Dera Bassi, August 6
The legacy of Akali stalwart Capt Kanwaljit Singh has emerged victorious once again. Unmindful of the fact that the Akali leader was not among, voters voted his son Jagjit Singh Bunny to give him a chance to serve the Banur constituency, which has been nurtured by father for years.

The SAD candidate won by a margin of 19,809 votes by defeating the Congress candidate, Deepinder Singh.

As soon as results of the elections started trickling in at the counting centre here, everyone attributed it to be a victory of the Akali stalwart. The victory brought the seat in SAD’s kitty for the fourth consecutive time.

As returning officer Puneet Goyal declared Bunny the winner, the party workers celebrated the day by raising slogans “Captain Teri Soch Te Phera Dita Thok Ke”.

In all 13 rounds, the SAD candidate took the lead. “It is a clear indication of sympathy vote in favour of the candidate,” an Akali leader said.

Total 1,30,677 votes were polled in Banur constituency. The SAD-BJP candidate, Jasjit Singh Bunny, polled 74,167 votes as against 54,368, votes by Congress candidate Deepinder Singh Dhillon. The other four candidates, including Madan Gopal Sharma (RKSP) polled 561 votes, Ram Isher Singh Billa (Bhaujan Sangharsh Party), Kanshi Ram) polled 334 votes, Harpreet Singh Sonu (Independent) polled 443 and Gurcharan Singh (Independent) polled 814 votes, lost their security deposits

The scene turned emotional as tears rolled down the family members of Akali leaders, as they saw the supporters celebrating the victory. The candidate went around the constituency in a gypsy accompanied with drumbeaters.

“Its is the victory of the (late) Captain Kanwaljit Singh and people’s mandate. The people of Banur constituency had polled him for the development works done by Captain. I will complete the pending works of Capt Kanwaljit Singh and proved myself as the people’s leader,” he added.

The president of the local Rotary Club, Dera Bassi, and BJP leader Bhupinder Saini, Zirakpur MC president, NK Sharma, senior vice-president of the Mohali MC, HS Prince, were among those who congratulated Bunny.

“I was confident about my brother’s victory”, Jasjit Singh Bunny’s sister, Manpreet Kaur Dolly, said. She expressed gratitude to all women of Zirakpur who supported her brother. It was a victory of all party leaders and supporters who had worked hard for Bunny.

“In Punjab Vidhan Sabha elections, 2007, I had done campaigning for my father Capt Kanwaljit Singh, but it was different doing the same for Bunny in Zirakpur and surrounding areas,” she added.

Patiala, August 6
The strike call by United Forum of Bank Unions comprising nine unions, including AIBEA, AIBOC, NCBE, AIBOA, BEFI, INBEF, NOBW, INBOC and NOBO disrupted the working at all national banks today.

Clearing houses remained closed due to the strike while cheques and other transactions worth crores remained suspended due to the strike. A rally was also taken out in front of the State Bank of Patiala, Head Office.

NK Gaur, vice-president, AIBEA, and general secretary, Punjab Bank Employees Federation, said it was unfortunate that the IBA had not only backed out of its agreed offers, rather had changed its stand four times during last week. The offer of one more option for pension and package of compensation in lieu of compassionate appointments had also been withdrawn, he added.

SK Gautam, secretary, All-India State Bank of Patiala Employees Federation, said the banking business came to a halt across the country because of adamant and irresponsible attitude of the Indian Banks Association. KK Sehgal, convener of the All-India State Bank of Patiala Employees Confederation, said the wage revision of the bank employees was due since November, 2007, and despite repeated talks the matter could not be resolved.

The Indian Banks Association reduced its offer to 13 per cent wage hike, which was earlier 17.50 per cent. Vir Gupta, treasurer, All-India State Bank of Patiala Employees Federation, Parveen Setia, president, PBEF local federation, and Yog Raj Gupta, vice-president of PBEF, also addressed the rally.

FATEHGARH SAHIB: The strike call by the United Forum of Bank Union today disrupted working in various banks of the district. The forum has called the strike due to non-fulfillment of its demands. The functioning in the eight banks of Sirhind came to a halt.

