Industrial package to hill states irks Sukhbir
Rajay Deep
Tribune News Service

Bhuchho Mandi (Bathinda), January 10
“Unrestrained inflation in the country and the extension of industrial package to hill states has reflected that the UPA government lacks direction,” charged Deputy CM Sukhbir Singh Badal here today.

Interacting with mediapersons at Bhucho Mandi, Sukhbir expressed resentment over the extension of industrial package to the neighbouring hill states.

He alleged that in the absence of level-playing field, the state industry was suffering losses.

Terming the extention as yet another “deliberate design” of the UPA government to fail the fast growing economy of Punjab, Sukhbir added, “This move is nothing less than stabbing in our back, which has made the state a highly taxed island surrounded by concession-enjoying hill states.”

Sukhbir along with his MP wife Harsimrat Kaur Badal was in the district on his sangat darshan drive, where he disbursed cheques worth Rs 30 lakh and addressed public rallies.

Replying to a query, Sukhbir announced that a high-level delegation of the top brass of the SAD-BJP combine, including CM, Deputy CM and the Industry and Commerce Minister, would apprise the Prime Minister of the reality to seek justice for the state.

Despite claiming that exposing the internal squabbles of the state Congress was not on his agenda, he could not resist saying, “Our MPs are knocking the door of every ministry, seeking projects for the state, whereas Congress leaders are busy in just pulling rug from each others’ feet.”

He also flayed the Congress-led UPA government for its “failure” to maintain price line of the essential commodities.

Taking a cue from the issue, he claimed that the government that could not provide food to its population had no right to continue in the office.

Replying about the state government’s resolution for 2010, Sukhbir said the implementation of all projects and completion of administration reforms would be focused as the prime duty of the government.

Expressing displeasure over the recent statement of the Union External Affairs Minister regarding the violent incidents frequently taking place in Australia, Sukhbir said, “Union ministers, instead of evading their responsibilities, should learn a lesson from the US government, which always stood at the back of its every citizen, whenever required.”

Meanwhile, Sukhbir parried the query related to the statement of Finance Minister Manpreet Singh Badal, who has expressed his displeasure over the power hike rollback.

Gallantry Award Winners
‘Examine cases of land allotment’
Tribune News Service

Chandigarh January 10
Punjab Chief Minister Parkash Singh Badal today ordered to examine entire cases of land allotment to the gallantry award winners, following the alleged cases of discrimination in such allotments to the awardees by the revenue authorities.

The Chief Minister here gave an assurance to this effect in a meeting to delegation of the War Decorated India led by its President Brigadier (retd), MVC and Bar, Sant Singh.

The delegation informed the Chief Minister that the state government entitled PVC winner to 15 acres of land, MVC winner to 10 acres and a Vir Chakra winner to 5 acres. In case of non-availability of land, inadequate cash grants have been fixed. In some cases, the district revenue authorities wrongly intimated to an award winner that land was not available and asked him to take the cash grant, whereas the land was actually available and has still been available.

A few awardees accepted the cash grant on wrong advice of the revenue authorities. The delegation asked Badal to order the grant of land by taking the cash grant back after seeking a detailed report on the issue. The delegation also urged Badal to remove an anomaly to consider the Vir Chakra awardee senior to a Miltary Cross, whereas the state government was paying an allowance of Rs 7,500 per month to a MC winner and Rs 5,500 per month to a Vir Chakra.

The delegation also demanded to incorporate a provision in the Punjab Tenancy Act, which existed in the erstwhile PEPSU’s Tenancy Act, and had exempted lands owned by them from the said Act, but there was no such provision in the existing Punjab Tenancy Act.

Further, the delegation urged the CM to incorporate such a provision in the Punjab Act preferably for all armed forces personnel (both serving and retired). But in case it was not possible, it may be done for the gallantry award winners and their widows. The Chief Minster assured the delegation that all the issues raised by them would be examined by the Department of Defence Services Welfare in a time bound manner.

He also assured the delegation to look into their demand to exempt the real estate, both residential and commercial, owned by gallantry award winners in particular and armed forces personnel in general from the Punjab Rent Control Act. The Chief Minister accepted the invitation extended by them to preside over the triennial function of the War Decorated of India being held at Chandigarh on March 6, 2010.

