Jammu, November 29 Highly placed sources in the Home Department told The Tribune that the state government had decided to take its share from the right bank of the river-an area rightfully and legally with the state. No doubt, the minister concerned, Taj Mohi-ud-Din, obtained legal opinion from a former Chief Justice and two other legal luminaries, but the legal experts here advised him to refrain from moving court, they said. “Moving the court would see a protracted legal battle. It was Punjab that refused to honour the agreement signed between the two states and since the right bank is our area the state has now decided to take its share,” they added. It may be stated here that the state government had earlier decided to move the Supreme Court to recover its dues amounting to Rs 3,680 crore because of the denial of electricity and water from Thein Dam and failure of the Punjab government to construct the Shahpur Kandi barrage on the Ravi in Kathua district. Sources said after A Angurana, principal secretary of PHE, Irrigation and Flood Control Department, put forth the signed agreement between the two states and other related details before the union cabinet secretary on November 26 at a high-level meeting the latter was convinced about Jammu and Kashmir’s rightful due on Ravi. A senior bureaucrat said though the agreement was executed in 1979, Punjab can not afford to give water to us and if it does then 1.33 lakh acres of its land would go dry. The state government here claims that Punjab owes Rs 2,180 crore on account of denial of power share of 20 per cent for the past 10 years from Thein Dam and Rs 1,500 crore for its failure to build Shahpur Kandi Barrage over the river in Kathua district. A detailed memo would be tabled before the state cabinet within the next two to three days to chalk out the modalities, he added. In absence of Shahpur Kandi barrage, the state government came up with three irrigation lifts at Lakhanpur, Basanterpur and Ujh as a stopgap arrangement to lift water the river. Ironically, the irrigation lifts failed to pay desired dividends. |
Five killed, 15 hurt in road mishaps
Jammu, November 29 Bittu of Pathankot was killed and 12 others injured when a Matador on way to Pargwal overturned near Narsingpura. The injured were shifted to the Government Medical College, Jammu, the police said. In another incident, Dev Raj of Bablota Dayar Gali, Doda, died and one person was injured when a Tata Mobile overturned near Karah. The injured was admitted to the district hospital, Doda. In another incident, Reshpal Singh of Gharani died when his motorcycle was hit by an Army vehicle at Dangri. The pillion-rider, Rakesh of Gharani, received injuries and was admitted to the GMC, Jammu. A motorcycle driven by Ganesh Singh and pillion-rider Shamash Din, both residents of Sidhra, hit a wall at Nomain Chak, Katra. Ganesh Singh died in the accident and Shamash Din received injuries. In another incident, Abhimanyu Singh of Man Chak was killed in a road accident. The police said all cases had been registered at various police stations. |
21 impersonators held
Jammu, November 29 The Jammu-based PRO of the Ministry of Defence, Lt-Col Biplab Nath, said the written examination was being conducted for the candidates, who had already cleared the first round of physical and medical tests held last month. “When the recruiting officers were conducting preliminary identification, they became suspicious and found that some candidates were impersonating ,he said. On investigation, it was found that 21 fake candidates had been impersonating. “All 21 impersonators were handed over to the police at Channi Himat and a complaint stands lodged against them,” the PRO said. The test was postponed and the new dates would be announced later. |
Gujjars demand Gojri channel
Jammu,November 29 Expressing resentment against non-representation of their mother tongue in daily telecast of various channels in the state,Dr Javaid Rahi,national secretary of the Tribal Research and Cultural Foundation, while speaking at a special gathering of Gojri writers organised by the foundation here, said Gojri was one of the significant languages of India and it needed special attention and encouragement from the Centre. He said a delegation of prominent Gojri writers had met Union Minister for Information and Broadcasting Ambika Soni in Srinagar and had demanded that the DD, Rajouri, be made functional on a priority and should be declared DD,Gojri immediately. He said a delegation of writers would visit Delhi during December to pursue the case there. He said the Centre had allocated more than Rs 400 crore this year for DD channels in J&K, but it was astonishing that DD did not telecast even a single daily programme in Gojri. Dr Rahi said the DD News, Srinagar, and AIR News, Srinagar,did not cover events from remote villages and tribal population of the state in their own mother tongue. The whole area was much affected by militancy. |