However, working in the private banks remains undisrupted, but customers who have to deal between the private and government banks were a harried lot. The bankers on strike said their demands include increase in salaries, pension and other demands. They added that the strike would continue till Friday.

Teachers’ strike from August 11

Anguished over the adamant attitude of the state government over non-implementation of the UGC grade and not getting Class I cadre, teachers of government colleges, government-aided colleges and universities throughout Haryana have decided to sit on an indefinite dharna from August 11.

The dharnas would be staged in Kurukshetra University, MDU University, Rohtak, and GJU, Hisar.

Ex-finance secretary of Haryana Government College Teachers’ Association (HGCTA) and president of local unit of PG College, Kalka, TN Saini said the teachers today were on a mass casual leave and the teaching remained suspended throughout the day. They staged dharnas and demonstrations at the local level.

As many as 43 lecturers of PG College boycotted the classes here today. They condemned the state government by raising slogans related to various pending demands.

Each teacher will write a postcard to the Chief Minister, Haryana, The Prime Minister and Sonia Gandhi, chairperson, UPA, tomorrow, which would interpret, “We demand a uniform, simultaneous and in total implementation of MRHD notification dated December 31, 2008, in Haryana. Release 40 per cent interim relief to the government-aided colleges immediately.”

While addressing the teachers, Saini said under the protest, the teachers would sit on the dharna in front of the HEC office, Panchkula, on May 12.

He said despite of the fact that the MHRD Ministry had categorically mentioned in its notification December 31, 2008, regarding the implementation of the pay scales to the university and college teachers uniformly.

The UGC has also notified the fitment table even then the Haryana government is not implementing the Sixth Pay Commission recommendation.

Pbi varsity don presents paper at Geneva

Dr Balwinder Singh Tiwana of department of economics, Punjabi University, Patiala, presented a paper on “Worker's life, work and decency: Needed regulatory measure in India” at a conference organised by International Labour Organisaion (ILO), an organ of UNO at Geneva, Switzerland, this July.

He was the only participant from North India in the conference. The academicians and researchers from 30 countries participated in the conference and deliberated on the issues relating to the decent work and employment conditions.

Dr Tiwana emphasised on the need of social security of the worker at different stages.

The perception and requirement of the social security changes with the change in the life of the worker, as old workers require more health facilities.

The ILO is in the process of formulating the regulation for decent work and the conference is one event in this direction.

Cong leader’s bail plea dismissed

A local court today dismissed the bail application of Naresh Chadda, a Congress leader, who was nabbed from the Public Works Department rest house at Ambala city with a woman, while the woman was granted a bail by the court.

The Congress leader, Naresh Chadda, was removed from the post of the state organising secretary by HPCC after the incident had also been reported by former president of Phoenix Club,Ambala Cantonment.

Before joining the Congress, Naresh Chadda had been a senior functionary of the Haryana Janhit Congress, Ambala unit.

Former MP Rattan Lal Katira, Ambala, and former MLA Anil Vij, Ambala Cantonment, have demanded a high-level probe into the matter, as the government premises are misused.

Anti-social activities on the rise

Though Bassi Pathana is a small town having a population of a few thousand, it is popular for the sale of drugs, intoxicants, gambling, satta, eve teasing and various other anti-social activities.

In most of the nook and corners of the streets, one can see agents selling drugs. They said the presence and patrolling of the police was negligible. The Nam Dev Mandir road is crowded with the youngsters, who indulge in the eve teasing and make remarks on the school and college-going girls in routine and the police has never bothered to curb it.

Ashok Tulani, member district police advisory committee, said the reason for the rise in the crime in the town was that the youth had started taking drugs, which was easily available in the town and most of the police personnel of lower rank had full knowledge of it. He said since the police advisory committee was formed, no meeting had been called. He urged the SSP to call the meeting, so that cooperation of the public could be sought.

Meanwhile, Bibi Satwinder Kaur Dhaliwal, chairperson, district planning board and in charge for Bassi Pathana (R) assembly constituency, today called upon the SSP to express her concern over the increase in crime in the town.

She said the SSP assured to take an immediate step like increase in patrolling, deployment of more force and to erect nakas to control the crime. — OC

3 held for burglary, snatching

The police today arrested three persons for their involvement in cases of burglary and snatching.

