The forum has also directed the institute to refund Rs 6,700 to the student for causing mental and physical harassment and for indulging in unfair trade practices.

The forum, in its orders, observed that it was unfortunate that in the name of education, teaching shops in the form of commercial organisation had emerged to entrap the innocent students in their net in order to make quick and easy money by fleecing them through flashy advertisements of bright future. These were the steps in the direction of unfair trade practice, whereby fake degrees were issued by such institutions. This was a slur on the fair and noble profession of teaching and such acts needed to be condemned.

The complainant, Shagun, a resident of Sector 15, took admission in the institute for a course of diploma in medical laboratory technician in May, 2006, and deposited Rs 15,000 as admission fee and paid Rs 1,500 per month beside Rs 25,000 paid for practical experiments. However, after the completion of one year, the institute gave assurance to the complainant that she had completed the diploma in medical laboratory technician and also completed one year in BSc course and of degree in BSc.

He demanded Rs 15,000 as admission fee and Rs 8,500 as examination fee, which complainant paid to him. Thereafter, Shagun asked Ajay Rana of the institute to first issue her certificate, but he lingered on the matter. Later on, the complainant came to know that the institute was not affiliated to any organisation, the matter was reported to the police and a criminal case was pending against the institute.
