Managing Director of the Kumaon Mandal Vikas Nigam (KMVN) Haritash Gulshan passed away this morning after battling for life at a private hospital in Noida where he had been admitted with multiple head and chest injuries he had suffered in an accident on the outskirts of Moradabad on Wednesday morning. The car that he had been driving had hit a truck that was not visible in the dense fog.

Rs 55,000 snatched from man

In another incident of snatching in less than a week, Rs 55,000 was snatched from a man outside the Punjab National Bank (PNB) branch on East Canal (EC) Road here today. He was counting the money after withdrawing them from the bank outside it. Suddenly, a man came from behind and snatched the amount from his hands and ran past him to sit on the scooter of his accomplice, who was waiting for him at a distance ahead, victim Radha Mohan told the police in his complaint.

UKPP convention begins today

The Uttarakhand Parivartan Party (UKPP) has stated that legal action should be taken against bureaucrats responsible for spending crores of rupees on establishing permanent institutions in the state’s interim capital Dehradun. Talking to The Tribune on the eve of the first anniversary of the floating of the party, senior leader PC Tewari said that action against such bureaucrats and building of pressure for establishment of a permanent state capital at Gairsain would be the thrust area of the two-day convention of the party starting at Dehradun on January 16.

He has also prayed for peace of the departed soul. The Chief Minister, in his condolence message to deceased bureaucrat’s wife Nidhi Yadav, termed Gulshan’s demise as his personal loss. A condolence meeting was also held today at the secretariat where rich tributes were paid to Gulshan.

BSP workers celebrate Mayawati’s birthday

Bahujan Samaj Party (BSP) workers in the Kumaon region today celebrated the birthday of party supremo Mayawati. Several functions were organised to commemorate the day. In Nainital, the party workers cut a cake and distributed sweets while praying for Mayawati’s long life and future.

Youth commits suicide
Nainital, January 15
A 22-year-old boy allegedly committed suicide here last night by jumping into the Naini Lake. The deceased has been identified as Suraj Pande of Champawat. Pande was a student of BCom II and had been residing in Nainital with his aunt. According to eyewitnesses, he had been sitting on the boundary wall of the lake for more than an hour before he took the plunge.

Admn stops mosque construction
Roorkee, January 15
The local administration today ordered to stop construction of a mosque at Kaliyar village, 8 km away from here. The mosque, the construction of which is reportedly under taken by village head Irfan, has attracted protests from the villagers. Sources claimed many villagers had complained to the authorities concerned, raising doubts on the sources of the funds with which it was being constructed.

He suffered multiple injuries in accident near Moradabad

Nainital, January 15
Managing Director of the Kumaon Mandal Vikas Nigam (KMVN) Haritash Gulshan passed away this morning after battling for life at a private hospital in Noida where he had been admitted with multiple head and chest injuries he had suffered in an accident on the outskirts of Moradabad on Wednesday morning. The car that he had been driving had hit a truck that was not visible in the dense fog.

His orderly was also injured in the accident and has been admitted to a hospital in Moradabad.

One of the youngest officers in the state bureaucracy, Gulshan had joined the prestigious Indian Administrative Services (IAS) in 2004.

Having done his schooling from Lucknow, he had gone on to obtain a degree in electrical engineering from the Indian Institute of Technology (IIT) at Kanpur. Thereafter, he had worked as an engineer with the Indian Railways for a year before joining the IAS.

He had worked at junior levels in Dehradun and Hardwar. Thereafter, he became the Chief Development Officer (CDO) for Udhamsingh Nagar and Collector for Champawat and Nainital. He had taken over as the chief of KMVN in August last year.

His tenure at KMVN was marked by the corporation registering an increase of 30 per cent in its profits. He had helped his employees get the benefits of the Sixth Pay Commission. Known as a hard task master had introduced the finger print attendance machines in the KMVN headquarters to check absenteeism amongst the employees. The paying guest scheme was launched by him for promoting tourism and is turning out to be popular amongst the entrepreneurs.

According to KMVN officials, his body was to be airlifted to Lucknow after the post mortem. His last rites would be performed in Lucknow on Saturday.

Gulshan’s wife Nidhi Yadav is also a PCS officer posted as Deputy Director of the Mandi Parishad in Udham Singh Nagar.

Meetings condoling the demise of Gulshan were held throughout the region. Several events were cancelled as a mark of respect to the departed soul.

Pulse Polio: NCC cadets administer drops to kids

For administering ‘do boond zindagi ki’ (two drops of life) under the Pulse Polio drive, NCC cadets of MKP Inter College were deployed at various junctions of the city, including railway station. These booths were positioned under the guidance of 11UK Girls Battalion’s Major Premlata Verma from January 10 to 16 in the city for celebrating Polio Week as well as spreading awareness among the people about the disease.

The NCC cadets are volunteering a six-day camp.