Jagraon, January 10
Hundreds of tearful eyes today bid adieu to Nitin Garg, hate crime victim in Australia, amidst heart rending scenes as a tragedy seemed to have struck the town when he was brought home dead in the morning.

All hell broke loose as the women wailed loudly, when his body was consigned to flames at the cremation ground in the morning. All hearts joined the Garg family in their grief and mourned the untimely, tragic death.

Nitin had flown back to Australia on December 17 with a promise that he would be back home within six months after completing his studies. ‘‘We all had stopped him this time. But he insisted stating he would be back soon as he was all set to get a degree as he was doing well there,’’ said his brother, Hanish, adding they had never imagined in their wildest dreams that he would come back in a coffin. The condition of Nitin’s 84-year-old grandfather, Mohal Lal, who suffered a paralytic stroke a fortnight ago, was pitiable.

The grief of family knew no bounds as they lost the second member of their family in a year and a half. Tragedy had struck that time also when Nitin's father, Fateh Chand had passed away.

His cremation was attended by first secretary of the Australian High Commission in India Tim Huggins, who laid a wreath on his body. Besides, Ludhiana MP Manish Tewari, Jails Minister Hira Singh Gabria, Deputy Chief Minister Sukhbir Badal's personal secretary, Paramjit SIngh Sidhwan and Deputy Commissioner, Ludhiana, Vikas Garg.

Oz First Secy pays homage

First secretary of the Australian High Commission in India Tim Huggins said he was there to pay Australia's condolences to the aggreived family. He said they were sad that a youth had died an untimely death. He, however, refused to answer any questions of the media stating he was not authorised to speak on any issue. He even refused to say whether it was a hate crime or a murder for money.

Meanwhile, Nitin's family bore the expenditure of bringing his body back. His friend, Avtar Singh alleged that they were put to a lot of inconvenience at Delhi airport last night, when his body arrived. ‘‘They were not even handing over his bag to us. We were told to come back on Monday to claim his belongings. Then I had to speak to a relative in the Home Ministry and things worked out,’’ said Avtar.

Aroosa returns to Pak, turns media shy

Tribune News Service

Amritsar, January 10
Aroosa Alam, well-known Pakistani journalist friend of former Punjab Chief Minister Amarinder Singh, returned to Pakistan via the Attari border check post today, putting an end to her comparatively lesser publicised India visit.

Aroosa, who was accompanied by her sister, stayed at the customs office for more than one and a half hours and was accompanied by an influential hotelier-businessman friend of Amarinder Singh.

The Amritsar-based friend of Capt Amarinder Singh, it was learnt, had escorted Aroosa from Amritsar and saw her off at the Attari border in his silver-coloured Innova car. Aroosa, her sister and the hotelier turned up at around 11 am. Aroosa and her sister left for Pakistan at around 1 pm after completing customs formalities.

The Customs officials went all out to extend a special treatment to Aroosa, who was allegedly allowed to take the hotelier’s car almost up to the zero line, sources pointed out even as the Customs officials did not confirm it. All they said was that Aroosa and her sister had left India for Pakistan at around 1 pm.

Aroosa, as usual, turned media shy. This was apparent when the Customs officials disallowed photo-journalists to take her photographs, saying that Aroosa did not want to talk to the media.

“She had refused to talk to the media or to be photographed. Moreover, photography is prohibited inside,” said a Customs official.

Aroosa, it was learnt, had come to India in the last week of December to celebrate the New Year and had also stayed at Patiala for three to four days during her visit.

Mann smells a rat over single women visitors
Prabhjot Singh
Tribune News Serv ice

Chandigarh, January 10
For SAD (Amritsar) chief Simranjit Singh Mann, a sudden spurt in number of women visitors from across the border, especially in the winter months and that, too, as guests of Sikh political leaders of Punjab, should have been worrying intelligence agencies.

Starting a couple of years ago, some of these women visitors have been regular and it may also be a mere coincidence that majority of them head for Rajasthan in the winter months.

“Cause of my worry and concern has been the recent disclosure that even Headley had sent his Moroccan wife to India to visit some of the Jewish settlements in the Manali area of Himachal Pradesh. Besides Himachal Pradesh, there are some Jewish groups who have settled in Rajasthan as well,” said Mann.

“Data about an inflow of visitors from the Wagah border will substantiate cause of my concern. And many of these women visitors - who prefer to come alone than with their spouses or families to visit India - have some senior Sikh political leaders, especially of the Congress, as their contact persons on this side of the border,” he said.

