He announced the grant of Rs 5 lakh for the establishment of Punjabi Culture Study Centre at Khalsa College, Patiala. On the opening day of Zonal Youth Festival, principals, teaching faculty, students of various colleges and other prominent figures attended the function. October 20 These wings would work
under the supervision of the SP (security) at the district level. The
DGP said the government was contemplating to implement the Commissioner
system proposal at Amritsar, Jalandhar and Ludhiana. He said this would
improve and speed up police functioning. The police force was being
equipped with hi-tech gadgets and anti-terrorist and anti-riot squads
were being trained by world-class experts in the field. He said the
police had arrested 55 persons associated with terrorist activities, out
of whom six had links with the Babbars and two were associated with the
KGF. He said the police was keeping special vigil on those people who
sent young boys and girls abroad in lieu of money, but later left them
at Pakistan through Malaysia for terrorist activities. The police
would also help impart training to young boys for private security. He
said the community policing resource centre had proved useful to the
common man at the district level. It helped in improving relations
between the police and the public. The system would be brought at the
police station level, he added. |

Ropar zone youth fest from today
Kharar, October 20 Punjabi singer and performer Pammi Bai would adjudge the bhangra contest. The fest is being held at three venues simultaneously - Sahauran campus, including playground, moot court hall and faculty room. On October 21, SSP, Mohali, Gurpreet Singh Bhullar will be the chief guest, while singer Satwinder Bitti will be the guest of honour. Dr Paramvir Singh, programme coordinator, NSS Punjabi University, will be the chief guest for events to be hosted in moot court hall. On the first day, students will compete for various categories of gidda, classical dance, creative dance, group shabad, classical vocal, semi-classical vocal, written quiz, clay modelling, rangoli and on-the-spot painting contest. For evening session, Dr Davinder Singh, director planning and monitoring, Punjabi University, would be the chief guest. On this day, teams will compete for geet/ghazal, group song, classical instrument (percussion and non-percussion) and quiz finale. On October 22, Anil Sareen, member, PPSC, Patiala will be chief guest, while Dr Manjit Singh, dean colleges, Punjabi University, will preside over the prize distribution function. |

Undertrial lands in trouble again
Dera Bassi, October 20 However, this urge landed him in trouble again and he was caught red-handed. According to the police, Kuldeep Singh, a resident of Patiala, was arrested by the Zirakpur police recently for stealing a wallet. He had appeared before the Dera Bassi court on Wednesday for the hearing of the theft case registered against him. While he was returning to Patiala in a bus, he again attempted to steal the wallet of co-passenger Sinhasan Singh, a resident of Chandigarh. But he was noticed and was nabbed. The police said the accused had arrested. |

Proclaimed offender arrested
Kharar, October 20 The accused has been identified as Bheem Singh, a resident of Mankheri village in
Morinda. The police has recovered nine sets of mobile phones from his possession. The Chandigarh Police had arrested Bheem’s accomplice Gurtej Singh alias Gogi a few days back in a dacoity case. Both the accused used motorbike and snatched mobile phones in Mohali and
Chandigarh. Bheem Singh is also wanted in an attempt to murder case. He was produced before a court today and has been sent to police remand till October 24. |

Nigerian, woman held with smack
Kharar, October 20 A police official said the accused, identified as Baba Andrew John, was arrested from near the Bangala Basti area. John had been living with a woman, Manjit Kaur, for past nine years. The police said the couple was arrested carrying smack in their car. John and Manjit were produced before a court today, which remanded him in judicial custody. John had come to India on study visa in SAS Nagar. His passport was about to expire in November this year and he had applied for its renewal with the Nigerian embassy. John belongs to Kano state of Nigeria. |

Expedite work on courts complex: HC
Chandigarh, October 20 The project hit a roadblock in April due to the non-release of funds. As the matter came for hearing, a Division Bench of Chief Justice Tirath Singh Thakur and Justice Kanwaljit Singh Ahluwalia said: “All that we need to say is that funds have to be made available by the Union of India or by the UT administration, for there is no option but to complete the project that too as early as possible. “We see no reason why the representatives of the Government of India and UT administration should not meet at an appropriate level to discuss and resolve the outstanding issues regarding the release of funds required for the competition of the project. We would expect this to happen expeditiously, but not later than four weeks. “A status report regarding the release of funds may be filed before this court on the basis of discussion and deliberations as so held on or before the next date of hearing. The UT administration shall, in the meantime, forward to the Government of India a proposal for the construction of two blocks comprising double storeyed basement at an estimated cost of Rs 17.67 crore, which may also be examined by the Government of India, and an appropriate decision taken on the same”. The case will come up before the Bench for next hearing on November 9. The new district court complex project was sanctioned at an estimated cost of Rs 18.60 crore and the estimated expenditure was later revised to Rs 23.41 crore. Construction, however, came to a standstill in April due to the non-availability of funds. |

Job Scam: Jolly sent
to police custody
Chandigarh, October 20 The police had sought the custodial interrogation of Jolly after it had registered a fresh case of impersonation and cheating against him for procuring a SIM card by furnishing fake documents. The police had arrested Jolly and Hardev Singh following the complaint of a Kharar-based woman, who alleged that the accused had promised to get her job in lieu of money. The police had registered a case on September 6 against the accused and had not been able to complete investigations into the case so far.

