Chandigarh, January 6 The Punjab State Electricity Board (PSEB) has registered a cumulative gap of Rs 6,575 crore for the past three years. As the gap is increasing by the year, it indicates financial health of the board is the rapidly deteriorating. According to details submitted by the board to the Punjab State Electricity Regulatory Commission, out of the total annual revenue requirement (ARR) of Rs 16,612 crore for 2010-11, the component of interest charges is Rs 1,923 crore. The interest charges for 2008-09 were Rs 1,195 crore, which have gone up to around Rs 1,625 crore in 2009-10 and are expected to go up to Rs 1,923 crore in 2010-11.

Minor ‘molested’ at police station
Khanna, January 6 Senior police officials investigating the matter said action would be taken against the suspect, munshi Havildar Jagtar Singh, and a case may be registered against him after the completion of a two-day inquiry report by SP(D), Khanna. According to the police officials, a 16-year- old orphan girl, working here in the house of a banker woman, was brought to the police station on the charge of stealing Rs 3 lakh from the house of the banker. The girl was putting up in the house of Satinder Vaidya, working in a nationalised bank in Mandi Gobindgarh for the past nearly six years. The woman accused the girl of stealing money from her house in alleged connivance with her boy friend, identified as Sunny, a resident of Reohna village in Khanna. The police picked up the boy and girl, both minor, and told them to sit inside the police station in the late evening. While Satinder Kaur, complainant in the case, urged cops not to keep the minor girl in police custody during the night, munshi Jagtar Singh said the girl would be kept in the police station as a case would be registered against the boy and the girl at night. However, no case was registered against anyone and both the boy and girl were kept in illegal detention and the munshi allegedly molested the girl the whole night. As soon as the local media reached the police station to inquire about the incident, the police officials tried to hush up However, the matter was brought to the notice of the SSP and the entire staff at the police station including the munshi and SHO were suspended. Senior police officials are investigating the matter. |

Alhora (Nabha), January 6 As soon as the family of the deceased received a telephonic call from Australia today confirming the development, the parents of 25-year-old Ranjot were inconsolable. Ranjot is the second Indian national to die in Australia in the past eight days. “At 4 am today, I got a call from Australian cops that they had finally established the identity of the deceased to be that of Ranjot. The T-shirt, kada and earring of Ranjot were recovered from the half-burnt body,” said Satnam Singh, younger brother of Ranjot, while speaking to The Tribune. He further said the Australian cops also told him that the fingerprints of Ranjot matched those found on the kada recovered from the body. Meanwhile, it was a heart-rending scene at the house of Ranjot with his family in deep shock. A visit to the house revealed that Ranjot’s parents were not able to come to terms with the reality that their beloved son was no more. Paramjit Kaur and Gurmail Singh, mother and father of Ranjot, have not spoken to anyone in the family ever since they got the tragic news. However, Ranjot’s younger brother, Satnam, said,“I do not know what happened to Ranjot, but the reality is that he is no more. Now, we only want that Ranjot’s body should be brought to his native place for cremation, as early as possible,” adding that so far no one from the Indian Government or the district administration had contacted them. A round of the sleepy Alhora village, located on the outskirts of Nabha, revealed that the entire village was in shock and mourning. |
Nitin’s family blames education agents
Ludhiana, January 6 "Nothing is well there. Nitin, during his last visit to India in November and December, told us how students were being underpaid by farm owners and how youths were fast losing jobs," said Raj Kumar. The family has demanded that the Indian External Affairs Ministry should crack a whip on such education agents, who lure the students on the pretext of a good career, while things are just the opposite in Down Under. Surinder Kumar demanded that the Extenal Affairs Ministry should issue an advisory, which should categorically state the risks involved in studying in Australia. "If the Australian authorities cannot protect the students, they should not lure students under the garb of imparting good education and giving them a bright future. Right now, I am praying for the well being of the students in Australia," he said. He further said that the body of Nitin was handed over to the Indian High Commission in Australia. "We will coordinate with the Indian High Commission so that Nitin's body is flown to India soon. I hope the body will reach India on Friday," said Surinder Kumar. In the meantime, the Australian investigation agencies have conveyed to the Nitin's family members that his killing was not the result of a racial attack. The Australian police told the family that the incident was part of a series of loot and killing incidents that have been taking place in Melbourne in the recent past. Amanjeet Dhillon, a friend of the victim who was getting the body sent back home, while talking to The Tribune over the phone from Australia said, "The investigating officer has told me that the murder has no traces of a racial attack. I have been told that the crime is similar to the incidents where a knife was used to injure immigrants as well as locals. They have termed it robbery rather then racial killing." |
