Impounding of trucks carrying

Kharar, September 10 Besides drivers, cleaners, owners of trucks, consigners and consignees have been booked for the criminal offence. Acting on a report of first IRB excise battalion excise commandant Mandeep Singh Sidhu, the police arrested 22 persons in this connection and presented them before a local court in late evening. The accused had connived together and produced fake documents that depicted movement of scrap within Punjab, whereas it was being brought from Delhi to Punjab via the Panipat area. The IRB’s first excise battalion had impounded these trucks on the Chunni-Machhli road during a special operation. The team found certain documents in these trucks that proved that documents were forged to fool the police and the government. Sources said the scrap was brought from Delhi, Panipat and Chandigarh but bills were prepared showing movement within Punjab only. The excise police came across bills of places from where scrap was loaded, including Delhi, Chandigarh and Panipat. Also, receipts of Karnal toll plaza, Panipat elevated corridor and fuel stations in Delhi were found in the impounded trucks. Cases have been registered against Laxmi Traders, Jagatpura; Kuckreja Steels, Mandi Gobindgarh; Sat Kartar Transport Company, Kharar; SK Steel Agency, Gobindgarh; SK Steel Products, Mandi Gobindgarh; Dilpreet Steels, Daun, Mohali; Kohli Iron and Steels, Motia Khan, Gobindgarh; and Azad Transport Company, Chandigarh. They have been booked under Sections 420, 465, 467, 468, 471 and 120 B of the IPC. Chaos ruled the Kharar police station after the arrest of the 22 accused. The police requisitioned force from at various posts under the Kharar police station and also sought the help of the Mohali police. A bus from the Mohali Police Lines had to be called to ferry the accused to the local court. |

‘College not issuing fee receipts’
Kharar, September 10 A cross-section of parents and students, talking to TNS, said they had deposited fees with the institute three months ago but had got no proof for it. “I paid more than Rs 39,000 as the first semester fees. Despite repeated requests, the college authorities had not issued us any receipt,” alleged a parent. Another parent from Chandigarh added that he had taken education loan for his child, and to get the second instalment of this loan, he was supposed to produce the receipt of the first semester. On Wednesday, a parent from Ludhiana was made to sit outside the principal’s office for the whole day. “It is very difficult for private employees like us to spend the entire day running from pillar to post just for a receipt,” pointed out another parent. Students alleged that the college had purposely held back their receipts. The next counselling of Punjab Technical University (PTU) is scheduled for September 17 and those students who get selected in other institutes would like to leave the college. “By holding back our receipts, the college is depriving us proof that we paid the first semester fees. We would not be eligible to appear in the final counselling. This is injustice,” added another student, pleading anonymity. College principal SS Bedi said the college had been issuing receipts. He said in case any student wanted to join another college, he or she would be duly given back the entire fees amount after deducting Rs 1000. “Students are enrolled with us and that is biggest proof of their admission,” he claimed. |

Bassi Pathana sub-jail to be renovated

Bassi Pathana, September 10 The office of the DGP (jails) vide letter No. 2280 has issued a report prepared by Jagjit Singh, AIG/DIG (jails) stating that he along with the DGP have visited the jail, which has been declared unsafe by the PWD department and lying closed. The jail had become operational after Independence and undertrials belonging to Sirhind, Fatehgarh Sahib and Bassi Pathana used to be lodged there. The DGP has directed to cover the jail under the modernisation scheme and ordered allocation of funds to renovate it. The DGP has directed the Punjab Police Housing Corporation to prepare a construction plan for the accommodation of 250 undertrials and repair the boundary wall of the jail. He has also directed to change the entry gate of the primary school running on the jail premises. Also, possibility should be explored to shift the school to another government building, he has suggested. He has also directed the Deputy Commissioner to initiate action to remove illegal encroachments along the boundary wall of the jail. Sardul Singh, PO, and Tejinder Singh DPO, Patiala, have been nominated coordinating officers to liaise with other government departments and Patiala jail warden has been directed to appoint two wards to get the work done and put up the case at the earliest. During a visit by the DGP last year, he had assured a delegation of Hindu organisations to restart the sub-jail. SSP Kaustubh Sharma had also highlighted the problem of lodging undertrials and told the DGP that he had written to the government to restart the jail here as prisoners had to be lodged in crowded jails at Patiala and Nabha. |

