Rewari, November 27 All four convicts have been arrested. Braving heavy odds, the woman had to wage a relentless fight for eight long years to get justice. According to the prosecution, when the victim came to Rewari on July 4, 2001, to seek allied documents of her life insurance policy from Ram Kishan, she was administered some drug in tea, following which she was taken to an isolated place where she was raped by Ram Kishan and his accomplice Dr Krishan Kumar. Subsequently, the duo dropped her in a semi-consciousness state near the police station complex in Jatusana. From there she was picked up by Balwant Singh and taken inside a room where she was raped by him and Shakunt Raj. Later, when the woman filed a complaint, Balwant Singh registered a case of rape against Ram Kishan and Krishan Kumar while deliberately omitting his name as well as that of Shakunt Raj from the FIR. After investigating the case, Balwant Singh not only cancelled the FIR terming it as baseless and untrue but also registered a case of false information against the woman. Irked, the woman filed a petition in the Punjab and Haryana High Court, following which the then DSP of Rewari conducted a fresh investigation. However, the DSP too indicted only Krishan Kumar in his report giving a clean chit to Balwant Singh, Shakunt Raj and LIC agent Ram Kishan. Dissatisfied with the findings of the DSP, the woman then filed a petition in the court of Additional Sessions Judge seeking justice as well as stringent punishment for the guilty. |

Gurgaon, November 27 The accused have also been fined Rs 5,000 each. The local police had busted the nine-member gang on November 6, 2006. All the nine - aged between 18 and 32 years - hailed from Bhora Kalan village on NH-8 and had killed 26-28 people in 2005-06. After killing they would throw their bodies either in the bushes or in drains. The police got a lead about the gang after the murder of 23-year-old Ashish Bhagoria, an MBA from Gwalior. His decomposed body was found in a gutter in Sector 29 here and he was their last victim. They filed chargesheets in 22 cases. The remaining cases are under investigation stage. In 10 cases, verdict has already been announced. The accused have been convicted in six cases and acquitted in four. Additional Sessions Judge BL Singhal announced rigorous imprisonment for life for Parmod alias Budhram, Ravi, Mukesh and Rohtash. Panipat: One person has been convicted for killing his paternal uncle and cousin over a dispute and sentenced to life imprisonment. The court of the Additional Sessions Judge also imposed a fine of Rs 20,000 on Satish. In January 2008, the bodies of Sadhu and his son Rajinder were found in a field in Ahar village in the Matlauda segment. The police had received information that two persons were lying unconscious in the fields with gunshot injuries. A police team rushed the two to a nearby hospital where they were pronounced dead. While investigating the crime, the police found that Satish and his uncle had a dispute over exchange of money, which lead to the crime. He was later arrested, booked and produced before a local court that convicted Satish. |
Cong ‘notices’ to 20 saboteurs
Chandigarh, November 27 Of course, for the sake of record, as party spokesman Ved Prakash Vidrohi claimed here today, the Haryana Congress has issued “notices” to at least 20 leaders for their alleged anti-party activities.
Vidrohi said disciplinary action would be taken against them and the party was investigating the role of leaders who had sabotaged the chances of party candidates. Sources in the party say that no show-cause notices have been issued to the saboteurs but only their comment on complaints against them from certain party candidates has been sought. After the Lok Sabha elections, several candidates had accused certain sitting MLAs of having worked against them. Instead of taking action on these complaints, the party had renominated many MLAs, against whom complaints have now been received. The sources say the state unit of the party had sent the complaints along with copies of the letters seeking their comment to AICC general secretary in charge of Haryana Prithvi Raj Chavan for further action. The state unit is reluctant to take action against the “saboteurs” on its own because the list contains names of heavyweights like former Tourism Minister Kiran Choudhry and her MP daughter Shruti as well as party MP from Kurukshetra Naveen Jindal. An interesting case is of party candidate Harsh Kumar, who contested from Hathin. Harsh has complained that Jaleb Khan sabotaged his campaign. But the party is in no position to take action against Khan, whose acts of“indiscipline” it has already condoned. Khan, who successfully contested as Independent, is now a Chief Parliamentary Secretary. In Sirsa district, former officer on special duty to Chief Minister Dr KV Singh and former deputy chairman of the State Planning Board Ranjit Singh have complained against each other. The Congress will face a byelection in Ellenabad that falls in Sirsa district. Here the party is badly divided. Only recently, party workers had come to blows at a meeting presided over by HPCC chief Mullana. The party, it seems, has not learnt any lesson from its mistakes. It continues to dither on disciplining its cadres. This can spell further trouble. Vidrohi drew solace from the fact that if the electorate had any grievance against the Congress, the vote percentage of the Opposition would have increased, but that was not the case. If the Congress’ vote share had decreased by 7.7 per cent as compared to the 2005 elections, the vote share of the Opposition parties had also decreased by 8 per cent. |