PSEB’s cumulative gap at Rs 6,575 cr
Chandigarh, January 6 According to the ARR, the component of Rs 1,923 crore as interest charges includes a chunk of Rs 596 crore on account of working capital loans. According to the projected figures of the PSEB for 2010-11, the opening loan as on April 1 this year is likely to be around Rs 16,720 crore. The board has projected an addition of Rs 10,858 crore, a likely repayment of Rs 7,141 crore and a closing balance of Rs 3,717 crore. The board also seems to have become a classic example of a vicious debt trap. It has projected that it will take a loan of Rs 5,969 crore in 2009-10 to repay an earlier loan of Rs 5,969 crore with the closing balance being the same as the opening balance. However, by initiating the process of taking fresh loans to repay earlier loans, the board has taken on a liability of Rs 596 crore, which is the interest to be charged on the fresh loan at the rate of 10 per cent. The PSEB admits that huge disallowances of actual costs by the Electricity Regulatory Commission have left a deep impact on the normal operations of the board and in the absence of financial restructuring, it was left with no option but to meet the expenses through short-term borrowings. |
SAD, BJP fail to break deadlock

The meeting was attended by Chief Minister Parkash Singh Badal, Deputy CM Sukhbir Badal, Sukhdev Singh Dhindsa and Balwinder Singh Bhundur from the SAD and Rajinder Bhandari, Balramji Dass Tandon, Manoranjan Kalia besides others from the BJP. According to sources, the BJP members did some plain talking with their SAD counterparts and demanded equality in status as far as governance was concerned. While raking up the issue of Deputy Chief Ministership as part of the earlier “injustices”, the BJP leadership pointed out that it did not have a say in transfers and even its Chairmen (of Boards and Corporations) were not given Cabinet rank unlike SAD representatives on similar posts. Earlier in the day, the SAD strategy of taking its “complaint” against the Punjab BJP to the Centre failed with BJP national President Nitin Gadkari giving due consideration to the state unit’s viewpoints. According to sources Gadkari had earlier in his meeting with the Chief Minister urged the latter to solve the issues at his own level and simultaneously reminded him that it was his duty to take care of the junior partner in the alliance government. The BJP national President apparently also conveyed to the SAD that the state BJP also needed to be bolstered as it had suffered politically in the last parliamentary elections, losing two of the three seats contested by it. Gadkari also met the state BJP leaders along with central leaders Arun Jaitley and Balbir Punj who had been entrusted with the task of resolving the ongoing crisis by him yesterday and assured them that their concerns would get due consideration, buoying up the state BJP unit. |
Power board paid Rs 4 cr commission in 3 yrs
Chandigarh, January 6 “Despite the fact that there was a possibility of settling direct deals, the board paid Rs 4.49 crore as commission from 2003 to 2006 to loan arrangers,” said Arora. “In 2006, the board got a Rs 300-crore loan directly from a bank without having paid anything to a middleman. The same year, however, the board authorised five loan arrangers also, to get more loans from banks offering them a fee at 0.45 per cent. They managed to get another Rs 270 crore for the board, for which they got Rs 1.36 crore as commission,” he said. Arora added that the loan of Rs 300 crore that the board procured directly carried an annualised interest at the rate of 9.38 per cent and the term loans arranged through arrangers carried 9.46 per cent annualised interest. In 2003 also, the board procured loans worth Rs 257.5 crore from different public sector banks paying a commission of Rs 1.47 crore to two Delhi-based companies. Chief accounts officer PSEB HS Chaudhry pointed out that all transactions for raising loans in 2006 were carried out by inviting proper tenders, following transparent procedure and the loans have been availed at the competitive rate of interest with the approval of full board. “In 2006, the board invited offers for a loan of Rs 500 crore from 28 banks and 12 merchant bankers. Offers were received from five banks and seven merchant bankers with different terms and conditions,” he said. After fixing its conditions, the board made counter offers to the participating banks and also appointed five merchant bankers for availing the loan. “A bank agreed to our terms and conditions and offered direct loan, however, others did not accept our conditions. The arrangers managed to procure loans on our terms and conditions from other banks at the lowest rat of interest possible,” added a PSEB official. “Raising of term loan through merchant bankers is a normal market practice and a number of PSUs are availing the services of merchant bankers for raising term loans,” said Chaudhry, adding that the merchant bankers are registered with Securities and Exchange Board of India (SEBI) and are authorised to do syndication of term loan for borrowers. |
2 years on, bidders yet to get possession of shops
