Villagers rescue labourers trapped in well
Sirsa, November 2 Naresh Kumar and Veer Chand, the two victims, were working in the well They were lining the lower part of the well with bricks as the water level in the well had gone down. As the duo was on work, bricks of upper part of the well started falling. Before the two could understand, they were under a huge mound of bricks and the walls of the well also started giving way. Villagers rushed to rescue victims as the news of accident spread. Scores of volunteers of the Green S Welfare Force also arrived and started rescue operations. They started removing debris and soon they heard voice of buried labourers. JCB machines were put to service as more earth started caving in as the rescue operations progressed. Eventually, the rescuers succeeded in reaching out to the victims and the two labourers were brought out of the well after hours of labour. |
Manandeep to represent state in under-19 football squad
Hisar, November 2 He is the only football player from the state to be selected for the team. He is also the first boy from Hisar to get this honour. Earlier, he was selected as a member of the India under-14 team which went to Iran. In 2007, he went to Saudi Arabia as a member of the India under-17 team. This team became the first India under-17 team to qualify for the Asia Cup that year. The India under-19 football squad is currently in Dubai on a 10-day tour. Before going to Dubai, the team was undergoing an extensive training and conditioning camp in Goa. Earlier, the team had not been allowed to proceed to Iraq by the government in view of the poor security conditions there. However, after a review, the team has been given the go-ahead. |
Reena hopes to win gold medal in C’wealth Games
Jhajjar, November 2 Reena said she was glad and enthused after grabbing the gold medal in the 69-kg category of the tournament as she had toiled hard for the same and was also confident to give her best performance. Giving the full credit of her success to her coach Vijay Kumar and her father Hawa Singh Kadian, she maintained though there had been less sports facilities available at the village level to train budding players, her coach and her father provided her full support for developing her talent, besides motivating her to prove herself even at the international level. Following this, she could be able to bring laurels to her state as well as the country. “There is no dearth of talented players of various games at the village level, but what is required is to provide sufficient facilities to them so that they could be technically sound before participating in such competitions,” said Vijay, adding the state government must come forward to make available all essential facilities at the village level. Sanjeev Kumar, sarpanch of the village, said every villager was feeling proud of the achievement of Reena. He maintained it was the first occasion in the history of the village when a girl of the village succeeded in winning a gold medal at this level. Earlier, Reena received a warm welcome from villagers when she reached her native village. |
Matriculation examinations
Rewari, November 2 The recent spurt in such desperate waywardness among students is being attributed to stringent measures adopted by the Haryana Board of School Education (HBSE) authorities to curb copying. As many as three students, appearing in the matriculation examinations of the HSBE, made off with their answer sheets from two examination centres here on October 29. While two of the examinees, Sandeep Yadav and Shiva, decamped with their answer sheets from Satish Public Senior Secondary School, the third examinee, Manoj Kumar, ran away with his answer sheet from Haryana Open School Examination centre at Shishushala High School here. Consequently, Sunil Kumar and Jai Prakash, superintendents of the above centres, filed complaints following which the police has registered cases of criminal breach of trust under Section 406 of the IPC against the delinquent teenagers. |
Samiti solemnises marriage of physically challenged couple
Sonepat, November 2 Neelam and Dhara are unable to walk on their feet. Neelam had lost her father a few years ago. Sube Singh, father of Dhara, is satisfied with the marriage and is optimistic that both will help each other to lead a happy married life. "We will also take care of them by extending every possible help," he added. Neelam said she was happy after the marriage. According to Rakesh Jindal, president of the samiti, as both of them belonged to poor families, the entire expenses of the marriage were borne by the samiti which had so far solemnised 22 such marriages. Jindal informed that besides arranging meal during the marriage ceremonies, the samiti also donates household items like bed, cloths, utensils, sewing machines etc.to the newly wed couples. “The money required for such marriages is donated by the members of the samiti,” he said. The samiti intended to extend financial assistance to students belonging to poor families and to cooperate and participate with other social and voluntary organisations in other social welfare activities, he added. |
Poll: An opportunity lost for BJP, INLD