Jammu, November 29 During his visit to the state, BJP national organisation secretary Ram Lal has convened a meeting of all senior leaders of the party and asked them not to go for election and select a new state president with consensus. Sources in the party said BJP’s national organisation secretary was very much aware of the ongoing infighting among different factions of the state unit. Although he avoided direct attack on the party leadership in the state, BJP leader asked local activists to maintain the discipline at any cost while selecting the new president of the state unit. He pointed out that it was the tradition of the party to select the president instead of going for elections. Sources further said party’s national organisation secretary, who came to review the progress of the ongoing membership, was not satisfied with the performance so far. He took some leaders to task for poor response in the ongoing membership drive. Three factions within the party have intensified their activities as date of the election of the new state president has been approaching. Although senior leaders have not yet opened their cards, three leaders namely Bali Bhagat, Kavinder Gupta and Shamsher Singh Manhas have been emerged as front runners for the post. Bali Bhagat,a former MLA from Ramban, is the Schedule Caste face of the party. A former leader of the ABVP, Bhagat is a young articulated leader of the party. Similarly, Kavinder Gupta, Mayor of Jammu Municipal Corporation (JMC), is also a young leader with a clean image. He has proved his capability by winning election of the Mayor, despite lack of majority in the JMU. Interestingly, Kavinder Gupta and Bali Bhagat belong to the same faction so one of them would withdraw his candidature in favour of other at last stage. Present president Ashok Khajuria is supporting the candidature of Shamsher Singh Manhas. He is a former RSS Parcharak but lacks mass following. |
Admn comes forward to defuse communal tension in Bhaderwah
Jammu, November 29 The local administration convened a meeting of prominent citizens, including members of the Anjuman-e-Islamia and Santan Dharam Sabha, to defuse the tension. During the meeting, the matter was sorted out in an amicably manner and members of both communities were agreed that those involved in the attack should be brought to the book. “It was a minor scuffle between two groups on a trivial issue but the incident was wrongly projected by some vested interest”, Yasha Mudgal, SDM, Bhaderwah, told The Tribune and added that two persons have been already nabbed by the police in
the case. She informed that meeting of both communities were convened this afternoon to sort out the case and members of the communities were agreed to cooperate. She asserted that action would be taken against the culprits involved in the incident. Some persons received injuries yesterday evening when they were attacked by a group of youth after a scuffle on the issue of over taking a vehicle at Natlhi village. The victims were travelling in a Tata Sumo while the alleged attackers were in a Alto car. When the injured reached Bhaderwah hospital, a group of people led by a leader of Anjuman-e-Islami reached there and demanded action against the culprits. Before the situation took an ugly turn, T R Katoch, ASP, Bhaderwah, and Yasha Mudgal, SDM, Bhaderwah, rushed to the spot. This morning the administration convened a meeting of both communities and saved the situation from further worsening. |

Ex-servicemen’s rally held
Jammu, November 29 The event was organised by a Rashtriya Rifles battalion under the aegis of the Counter- Insurgency Force (Romeo). The rally was inaugurated by General Officer Commanding, Counter-Insurgency Force (Romeo).The Deputy Commissioner, Rajouri, the Secretary, Zila Sainik Board, Rajouri, representatives of Ex-servicemen Contributory Health Scheme (ECHS), Rajouri, Controller of Defence Accounts (Pensions), Allahabad, and nationalised banks attended the rally and addressed the ex-servicemen to educate them about various welfare activities and schemes launched by the government for their benefit. A medical camp was also organised wherein Army and civil doctors, including medical specialists, surgery specialists and gynaecologists /lady Medical Officers provided healthcare advice and free medicines to the ex-servicemen. A dental detachment was also available. An information cell to provide multifarious information to the ex-servicemen and register their grievances was set up during the occasion. ECHS information and Smart Card counters were also established at the rally venue for the benefit of the ex-servicemen. Over 500 ex-servicemen attended it. |