Patiala, January 6 However, when the bidders went to take possession of the shop sites, the authorities of the Punjab government printing press objected to any such move. They asserted that the land belonged to the department and the municipal corporation had no right to sell it. They maintained that the land could be transferred to the municipal corporation only if the latter transferred the proceeds from the auction to the department. The printing and stationery department authorities have brought the matter to the notice of Patiala Deputy Commissioner, who ordered a fresh demarcation of the land-pending resolution of the dispute over land ownership. Manjit Singh Narang, Commissioner of the Patiala Municipal Corporation, said the matter had been brought to his notice recently and had summoned records pertaining to the said land deal. He has directed the patwari to conduct a fresh demarcation of the land. The matter would be resolved only after the patwari submits his report. He said he was also in touch with the authorities of the printing and stationery department. He admitted that the corporation had earned revenue of about Rs 1.5 crore from the sale of the shop sites concerned. |

Chandigarh, January 6 Demanding immediate promotion for all, the government schoolteachers have announced the beginning of an agitation that will push for filling up of 1,175 posts of principals lying vacant for nearly a deacde. A spokesperson of the union said the state government had in an affidavit to the court made certain commitments that it has ignored. The court, too, in a previous order had asked the government to promote lecturers, headmasters and vocational teachers at the same time. But the government choose to promote only the vocational teachers ignoring the other two categories. The union is demanding the reversal of promotion of vocational teachers saying that only 41 vocational teachers (including 6 from the scheduled caste) were eligible for promotion as principals of senior secondary schools. But the government implemented rules with retrospective effect and promoted 183 vocational teachers, thereby eating into the vacancies that would have been filled by the other two categories. Union sources confirmed that the violation of the high court directive was pointed out to the bench on the previous hearing on December 23, 2009, and the government as well as the vocational teachers have been asked to furnish their reply on the next hearing scheduled for February 10. Meanwhile, the union has started mobilising its cadres to reach Kapurthala on the coming Saturday so as to make an effective show of strength. It is pertinent to point out that out of 1,573 sanctioned posts of principals in these schools, 1,175 have been lying vacant for a decade now. The number of vacant posts stood even higher at 1,358, but for the 183 promotions of vocational teachers as principals that took place last month. The union is demanding immediate filling up of all posts. |
Sugar sells at Rs 45 per kg
Ludhiana, January 6 Talking to The Tribune, Jagjit Singh, president of the Sugar Association Ludhiana, said the rates of sugar in Punjab varied between Rs 4,350-4,450 per quintal depending on the quality. He said the prices had increased in Punjab more than in any other state. "The dealers have to pay an entry tax of 4 per cent on sugar, while no other state was paying so much tax. The common man has to suffer because if we are paying Rs 2 per kg as entry tax to the government, we are bound to charge it from the customers. There are about 18-20 cooperative and private sugar mills in the state, still the demand is not being met. More sugar is coming from the neighbouring states of Haryana and Uttar Pradesh," he added. Pawan Gupta, general secretary of the association, said the rates of sugar increased by up to Rs 15 per kg in the last two months. He said due to less production in sugar mills, sugar was being imported from countries like Brazil. "If the state government streamlined its policies by abolishing 4 per cent entry tax on sugar, the prices will automatically come down. In Gujarat, there was no entry tax. Similarly in UP, sugar was available for Rs 39, in Haryana and Himachal Pradesh, the rates were between Rs 39-41 per kg but in Punjab, the rate was the highest at Rs 44-45 per kg. Ultimately, it is the consumer, who is made to suffer," he added. A retailer, DR Gupta, said in winters, more sugar was consumed in tea/coffee. But the government had enough stocks of sugar, which could easily meet the demand of customers. He alleged the prices were being controlled by certain politicians for vested interests in a monopolistic manner. "The common man has no other option but to surrender to the situation," rued Gupta. |
No tainted official in state police: DGP
Ferozepur, January 6 Gill was here today to have interaction with field force and to give them directions to deal with the situation emerging following the inputs that some anti-national elements were trying to disturb the peace and law and order situation in the border state of Punjab. A section of mediapersons were told that the Punjab police organisation was one of such organisations where no tainted official or officer was working. The DGP made this claim despite the fact that various courts have convicted a number of officials, who had been handling plum posts, for their involvement in extra-constitutional killings and other heinous crimes. Not only this, a number of human right activists had been fighting legal battle against a section of police officials for their involvement in violation of human rights of residents of the state. Even Gill maintained that there was no police official working in the Punjab police right now, who was having criminal record when he was specifically asked about the allegations being levelled against the high-ranking police officer of the state. When asked about his comments over the activities of certain elements, sitting in neighbour country and trying to foment trouble in Punjab, he claimed that the state police was fully alert to prevent any untoward incident. He added that the Punjab police was a professional force and hence no one would dare to play a mischief in