Rewari, November 2 The situation in the Ahirwal region is no different. With a surprisingly robust performance while the INLD managed to bag three of the 11 seats, the BJP failed to secure even a single seat. However, it is noteworthy that two of the BJP candidates - Ram Bilas Sharma in the Mahendergarh segment and Santosh Yadav in Ateli - gave a tough fight to their winning Congress rivals while suffering defeat with narrow margins of 5,453 and 973 votes, respectively. Similarly, another BJP nominee, Randhir Singh Kapriwas, who was polled 24,374 votes, bagged third position on the Rewari seat. Needless to say, had there been a pre-poll tie-up between the INLD and the BJP, the latter could have comfortably pocketed the Ateli and Mahendergarh seats while in the Rewari segment, the Congress and the BJP could have a neck-to-neck contest. Simultaneously, the INLD, too, could have bettered its performance on three more seats of Narnaul, Ateli and Kosli. In the Narnaul segment, INLD nominee Bhana Ram Saini, who was polled 21,619 votes, lost to HJC candidate Rao Narender Singh by a slim margin of 3,392 votes. In the midst of all this, the Congress stood to gain where the marginal victories of its candidates on the three seats of Ateli, Mahendragarh and Sohna have provided the much-needed succour to the party, which could have otherwise faced a daunting task in the formation of its government this time. |
Awards distributed on Haryana Day
Chandigarh, November 2 Governor Jagannath Pahadia and Chief Minister Bhupinder Singh Hooda inaugurated the function by lighting the ceremonial lamp. Pahadia said Haryana had made rapid progress, especially in the fields of agriculture, education, industrial sector and Information technology, since its inception besides maintaining the rich treasure of its cultural heritage. Primarily an agrarian state, the state had become a frontrunner in the production of foodgrains. The state had also given priority to industrial development. Many entrepreneurs of national and international repute had been attracted to set up their ventures in the state. Today, an atmosphere of upmost peace, harmony and unity was prevailing in the estate. He announced a grant of Rs 2.51 lakh for the artists who performed in the function. Hooda said the state had made tremendous progress in the past four and a half years. Transparent and clean administration had remained the hallmark of the state government. He assured the people that the state would achieve new heights of development in the next five years. On this occasion, a cultural programme was presented, which included an impressive skit by artists from the NCR region followed by a Haryanavi song. Haryanavi Dance 'Modo Mat Morre' kept the audience spell-bound. The Lifetime Achievement awards were conferred on KC. Sharma, a retired IAS officer, and Usha Sharma, a well-known artist of Haryana, for their excellence in the field of art and culture. Pahadia also conferred the Pt. Lakhmi Chand award on Mahabir Sanghi of Kharkhoda and Jahurmir of Narela for best director; Shariff Kala for best actor; late Tahir Hussain of Delhi and Gaje Singh, a student from Jind. for best musician; and Ratan Bharti for best dancer. Dharambir (best writer), Ajit Kaur (best singer), Madan and Majid Khan (best rhythm player) and Paramjeet Sehrawat and Balle Momia (best music composer) were conferred the Fauzi Jat Mehar Singh awards. The Devi Shankar Prabhakar Lok Kala and Jan Sanchar Puraskar for best film director was conferred on Arvind Swami. The Manjeet Baba Award for the best artist in fine arts was given to Harvinder Malik and the Archive award to Raghuvinder Malik. Link roads of Kalka call for attention
Kalka, November 2 These link roads, which are in a dire need of maintenance, have not been repaired since past more than five years, alleged inhabitants of Railway colonies. They alleged that the Railway authorities never bothered about the maintenance of these roads. These link roads approach the National Highway-22 to the Railway Station, Railway diesel shed, Railway workshop, Kalka GRP police station, Kalka Railway Hospital, Kalka RPF office, Railway sports ground and Railway Institute. The various link roads of the Department of Railways have been lying in a deplorable state. Despite the fact that Minister of State for Railways R. Velu had visited the Railway Station in connection with the Heritage Festival on November 9, 2008, the Railway authorities did not bother about the maintenance of the these link roads till date, the work of which is lying pending since more than four years. The link road from the Railway Station to the NH-22 has turned into a bad shape. The link road from the Railway Station, which connects Narrow Gauge Railway Colony via RPF office, Railway institute, Railway diesel shed, is in the worst condition. The link road from Kalka GRP police station to the Kalka main bazaar NH-22 and the road from the NH-22 connecting Broad Gauge Railway Colony are in a neglected state causing inconvenience to pedestrians and two wheelers. The internal link road connecting NG Railway Colony to Northern Railway workshop is also in a pitiable condition. A visit by The Tribune to NG Railway Colony and Broad Gauge Railway Colony reveals that the Department of IOW has not taken any initiative for the maintenance of the link roads since more than five years. The residents of Railway Colony have urged the DRM Ambala to issue directives to the department concerned soon. |
Advit Foundation to run Gurgaon renewable energy park
