Patiala comes out with agri plan
Patiala, October 12 It will now be sent to the state government for the necessary approval. The plan is part of the Rashtriya Krishi Vikas Yojna (RKVY) and is entirely sponsored by the union government. “The DAP will provide grants amounting to Rs 228 crore, which will be utilised in various areas. Steps to check groundwater depletion, improvement in animal health and animal breeds, better variety of seeds, dairy uplift, training to farmers to make them globally competitive are some of the main highlights of the DAP,” said district planning committee chairman Surjit Singh Rakhra, while speaking with The Tribune. Rakhra said the DAP was expected to bring a revolution in the field of agriculture and allied sectors. “Development of the rural areas under the DAP will help make Patiala one of the model districts in the state,” he asserted, adding that under the DAP, centres would be opened in every village, where farmers would get information related to various issues pertaining to agriculture under one roof. Under the DAP, at least 955 gram panchayats will be covered. “Under the guidelines of the RKVY, village agriculture planning units were constituted in every village with village sarpanch as its chairman. Thereafter, a survey of all villages was conducted and proformas regarding agriculture and allied activities, power situation, educational facilities, sanitation, etc. of respective villages were filled out,” said Patiala agriculture development officer and project deputy director AS Mann. He added that the DAP was formulated after compiling the entire data collected in the proformas. The official said the chief agriculture officer of Patiala would be the nodal officer for the ambitious project. Once approved by the union government, various state government departments, including agriculture, animal husbandry, horticulture, dairy development, fisheries and soil conservation, will work in coordination for the execution and implementation of the DAP. The Deputy Commissioner will monitor the utilisation of the grants. |

Woman, son held for abetting suicide of couple
Ropar, October 12 The couple, along with their children, committed suicide by jumping into Sutlej at Ropar. While their three-year-old daughter was rescued by lifeguards yesterday, bodies of others could not be found. The divers who tried to locate the bodies complained of dirty water and failed to trace the same today. The couple had been identified as Ranjeet Singh (30), Sunita (28) and their six months old daughter, Preeti. The girl who was saved yesterday had been identified as Simran. Police officials investigating the matter said a brother of Sunita today saw photographs of his niece in newspapers and rushed to his sister’s house in Singh Bhagwantpur village situated on the Ropar-Chandigarh road. He enquired about his sister and her family from her in-laws. He was told that Ranjeet, his wife and children have been thrown out of their house as the couple fought with them every day and failed to give them Rs 1,000 for repair of a portion of the house. He then got a case registered against Sunita’s mother-in-law, brother-in-law and his wife in this connection. Meanwhile, the girl rescued yesterday was still in custody of a boatman who took her out of the river. DSP Bhupinder Singh said the family committed suicide due to everyday quarrel and demand of money by other family members. While the wife had been working as a typist in local courts, her husband was doing some menial works in the city for the past long time. A case under Sections 306 and 160 of the IPC had been registered by the police. |

AC bus stand to take shape within 17 months
Patiala, October 12 Stating this to The Tribune here today, Manvesh Singh Sidhu, managing director of the Pepsu Road Transport Corporation (PRTC), said the private party that had got the contract for the execution of the project had completed certain formalities at the sub-registrar’s office here last week. Certain modifications in the layout of the bus stand had also been incorporated in the final design, which had been sent to the Chief Architect for approval, he said. With this, the town is all set to have country’s first fully air-conditioned ultra-modern bus stand. Punjab Deputy Chief Minister Sukhbir Singh Badal had laid the foundation stone of the new bus stand on February 18. Spread over 14 acres, the new bus stand will have a six-storey building. While the ground floor will be used as bus stand, the first floor will house commercial establishments. It is located adjoining the Sadar police station on the Patiala-Rajpura highway. Sidhu said all paperwork with regards to the execution of the work had been completed. The project would be completed in a phased manner and the first phase would be executed within 17 months. Sidhu said the private firm that would execute the project had paid an initial amount of Rs 27 crore to the PRTC as lease money for 20 years. He said it was a build-operate-transfer (BOT) project and the firm would pay a yearly fee of Rs 1.25 crore to the PRTC. There was a component of 5 per cent increase in the fee every year. He said the existing workshop of the PRTC near Sirhindi Gate would remain functional for now. No decision had yet been taken on the further utilisation of the existing bus stand. He said the new project would not mean any financial burden on the PRTC and on the contrary it would fetch additional revenue to the cash-strapped corporation. The issue of relocating the main bus stand from near the railway station to the city outskirts had been hanging fire for many years. The proposal was being strongly opposed to by owners of dhabas and restaurants, as also commercial establishments who feared that their business would suffer if the bus stand was shifted. The shifting would come as a welcome relief to residents as traffic congestion on the roads around the current bus stand would be eased. |