“Intelligence agencies are known to look for and use unsuspecting channels for penetration,” says Mann, who quit his Indian Police Service job in protest against the Operation Bluestar and later joined politics.

“Intelligence agencies must not let this development go unnoticed as a mere gossip or a part of people-to-people contact programme, but should rather take it seriously because of the deep ramifications it could have over the future security of the country,” he added.

The SAD (A) chief says that he has nothing against any community. The Muslim society is very conservative and not many families would allow their women to travel alone to a neighbouring country, where they had no blood connections. It could be a part of the “game plan” or “strategy” of the intelligence agencies to induce unsuspecting political leaders into “adultery”. “To be honest, I am myself baffled at this trend. But since it has not stirred either state or national intelligence agencies, these women visitors with no obvious agenda have been criss crossing sensitive border states of Punjab and Rajasthan merrily in the company of some political bigwigs,” rues Mann.

Ferozepur, January 10
Health Minister Luxmi Kanta Chawla today formally launched the pulse polio campaign during a state-level function at the local civil hospital here today. She said in order to eradicate the disease of polio from the state, it was imperative for the elected representatives, NGO’s, religious and social organisations to extend all possible help to the Health Department.

Chawla said polio was totally eliminated from China in the year 1994-95 and in case, if any polio patient was identified in any particular locality, the elected representatives and important citizens of that area were held responsible.

Chawla said last years the state government had got treatment of 120 children suffering from heart ailment at its own expense and this year 300 students would be provided free heart operation at government expense, adding that all students in the government schools were provided free health checkup facilities.

While talking to mediapersons, Chawla told that after February 2010 onwards, ANM’s would get regular salaries and funds would be made available to the district authorities to pay out pending salaries also. Chawla further said this year 60 panchayats of the villages, where the birth rate of female was more than the male would be honoured by her department. Tribune News Service

Fatehgarh Sahib, January 10
Davinder Singh, a dairy farmer from village Kishanpura, has become a role model for his peer group.Owner of a farm with more than 70 milk cattle, Davinder, with his sheer determination, has not only overcome his physical handicap but also established a flourishing dairy business.

Davinder lost his arm while working at a farm. However, unlike many others, he didn’t cry over his loss and started working towards fulfilling his dream of owning a well-managed dairy farm at Kishanpura village in Fatehgarh Sahib.

In January 2008, taking benefit of a self-employment scheme of the dairy department, he established his unit with 60 cows of mixed breed.

Having gone through numerous training courses offered by the animal husbandry department, Davinder, now, has an edge over his peers. He has constructed model cattle shed fitted with specially designed mattresses for providing warmth to animals in biting cold. There’s also a cooling unit and wallowing tanks for giving bath to animals in summer and specially fitted milking machine.

“Our focus is to ensure quality produce from the animals. We have specially constructed three silo pits each having a capacity to store 2,500 to 2,800 quintals of silage. The silage produced is very useful for dairy farmers as its full of nutrition and the cattle relish its taste,” he says, adding that farmers should opt for all those measures which ensure quality.

Presently, Davinder’s dairy produces 650 to 700 litres of milk daily and sells the entire produce to Milkfed Milk Plant at Mohali at the rate of Rs 15.50 to Rs 16 per litre.

Davinder has undergone various animal care and dairy training programmes. He has also been declared the progressive farmer of the district many times. Around 10 dairy plants have come up in Davinder’s area where many young boys have started their dairy business in consultation with the former.

Mohali Civil Hospital
Docs set example in target achievement
Chitleen K Sethi
Tribune News Service

Chandigarh, January 10
Whatever might have been the experience of patients at the Civil Hospital, Mohali, there seems to be no end to how much work the specialist doctors of the hospital put in.

A “benchmarking” of the performance of government doctors working in the Civil Hospital, Mohali, from July, 2009, to November, 2009, has shown majority of the doctors not just achieving the targets laid down for them, but also performing at an average of 200 per cent of their capacity.

This benchmarking is done as part of the hospital management information system maintained by the Punjab State Health Systems Corporation. The benchmarking gives a month-wise load assessment of the specialist doctors in the hospital, which gives an idea of how much work each one of these doctors is doing. While this benchmarking throws up names of “super performers” of the month, it also lays bare the ones who have been relaxing.

