Chandigarh, December 14 Naming two senior police officers “involved” in the case, he said the Chief Minister was “protecting” them by keeping mum on the issue and a probe was necessary to protect the morale of the women police. “We have received a written complaint, a copy of which has been marked to the Chief Minister and other senior officers. It names two officers and alleges that out-of-turn promotions have been given to those who have given in to the demands of their seniors. “It also alleges sexual harassment and mentions the clinics where abortions were carried out. We will disclose more when the time comes. The scandal must be investigated by the CBI,” Ajay held. Chautala demanded a white paper on the state economy, payment of 60 per cent arrears to government employees in one go and reining-in the spiralling prices. Opposing the government decision to private power distribution, Ajay said the exercise was being undertaken to benefit private builders and earn illegitimate money. He claimed the decision had nothing to do with the line losses as those in Gurgaon and Panipat circles had the best recovery and minimum line losses. “Line losses were the maximum in Rohtak and Faridabad. The Chief Minister should have started the process from Rohtak,” he maintained. He also criticised the government for its failure to handle the spread of swine flu in the state. INLD MLA Narinder Sangwan was present at the press conference. |

Kurukshetra December 14 Dalal said separate houses for police employees would be constructed at Gurgaon, Panchkula and Faridabad. A police training centre would be set up at Sunarian in Rohtak. Special steps had been initiated to computerise police working. In addition to introducing online tests for constables, investigation of crime by 21 district police chiefs was being discussed through video-conferencing. Senior officers like SPs and IGPs were monitoring the entire process. The new system was aimed at making police investigations impartial and transparent.Dalal said that to bust planned crime networks of theft, dacoity and smuggling, the police had constituted special raiding parties. Dalal advised the people of this area to be aware of fraudulent immigration agents. Welcoming Dalal, district police chief KV Ramana said the police system had been reformed by establishing police commissionaires at Gurgaon and Faridabad. The computer age had begun. Another Gadrana resident dies of H1N1
Sirsa, December 14 “We have sent samples for testing to the National Institute of Communicable Diseases (NICD),” said Dr Viresh Bhushan, nodal officer. Gurnam Singh from the village had died of swine flu on December 2 and the health authorities had claimed to have conducted a door-to-door survey for more infected persons. Gurnam Singh was also a land labourer like Mithu Singh. Dr Bhushan said the authorities had found 15 cases with symptoms of category A of influenza and another with B category symptoms. All the patients were doing fine, the doctor claimed. Their condition was being monitored. Meanwhile, the health authorities are waiting for the report of samples of MBA student Amit Kumar who died at the PGIMS last Thursday. The health authorities so far have sent samples of 122 persons to the NICD out of which reports in 117 cases have been received and 17 cases found positive. |

Yamunanagar, December 14 This is the second death due to swine flu in the district. Earlier, Pardeep (16) of Bhaidthal village had died due to swine flu at the PGI, Chandigarh. The situation continues to be grim in the district as a total of 52 persons have been tested positive. District Health Officer Dr VP Mann said Rinku was tested positive for swine flu three days ago when he was admitted to a private hospital. “Family members of the deceased were given medicine for swine flu after Rinku tested positive,” he added. |

Chandigarh, December 14 The government has clarified that the announcement regarding distribution franchisees in Gurgaon and Panipat only marks the initiation of the process of study, consultations and debate before actually inviting bids for the purpose. The experiment with franchising of distribution in the two towns is proposed on a pilot basis and will be undertaken keeping the interests of consumers, power utilities and the state in mind.Contrary to misplaced observations, the experiment does not involve privatisation of assets of power distribution utilities nor does it involve any retrenchment of employees. The power tariff applicable to different categories of consumers will continue to be determined by the HERC. A team of DHBVN engineers has visited Bhiwandi in Maharashtra last month and studied the impact of the franchisee experiment there. The franchisee company has brought down the AT&C losses from 58 per cent to 24 per cent in two years and is still running the show. The government proposes to study all these cases - Bhiwandi, Nagpur, Agra and Kanpur - and learn from these experiences before finalising the model for Gurgaon and Panipat. Initiatives like the pilot franchisee project for Gurgaon and Panipat are part of the comprehensive effort of the government to minimise inefficiencies in the power sector.The government has appealed to all stakeholders to keep the interests of the consumers, power companies and the state uppermost in mind. The experiment with distribution franchisee in Gurgaon and Panipat is only on a pilot basis and will be implemented after careful thought, detailed study of lessons learnt from other experiences and consultation with all. Gurgaon: The MD of DHBVN, Anurag Aggarwal, said today there was no move to privatise the nigam and the government had only agreed in principle to hand over the work of power distribution in certain circles to a franchise. He was talking to mediapersons after visiting the electricity conservation exhibition here on Monday. The franchisee would not be allowed to charge more from the consumers in its area, he added. The power nigam chief assured the employees that no retrenchment would take place even after the implementation of the franchise system. Addressing students and visitors at the exhibition, Aggarwal observed that electricity could be conserved by checking power theft. The nigam had launched a scheme, under which a complainant who disclosed theft in his area was given 40 per cent of the penalty amount as reward. |