Police remand for murder accused
Dera Bassi, October 12 The police arrested Kuldeep Singh yesterday, who had allegedly killed Kapil along with another accused who was still absconding after they had waylaid the victim on June 15 at Chandimandir when he was on his way from Shimla to Chandigarh. DSP, Dera Bassi, JS Khaira said, “We are investigating the matter and other accused would be arrested soon.” The body of Kapil, a resident of Kangra, was found on the Ambala-Chandigarh national highway near Bhankarpur village at Dera Bassi on June 16.

3 take oath as additional judges of HC
Chandigarh, October 12 The judges also swore to “uphold the sovereignty and integrity of India” and “duly and faithfully and to the best of ability, knowledge and judgment, perform the duties of the office without fear or favour, affection and ill will”. The ceremony started with the registrar-general reading out the warrants of appointment of the three judges. Prior to his elevation, Justice Sullar was Rohtak sessions judge Rohtak, Justice Gupta was high court registrar-general and Justice Gurdev Singh was Jalandhar sessions judge. With their elevation, the number of judges has gone up to 48, against the approved strength of 68. Initially, the high court collegium under then Chief Justice Vijender Kumar Jain had recommended the names of six district and sessions judges for elevation. The names of GK Rai from Punjab and K.K. Garg, along with S K Sardana, from Haryana was also included in the roll recommended by then Chief Justice Jain at the fag end of his tenure. Out of the total, just three have eventually been elevated. |

Chandigarh, October 12 DSP (East) Jasbir Singh Cheema said Toni, alias Punjabiya, of the colony was arrested yesterday after his role in the killing emerged during the course of investigation. Another accused, Sajjid, whose role had been established in the murder, was yet to be arrested. Bahadur died after he was allegedly stabbed following a scuffle with the accused. Bahadur was standing in front of his shop talking to his friend when he was assaulted. Violence erupted in the locality later as protesters damaged vehicles and smashed windowpanes. |

‘Kidnapped’ man found at Samrala
Chandigarh, October 12 Though the “kidnappers” had initially demanded a ransom of Rs 9 lakh from his family, they later released him after taking Rs 500 out of Rs 4,000 that he was carrying in his wallet, the police said. The victim, Jagdish Chaudhary, in his mid-40s, was recovered from a roadside dhaba at Samrala by a police party. He told the police that the kidnappers threatened to pick up another member of his family if they failed to meet the demand. Jagdish, works with a courier company in Sector 9. Though the police has registered a case of kidnapping for ransom under Section 364-A of the IPC on a complaint lodged by the victim’s wife, a senior police officer said they were taking the entire episode with a “pinch of salt” since some sequence of events did not match. The SHO of the Sector 11 police station said Jagdish told the police that he was returning home on his scooter after dropping his daughter at school in Sector 23 when two motorcyclists signalled him to stop, but he ignored them and they turned toward Sector 16. Then a white Tata Sumo intercepted him and forced him to stop. The driver got down while three others remained seated inside. He was forced into the front seat of the vehicle, which sped off. They crossed the lights near the Children Traffic Park and thereafter darkness “descended” on him and he could not recall anything. Jagdish claimed he was kept in a dark place and was shifted to another vehicle and the kidnappers called his wife through his phone and asked for ransom. His wife informed the police, which traced the victim’s location through call details. The police learnt that some Arora had struck a deal to sell his house where Jagdish was staying. He told Jagdish to vacate the house. A police official said the kidnappers might have mistaken him for Arora, who was returning from Sonepat. A police team intercepted him on the way to ensure his safety. The police said the victim could not tell about the vehicle out of which he was dropped near the dhaba. He also did not know how the kidnappers got his wife’s number from his mobile. |