“This time it was convenient for us to make my child have polio drops at the railway platform while we were returning back from Kumbh. It’s good to see students taking initiative in eradicating the incurable disease from the society,” said one of the passengers at the railway station.

These polio booths are also made at busiest places of the town like Paltan Bazaar, Mussoorie bus stand and Parade Ground to exert a pull on maximum of the passersby. Six girls dressed up in the yellow jackets and caps were deputed at each of the booths to cater with crowds. These booths work from 7:30 am till 6 pm.

Warden of civil defence and PRO of NCC activities Anil Verma said, “These girls were given one day training at Women Hospital by Dr Meenakshi Joshi, Dr Anup Lal and supervisor NS Arya under the auspices of Chief Medical Officer, Dehradun, Dr 
GC Bauntiyal.”

“They are getting good response as we have given drops to 15,000 children till now as more than 40 persons visit these booths every day. We expect more people would turn up tomorrow on the last day of the camp,” he added.

Rs 55,000 snatched from man

He also added that he couldn’t note down the number of the vehicle as it was at a distance from him. Mohan is working as an associate accountant with an NGO, Ujwal Gram Vihar. A case under Section 392 of the Indian Penal Code has been registered at the Dalanwala police station and the police has started investigation.

One such incident had happened on January 9 in which two miscreants, riding on a bike, allegedly snatched a bag containing Rs 2 lakh from an ex-serviceman on Railway Road in Rishikesh.

The victim, a resident of Syampur, Rishikesh, was also returning home after withdrawing money from a State Bank of India branch when the incident happened. However, the police has failed to get any clue in this case.

The police was depending on the CCTV camera footages, which the bank had claimed had captured three suspected persons who were roaming around the victim when he was withdrawing the money. But, nothing has happened in this case.

Banks, district admn slackened pace, says Khadi Commission

The Khadi Village and Industries Commission (KVIC), which is under immense pressure to complete its target of setting up 1,300 units by March 31, out of which it has been able to put up only 746 industries so far under the Prime Ministers’ Employment Generation Programme (PMEGP), it has been asked by the Ministry of Micro Small and Medium Industries to put up its progress report soon.

The KVIC, a statutory organisation under the administration of the ministry as a nodal agency, has put the blame on banks for deliberately slowing down the process of clearing the cases and sanctioning them. Above all, it has also drawn the role of District Magistrate in a loop for not assisting taking such banks to task.

KVIC Director Karnail Singh said, “The DM is the head of the district-level banking committee. If he takes interest and gives priority to preside over the committee regularly and check the progress by questioning the banks, responsible for sitting on cases, the rate of setting up units would have been much faster”.

Singh though did not drag the Dehradun DM in this matter, as he said the KVIC, for being stationed in Dehradun, was able to keep a hawk’s eye in this area.

It is the far-flung areas such as Chamoli, Pitthoragarh that are creating troubles.

The proposed cases by aspirants are approved by the District Task Force, which consists of one District Magistrate, four members of the Panchayati Raj or Zila Parishad and one representative of the bank, to whom the aspirant enlist for loan in each district. It is at the bank level the pace of sanctioning of cases lose momentum.

Informing about the lackadaisical attitude of banks in this matter, he said, “The banks must understand that the villagers/artisans are not capable of filling up forms and completing other formalities sophisticatedly. There is no point getting struck on minor issues.”

Singh held public banks responsible in this context saying, “27 public banks and all regional rural banks have been identified for actual distribution to the beneficiaries/enterprises. The rural banks’ sanctioning rate is much higher than the public banks. The public banks show much inclination towards those projects which have massive budgets”.

The maximum cost of projects under manufacturing sector has been earmarked as Rs 25 lakh and Rs 10 lakh for the business/service sector. The bank sanction and release 90 per cent to 95 per cent loan of the sanctioned project cost.

The arrangement of deputing one head bank official to facilitate the communication between banks and villagers is not helping either.

Uncooperative role of the banks defeats the purpose of providing hassle-free banking loan facility to the rural artisans and entrepreneurs in setting up sustainable small industries.

Earlier, The Tribune had published a story about the delay caused by the government machinery in dragging its feet in preparing the projects and sanctioning funds. Now, the KVIC has exposed the functioning of the banks in spoiling it further.

The PMEGP is an ambitious project of central government that was implemented on August 15, 2008. The project was emboldened by merging two other running projects of complementary nature, Prime Minister’s Rural Yozana and Rural Employment Generation Program by closing them on March 31 in same year.

Talking to The Tribune on the eve of the first anniversary of the floating of the party, senior leader PC Tewari said that action against such bureaucrats and building of pressure for establishment of a permanent state capital at Gairsain would be the thrust area of the two-day convention of the party starting at Dehradun on January 16.

