Notices to 16 Cong men for defacing bhawan
Dehradun, December 29 The seven-member Congress disciplinary committee in an emergency meeting held at the Congress Bhawan today took a strong note of posters that were pasted on Congress Bhawan’s walls in big numbers during the 125th Foundation Day celebrations of the Congress yesterday. “We have issued notices to 16 party leaders for putting up posters all across the building leading to its defacement. We have asked them to remove their posters within 15 days and do necessary paint work or else a fine of Rs 10,000 will be imposed on them,” said Narendra Singh Bhandari, who heads the State Congress Discipline Committee. He said the penalisation aimed to put a check on tendencies linked to rampant pasting of posters in the bhawan as these were the main cause of defacement of the Congress Bhawan complex. The meeting also issued a note of caution to its party leaders to avoid issuing statements on behalf of the party until authorised to do so. Satendra Baratwal, Dr Nirmala Sharma and Naveen Joshi are prominent members in the committee. |

New Year gift to DMC staff
Dehradun, December 29 They welcomed this decision with a big round of applause. Later, they danced on the beat of dhol and entered Mayor’s room raising slogans in his favour and offering sweets to him. A heated exchange during the board meeting on several issues turned into exchanging sweets and pleasantries after this announcement. The employees would now get their next salary as per the new salary structure. The board meeting, which was getting postponed for one reason or the other, was eagerly awaited for the announcement of the Sixth Pay Commission’s recommendations. The sanitary workers of the DMC had gone on an indefinite strike, which they called off after the Mayor had given them assurance to announce the new pay structure during the board meeting. Somu Selwan, president of the Sanitary Workers Association, said: “We are happy that the Mayor has fulfilled his promise and this New Year will bring prosperity to our homes with this decision”. Opposition leader Ashok Verma, who was rejoicing like others, too, welcomed this decision saying that this was the biggest achievement of the board meeting. Making an assessment of the expenditure with this new move, Chamoli said: “In 2005, 10 crore 98 lakh, which the DMC gave annually for the income of its employees as per the 5th Pay Commission recommendations, will increase to 15 crore 12 lakh according to the Sixth Pay Commission’s recommendations. “Then for the next three years, the present board will have to shell out an annual arrear of Rs 4 crore 14 lakh. “Besides, the DMC will also have to shell out Rs 2 crore annually for the salary of daily wage earners and contractual staff”. He gave thrust on developing more resources by the DMC to balance the increasing expenditure with a stable income saying, “After octroi and entry tax was banned by state government, the State Finance Commission gives us 21.46 crore annually as income. “The DMC earns Rs 5.5 crore from house tax and advertisements. It has increased its income by Rs 1 crore this year. “We are targeting 56,000 those houses under self-assessment scheme that were not paying any house tax to us till now. An income of Rs 3.5 crore was also made this year by charging on hoardings, which till last year was as low as Rs 56 lakh. “Then the DMC also earns by imposing penalties on encroachers. With these measures, I am hopeful we can increase our revenue by Rs 6 crore”. Wedding points sans parking space to be banned
Meanwhile, the DMC has decided to ban those wedding points, which do not have parking space. They will get licence only when they have parking space. The DMC also prepared and approved detailed hoarding policy for advertisement. It has approved four detailed project reports (DPRs) to be sent to the Central government for funds. These projects fall under JNNRUM (Jawahar Lal Nehru National Renewable Urban Mission). One DPR for flyover running from Race Course to Canal Road, railway station, Mata Vala Bagh to Bandhari Bagh costing Rs 50 crore has been approved. Another is for three subways to be constructed at a cost Rs10.20 crore. These subways are from Gandhi Park to Astley Hall and Birla Shopping Complex, for Connaught Place to Car Park and the third from Ghanta Ghar to Patel Park. Another DPR is for shifting Arhat Bazar behind Radha Swami, near ISBT, at a cost of Rs 160 crore. The fourth DPR is for widening the16 main roundabouts of the city. Chamoli said: “Earlier, we had sent DPRs of 30 roundabouts, which did not include the compensation amount of Rs 29.43 crore of shopkeepers. This time, we are sending a DPR for only 16 roundabouts and the compensation amount comes to around Rs 30 crore. The DPRs of the rest of 14 roundabouts will be sent in a second round.” He also announced that the corporation ws going to fix Rs 25 lakh in the next budget for the celebration of its foundation day next year. This year the DMC could not do so for a lack of requisite funds. The Mayor also announced that a ‘shelter house’ for poor people was ready at Chakhuwala and would soon be inaugurated by the Chief Minister. The names of Subhash Chowk has been changed to Chaudhary Charan Singh and Anurag Nursery Chowk at Vasant Vihar to Shahid Kesari. |

Pant refutes Oppn claim
Pitthoragarh, December 29 “The Opposition has no logic blaming the state government for it. During the recently concluded assembly session we could only work for 12 hours out of 22 hours assigned for the session. The Opposition has disrupted the assembly for 10 hours,” said Pant. He said during these 12 hours the government efficiently passed 17 Bills and put 400 questions to be asked. “It is the Opposition which has full participation in deciding the procedure and time of the assembly session through the work advisory committee of the assembly of which the Opposition members are also members. But, they failed to utilise the opportunity,” said Pant. The minister said the Opposition was free to put adjournment motions between question hour and the time government did its legislative work. “We took up five notices each day during the assembly session, but the Opposition could not bring even a single notice during the session,” said Pant. He said in the past nine years of record of the Uttarakhand assembly, not even a single adjournment motion had been accepted by the assembly. |