According to a press release issued by SSP Dr Kaustubh Sharma, the police arrested the three after a chase.

He said yesterday Rajwinder Singh along with his sister was going to his village from Bassi Pathana, when three scooter-borne youths snatched the earrings of his sister and fled away. The victim informed the police.

The three youths, who were riding a scooter, were signalled to stop at a checkpoint today but they sped away. The three were arrested following a chase by the police.

The three have been identified as Kulwinder Singh, alias Kinda, a resident of Attapur, Manpreet Singh and Beant Singh, residents of Sahpur police station, Kharar, in Mohali district.

The police has recovered a scooter (PB 27A 6007) and earrings.

During interrogation, the accused revealed that they were also involved in the theft of mobile phones in Chandigarh recently.

The police also arrested a man, Gurjeet Singh, a resident of Chaklan village under the Morinda police station, and recovered 12 mobile phones and Rs 23,000 in cash.

He said he had stolen 12 mobile phones and Rs 30,000 in cash by breaking the rear wall of a mobile shop at Nogawan bus stand.

Farmers seek direct payment

The Bhartiya Kisan Union Ekta, Sidhupur, at a meeting today demanded that the government should make direct payment to farmers.

The meeting held at Diwan Todar Mal Hall wherein the union state president Pishora Singh presided over. The farmers said a section of people were opposing to misguide the government. They said the cost of inputs was increasing every year but the minimum selling price remains the same due to which many farmers had decided to quit farming.

‘Breastfeeding reduces infant mortality’

World Breastfeeding Week is being celebrated at local Mata Kaushalya Government Hospital that had been adjudged as the best baby-friendly hospital of the state.

It aims at highlighting the benefits of breastfeeding to promote health and reduce infant mortality.

Dr Daljit Singh Gill, medical superintendent of the hospital, said the hospital organised seminars on breastfeeding for mothers, staff and students to propagate its benefits. It also helps mothers maintaining the required hormones for speedy post-natal recovery.

ICICI Bank told to pay Rs 50,000

The Consumer Disputes and Redressal Forum has directed ICICI Bank to pay a compensation of Rs 50,000 for adopting unfair trade practice of enriching themselves at the cost of the complainant.

The forum has also directed to reverse the entry in the bank account of the complaint and also pay him interest at 12 per cent per annum since the first date of the month in which the amount was withdrawn till the last date of the month in which the amount was actually deposited in the bank account of the complainant.

The complainant, Chiranji Lal, a resident of Halo Majra, had obtained a loan from the bank and thereafter, paid back the same, upon which the bank issued an NOC regarding his loan account and closed the account. It further returned the security cheques given by the complainant. It was alleged that the complainant was having his salary account with the bank and during March last, the bank withheld the salary from his account illegally on the ground that the loan had been pending against his account. Despite narrating the entire sequence, the bank did not release the salary.

In its reply, the bank stated that the complainant had apart from the personal loan mentioned in the complaint, also obtained credit facility and had been using the credit card without making payment. On account of the liability existing against the credit card and on account of his failure to clear the dues against the credit card and even to clear the auto debit instructions towards the encashment, the bank exercised its right and adjusted the amount by transferring the amount lying in the saving account of the complainant.

Kewal Dhillon gets bail

The CBI special court of Darshan Singh today granted bail to Congress leader Kewal Dhillon and four others in a case pertaining to Rs 5.36-crore Fun Republic scam.

The court granted bail to sub-divisional officer TP Singh, assistant engineer Sandeep Sharma, office superintendent Brij Mohan and architect Arun Loomba besides Kewal Dhillon.

Earlier, the CBI had prepared a detailed chargesheet against all five accused in the scam and sought sanction to prosecute the three UT administration officials.

The chargesheet was filed in the court on July 6.

Illegal sale of NRI woman’s land

A day after the Punjab and Haryana High Court directed the Chandigarh police to arrest Baba Pritpal Singh, booked in a case of grabbing land of an NRI woman, the police today dispatched teams to conduct raids on various hideouts in Punjab and other states.