Gurgaon, November 2 HAREDA director Sumita Misra said the state-level renewable energy park had been set up by the Department of Renewable Energy, Haryana, and HAREDA at City Centre in Sector 29, Gurgaon, at a cost of Rs 2.5 crore. "The underlying idea behind the concept is to create awareness among the masses about the new technologies developed in the area of renewable energy, demonstrate the working of these technologies through working models and to educate students about renewable energy sources, energy conservation technologies and their socio-environmental benefits," she said, adding that the Park had been set up with a financial assistance of Rs 72.66 lakh from the Union Ministry of New and Renewable Energy. Misra said the park had working models of various renewable energy sources and energy-generating devices. "The most attractive feature of the park is that its buildings have been constructed with solar-passive design concepts and green roofs, which will keep these cool in the summer and warm in the winter," she maintained. The park also has an energy information centre (EIC), the first such centre in the country, to provide advisory services to the public. For this, the Bureau of Energy Efficiency (BEE), Union Ministry of Power, has provided a financial assistance of Rs 7.3 lakh while the Government of France has given the technical support. Entry to the energy park would be free of cost. However, to make it self sustainable, a canteen will be run on the park premises and some activities like solar car rides and movie shows would be run on a ticket basis. In addition to this, specific target-oriented workshops and seminars would be organised in the park, which would act as an information centre and nodal point for various renewable energy and energy conservation devices. Misra appealed to the people to visit the park and avail the benefits of the facilities provided therein. About their future plans after signing the contract, Charu Jain, director, Advit Foundation, asserted that the promotion of renewable energy and energy conservation was the need of the hour and the foundation was committed to making the venture a success. "We have planned a variety of activities to be undertaken at the park, which include musical programmes on issues like renewable energy, energy conservation and global warming on a regular basis, regular interactive programmes and competitions, solar cooker-based food festivals, exhibitions of books and renewable energy/energy conservation devices and sale of related gift items," she maintained. |
‘Jail’ focuses on reality behind bars: Neil
Gurgaon, November 2 “I might bring out an album some day,” said Neil, who was in the city recently for the promotion of
the film. While talking to The Tribune, he said, “I am currently enjoying my status and happy that I got a chance to work with creditable director like Madhur Bhandarkar. Every actor loves to work with him as he makes sensible films which mean something.” He added, “’Jail’ has tried to bring out reality behind the bars what criminals have to face during their trial”. “It was a wonderful experience for me and I learnt a lot while shooting,” he affirmed. Neil also mentioned that any actor got to portray such kind of role after doing 30-40 films. “I am lucky that I got such a character in the beginning of my career,” he added. About the much-talked about nude scene, Neil mentioned, “It was one of the most touching moments of my life. It isn't a nude scene but the humiliation a convict or a prisoner has to face during interrogation and it's not easy being nude. Madhur knows how to treat such scenes and he has done it aesthetically. It was he who was directing the film, had it been someone else I would have not accepted the role”. Neil considered Tihar jail to be a reform centre instead of a prison but found Thana jail a proper prison. “Thanks to Kiran Bedi, who transformed the Tihar jail. It has actually changed the life of prisoners but I got trigger point in Thana Jail. Though we were not allowed to talk to under trial prisoners, we still got to know many things. People had some conceptions about the jail and we have tried to show what actually a criminal faces during his trial,” he explained. His negative character in “Johny Gaddar” had upset his father and this time, his mother got angry due to the nude scene. “Dad got upset as he never wanted me to debut with a negative character but when he saw the movie he appreciated my work. Being a grandson of versatile singer Mukesh and son of Nitin Mukesh, every one expected me to do start with some good film. Similarly, mom just saw my posters and asked me about them and when I explained about the scene and its requirement she understood it and was happy,” Neil said. On being asked which film he enjoyed more, “New York” or “Jail”, Neil said, “I enjoyed while shooting for ‘New York’ but ‘Jail’ taught me a lot”. When asked whether he is still single, Neil smiled and said he was dating someone but did not want to tell her name as she was not from the industry. “I am a normal guy and do have feelings, my heart also beats and I am very much in love,” he said. Neil is also a trained photographer and in his free time, he loves to shoot with his camera. |
BSP loses ground in Ambala dist