Hansi-Butana canal issue will dominate, says Chautala

Kaithal, November 27 Chautala was addressing party workers here. Lashing out at the “anti-people” policies of the Congress, Chautala said the party had always served the interests of capitalists and ignored the common man. He said the mall culture had done much harm to the middle class and poorer sections. He also took the state government to task on the worsening law and order situation. He said the decision of the Hooda-led government to construct the Hansi-Butana link canal spending crores without the prior permission of the Central Water Commission was a blunder. He said the government owed an explanation to the people. Meanwhile, Chautala’s estranged brother and former MLA from Ellenabad, Partap Singh Chautala, said today that the Hooda government would have to answer questions on “Rohtak ki chaudhar” and the Hansi-Butana link canal in the forthcoming Ellenabad byelection. He said the bypoll was crucial for the Congress as the stability of the government rested much on the party’s victory. “But the manner in which the party stands fragmented in the district, it will be an uphill task for the Congress to win,” he observed. “The link canal issue will be the topmost issue with Ellenabad voters who have been getting scanty water,” said the former MLA. Hooda will also have to answer people’s queries on the much talked about “Rohtak ki chaudhar”, he added. |
HSGPC: Jhinda for judges’ panel to resolve issue
Karnal, November 27 Jhinda, who was found guilty of religious misconduct by Akal Takht and declared “tankhaiya” on November 17, said he had suggested to the SGPC chief, Avtar Singh Makkar, after his re-election that a committee of judges be formed to settle the issue. He said if the SGPC did not favour a separate SGPC for Haryana as per the provisions of the Punjab Reorganisation Act-1966, the
other alternative could be constituting a judges’ committee. The SGPC could nominate two retired High Court judges and a retired Supreme Court judge could head the committee, Jhinda told The Tribune. “ A separate HSGPC is the right of Haryana Sikhs and a sensitive religious issue. “As such a panel of judges could help resolve the matter,” he maintained. Jhinda accused the Congress and Haryana CM of betraying the Haryana Sikhs and said henceforth, the HSGPC would neither approach the Chief Minister Bhupinder Singh hooda nor the Prime Minister Manmohan Singh on the matter. |
KU distance courses get recognition
Kurukshetra November 27 Stating this here yesterday, KU Vice Chancellor Dr DDS Sandhu said a communication in this regard was received from the Directaor Distance Education Council (DDEC) on November 24 this year. He said all programmes offered and certificates awarded by the KU prior to 1995 have also been approved, and the KU DCC already had provisional recognition for all its courses offered after academic year 2007-08. Established in 1991 under the Indira Gandhi National Open University Act 1985, Distance Education Council (DEC) determines the standards of distance education in India. A seven-member peer committee of DEC led by Prof. KR Srivathsan, pro Vice Chancellor, Indira Gandhi National Open University, visited the KU DCC on October 28-29 this year and inspected the admission centre, examination centre, press, production and distribution of study materials, quality of study materials, media production centre and grievance redress mechanism of the KU DCC. The peer team’s evaluation was based on criteria like infrastructure and human resource capabilities; academic programmes and learning resources; learner support services research and consultancy; governance and innovative practices. Beginning in 1976 with 400 students who enrolled in pre-university and BA programmes, the KU DCC has grown significantly over the years. There are 38,000 students enrolled in the current academic year in 35 undergraduate and post-graduate programmes. |

Chandigarh, November 27 To make the matters worse, the cases of “compassionate assistance” are rejected in routine uncompassionate manner on basis of instructions held invalid by the courts, Justice Ranjit Singh has asserted. The scathing observations come on four petitions for ex-gratia financial assistance. Justice Ranjit Singh not only allowed the petitions with strictures on the state government, but also imposed “exemplary costs” of Rs 80,000. Taking up the petitions filed by Bimla Devi and others, Justice Ranjit Singh ruled: Though the government has formulated a scheme to provide ex-gratia financial assistance on compassionate grounds to the family of government employee who dies in service, such cases are hardly decided with any compassion. As a result, a large number of dependents are made to approach the court for the grant of necessary relief. This is not only an added burden on the already burdened courts, but is a source of great harassment for a dependent in need of immediate assistance. Justice Ranjit Singh also ruled on an earlier occasion it was impressed upon the government officials to consider such cases in light of the settled position of law, so as to avoid unnecessary litigation before this court. It was emphasised that persons should not be forced to approach the court with the same issues, which are decided and settled. Yet, there has been no improvement; and cases for compassionate assistance are rejected in routine. With this in mind, the four civil writ petitions were taken up for hearing together and were being disposed of through the common judgment with exemplary costs to drive