The Baba along with others are accused of selling a piece of land for over Rs 1.2 crore to a private company on forged general power of attorney (GPA).

Sources in the police said the UT IG had constituted four teams to arrest Baba Pritpal Singh, chairman of the Shiromani Sant Khalsa International Foundation, Gur Sagar Sahib (Jheel Wala), Kaimbwala village to Nanded Sahib, Machiwara Sahib and Anandpur Sahib. Besides, a team of special crime investigation cell of the Chandigarh police is assisting the investigators by gathering clues about the Baba after putting his mobile and other phones under surveillance.

The police swung into action soon after the High Court directed it to arrest Baba Pritpal Singh within seven days or it will summon its senior officials.

The police has obtained non-bailable warrants for the Baba till December 10.

The police has also submitted a charge-sheet in the court. The economic offences wing (EOW) of the Chandigarh police, which is probing the matter, had also confiscated the passport of Baba.

The fraud was detected last year when Kamaljit Kaur, the owner of the land, who resides in the US, came to know that her 12 bigha and 13 biswa in Madhopur village in Patiala district had been sold to ATS, a Sector 8-based private company, on forged documents on September 30, 2005. The land records at sub-registrar in Dera Bassi had shown that the land was sold to Rattan Anmol Singh Bhullar, vice-president of the company.

The matter was reported to the local police, which registered a case of impersonation, cheating, forgery and criminal conspiracy under Sections 419, 420, 467, 468, 471 and 120-B of the Indian Penal Code against Baba and others on May 20, last year.

Besides Baba, a local lawyer, JP Singh, and a Sector 49-B resident, Inderpal Singh, were named in the case.

The land was registered in the name of Rattan Anmol Singh Bhullar on the basis of a GPA made in the office of sub-registrar in Chandigarh on July 22, 2005 vide 23/38. It was mentioned in the GPA that the sale deal was finalised for Rs 1,20,17,500 of which Rs 49 lakh were given in advance and the remaining amount of Rs 80,17,500 was paid through a demand draft (No. 011525) dated September 28, 2005.

The GPA was made in the name of Baba Pritpal Singh. Alleging that it was a fabricated GPA, Kamaljit Kaur maintained that she was abroad when it was made.

The police had got the GPA examined from government examiner of questionable documents at Central Forensic Sciences Laboratory (CFSL) in Sector 36, which confirmed that the signatures of JP Singh and Inderpal Singh, as witnesses on the GPA, were original. The police had taken their handwriting samples in a local court on December 23, last year and that of Baba Pritpal Singh on January 7.

The CFSL in its report dated April 15 had confirmed that samples of Pritpal Singh’s handwriting had matched with the signatures on the GPA. The police said they were looking for the woman who impersonated Kamaljit Kaur. Sources said the investigators would take handwriting samples of Baba’s wife along with other suspects to trace the woman.

Two killed in accidents

Two persons were killed in separate accidents here last night. While a Nawanshahr resident was killed and three others were injured in a road accident at Khuda Lahora, another person was killed in a mishap at the transport lights in Sector 26.

According to sources, the deceased in the first case has been identified as 42-year-old Jatinder Kumar, owner of a tavern in Nawanshahr.

He had come to Khuda Lahora along with his wife on the occasion of Rakhi.

He was taking a walk with his wife and brother-in-law Jagdev Singh in the village when the mishap occurred.

The police said Rohit Kumar, a labourer of the same village, lost control of his speeding scooter and rammed it into the victims from the rear. All, including Rohit, were injured in the accident.

The injured were taken to the PGI, where Jatinder died during treatment. The police later arrested Rohit after registering a case.

In the second accident, Ramesh (32) was killed when an unidentified car hit a scooter at the transport lights in Sector 26 yesterday.

Kamlesh of Bapu Dham Colony, Phase I, said he along with pillion riders Ramesh and Sangeeta were riding the scooter when the accident took place. The injured were admitted to the PGI, where Ramesh died.

A case has been registered against the unidentified car driver.

Realtor’s Kidnapping Case
Plea seeking suspects’ lie-detector test rejected

The last hope of the local police to get any clue in the kidnapping case of property dealer Deepak Rai Saggar has been dashed to grounds, as the application to seek permission of Narco analysis test on suspects was rejected by the District and Sessions Court here today.