Haldwani, December 29 With crores of people expected to turn up at Haridwar over the next three months, the provision of unadulterated milk for human consumption as well as for other religious rituals is turning out to be a Herculean task. Talking to The Tribune, the Chairman of the Federation, Dr Mohan Bisht, said, “Chief Minister Ramesh Pokhariyal Nishank has called for ensuring that there is no shortage of milk during the event”. He said offering of milk for puja assumes special significance among practising Hindus and it needs to be ensured that they get the supply well on time. Dr Bisht informed that the federation would be making use of various co-operatives in Dehradun and Haridwar for procuring 1 lakh litres of milk from these two districts. In addition, milk will also be procured from the neighbouring villages of Uttar Pradesh. He said all plans for maintaining a constant and uninterrupted supply of milk into Haridwar during the Kumbh Mela have been put in place. A map has also been drawn up for setting up booths from which the milk will be sold to consumers in the city. Dr Bisht also said the federation had finally got a piece of land for training setting up a Dairy Training Institute and the land had been made available at Majhera in Koshyakutoli area of Nainital. The construction of the institute would start shortly, he added. He said till now, dairy farmers of the state had to depend on Haryana, Punjab and Uttar Pradesh to impart them training, but with an institute of its own, Uttarakhand will be able to impart the best of the training to its dairy farmers besides offering its expertise to other hill states in the country. He said the government along with the federation was making efforts to bring about a white revolution in the state. He said Aanchal products in the form of cheddar cheese, yogurt, ghee and milk were doing very well in the domestic market and their sale would soon be promoted outside the state also. |

Dehradun, December 29 A high-level meeting of the Forest Department presided over by Principal Chief Conservator of Forests RBS Rawat was held in Dehradun today. The meeting laid emphasis for ensuring a better coordination with the Kumbh Mela authorities. Dr Rawt said while pilgrims from across the country would be pouring in Haridwar, it was the duty of the forest officials to ensure that no unfortunate incident of any man-animal conflict took place during the fair. A decision for patrolling and strategic manning of the vulnerable areas was also arrived at as it was felt that there was no time left for coming up with any structure to ensure safety of wild animals. Manpower crunch too came up for discussions. It was decided that there were little manpower available with the Forest Department and daily wage earners needed to be pressed into service for a better management. Further, the head of anti-poaching cell of Uttarakhand Paramjeet Singh was also entrusted with the task of monitoring all activities in the forest areas and provide necessary inputs in case of any suspicious activity. The issue of providing other necessary infrastructure to forest officials was also discussed and was subsequently a decision was arrived at to take up the matter with the Kumbh authorities. Apart from Dr Rawat, Additional PCCF Srikant Chandola, Uttarakhand Chief Wildlife Warden KL Arya, Deputy Director, Rajaji National Park, Shravan Kumar, Gambhir Singh, SK Singh, Anil Dutt and other top forest officials of Uttarakhand were present at the meeting. |

Sanskrit to be compulsory subject in schools
Pitthoragarh, December 29 “Ours is only state in the country which has made Sanskrit the second official language,”said Pant. “Sanskrit, in which most of our scriptures are written, has been given this status in the state that is considered the hub of Indian culture,” said the minister. Pant added that after opening a Sanskrit university in the state, the state government also has opened a separate directorate for Sanskrit language. “We have also given state recognition to 18 Sanskrit schools which were providing Sanskrit education in the state,” said Pant. |

Dehradun, December 29 He also talked of including 107 service charged employees in the bracket of permanent employees who would be given new pay package. “Besides 40 permanent employees, there are 107 service charged employees who have been given all benefits and salaries as per the Fifth Pay Commission till now. But, it seems the management is trying to divide us on the issue. We want these 107 employees to be declared as permanent and they should also be included for new salaries.” President of the association Surya Prakash said if the vice-chairman did not accept their demands then they would take out a rally to the Secretariat on January 7. |
Ex-serviceman murdered
Nainital, December 29 It is learnt that he was attacked with a
sharp-edged weapon while he was on his way to answer nature’s call at around 5 am. His assailants were hiding in a bush and took him by surprise. He had screamed on being attacked, but by the time his son and other members of his family reached the spot, he had breathed his last. Pitthoragarh: The Pitthoragarh Income Tax (IT) officer Dinesh Kumar was today arrested by a team of the Central Bureau of Investigation (CBI) on the charge of taking a bribe of Rs 50,000 from a cloth merchant of Champawat district. Dinesh was also holding the charge of the district. The CBI team also searched the residence of the officer and found cash worth Rs 9 lakh. The seven-member CBI team comprising four Inspectors, two Head Constables and a constable, arrived here on the complaint of a cloth merchant from Lohaghat in Champawat district. Jeewan Chandra Punetha, the cloth merchant, was sent by the CBI team with money as demanded by the officer. The team then apprehended the IT officer red-handed when he took the money. “The officer has been taken into custody and will be brought before a CBI magistrate within 24 hours,” said Tej Prakash Devrani, in charge of the CBI team. |

The body of a tusker devoid of tusks was found in Sahajahpur block under Mohand Range of Shivalik Forest Division adjacent to Rajaji Park bordering Uttarakhand. According to Wildlife Protection Society of India (WPSI) sources, this is the fourth incident of a tusker found dead in Uttarakhand and surrounding vicinity. While the death of two tuskers had taken place in Lansdowne and another has been killed in Kotwar. “With Maha Kumbh round the corner, the recovery of a dead tusker is certainly a matter of concern,” said Rajendra Agarwal from the WPSI. He said it would certainly be an arduous job for the Uttarakhand Wildlife authorities to deal with the influx of strangers. |