Ambala, November 2 The BJP, Congress and the INLD have improved their position in comparison to the parliamentary elections. In the Mulana constituency, the party had allotted ticket to its state president Prakash Bharti. The party has its stronghold In the Lok Sabha elections, the BSP candidate had secured 38,071 votes while the BJP candidate had got 38,154 and the Congress candidate 33,783 votes. In the assembly elections, the BSP could get only 28,113 votes. Rajbir Barara, the INLD candidate, who was for the first time contesting an Assembly poll, secured 47,185 votes. Naraingarh was also a prospective seat for the BSP. The party had nominated Arjun Singh, a former MLA, from this seat. In the Lok Sabha elections, the party had got 22,569 votes from this constituency while in the Assembly poll, it reduced to 15,404. Party workers are discouraged as none their senior leaders visited this constituency for campaigning. In Ambala city, the party had to face a similar fate. BSP candidate Makhan Singh got 10,719 votes while a few months ago, the party candidate had got 15,905 votes from this constituency. In Ambala cantonment, the party candidate got only 3,065 votes. After the Lok Sabha elections, the Congress had started a campaign to bringing back Dalits into its fold, who had shifted to the BSP. The Congress targeted slum areas and succeeded in gaining the trust of its traditional SC/BC voters. The BSP leaders, however, did not make any serious effort to improve the party base. It was also a big setback to BSP candidates that party supremo did not make even a single visit in the district where three serious candidates of the party were contesting. Most of the candidates could not arrange big rallies in their constituencies. |
Classical music meditation for Pt. Sharma
Gurgaon, November 2 He was in the city to give a performance recently. The concert was organised by the Ansal Institute of Technology in association with the SPIC MACAY. The concert was an enchanting treat for the lovers of classical music, particularly santoor. The music lovers enjoyed the compositions played by Pt. Sharma. Pt. Sharma recorded his first solo album in 1960 and composed the music for V. Shantaram’s “jhanak jhanak paayal baaje” (1965). In 1967, he teamed up with flautist Pandit Hariprasad Chaurasia and Pandit Brij Bhushan Kabra to produce a concept album “Call of the Valley” (1967), which turned out to be one of the greatest hits in the Indian classical music. Pt. Sharma has composed music for many Hindi films in collaboration with Pandit Chaurasia starting with “Silsila” (1980) with the name as Shiv-Hari music duo. Some of the movies in which they composed music are “Faasle” (1985), “Chandni” (1989), “Lamhe” (1991), and “Darr” (1993). The recipient of national and international awards, Pt. Sharma also has the Sangeet Natak Akademi Award in 1986, the Padma Shree in 1991, and the Padma Vibhushan in 2001 to his credit. While talking to The Tribune, he said he was not interested in composing music for films as he had no time for that. “I am busy with my concerts and cannot miss performing at places just to compose something for Bollywood. Playing live gives me an immense pleasure,” he signed off. |

Gurgaon, November 2 The function is organised every year in memory of Khan. But this year, people will also remember his son Tayyab Hussain, who died on October last year. Khan was the first advocate of Mewat and was elected unopposed as MLA in the first elections after the Independence in 1952. He had also won the elections in the British time in 1926 and Khan was also instrumental in stopping Meos from going to Pakistan on the appeal of Mahatma Gandhi and Late Ranvir Hooda (father of Bhupinder Singh Hooda, CM, Haryana). His son Hussain holds the distinction of only person in the country to become the Minister from three different states - Haryana, Rajasthan and Punjab. He won several times as MLA and MP and had done some development works that include the construction of an anaj mandi, which is one of its kinds in southern Haryana. Hussain’s family had on their own started a school to spread education in the region where a majority of the population is poor and illiterate. Hussain converted the school to a postgraduate college and now efforts are on to convert it into a university. |
Sonepat police gears up to check rising crime
Sonepat, November 2 SP Mahender Singh Sheoran said after analysing the recent incidents of looting and theft, it was found that most of the criminals were of young age who generally used motorcycles in such crimes. “We have identified 105 spots in the district where criminals are more active,” he said, adding that sufficient number of police personnel would be deployed at such places to keep a tab on the movement of criminals. Sheoran said another 98 spots had been identified where the district shared boundaries with other states and districts and which could be sealed in case of any urgency. Steps had been taken to share information with the police of adjoining districts, he added. A special programme had been chalked for PCR teams and 42 motorcycle riders, who had been given tips to tackle with the incidents of crime. Other measures included special patrolling during peak hours, vigorous checking of vehicles and checking of the activities of habitual criminals, he said. “For seeking cooperation of residents, DSPs and SHOs have been directed to form committees of responsible citizens in villages and towns,” the SP added. |
Sirsa e-library to upgrade its website