Govt implementing urban development schemes: Bhalla
Jammu, November 29 According to an official statement issued here, the minister said infrastructure development in interior areas of the city was being taken up on priority basis by the government. “Well maintained roads, hygiene, planned housing and availability of civic amenities are being given top priority by the present government under its urban development initiatives,” he said. Referring to the initiatives of the government to improve connectivity in the state, Bhalla said the Centre had provided an additional package of Rs 1463.20 crore to the state for development of road infrastructure. The work on the fourth bridge on the Tawi river is also in the pipeline. On the completion of the bridge, the pressure of traffic on main the Tawi Bridge would be reduced considerably, he maintained. Meanwhile, the State Tourism Department has initiated a campaign for identifying new tourist destinations and promoting them on fast-track basis. The Minister said this would ultimately increase employment avenues for unemployed educated youth of the state. “No stone would be left unturned to develop the tourism sector in state,” he added. A comprehensive plan for developing Jammu as a model city through landscaping, beautification and anti-polythene drive is also being implemented by the government. The Minister said the government was working on a plan to decongest the city and create green lungs at all crowded sites. Meanwhile, Bhalla said here that the coalition government was fully aware of the problems being faced by Kashmiri migrants. According to a statement issued here, Bhalla said the government was making allout efforts to solve the problems of Kashmiri migrants on a priority basis. He said it was the duty of the government to provide all basic amenities to the migrants in their respective colonies in Jammu. He maintained that for proper rehabilitation of the migrants in the valley, the Centre had approved Rs 1,618.40 crore. |

MC removes encroachments
Jammu, November 29 The drive was conducted under the supervision of Babu Ram, Joint Commissioner (A). The enforcement wing removed the material found on footpaths, pavements and parts of roads in these areas. During the drive, three truck loads of material, including umbrella, steel drums, buckets, ready-made garments, blankets and weighing scales were seized. Meanwhile, the team also inspected the areas where construction works were taking place. Mubarak Singh, Commissioner, Municipal Corporation, has appealed shopkeepers to keep footpaths and streets free from encroachments for the convenience of the general public. |

NSF alleges police harassment
Jammu, November 29 NSF president Vikas Sharma, addressing a media conference here today, alleged that students from Rajouri, Poonch, Doda, Ramban and Reasi were frequently subjected to harassment. “It is the main grievance of the students here that the police is harsh with them,” he alleged and said: “In the name of security checks, students while travelling are asked to alight the bus at every check-point,” he said. He said even for availing rented accommodation the students face hardship as people suspect them. Meanwhile, the organisation constituted a unit for MIET College. Narsingh Dutt Khajuria was appointed as president of the unit while Vipul Chib and Sunil Chowdhary were appointed as vice-president. Sumeet Sharma was appointed as general secretary and Sumit Gupta was appointed as organisation secretary. |

Radio Drama Festival from Dec 1
Jammu,November 29 As part of the scheduled programme, as many as six plays would be staged at the festival which would also be aired on the radio. The festival would start with a paper presentation by Rita Jitendra, radio drama artist, on “An overview of plays over Radio Kashmir Jammu. During the festival, Dogri play ‘Haajri’ written by Shiv Mehta, Hindi play ‘Shumarilal Ka Dukhaant’ written by Chattrapal and Kashmiri play ‘Aakhri Aalav’ written by ML Saraf would be performed on December, 1 whereas Urdu play ‘Heer Ranjha’ written by Anil Sharma, Punjabi play ‘Ujrhe Ahlne De Panchhi’ written by Baljit Singh Raina and Gojri play ‘Aas Gi Dheri’ written by Mohammed Bashir would be staged on December 2. Meanwhile, Bashir Malik, deputy director, news, Doordarshan Kendra, Srinagar, has been chosen for the annual Doordarshan Award for the second consecutive time for producing the best tele film on Amarnath pilgrimage - Astha ka Padao. His contribution in projecting the view point of the people of the state in different and miraculous way has been acknowledged. Malik has left for Hyderabad to receive the award among a galaxy of intellectual producers and film makers. Union Minister for I&B Ambika Soni and the Andhra Pradesh Chief Minister will be the chief guest on the occasion. |