Sirsa, December 14 Tanwar said Chief Minister Bhupinder Singh Hooda himself selected Ellenabad to start his “thanksgiving” rallies in Haryana for coming to power for the second time in a row, when he addressed a rally here on November 29. Hooda had made announcements for a plethora of schemes for the augmentation of water supply and setting up of sewer lines at a cost of Rs 48 crore for Ellenabad during his rally. The district Congress had also organised a “padyatra” in Ellenabad on All-India Congress Committee president Sonia Gandhi’s birthday on December 9. Led by District Congress Committee president Hoshiari Lal Sharma, the padyatra culminated in the historical gurdwara at Mallekan in Ellenabad. Although the Congress has of late developed a tradition of announcing the ticket for elections at the last minute, a number of contenders have already emerged within the party. Given the fact that the ruling party normally has the edge during bypolls, the contenders see this excellent opportunity to enter the state Assembly and, hence ,do not want to leave any stone unturned to present their claims. The fact that INLD supremo Om Prakash Chautala won this seat by a margin of over 16,000 votes and a member of his family is likely to be fielded by the INLD this time, does not deter the Congress contenders. “A bypoll is a different ballgame altogether. The ruling party is always at an advantageous position as the electorate knows that the outcome is not going to make any difference to the prospects of the government, who has to rule for the next five years anyways,” said a senior party leader from the district. Among the contenders this time are Bharat Singh Beniwal, who polled over 48,000 votes against Chautala in the October 13 election, KV Singh, a former aide to the CM, Ranjit Singh, a former deputy chairman of the state planning board, and Anil Khod, a son of former MLA Lal Chand Khod. |
Cane growers block national highway
Ambala, December 14 BKU leader Gurnam Singh said they had been getting better price of sugarcane in Punjab but the Ambala administration was not allowing them to take their produce to Punjab. He said either the Haryana government should increase the price of sugarcane or they should not force them to sell their produce only in Haryana. The protesters sat in the fields close to the highway and announced that they would sit there till their demand was accepted. Meanwhile, more activists of the BKU reached the site. They were adamant to block the highway again. They also brunt an effigy of the Haryana government. The police made tight security arrangements on the highway so that traffic could not be disrupted. Senior officers of the administration, including the SDM and the DSP, have also been camping there. —

After girl’s murder, now mother fears for her life
Jind, December 14 Her daughter’s body was found near the railway track in the Hansi branch canal here on August 3. The woman, Mamni Devi, a resident of Vishwakarma Colony here, is helpless as her husband died a few years ago and she has four daughters to take care of. She said her daughter Pooja had left the house on August 2 to buy bread, but did not return. Her body was found the next morning. She alleged that her daughter was kidnapped and raped before being murdered by some unidentified persons. She claimed that the police had failed to arrest anyone so far. Claiming that she was being threatened by unknown persons, she said she and her family might meet the same fate if they did not withdraw their complaint. However, officials of the railway police said the case had not been transferred and the investigation was going on with “little cooperation” from the victim’s family. —