the state. He said his other task was to bring the police and public close. The police officials had been directed to take care of the complaints being lodged by the commoners, so that they could be given justice in shortest possible time. Jalandhar, January 6 This was stated by Public Works Minister Parminder Singh Dhindsa here today. The minister said he had come to know about the violation of this norm and directed the Chief Engineer, PWD, to ask his subordinates concerned to ensure that this violation does not take place and this provision was highlighted at all toll stations in the state. He warned the toll companies to comply with all norms as per the provisions of the contract or face cancellation of the contract. The minister, however, chose to be silent on what action would be initiated by the government against the companies to make good the losses suffered by the gullible commuters. He added that a flying squad of the department would be on the move and randomly check whether this provision was being followed by all. He also said that it was mandatory for the companies to make provision of an ambulance at the toll barriers. |
New training scheme for prisoners
Ludhiana, January 6 The aim of the programme is to enable inmates to earn a livelihood after they complete their prison terms. Inaugurating the programme at the jail, CIPHET Director R.T. Patil said the CIPHET had developed many technologies in food processing which could help the jail inmates set up their own commercially viable units. He said they would provide all technical help. The training programme was aimed at creating awareness among them. The technologies included those related to green chilli powder production and groundnut milk production. Dr D.N. Yadav, senior scientist, gave a demonstration for making milk from groundnuts. He said the production of such milk was economically viable as more than 8 kg of milk could be produced from just 1 kg of groundnuts. He also spoke about the process of making cheese from groundnuts, the technology of which was for the first time standardised by the CIPHET, Ludhiana. Dr Deepak Raj Rai, head of transfer technology, encouraged the inmates to get the maximum benefit from the technologies developed by the CIPHET. Dr Nilesh, scientist, said the training programme in food processing would go on throughout the year.The prisoners took keen interest in the technologies and asked related questions to the scientists. The training programme would include the technologies of processing of groundnut milk and curd, tomato puree manufacture, ginger and onion powder production, preservation of fruit and vegetables through dehydration, modern dal milling technology, modified atmosphere packaging, manufacture of green chilli powder and processing of guava,meat, etc. |
House panel to move privilege motion against DC
Amritsar, January 6 Pannu, who was facing a similar motion in the Lok Sabha after it was moved by Amritsar MP Navjot Singh Sidhu, however, has said he had no intention to offend the committee. He justified his absence saying he was away to Chandigarh to attend an important meeting of the Chief Secretary, pertaining to the census operations. “I had to attend a meeting in Chandigarh on census. Since one of our ADCs was down with flu and the other was to attend the cremation of a freedom fighter, I had to depute SDM Sandip Rishi, who had stayed with the committee all through, apart from an SE (Irrigation), who was also deputed to look after the committee,” said Pannu, while talking to The Tribune. MLA Valtoha, however, said no administration official, including the DC, was present despite the fact that the DC was informed about the meeting. “All six MLAs, members of the committee, have passed a resolution to move a privilege motion against the DC as the act amounted to humiliation of the Vidhan Sabha committee. We have sent the resolution to the Vidhan Sabha Speaker. Though the committee members had come to the city on Tuesday evening and though the SSP had come to meet us, neither the DC nor any other official turned up till the end of the meeting at around 12.30 pm today. The SDM turned up only when the issue went to the media,” said Valtoha. Bholath MLA Sukhpal Singh Khaira, who was also a member of the committee, alleged that the system had crashed to such an extent that the bureaucrats were running the show everywhere. “I support Valtoha on the issue,” he asserted. Yadav of Amritsar as its chairman for the welfare of migrants. Mishra told The Tribune that after the Ludhiana incidents, the Chief Minister and the Deputy Chief Minister should have visited the migrants in Ludhiana and listened to their grievances instead of politicising the issue. |

Punjab pays for deeds of officials
Chandigarh, January 6
This afternoon, it was eventually handed over to those implicated in the case. The Bench of Justice Mehtab Singh Gill and Justice Jitendra Chauhan had earlier ruled the entire burden of paying compensation to implicated Nachhatar Singh, Sira, Amarjit Singh, Nikka Singh and Surjit Singh “rests squarely” on the state. But instead of paying up, the state had moved the apex court. After the failure to pay up was brought to the Bench’s notice again, the state deposited the amount, but with a request against its dispensation till the decision on the SLP. The Bench, subsequently, directed the payment of Rs 20 lakh each to four of the implicated persons. The remaining amount was directed to be distributed equally between the widow and son of Nachhatar Singh. He had ended his life after being implicated in the case. The appellants had remained behind the bars for five years, went through torture and suffered “loss of face” for 13 years. The barely credible tale of conspiracy and intrigue had come alive with the surfacing of “murdered man” Jagsir Singh.