2 Pak nationals escape from custody
Srinagar, November 29 Amir Badshah alias Ata Mohammad (26) and Gowhar Rehman (22) ran away from Uri police station and DIG, North Kashmir, Qayoom Manhas, said they learnt of it in the morning. “We have started a manhunt for them and will take appropriate action against cops responsible for it”, he said. Two officials have been suspended, it is learnt. Both persons, hailing from Kalakote area of NWFP in Pakistan, had already served their sentence of one year and were brought to the police station last month for deportation. The formalities were taking too long and official sources said both had expressed their resentment and frustration over the delay. It is not clear as to how they managed to escape from custody. A Pakistan national had escaped under similar circumstances from Khour in Akhnoor on August 10. Both were arrested near the Line of Control in the Uri sector in September last year by 18 Dogra of the Army. They had said in their defence that they were working as casual workers and had inadvertently crossed into the Indian side. No weapon was found on them and their interrogation did not reveal anything incriminating too. It was on the ground of their “inadvertent” intrusion into the Indian side that they got away with a light sentence. |

Mystery shrouds death of teacher
Jammu,November 29 The deceased was a native of Akhnoor tehsil of Jammu. According to the police, passers by spotted an unclaimed body lying on the roadside. A police party rushed to the spot and took the body in its possession. During initial investigations,the identity of the deceased was established as Kaku Ram, son of Mona Ram of Akhnoor.The deceased was posted as a teacher in Government Primary School, Balh Sarahu in Akhnoor. Police officials said during investigation, it came to its notice that the deceased was last seen in Pouni market on Saturday evening and this morning his body was recovered from the spot which is about 6 km away from the market. Some injury marks were also spotted on the body of the deceased. The body was later sent for an autopsy.“We are waiting for the postmortem report for further investigation”, the investigation officer said. |

Panun Kashmir worried over Pak move
Jammu, November 29 According to a statement issued here, members of the Panun Kashmir said this step would be taken by Pakistan to smuggle terrorists and incriminating material. Virender Raina, a spokesman for the Panun Kashmir, said the recent seizure of a satellite phone from a person coming from across the LoC with a valid passport and a travel permit was also a serious matter and the government should investigate the matter properly. Meanwhile, the Panun Kashmir demanded that the employment package with age relaxation be implemented without any further delay along with the enhancement of relief. |

Painting competition held
Jammu, November 29 Participants were asked to make their painting on the themes like winter season, village life and festival by using oil, water, poster and pastel colours. Sahil Ohri from Institute of Music and Fine Arts, Jammu, clinched the first prize in the inter-collegiate and the departmental category. Kanwar Iqbal from Government Medical College, Jammu, and Naresh Malhotra from Institute of Music and Fine Arts, Jammu, bagged second and third prizes, respectively. Certificates of merit were awarded to Shikha Singh from Government College for Women, Gandhi Nagar, Preetika Sharma from KC College of Education and Kavisha Nagpal from GGM Science College. —

Two die of cold
Jammu, November 29 The body of one beggar, who had died due to cold conditions during the night, was recovered
from Mangal Market, near Jammu railway station, today. The body of another beggar, who too have died due to cold, was recovered from the Gujjar Nagar area. Postmortem of both have been conducted at the GMC hospital here. —