Sops for consumers using solar power
Jind, December 14 So far, as many as 20 households have come forward to avail the benefits of the scheme in the district this year. The district administration hopes to sell more solar water heaters this season. According to the district authorities, any person who gets a solar water heater of 100 litres capacity installed will be eligible for a subsidy of Rs 4,000 on each of the heater. This subsidy will go up to Rs 8,000 on heaters having a capacity of 200 and 300 litres each. The cost of 100-litre heater is Rs 16,000, while it is Rs 21,000 for 200-litre and Rs 46,000 for Rs 300-litre heater, respectively. The state government has already announced a rebate in the monthly power bill, which ranges from Rs 100 for 100-litre heater to Rs 200 and Rs 300 for 200 and 300-litre heaters, respectively. This rebate will continue for three years from the date of installation. The authorities have also claimed that any person who adopts this scheme will also be eligible for a loan if one finds it difficult to pay charges of the solar water heater at one go. The department concerned will provide a loan up to Rs 26,000 per connection, which could be returned in easy installments spread over a period of four years. Although the department was still to come out with solar water heaters of smaller capacity, the officials concerned admit that a 100-litres water heater may not suit the requirement of many and the cost amounting to Rs 12,000 after subsidy was still on the higher side. It is, however, claimed by the experts that the cost of a solar water heater could be covered in two years period if the expenses on the traditional water heaters and power bills of a large family was taken into consideration. Meanwhile, as many as 54 students were given solar lanterns by the district administration to provide an impetus to the use of solar power in the rural areas, claimed an official. |

Sirsa, December 14 He said energy up to 1,500 units and money worth Rs 5,500 could be saved by using solar geysers in place of electricity geysers. Cultural troupes from Rajasthan and local artistes presented cultural items. Meanwhile, Gobind Kanda, a local philanthropist and younger brother of Haryana Minister of State for Home, Gopal Kanda, today flagged off an awareness rally organised by the Parivartan Social Welfare Society. Many schoolchildren participated in the rally. “Children can play a vital role in creating awareness on the issue,” Kanda said before flagging off the rally. |

Yamunanagar, December 14 These stretches include the Buria-Khadri-Devdhar road, Pawani road and Chhachhroli-Poanta Sahib National Highway-73. Kumari Selja said the work on the bridge over Jagadhri-Kait-Kalanaur west canal should also be completed within six months. Talking about housing schemes for the poor, she said the district administration had decided to build 1,628 houses in Yamunanagar and Jagadhri towns and work on 200 had been completed. She also asked officials to ensure that villagers should get maximum benefits of the employment guarantee scheme. Besides, during the meeting the Deputy Commissioner Amit Kumar Agarwal also presented details of various development schemes that have been launched by the Central as well as the state government in the district. In reply to a query about the leaders who had revolted during the recent assembly elections, she said she has been verifying the details after which proper action has would be initiated. |
Power nigam to repair tubewells
Hisar, December 14 This was disclosed by Anurag Agarwal, Managing Director, DHBVN, while addressing a press conference in the Energy Conservation Fair organised by the nigam here on Saturday on the eve of Energy Conservation Day. Agarwal said over 30 per cent of the total available power was being supplied to the agriculture sector where there was a potential of conservation from 25 to 30 per cent. There were a number of old tubewells whose efficiency could be increased by up to 50 per cent. The DHBVN had decided to give connections to all new tubewells on high voltage distribution system by providing independent transformers. No connection would be released without meter. He said the nigam planned to construct high-voltage distribution system (HVDS) of international standards in villages and then in urban areas under its policy to minimise low-voltage system. The low voltage system was more prone to technical line losses. He said the DHBVN was promoting the use of compact fluorescent lamps instead of traditional incandescent bulbs. Under the Rajiv Gandhi Gramin Vidyutikaran Yojna, the below poverty line families were being provided CFLs free of cost along with free installation of connection. Agarwal said about 15 per cent of the total electricity supplied by the DHBVN was being stolen by unscrupulous consumers. With the efforts made by the DHBVN, the aggregate transmission and commercial losses had come down from 40 per cent in 2001 to 24.40 per cent in 2008-09. |
Forest officer found dead
Jhajjar, December 14 His body was spotted in the morning by his domestic help who informed other employees of the forest department. The employees rushed to the spot and found a 'dupatta' wrapped around the neck of the deceased while another piece was hanging from a hook on the roof. Later, the police was informed. The body has been sent to the civil hospital for postmortem. “We also found a suicide note from the spot wherein the deceased has mentioned about some official dispute and other details,” said Jhajjar SSP, Sourabh Singh. “Sanjeev Tomar was chargesheeted some time ago following some serious complaints against him,” he added. |