Tainted cops’ postings
The case on posting of tainted policemen on key positions in Punjab and the matter of delay in hearing “high-profile” cases involving police officers, bureaucrats and the politicians, will be heard simultaneously by the Punjab and Haryana High Court on January 12. Taking suo motu cognisance of the Ruchika molestation case, Justice Ranjit Singh had earlier asserted time had come to put on fast track cases pending against bigwigs - top cops, bureaucrats and politicians. Justice Ranjit Singh had held the courts could not absolve themselves of the blame for allowing highly connected people to “circumvent the system” and delay the investigations or even the trial. Putting on notice the home secretaries of Punjab, Haryana and Chandigarh, Justice Ranjit Singh also called for the details of all criminal cases involving “highly connected people”. Taking up a petition on the continuation of “tainted officers” on “sensitive posts”, the high court had earlier verbally asked the state of Punjab to file an affidavit on officials against whom departmental inquiries were pending. The matter pertains to the mandate of the Punjab Police Act against the continuation of tainted police officers on plum postings. Taking a serious view of the continuation of tainted police officers on plum postings in alleged violation of the Police Act, 2007, the Bench headed by Justice Mehtab Singh Gill had earlier ruled propriety demanded their removal or transfer. As the matter came up before the Bench of Chief Justice Mukul Mudgal and Justice Jasbir Singh this morning, it was maintained by Punjab that the conditions under Section 13 read with Section 15 of the Act covered the posts of station house officers (SHOs) who could well be transferred before the completion of tenure envisaged in the Act. An affidavit to this effect was submitted by Punjab Deputy Secretary, Home, BB Sethi. |
Panel told to reconsider woman’s plea for aid
Chandigarh, January 6 In a petition against the state of Punjab, Moga District Industries Centre and other respondents, entrepreneur Pooja Singal had contended that no intention to issue financial assistance was shown towards her, as being a woman she was considered unfit to run a project. Taking up the matter, Justice Jindal directed that the issue be reconsidered by the state and other respondents. In his detailed order, Justice Jindal observed: “The petitioner has invoked the writ jurisdiction of this court seeking a writ of certiorari to quash the order dated November 6, 2009, passed by the District Industries Centre, Moga, district Moga, vide which the case of the petitioner for financial assistance was rejected. “The petitioner was interviewed on October 14, 2009, and the Task Force Committee showed its intention not to issue any financial assistance for the reasons that she, being the woman, would not be able to run the project”. Justice Jindal added: “Later on, vide letter dated November 6, 2009, the General Manager, District Industries Centre, Moga, while rejecting her claim, mentioned in the letter that lack of knowledge about the business was the cause of rejection of her application. It has been urged that the Task Force Committee never asked her to display her knowledge. This act of respondents itself is self-contradictory and discriminatory”. Before parting with the orders, Justice Jindal ruled: “Therefore, this petition is disposed of with direction to the respondents to reconsider the case of the petitioner, while ignoring the impugned order, within one month”. |

Sangrur, January 6 The police sources said three unidentified robbers in a Tata Indica Car stopped the Tata 407 load carrier vehicle and robbed Sham Lal, owner of Sachdeva sweets and Dairy products, Bhawanigarh, worth about Rs 2 lakh of cash while he was moving along the Kangarh-Balial road. The Dirba police has registered a case under Section 392 of the IPC.