home the point. |
Fake cement factory unearthed
Jhajjar, November 27 Twelve persons - including the former village Sarpanch - have been arrested. The police started investigation after registering a case. SSP Saurabh Singh said that the police had received a complaint that fake cement packed in bags of a particular brand was being sold. “A team led by DSP Om Singh carried out a surprise raided on the factory and seized spurious cement and 650 empty bags of branded cement,” said the SSP. The arrested include former Ghubana sarpanch Jagbir Singh, Sarvjeet of Majri village, Deepak of Rajasthan, Sheshpal, Nirmal Kumar, Mehraj and Rajender Kumar of Uttar Pradesh, Wasim, Gulab Ram, Vinod Kumar, Mohamamad Ashrudin and Ajhar Hussain of Bihar. During interrogation, Jagbir Singh revealed that raakhi was brought from Narnaul and one bag of original cement was laced with three of raakhi, the SSP said. “The factory has been sealed and surprise raids are on at various places where the cement was sold,” he said. The accused were produced in a local court on Friday. |
Three dead as school bus hits car
Karnal, November 27 The bus carrying students of Guru Teg Bahadur Public School hit the car which overturned. The deceased couple were identified as Radha and Krishna. Shivani of Class IV was declared “brought dead” by doctors at the Trauma Centre. Manish, Neha, Bharti, Rohit and Kaushala Devi, all from Rohini, were referred to a haryana hospital. The bus driver, Gurpreet Singh, was admitted to the Trauma
Centre. Another injured, Robin (8), was referred to the PGI in Chandigarh. Janeb, a Class VI student, said the driver swerved the bus in an attempt to avoid hitting the car, but he lost control. Family members of the bride are in a shock. The marriage was to be solemnised tomorrow. |
Helplines for swine flu
Chandigarh, November 27 Stating this here today, state Health Minister Geeta Bhukkal said a close vigil on patients reporting with symptoms of swine flue was being kept and surveillance had been intensified in the districts.
The district units of the department were ready for quick response in identification, testing, isolation and treatment of cases of influenza A H1N1. Therefore, there was no need to panic. She said medicine, Oseltamivir (Tami Flu) and personal protection kits had been made available to all district units. The director-principals of the PGIMS Rohtak; Medical College, Mullana; and Medical College Agroha, had been asked to upgrade their laboratories for testing of the virus. Isolation wards had also been set up at all district hospitals. The Civil Surgeons had been directed to create extra isolation wards in private hospitals if need be. |
BJP MLA Vij surrenders
Ambala, November 27 An FIR had been lodged against Vij and some of his supporters last week for causing inconvenience to public and obstructing policemen from performing their duty.
An MC councillor and a former councillor were also arrested. SP Bharti Arora said so far seven persons, including Vij, were arrested in the case. The BJP workers, led by the MLA, had launched an agitation after a relative of a village sarpanch was allegedly assaulted by traffic police personnel on November 22. They had blocked the state highway to Yamunanagar and also burnt the effigies of the Chief Minister yesterday. The protest by the MLA has found support in all members of the opposition and the local units of the INLD have also supported him. The MLA accused the state government of initiating an FIR against him as he was from the opposition. |
Swine Flu: 13 new cases detected
Sonepat, November 27 However, 60 per cent of the patients have already been treated and remaining have been receiving treatment. Civil Surgeon Dr JS Punia said the district administration had formed a seven-member rapid action team under the supervision of District Health Officer Dr Jagbir Singh to deal with the situation. Moreover, a toll free number - 2235862 - had been provided in the Civil Hospital here for receiving information about the suspected swine flu cases. As most of the swine flu cases in the district are children, the health authorities had established contacts with child specialists in the district to assess the situation, he said. YAMUNANAGAR:
Thirteen more persons, mostly children, were on Friday tested positive for swine flu taking the total number of cases to 30 in the district. The samples of seven more persons were sent to lab in haryana and reports will come on Saturday. Besides, samples of 20 persons will be taken on Saturday. |
Chander not part of HJC, says Bhajan Lal
Sirsa, November 27 Talking to mediapersons at Mohammadpur Rohi in Fatehabad, Bhajan Lal said Chander Mohan had returned to the family fold but he had neither sought membership to the Kuldeep Bishnoi-led HJC, nor had he been offered one. “Kuldeep Bishnoi is young and energetic and has the ability to lead the party to victory in the future assembly elections,” said Bhajan Lal. He reiterated that the HJC would move court against the MLAs “who had joined the Congress against law.” He ruled out a merger with the Congress. |
