from Lucknow, he had gone on to obtain a degree in electrical engineering from the Indian Institute of Technology (IIT) at Kanpur. Thereafter, he had worked as an engineer with the Indian Railways for a year before joining the IAS. He had worked at junior levels in Dehradun and Hardwar. Thereafter, he became the Chief Development Officer (CDO) for Udhamsingh Nagar and Collector for Champawat and Nainital. He had taken over as the chief of KMVN in August last year. His tenure at KMVN was marked by the corporation registering an increase of 30 per cent in its profits. He had helped his employees get the benefits of the Sixth Pay Commission. Known as a hard task master had introduced the finger print attendance machines in the KMVN headquarters to check absenteeism amongst the employees. The paying guest scheme was launched by him for promoting tourism and is turning out to be popular amongst the entrepreneurs. According to KMVN officials, his body was to be airlifted to Lucknow after the post mortem. His last rites would be performed in Lucknow on Saturday. Gulshan’s wife Nidhi Yadav is also a PCS officer posted as Deputy Director of the Mandi Parishad in Udham Singh Nagar. Meetings condoling the demise
of Gulshan were held throughout the region. Several events were cancelled as a mark of respect to the departed soul. |

Pulse Polio: NCC cadets administer drops to kids
Dehradun, January 15 The NCC cadets are volunteering a six-day camp. “This time it was convenient for us to make my child have polio drops at the railway platform while we were returning back from Kumbh. It’s good to see students taking initiative in eradicating the incurable disease from the society,” said one of the passengers at the railway station. These polio booths are also made at busiest places of the town like Paltan Bazaar, Mussoorie bus stand and Parade Ground to exert a pull on maximum of the passersby. Six girls dressed up in the yellow jackets and caps were deputed at each of the booths to cater with crowds. These booths work from 7:30 am till 6 pm. Warden of civil defence and PRO of NCC activities Anil Verma said, “These girls were given one day training at Women Hospital by Dr Meenakshi Joshi,
Dr Anup Lal and supervisor NS Arya under the auspices of Chief Medical Officer, Dehradun, Dr “They are getting good response as we have given drops to 15,000 children till now as more than 40 persons visit these booths every day. We expect more people would turn up tomorrow on the last day of the camp,” he added. |

A case under Section 392 of the Indian Penal Code has been registered at the Dalanwala police station and the police has started investigation. One such incident had happened on January 9 in which two miscreants, riding on a bike, allegedly snatched a bag containing Rs 2 lakh from an ex-serviceman on Railway Road in Rishikesh. The victim, a resident of Syampur, Rishikesh, was also returning home after withdrawing money from a State Bank of India branch when the incident happened. However, the police has failed to get any clue in this case. The police was depending on the CCTV camera footages, which the bank had claimed had captured three suspected persons who were roaming around the victim when he was withdrawing the money. But, nothing has happened in this case. |

Banks, district admn slackened pace, says Khadi Commission
Dehradun, January 15 The KVIC, a statutory organisation under the administration of the ministry as a nodal agency, has put the blame on banks for deliberately slowing down the process of clearing the cases and sanctioning them. Above all, it has also drawn the role of District Magistrate in a loop for not assisting taking such banks to task. KVIC Director Karnail Singh said, “The DM is the head of the district-level banking committee. If he takes interest and gives priority to preside over the committee regularly and check the progress by questioning the banks, responsible for sitting on cases, the rate of setting up units would have been
much faster”. Singh though did not drag the Dehradun DM in this matter, as he said the KVIC, for being stationed in Dehradun, was able to keep a hawk’s eye in this area. It is the far-flung areas such as Chamoli, Pitthoragarh that are
creating troubles. The proposed cases by aspirants are approved by the District Task Force, which consists of one District Magistrate, four members of the Panchayati Raj or Zila Parishad and one representative of the bank, to whom the aspirant enlist for loan in each district. It is at the bank level the pace of sanctioning
of cases lose momentum. Informing about the lackadaisical attitude of banks in this matter, he said, “The banks must understand that the villagers/artisans are not capable of filling up forms and completing other formalities sophisticatedly. There is no point getting struck on minor issues.” Singh held public banks responsible in this context saying, “27 public banks and all regional rural banks have been identified for actual distribution to the beneficiaries/enterprises. The rural banks’ sanctioning rate is much higher than the public banks. The public banks show much inclination towards those projects which have massive budgets”. The maximum cost of projects under manufacturing sector has been earmarked as Rs 25 lakh and Rs 10 lakh for the business/service sector. The bank sanction and release 90 per cent to 95 per cent loan of the sanctioned project cost. The arrangement of deputing one head bank official to facilitate the communication between banks and villagers is not helping either. Uncooperative role of the banks defeats the purpose of providing hassle-free banking loan facility to the rural artisans and entrepreneurs in setting up sustainable small
industries. Earlier, The Tribune had published a story about the delay caused by the government
machinery in dragging its feet in preparing the projects and sanctioning funds. Now, the
KVIC has exposed the functioning of the banks in spoiling it further. The PMEGP is an ambitious
project of central government that was implemented on August 15, 2008. The project was emboldened by merging two other running
projects of complementary nature, Prime Minister’s Rural Yozana and Rural Employment Generation
Program by closing them on March 31 in same year. |

UKPP convention begins today

Nainital, January 15 “Our stand is that when Dehradun is constitutionally an interim capital, why crores have been spent on building a Secretariat, Vidhan Sabha, Raj Bhawan and the Chief Minister’s residence. Such expenditure is questionable when the government claims that it does not have monetary resources to build a permanent capital,” he said. He also said that establishment of a capital at Gairsain was necessary since the state was carved out of Uttar Pradesh with the view to give impetus to the development of the hill regions. “If they cannot have a capital in the hills, why not have it in Delhi? What was the need to make a new state?” he questioned. Tewari said that the party, after one year of its formation, would be focusing on issues of bringing about a change in the social, economic and political spheres. He said that it would aim at emerging as an alternative to the BJP and Congress. “The issues that we have been taking up pertain to the masses. They are related to the rights of the people over forest, water and other resources. “The existing system is not working for the betterment of the people,” said Tewari. The party has also opposed the demand for the merger of villages of Uttar Pradesh into Uttarakhand. The UKPP was registered as a political party in India by the Election Commission in November last year. Though it is not yet a recognised political party and cannot have an election symbol right now, but the party will get preference in the selection of symbol when it comes to elections. It can contest elections in any state of the country. Initially, the party was called the Uttarakhand Parivartan Abhiyaan (UPA) and has been in the process of making changes at various levels over the past two years. The party was formed not only as a full fledged political party but also at the socio-cultural organisation. |

Eventually, when the meeting between the association and the authority concerned failed on Wednesday, the protesters resolved to continue with their indefinite strike till a notification of assurance by the government was delivered to them. Regional general secretary of the association Sunil Dutt Kothari asserted the federation would continue the agitation and no department of the state would recommence work at their respective offices until and unless they were provided with increment in their remuneration as per precursory of the agreement signed on November 9. Employees of various
departments like health, irrigation, forestry, education, business and trade, RTO, child development, ayurvedic and Unani, horticulture, collectorate, animal husbandry, defence welfare were present at the agitation. |