HUDA relaxes norms on structural drawings
Chandigarh, December 14 A spokesman for the HUDA said in such cases, a provisional clearance of building plans would be accorded to the allottee by the estate officer as per the time schedules already prescribed for approval of building plans. This provisional approval would be subjected to the conditions that the structural drawings would be submitted by the allottee within 30 days of the date of provisional approval and the formal sanction letter for approval of building plans would be issued by the estate officer only after the structural drawings were submitted by the allottees. He said the provisional clearance would be valid for 30 days only and would automatically lapse in case structural drawings were not submitted by the allottee within 30 days of the provisional approval. The provisional approval would only be granted for the purpose of finalisation of structural drawings and would not entitle the allottee to start construction. He said earlier it was imperative for the allottees to submit structural drawings along with the building plans as per the Regulation 3 of the HUDA (erections of buildings) Regulations, 1979. A certificate of conformity to regulations and structural safety for the relevant building (depending on type and height) in form BR VI A or BR VI B was also required to be submitted with the building plans, he added. |
Japanese artistes weave magic
Karnal, December 13 The concert-jointly organised by the Japanese Foundation, the NDRI and NIFAA-offered a unique opportunity to have a peep into the rich Japanese folk music. The Japanese orchestra was supported by shamisen, a three-string instrument, shakuhachi, a Japanese flute traditionally made of bamboo, shinobue, a Japanese transverse flute and uta-bayashi. Prominent Min’yo singers Shoko Tanaka and Hitomi Nakamura won the hearts of many, rendering songs on the four seasons and marriage rituals. The group leader of the Japanese team, Jinichi Hiranuma, said 58,000 folk songs were sung in Japan during work by farmers and labourers, festive songs for ceremonial occasions like marriage and those based on folk tales. The songs and music are passed on to the next generation to keep the culture alive. The Japanese team has already performed in Vietnam and Bangladesh and will now present shows in Malaysia on way back home. Haryanvi orchestra by the Kurukshetra University team and bhangra by the NIFAA team enthralled the audience while Sufi songs by Rakesh and Manpreet and folk songs by Rohit added colour to the evening. AK Srivastav, director, NDRI, who was the chief guest, said India and Japan enjoyed cordial relations and such cultural exchanges further strengthened the bonds of friendship and trust. |

Fatehabad, December 14 In another incident, a motorcyclist identified as Sunny (19) was killed and two persons, including a woman, were injured when the motorcycle collided with a Bolero near Bothan Kalan last night. In yet another accident, two persons riding a bicycle were seriously injured when they were hit by a speeding vehicle near Baropal village here today. REWARI: Ajit Singh Yadav (45), a resident of Bagthala village, near here, was killed when the motorcycle he was riding on was reportedly hit by a truck at IOC Chowk here on Monday. The truck driver reportedly fled after the accident. |
Govt claims record paddy production
Chandigarh, December 14 Earlier, the highest arrival of 45.11 lakh metric tonnes of paddy was recorded in 2005. While stating this here today, Mahender Pratap Singh, Food and Supplies Minister, said the higher production of paddy had been possible due to pro-farmer policies of the state government and hardwork of the cultivators. Adequate power for running tubewells and quality agricultural inputs in sufficient quantity were supplied to the farmers on time, he said. The entire quantum of paddy that reached the mandis of the state had been purchased either by the government agencies or by millers/dealers, he said. “Government agencies have purchased over 26.30 lakh metric tonnes and millers as well as dealers have lifted over 19.24 lakh metric tonnes,” he said. He said over 10.39 lakh metric tonnes of paddy had been purchased by Hafed, whereas Food and Supplies Department had purchased over 9.46 lakh metric tonnes, Agro Industries over 2.77 lakh metric tonnes, Confed over 2.35 lakh metric tonnes, Haryana Warehousing Corporation 89,689 metric tonnes and Food Corporation of India 43,213 metric tonnes. He informed that district Kurukshetra, where over 9.40 lakh metric tonnes of paddy had arrived in the mandis, was in the lead. This was followed by district Karnal, where over 7.51 lakh metric tonnes of paddy had arrived in the mandis. District Kaithal had recorded an arrival of over 5.64 lakh metric tones; Fatehabad over 4.28 lakh metric tones; Ambala over 4.01 lakh metric tones; Yamunanagar over 3.32 lakh metric tones; Jind over 3.36 lakh metric tones; Panipat over 2.72 lakh metric tonnes, Sonepat over 1.69 lakh metric tones; Sirsa over 1.64 lakh metric tonnes and Panchkula 56,573 metric tonnes. |