In the third quarter of 2009, two doctors in the gynaecology department of the hospital recorded the best performance in the hospital. Dr Meena achieved 640 per cent beyond her targets, while Dr Tamanna touched 550 per cent! The other best functioning department in the hospital is the laboratory, where Dr Kanwaljit Singh scored over 640 per cent performance.

Dr Vijay Bhagat of radiology and Dr Manohar Paliwal, a dentist, remained the next best performers during this period, scoring over 350 per cent performance. Dr Sandeep Bansal of ENT, Dr Inderjit Singh Bhatia of the paediatrics department and Dr Harpreet, another dentist, also showed remarkable performance ranging at 270 per cent of their targets.

A doctor in the department of surgery and another in the department of ophthalmology remained the lowest performers in this quarter. Both failed to achieve even their targets. During the same period, the performance of the doctors in the department of orthopaedics also fell down to 90 per cent of the targets where the overall achievement target of the department for the quarter was 156 per cent.

Dr Deepak Berry of the anaesthesia branch showed an average achievement of 180 per cent, Dr Manraj Singh of medicine 144 per cent, Dr Harmeet Bajwa of the department of psychiatry 247 per cent, Dr Bindu of the dental department 160 per cent, Dr Iqbal Krishan of dermatology 194 per cent and Dr Himmat M Singh of the surgery department 247 per cent of their targets.

PPCB acts against erring dyeing units

Tribune News Service

Patiala, January 10
The Punjab Pollution Control Board (PPCB) has conducted raids at some of the dyeing units of Ludhiana yesterday and proceedings for action against erring units have already been initiated.

Giving details in this regard to media in Patiala today, the PPCB officials disclosed that during the raids they found two industrial units flouting the pollution norms by burning the Municipal Solid Waste (MSW) and other unauthorised fuels.

Sources in the PPCB revealed that most likely erring units would be closed in coming few days. PPCB member secretary Babu Ram said on a tip off, a team of the PPCB conducted surprise checking of dyeing units situated along the Tajpur road. Two industrial units identified as M/s Jai Maa Dyeing and Anmol Dyeing were found burning the MSW and cotton waste as fuel in their boiler furnaces.

“The toxic gases, emitted in the environment are extremely harmful for the human health and hence, the process for action against the erring units has been initiated under the provision of the Air Act 1981,” he disclosed, while adding that the board would adopt zero tolerance for the industries, indulging in burning such fuels.

Ram also said last week also, two industrial units- M/s Madhok Dyeing and SS Processors, were closed for violating the pollution norms. He added that the state government is very serious to make the environment clean and green and hence surprise raids would continue in future as well. “We would advise the industry, local bodies and all other concerned establishments to cooperate with PPCB in controlling the menace of pollution by complying with the provisions of the various environment Acts”, he asserted.

Kotla powerhouse machine lying defunct
BBMB denies any losses

Tribune News Service

Anandpur Sahib, January 10
The 28 MW machine at Kotla powerhouse of Nangal hydel channel has been lying defunct causing great loss to Bhakra Beas Management Board (BBMB) as well as Punjab in terms of economy and power.

Despite acute power shortage in Punjab, the machine has not been made functional since it went out of order in January 29, 2009.

Upgraded in 1999, the machine has problem in its runner portion that breaks off. Since 1999, it has gone out of order for the third time, but awaits repairs.

Commissioned in 1953, the Kotla and Ganguwal powerhouses on Nangal hydel channel were originally installed with two American machines and one Japanese machine.

These machines outlived their 30 to 35 years of life and were replaced with machinery from renowned Indian heavy electrical company.

Shutdown of this machine has not only caused power and economic losses for already power-starved state, but is also resulting in waste of water required to run it.

As many as 4000 cusecs of water per second runs this machine. “Since the machine is lying defunct, the water passes by the power house unutilised. This has been happening for the past more than one year,” pointed out sources in the BBMB.

Sources added that though machine was upgraded to 28 MW from 25 MW, but it had never generated power to the full capacity.

Meanwhile, BBMB resident engineer Pawan Sharma agreed that machine has been lying defunct.

“But this is not causing any power losses as the water is diverted to Anandpur Sahib hydel channel, which produces power for the BBMB. This is termed as deemed generation,” Sharma said.

