Roorkee, November 19
Much to the disappointment, the Uttarakhand state has got the 19th place in the country in the 20-Point Programme and Execution Ranking this year.

This was stated by Sreegopal Narsan, former member of the 20-point programme cell in the state.

Narsan, who is also spokesman (Haridwar district) of Union Minister Harish Rawat, alleged that the apathetic attitude of the BJP government towards the programme, the brainchild of Indira Gandhi in 1975, for the social welfare and overall development of the country, is responsible for this development.

“It was our city, Roorkee, where former Prime Minister Indira Gandhi had talked about the programme in 1967”, claimed Narsan. Indira Gandhi visited the city on November 18, 1967, as chief guest at the convocation of Roorkee University (now IIT, Roorkee).

“On her birthday, even then, she had dwelt on the idea of initiating 20-Point Programme for the social welfare and overall development of the country in her address at the university,” said Narsan.

The then authorities of Roorkee University also conferred honorary doctorate degree on Indira Gandhi.

Expressing disappointment on the latest status of the state in the ranking, Narsan said it corroborated the failure of the government on the progress front.

The state was ranked first in 2004 and 2005 during the ND Tewari regime.

The Congress man also criticised the step of merging the 20-Point Programme and Executive Department in the Department of Economics and Statistics last month.

“The step will adversely affect the development plans for poor,” said Narsan.

It was the 23rd day of agitation by saints against quarrying on the Ganga riverbed, specially in Missirpur and Ajeetpur villages. Speculations were rife that the administration would try to defuse the agitation forcefully.

The way the police acted upon has shocked the Matra Sadan saints and social organisations associated with the agitation.

Earlier on October 28, the administration had forcefully taken away Swami Dayanand, who was on a fast for two weeks against quarrying on the Ganga riverbed its effect on the holy river.

Meanwhile, much to chagrin of the administration, another saint Swami Poornanand Saraswati started an indefinite fast in support of the Matra Sadan objective and to carry forward the agitation.

Led by Tehsildar PS Rana, the Kankhal police and revenue officers reached the Matra Sadan and on the pretext of checking the agitator on medical grounds, forcefully took him in the ambulance despite stiff resistance from people present there.

Matra Sadan founder Swami Shivanand Saraswati lashed out at the administration for violating the fundamental rights of people, saying the way the whole operation was carried out was unlawful and unwarranted.

According to family members, the incident first happened at 11.30 pm at the house of Ramesh Chauhan. He and his family, including his three children and wife, were sleeping at that time. The burglars allegedly dismantled the door of the house and forcibly entered inside.