“Our stand is that when Dehradun is constitutionally an interim capital, why crores have been spent on building a Secretariat, Vidhan Sabha, Raj Bhawan and the Chief Minister’s residence. Such expenditure is questionable when the government claims that it does not have monetary resources to build a permanent capital,” he said.

He also said that establishment of a capital at Gairsain was necessary since the state was carved out of Uttar Pradesh with the view to give impetus to the development of the hill regions.

“If they cannot have a capital in the hills, why not have it in Delhi? What was the need to make a new state?” he questioned.

Tewari said that the party, after one year of its formation, would be focusing on issues of bringing about a change in the social, economic and political spheres.

He said that it would aim at emerging as an alternative to the BJP and Congress. “The issues that we have been taking up pertain to the masses. They are related to the rights of the people over forest, water and other resources. “The existing system is not working for the betterment of the people,” said Tewari.

The party has also opposed the demand for the merger of villages of Uttar Pradesh into Uttarakhand.

The UKPP was registered as a political party in India by the Election Commission in November last year. Though it is not yet a recognised political party and cannot have an election symbol right now, but the party will get preference in the selection of symbol when it comes to elections. It can contest elections in any state of the country.

Initially, the party was called the Uttarakhand Parivartan Abhiyaan (UPA) and has been in the process of making changes at various levels over the past two years.

The party was formed not only as a full fledged political party but also at the socio-cultural organisation.

Eventually, when the meeting between the association and the authority concerned failed on Wednesday, the protesters resolved to continue with their indefinite strike till a notification of assurance by the government was delivered to them.

Regional general secretary of the association Sunil Dutt Kothari asserted the federation would continue the agitation and no department of the state would recommence work at their respective offices until and unless they were provided with increment in their remuneration as per precursory of the agreement signed on November 9.

Employees of various departments like health, irrigation, forestry, education, business and trade, RTO, child development, ayurvedic and Unani, horticulture, collectorate, animal husbandry, defence welfare were present at the agitation.

Led by Chief Secretary NS Napalchayal, the senior Uttarakhand administrative officials described Gulshan as a sensitive bureaucrat and a committed officer.

Senior IAS officer Gulshan had met with an accident a few days ago and had been taken to a private hospital in Noida, where he succumbed to his injuries.

Meanwhile, the Chief Minister mourned the death of freedom fighter Swami Mohan Chaitainya and Naik Dayal Singh Mehar. Chamoli resident Naik Mehar had died in an encounter with terrorists in Tinsukia district of Assam.

BSP workers celebrate Mayawati’s birthday

Bahujan Samaj Party (BSP) workers in the Kumaon region today celebrated the birthday of party supremo Mayawati. Several functions were organised to commemorate the day. In Nainital, the party workers cut a cake and distributed sweets while praying for Mayawati’s long life and future.

They distributed blankets and fruits among the poor and patients at the local hospitals.

Party leader Mahesh Bhatt said, “In a message to our leader we have congratulated her for the brilliant performance of the government and the party in Uttar Pradesh. We have also pledged to repeat that performance in Uttarakhand.”

Over the past few years the BSP has emerged as a political force particularly in the plain regions of the state. It has a strength of six legislators in the state assembly.

Youth commits suicide

Nainital, January 15
A 22-year-old boy allegedly committed suicide here last night by jumping into the Naini Lake. The deceased has been identified as Suraj Pande of Champawat. Pande was a student of BCom II and had been residing in Nainital with his aunt. According to eyewitnesses, he had been sitting on the boundary wall of the lake for more than an hour before he took the plunge.

By the time the divers of the Jal Police could get him out of the lake, he was dead. A letter, along with an identity card of his mother, was recovered from his pocket which helped in establishing his identity.

His father has said he had been mentally depressed for sometime. The postmortem on the body was conducted at the BD Pande Hospital here this afternoon.

The sale started on January 1 and will last for another month or two. “We are having up to 60 per cent off on our stylish range of shoes and as far as flat 50 per cent is concerned that will be decided by the company itself,” said Atul, the owner of M&B.

Be it the high heels, flats in bright colours like silver, golden, whites or neat sneakers, there is something for everyone. However, with weddings around customers are finding it more convenient to purchase in bulk. “It’s my cousin’s wedding next week, and as there are good deals in salwaar suits going on I purchased quite a few pieces so that I can gift as well as flaunt it around the wedding time,” said Manisha, a resident.

Levi’s has offered off up to 70 per cent on its apparel. “Yes people are inquiring as well as purchasing as during the sale people can get stuff at a lower price as compared to the original prices, which at times are heavy on the pocket,” said Bhavna, at Levi’s.

“I wanted to purchase some pullovers, but couldn’t due to high prices of it, but now as there is good sale going on I am going to purchase it soon,” said Ekta, a college student.

Another prime attraction which lures customers are attractive bargains, offering two items at the price of one.