Sirsa, November 2 Rachna Dewan, librarian, said funds for the project had already been sanctioned and the process of issuing contract for the same was in progress. “We will place information like the name of books, their publishers, number of pages and name of author on our website www.elibrarysirsa.synthasite.com so that members can have information of all books available with us without physically going through the racks,” Rachna said. She said the number of visitors to the library had increased ever since it was converted into an e-library in 2008 and now over 300 people daily visit the library, which had over 1250 members, she added. |

Kurukshetra, November 2 Prof SS Teotia, chairman of the department, acknowledged the benefits which department is getting through its alumni. He asked the alumni to play a greater in making the department one of the best in the country, which addresses the problems of energy securities, water sector, etc.. Chief guest Prof Makherjee made a point that the NAAC committee during its visit in university recognised geophysics department as the best department of the university. Association president Dr Devindra Kumar highlighted various activities of the alumni. He also spoke on the GEOKUK alumni group registered on the Yahoo website in 2003. Today there are about 300 students and faculty members who are registered in this group. Since the formation of this group, the placement of students in has increased manifolds through real time interaction of students with alumni. |

Zonal Youth Festival-2009
Sonepat, November 2 The festival was held at Government College, Jhajjar, from October 28 to October 30. Dr Jyoti Juneja, principal of the college, informed that the college students also won the Best Actress Awards in Hindi and Sanskrit play as well. The college girls participated in 40 out of 41 events of the festival and won as many as 28 prizes. The students got the first position in Indian classical (vocal), Indian classical music (non-percussion), western song (solo), western group song, group dance (general), classical dance, one-act play (Hindi), one-act play (Sanskrit), skit (Haryanvi), folk dance (Haryanvi), best actress (Hindi play) and best actress (Sanskrit play). Besides getting the second position in poetic recitation (Hindi), mime, symposium, debate (Hindi) for the motion, debate (English) for the motion, declamation in Sanskrit, creative dance (solo), light music (vocal), group song (general), and quiz, the students remained at the third position in group dance (Haryanvi), light music (ghazal), orchestra (Haryanvi), mimicry, qawwali, and poetic recitation (Urdu). |

Boy murdered over same-caste marriage
Mahara Thaska (Sonepat), November 2 The couple, who fell in love during their school days, had married into the same caste despite objections. The couple had been in hiding ever since they married each other in a temple in Chandigarh and had been frequently shifting their base from one place to another to save themselves from the wrath of the girl’s parents. According to some of the villagers, the two stayed at various places, including Samalkha in Panipat and Kundli near Delhi, before they went to stay in Samaipur Badli of Delhi. However, it was not for the first time that the two had tried to break away from the stringent caste system. In 2006, the two had eloped together, only to be arrested by the police later. Following which, Virender even had to undergo imprisonment as he was charged of abducting Anil. While, Virender was in jail, Anil’s family members married her to one Jaipal of Tehli Khera village. It was not a smooth marriage for Anil, who was continuously abused by her husband after he got to know about Virender. Meanwhile, Virender came out of the jail and again got in touch with Anil. The two ran away and got married and started living together without revealing their whereabouts to anyone except a few friends. However, this Diwali they were betrayed by one of Virender’s friends and the two ended up in the clutches of Anil’s father at the house of Inderjeet in Narela. Inderjeet had invited them to his house to celebrate Diwali. He also informed the girl’s parents about their arrival and her father Daya Singh along with brother Pawan and Sandeep reached there beforehand and went to kill Virender. The body was later tied to a heavy stone and thrown into a canal in Sonepat area. The Delhi police has already arrested Daya Singh, Sandeep, Inderjeet Singh and Pawan from the village following a complaint filed by Anil. Reportedly, Anil had also told the police that Inderjeet and Sandeep raped her after killing her husband. The whereabouts of Anil are still unknown in the village. |

Chandigarh, November 2 The award was presented to him at the Conference on Economic Growth and National Integration held in Delhi recently. The award was presented by Bhishma Narain Singh, former Governor of Assam and Tamil Nadu. The IIFS has a programme of coordinating country’s and NRIs’ efforts in creating joint ventures. For this purpose, it has an advisory committee in which certain talented and highly respected Indian experts in diverse fields, MPs and certain retired Generals are members. Bansal has about 30 years of experience in the area of ICT and e-government projects covering all major activities of software development lifecycles. The first eight years from 1980-1988, he devoted in applying ICT and mathematical modeling techniques for optimisation and forecasting of water resources and agro-economic resources of Haryana under the FAO & UNDP-sponsored project of Haryana Water Logging & Salinity studies and Water Resources Consolidation Project. Since 1989, he has been devoting his research and projects development work in the application of ICT in major sectors, including most of the mission mode projects of NeGP for Haryana. He has received 24 national and state-level awards and presented more than 40 technical and research papers and case studies on e-governance initiatives for Haryana in national and international conferences. |