He added that water was being diverted into Anandpur Sahib hydel channel since February 1, 2009.

“The machine has been repaired and would be soon made available with the BBMB for re-installation,” he said.

Prabhjot Singh
Tribune News Service

Chandigarh, January 10
If 2009 was the year of retirement of several senior civil servants belonging to the Indian Administrative Service (IAS), 2010 will witness many belonging to the Indian Police Service (IPS) to superannuate.

In 2009, Gurjit Singh Cheema, Tejinder Kaur, Jivtesh Singh Maini, Ramesh Inder Singh, Rajinder Partap Singh Pawar, Narinderjit Singh, Som Parkash and Hans Raj Megh were among those who retired from the IAS

Compared to eight who retired from the IAS, six belonging to the Punjab cadre of the IPS will retire in 2010. Three of them are in the rank and pay scale of the Director-General and two are a step below, the Additional Director-General. In all probability, these two ADGPs may also get promotion in time to retire as DGPs.

The state government also plans to revamp the Police Department and may in consultation with the Department of Local Bodies opt for police commissionerate system in the districts with Municipal Corporations besides restructuring the police stations network. The revamped police department may offer more field openings than available now.

NPS Aulakh, who currently heads the elite National Security Guards, is the senior most in the Punjab cadre of the IPS. He will be attaining the retirement age of 60 in August. Aulakh belongs to the 1972 batch.

Next to him in seniority is Rajdeep Singh Gill of the 1973 batch, who had a brief stint as the Director-General of Police during the last Assembly elections. At present, he is the Director-Principal of Maharaja Ranjit Punjab Police Academy at Phillaur in the rank of the Director-General of Police. Gill will superannuate on February 28.

Condemning the state government for being “unfair” towards them, lecturers belonging to the Scheduled Castes have challenged the seniority list issued by the Punjab government and demanded that a commission be set up for probing its fairness.

President of the Scheduled Caste Lecturers’ Action Committee, Punjab, Kanwaljeet Singh Rataul, said the state government had, in December 2008, issued a seniority list of lecturers, based on the 85th Amendment of the Indian Constitution, which was “somewhat fair to the lecturers belonging to the SC”.

However, Rataul alleged that in February 2009, the government released another seniority list, wherein lecturers from the general category were given preference over those belonging to the SCs. “Thousands of lecturers belonging to the Scheduled Castes were pushed back in this list,” Rataul alleged.

Rataul added that lecturers, who were appointed through direct recruitment process were given seniority above the SC lecturers in the new list, which also gave subject-wise seniority to science and mathematics lecturers over the others despite the fact that they were junior.

“This was done to relegate the SC lecturers to a junior post, so that they cannot become principals and is a violation of the 85th Amendment of the Constitution,” he alleged. The Scheduled Caste Lecturers’ Action Committee, Punjab, and SC/ BC Teachers' Union, Punjab, have challenged the seniority list and demanded that its unfairness be probed and action initiated accordingly, so as to ensure justice to the lecturers belonging to the SCs.

Child abducted for ‘ransom’ in Patiala
Tribune News Service

Patiala, January 10
In a case of kidnapping for ransom, a year-and-a-half-old boy was abducted allegedly by his father’s colleague from Baba Jeevan Singh Colony on Passi Road here yesterday evening.

According to information, the child, Yuvraj, was kidnapped from near his house and the abductor has reportedly demanded a ransom of Rs 2.5 lakh for his release.

The police, meanwhile, has refused to divulge any details in the case citing security of the child. Speaking to The Tribune, Patiala SSP Ranbir Singh Khattra said: “I request you not to ask any details because that may go against the efforts of the police to nab the kidnappers and ensure security of the kid.”

However, the victim’s family members have alleged that the crime had been committed by Raju, who works with Yuvraj’s father Kaushal Yadav at a tailoring shop in Phulkian Enclave here. As the child was known to the accused, it became easy for the latter to lure the kid from outside the house, they claimed.

“Yuvraj was playing with Raju, who took him to some unknown place. He (Raju) called up later demanding a ransom of Rs 2.5 lakh for the child’s release,” the family said.

A case in this connection had been registered at the Civil Lines police station. After getting information about the incident, the Patiala police has constituted a special team to nab the culprits.

Sources in the department revealed that police had already zeroed in on the kidnappers and their arrest was just a matter of time.