3 booked for cheating bid in cops’ exam
Chandigarh, October 12 The police said Beer Dev of Sonepat lodged a complaint that he was approached by two persons, Rakesh Kumar and Parveen, outside Government College, Sector 11, on September 26. They offered him solved question papers of the written test for Rs 5 lakh. He claimed that he refused the deal, but they managed to lure his brother at his village, who paid them Rs 2 lakh. The rest of the amount was promised after the exam was cleared by the candidate. They claimed that their third accomplice Bhupinder would help them in the process. Similarly, Amit Kumar reported to the police that he was also approached in a similar manner by two persons. They promised to provide a solved question paper for Rs 5 lakh and managed to convince his father. The police has registered a case under Sections 420 and 120-B of the IPC against Rakesh Kumar alias Monna, Parveen Kumar and Bhupinder, all residents of Jasrana village in Sonepat. The police, meanwhile, got the statements of both victims recorded today under Section 164 of the Criminal Procedure Code. |

Two fraud accused arrested
Panchkula, October 12 Aggarwal, a resident of Amravati Enclave, was a partner in many liquor vends in the district with his office in Sector 6 while his accomplice Thakur, whose mother used to sew clothes to meet two ends of a day at Pinjore, was able to amass property worth crores of rupees using such tactics, said the police. He even was occupying a house in a society of Sector 20 illegally and used to thrash the recovery agents of banks while making them hostage at his house, said the police. According to information, it was apprehended that the accused was hand in glove with some bank officials. Thakur also used to work as a recovery agent for banks in the past. Revealing the modus operandi of the gang, police sources said they first used to get a vehicle financed from a bank or finance company. Later, while submitting the papers for registration with authorities they ensured that the registration certificate did not mention that the vehicle was hypothecated. For this they used to forge no objection certificate, said police officials. |

Chandigarh, October 12 when he overcame a 10-stroke deficit on the penultimate day to fire a superb three-over 73 card for a one-stroke victory on the final day of the tournament. Feroz, who is a regular at the CGA Golf Range under national grade A coach Jessie Grewal, carded scores of 81, 76, 83 and 80 to win the Chandigarh championship by three strokes. This performance put him on top of the C category merit list. At Jaipur, the city boy started with a 12-over 82 on the first day. After returning a seven-over 77 in the second round, Feroz fell back with an 11-over 81 on day three trailing the leader by 10 strokes. But Feroz did not lose heart and came back on the final day firing birdies on the sixth and 10th for a three-over 73 card, clinching the title by just one stroke. Feroz said he was doing well on the junior circuit and was determined to hang on to the top spot. While his driving has been good, he has been facing a little problem with putting. “Feroz has got commitment and good temperament, the two essential features for the game,” said Jessie Grewal who has groomed the budding golfer. The family moved from Ludhiana to Chandigarh recently and the parents are eager to give their son the best. “The boy has a predictable pattern of strokes and has a winner’s mindset,” added Jessie who felt that the 12-year-old golfer needed the right golf set to improve his game. Jessie said youngsters faced problems as they moved from one category to another. He was doing well in the D category. Then followed a year of low as he made it to the C category. But now he is doing well. Another year and he will have to move to the B category (13 to 15 years). “But I feel with his positive mindset, the youngster will take the challenge in his stride,” he added. |