Five held for thefts
Fatehgarh Sahib, September 10 The accused have been identified as Shyam Vali, Manpreet Singh, Pawan Kumar, Rinku and Mandeep, all residents of Khanna. During interrogation, the accused admitted to having committed 20 thefts in Fatehgarh Sahib and adjoining districts. The kingpin of the gang, Shyam Vali, revealed that his gang had committed 12 thefts at Sirhind, four at Mandi Gobindgarh and another four at Khanna. The police has recovered Rs 10,000 in cash and stolen material worth Rs 20,000. Police officials said the accused were professional thieves and had been booked by the police earlier as well. Some of them had recently come out of jail, said the police officials. |

Cocaine worth Rs 5 crore seized
Patiala, September 10 Senior Superintendent of Police Arpit Shukla said the police, acting on a tip-off, conducted a raid on the residence of Rajwinder Singh in Ghuman Nagar on the Alipur road. Apprehending trouble, the accused fled on a scooter and the police arrested Karam Singh, father of Rajwinder Singh. The police seized smack and fake currency notes worth Rs 50,000 during search operations. Shukla said the police made a huge seizure of other drugs, including smack, as well. During the search of the residential premises of Rajwinder, the police also seized fake identity cards of certain government departments besides voter’s cards and fake degrees, he added. A computer along with printer being used in the preparation of these documents was also seized and the police recovered a printing press from there. Shukla said three cases had already been registered against Rajwinder at Rajpura and Kharar police stations.

State commission upholds penalty on MC
Chandigarh, September 10 Complainant Sunita Sanghi has been a resident of 306 (First Floor), Sector 7, Chandigarh, since May, 2002. After taking possession of the house, she applied for a water connection and deposited Rs 530 on May 31, 2002, after which the meter was installed. In August, 2005, she got an inflated bill for Rs 776. She contacted the engineer of her area. It was further alleged in the complaint that in the following bi-monthly cycle, her bill was comparatively low. However, the bills for bi-monthly cycles ending April, June and August 2006, were highly inflated, amounting to Rs 4,338 and Rs 1,609 respectively. She made a representation to the assistant engineer and challenged the correctness of the meter reading. The meter was checked by Municipal Corporation officials, which was found okay with a remark that there could be a leakage in the underground pipe. The complainant again approached the CPWD with a request to check the underground pipeline which was also found okay. She wrote letters to various authorities of the Municipal Corporation, requesting for the rectification of the bills but to no effect. Later, she sought information under the RTI Act under which it was disclosed that no meter had been installed on the ground floor till June 16, 2004, and occupants of the ground floor were using water supply without any meter. In their reply, the MC admitted that the complainant had applied for water connection in May, 2002. After finishing all formalities by the complainant, a PVC pipe was installed for the water supply and the water supply through the pipe was running directly as water meter was not installed and the billing was done on an average basis. The complainant paid the bills on average up to April, 2004. It was further alleged that the meter was installed in April, 2004, and, the billing was done as per the actual consumption of water. In the meantime, the complainant challenged the correctness of the meter reading and requested for the checking the meter. |

Chargesheet filed against Saji
Chandigarh, September 10 The chargesheet has been filed in the court of Additional District and Sessions Judge Gurmit Baniyal under Section 8, 21, 29, 32(2) and 59(2) of the NDPS Act. The chargesheet has also been filed against four others, including Balwinder, Devinder, Naseeb Chand and Naveen. The case against Saji was registered on March 14, 2009. Currently, he is lodged in Mumbai’s Arthur Road Jail and production warrants against him have been issued for September 30. The former NCB official was arrested by the ATS with 12 kg of heroin in January, 2009. He was also booked by the NCB in a separate case of drug pilfering. The NCB had registered a case under Sections 8-A, 21, 28, 29 and 32-B of the NDPS Act after it found that the heroin was missing from the malkhana. Judcial custody for Sekhri

Jail sentence of principal upheld Tribune News Service
Panchkula, September 10 Satish Kumar, principal of government school of a village at Raipur Rani, was posted at Government Middle School at Jagrot village, Pinjore, at the time of the incident. The case dates back to November 28, 2004 when one of his colleagues lodged a complaint against him alleging that the principal had taken advantage of his position and tried to make advances to her. Following this, a case against him was registered under Sections 354 and 506 of the IPC. The family members of the victim alleged that the case was registered against the principal only after she moved court to seek justice as the police was reluctant to take action against him. |

Man held for forgery
Chandigarh, September 10 Earlier, the police had registered a case on July 22 and arrested Advocate GS Sawhney and his clerk Harnek Singh in the case. Both the accused are in judicial custody. The police said Jaswant Singh had executed an agreement to sell the property in favour of OP Mittal illegally. The police said the role of other two suspects, including NRI advocate JB Singh and tenant of the disputed SCF OP Mittal was being investigated. The police is also investigating the role of the assistant estate officer and the sub registrar of the Estate Office in the case. |