Bail for AICC cell chief
Chandigarh, October 20 Kidwai had run into trouble this April when the commission, taking cognisance of his alleged reported inflammatory speech during an election meeting in the city, had registered a case under the Section 125 of the Representation of the People Act, 1951. On March 15, Kidwai was reported to have said: “I regret that I am not a religious leader. Had I been one, I would have given a decree that those Muslims who vote for the BJP would be committing blasphemy”. The commission had found the remarks amounting to spreading enmity on religious grounds. |

Three accidents in city
Chandigarh, October 20 No one was hurt in the accident. A small traffic jam was witnessed on the spot before the arrival of the police. The police booked the driver of the Indica car, Ramandeep Singh Brar of Sector 35, on the charge of dangerous driving. The police said though both parties arrived at a compromise, it booked Ramandeep. In another accident, Som Kumar of Phase I, Bapu Dham Colony, Sector 26, reported that his Tavera MUV was damaged when it was hit by a rashly driven Tempo (DL 1G 9342) near the railway lights point yesterday. No one was hurt in the mishap. The police arrested the Tempo driver for rash driving after registering a case against him. Dr S.K. Punia of Sector 16, Panchkula, reported that a rashly driven Esteem car (CH 03 W 9320) collided with his car near Kala Gram yesterday. His car was damaged in the mishap and the driver of the other car sped away from the spot. The police registered a case in this regard.

Chandigarh, October 20 Electing to bat first, Shine Sharma's 64 helped St John's reach a respectable total of 154 runs in the allotted 25 overs. However, swash-buckling knock by Rohan 58 off 36 balls enabled Saupin's to achieve the target with two balls to spare. In the other semifinal played today, Greenfield School beat APJ School by 44 runs. Electing to bat first, Greenfield players scored 139 runs in the allotted 25 overs. Suraj 28 and Gurvikram 23 contributed for their team. In reply, APJ team collapsed under pressure and was bundled out for 95 runs. Only Arsh 23 and Shivraj 20 showed some resistance. However, the spokesman of St John’s School said the final match of the tournament was delayed, as APJ School protested that a few of the Greenfield players were overage. In order to verify, APJ players have asked Greenfield team to submit the original documents of players tomorrow by 2 pm following which schedule for the final match would be announced, he added. School games from tomorrow
Chandigarh, October 20 The six-day event will also include dodge ball tournament. Students from Assam, Andhra Pradesh, Bihar, Chhatisgarh, Goa, Gujrat, Delhi, Himachal Pradesh, Haryana, Punjab, Jammu and Kashmir, Jharkhand, Kerala, Karnataka, Madhya Pradesh, Manipur, Maharashtra, Orissa, Rajasthan, Tamil Nadu, Tripura, Uttar Pradesh and West Bengal will participate in the games. Other events of the national games include gymnastic U-14, 17 and 19 (boys and girls), fencing U-19, softball U-14, 17 and 19 and dodge ball U-19. Gymnastic tournaments will be held at the Gymnasium and dodge ball will be held at the Althletics Stadium, Volleyball Courts and Sports Complex, Sector 7, while the fencing tournaments will be organised at the Skating Ring, Sector 10, and softball will be played at GGSSS-20, GSSS-27 and GMSSS-44. UT Home Secretary and Chairman Organising Committee Ram Niwas said all arrangements had been made for the stay of budding players in 14 schools. He said players from Karnataka, West Bengal, Maharashtra, Gujarat, Tripura and Vidya Bharti had already reached the city. He said Governor of Punjab and UT Administrator Gen SF Rodrigues would inaugurate the games at Sports Complex, Sector 7. Chairman Ram Niwas said transport facilities would be provided to players on their arrival in Chandigarh. He added that one bus at each venue would be provided. Chandigarh, October 20 Trailing by just one stroke at the tied third slot are Abhijeet's cousin, Tarundeep and last year's runner up, Vikram Rana. It was good going by 15-year-old Tarundeep, who has just graduated into A (under-18) category. City golfer Angad Cheema, Akshay Sharma and Kapurthala's Imamul Haque shared the fifth spot at two over par 74. Teeing off from the 10th, Abhijeet began with a brace of bogies, but managed a birdie on the 13th to take the turn at one over par 37. He restored parity with a birdie on the second. But fell back in the very next hole conceding a bogey. A birdie on the seventh, saw the city boy finish the day with a return nine of one under 35 and an even par 72 card for the day. It was tough going said the city lad. His words were:" The greens are just not up to the mark and that is causing a lot of problems. Considering the wind and the unpredictable greens, I think even par is a good round.” A regular on the amateur circuit this season, Chadha’s best finish in an amateur tournament came at the same venue two years back, when he finished second behind HS Kang in the 2007 edition of the LG Samarvir Sahi Open. Noida's Rahul Bajaj, who is seen quite often at the CGA Golf Range having coaching stints under Jessie Grewal, started even worse conceding a hat-trick on the first three after teeing off from the 10th. He sank two birdies to be one over par 37 at the turn. He sank birdies on the first two holes on return nine. But then a double bogey on the fifth saw him fall back to one over. With a birdie on the last hole, he managed an even par 72 card. Rahul said, “Not only have I had patchy rounds, but I have also played patchy tournaments, not performing at all in some and doing reasonably in the others. Hopefully, I can get back to the winner’s circle but there is still a long way to go, so we will see what happens.” But the competition is going to get tougher, as the tournament progresses. Tied eighth at three over par 75 are Manav Das of Ambala, fifteen-year-old Ashbeer Saini from Kapurthala and Gagan Verma.
