justice Sabina and would now come up for arguments on January 25. |

Notice to UT admn, Carmel Convent School
Chandigarh, January 18 Babla case
The Punjab and Haryana High Court today issued notice of motion to Congress councillor Devinder Singh Babla on a petition by the Chandigarh administration for quashing the orders of Additional Chief Judicial Magistrate (ACJM) allowing his application to surrender in a case of cheating registered against him. At the time of passing the order on January 9, Babla was in the custody of the Chandigarh police in grain market shed allotment case. In the petition placed before Justice Sabina, UT senior standing counsel Anupam Gupta asserted that the order of the ACJM was not only violative of the Criminal Procedure Code (CrPC) but also resulted in grave miscarriage of justice and it would be pre-eminently in the interest of justice that the court should set it aside. Costs imposed
Following the failure of the union government to file its response to an ongoing PIL about the acquisition of forest land in the Pinjore-Kalka area for setting up an urban estate, the Punjab and Haryana High Court today imposed cost of Rs 20,000 The order by Division Bench of Chief Justice Mukul Mudgal and Justice Jasbir Singh was issued during the resumed hearing on the PIL filed by advocate Vijay Bansal. He has questioned the legality of the action of Haryana in allowing acquisition of a forest land for setting up an urban estate by the Haryana Urban Development Authority (HUDA). The HUDA had notified on December 10, 2008, to acquire the land on the outskirts of the historic town of Pinjore but the petitioner termed the acquisition plan against the law, as HUDA had not secured the necessary clearance from the union forests and environment ministry before notifying the proposed acquisition. |