Tech-fest a big draw
Panipat, November 2 The fest was inaugurated by Justice Pritam Pal, president, Chandigarh State Consumer Commission, who was also the chief guest on the occasion. Students of the institute as well as contestants from other colleges performed a plethora of cross-cultural events showcasing unity in diversity. The main events included an inter-college dance competition and a fashion show that created exhilaration amongst participants and audience. A meticulous effort put in by the students and faculty as also by other participants made the fest an event to cherish for one and all. The dance competition witnessed professional choreography. In the fashion show, students walked the ramp with bold attitude that shimmered the evening. The two-day mega technical and cultural event was in full swing on its final day. It showcased a number of events such as open source arena, 3D architecture designs, debates, robo-race, website designing, gaming (NFS, CS, and FIFA), tech-quiz and puzzle hunt. Events such as robo-race and gaming attracted a large number of students. For the robo-race, many teams participated from different colleges and flaunted their robots. Gaming was a daylong event and experienced jam-packed computer labs due to overwhelming response from the participants. The winners of all events were awarded certificates and cash prizes. Dr RK Choudhary, director, APIIT SD India, lauded the efforts of the participants and faculty members. He stated that such events provided the students to showcase their talents and inspire fellow students to nurture theirs. More than 500 students from various engineering colleges of the region participated. Meritorious and deserving students were also honoured for their outstanding performance in academics, sports and extra-curricular activities. Vijay Aggarwal, chairman of APIIT SD India, Ishwar Garg, vice-chairman, and Roshan Lal Mittal, secretary of the SD Education Society, were also present. |

Yamunanagar, November 2 NGOs Uthan and Om Seva Sansthan, after studying all accident-prone roads, have suggested that there was an urgent need for proper maintenance of roads, construction of speed breakers, curtailing the wild growth of trees at blind roundabouts, marking Zebra crossing lines and shifting of electric poles at a distance from roads to avoid accidents. The study calls for immediate action on part of the administration and the police to bring down the rising number of accidents. The poor condition of roads in the district has caused 453 deaths in two and a half years, including 124 in this year so far, in the district. Besides, out of 1,229 accidents in two-and-a-half year, 776 persons had sustained serious injuries. “We have studied all 28 accident-prone places where more than 12 accidents took place in a year. We have visited all the places and interacted with locals to find out their views on solving the problems” said Dr Anju Vajpayee, executive Director Uthan. “Many accidents can be avoided with proper care of roads.” “The wrong constructions of roundabouts, low-levelling of roads and poor maintenance are the main reasons revealed in our study. There is also need to put signboards highlighting narrow roads or accident-prone areas near many roundabouts. We have submitted a detailed report in this regard to the administration and the police”, she added. While president of Om Seva Sansthan Sushil Arya said after visiting all the accident-prone roads I have found that the wild growth of trees, electric poles just along the roads and poor maintenance has made many roads prone to the accident. Surprisingly, all the link roads to national and state highway too lacks speed breakers. Besides, the proper levelling of roads needs to be done and zebra-crossing lines at roundabouts should be marked. Congested roads are also causing many accidents in the district, he added. |

With reference to news item published in The Tribune titled "He wins seat, loses deposit (Oct 23)", it is hereby pointed that as per provisions of sub-section 4 of section 158 of the Representation of People's Act (RPA), 1951, it is only for the defeated candidates to attain a minimum of one sixth of the total valid votes polled in order to get back their security deposits. No such cut-off is prescribed for the winning candidate who after being elected by securing more votes than all other aspirants in the fray is fully entitled to get back his security deposit. Such is the state of affairs in a parliamentary democracy like ours wherein the comparatively highest vote recipient is winner notwithstanding the percentage of his/her votes. Had there been the proportional representation system here as in certain other democracies of the world where the minimum limit of 50 per cent or so votes is mandatory for getting elected, the situation would had been much different in the world's largest democracy. Be it as it may, as the above-said provision is contained in a law duly passed by Parliament i.e. RPA, the fact that any winning candidate is entitled to get back his/her security deposit is fully valid although one may term the same as discriminatory.