Though the observation of the court was not known, it was learnt that suspects Rajesh Thapar, Brajesh Kapoor and Vinay who were to undergo the test, pleaded before the court that the test could lead to medical complication.

While Vinay was under the scanner for Saggar had disappeared after he visited his house at Maheshpur on the evening of June 1, the other two suspects were realtors from Delhi who had been dealing with Saggar for last few years.

The police had filed an application before Chief Judicial Magistrate Rakesh Singh on August 4 seeking the permission for the Narco analysis test on the three suspects. Earlier, nothing substantial was found in the reports of lie-detecting tests.

The family members of Saggar had met Haryana Chief Minister Bhupinder Singh Hooda and DGP Ranjiv Dalal, following which the police decided to apply for the permission to conduct the narco tests.

The family members of Saggar had named the three as suspects alleging that they could be the beneficiaries in such circumstances.

3 beggars arrested

In pursuance of UT Home Secretary Ram Niwas’ order to curb the menace of beggary in the city, raids were conducted in Sector 8 and 17 markets under the supervision of SDM (East) Niharika Rai here today.

During the raids, three women beggars were caught seeking alms and were handed over to the police station (north).

“Beggary is an offence under the Haryana Prevention of Beggary Act, 1971 extended to Chandigarh and the Juvenile Justice Act, 2000. There has been a continuous appeal to public not to give alms to beggars and not to promote this crime. Such raids for checking beggary will be conducted on continuous basis”, said Ram Niwas.

63 detained in search operation

The police today rounded up 63 persons during a special search operation conducted in Colony No 4 here early this morning.

The police said out of the 63 persons rounded up, stranger roll of 40 persons had been issued and 23 persons were let off after verification through local representative of the area. The police said the drive was conducted in view of Independence Day.

The police deployed 75 personnel during the search operation from 4 am to 7:30 pm. The DSP (East) and DSP (Operations and Training) supervised the operation.

Fine bowling by Mohan (4/9) helped Chandigarh Twenty 20 District Association in defeating Nawanshahr in the Maharaja Ranjit Singh Inter- District Cricket Tournament organised by Punjab State Twenty 20 Cricket Association in Barnala today.

Batting first, Nawanshahr district were all out for 50 runs in 11.5 overs. Mohan (4/9), Aman (2/14) and Deepak (2/14) were the main bowlers who destroyed the batting line up of Nawanshahr.

For Nawanshahr, Sandeep (14 runs) was the only scorer, who reached the double figures.

In reply, Chandigarh District Twenty 20 Cricket Association achieved the target in 9.5 overs for the loss of 2 wickets.

In the second match, Barnala defeated Ferozepur by five wickets. Batting first, Ferozepur scored 125 runs for 9 in 20 overs. Barnala achieved the target in 18 overs for the loss of five wickets.

Bhalla brothers sail through Ist round

The Bhalla brothers, Sunny and Honey eased through their first rounds defeating Ashish Mehta and Sahil Malhotra, respectively on the fifth day of the 23rd Haryana State Junior and Senior Billiards and Snooker Championship being held on Haryana Billiards’ Sector 11 premises.

Sunny, former snooker champion was playing the state tournament after a gap of ten years, but he immediately regained his old form and outclassed Ashish.

In the first frame, though Ashish started well, lost his cue ball control in the middle of the frame and gave too many chances to Sunny, which he capitalised well and won the first frame.

Second frame was a sea-saw battle for both the players but Sunny managed to clear the table on the coloured balls. Third frame was a one sided affair for Bhalla. He won the match 3-0 convincingly.

In the other match, Honey though missed the shots in the first frame, came back strongly and won the first two frames. In the third frame he hit a break of 37 points, which his opponent Sahil Malhotra could not counter and lost the match.

In the third match, Amit Ahuja playing his best ever tournament game thrashed Nikhil from Faridabad in the first two frames. In third frame, Nikhil was not ready to give any chance to Amit and fought his way through winning the third frame. Amit showing his strong determination won the 4th frame and the match.

Sports bodies only in name

Absence of any political setup in the city has given unbridled powers sans accountability to bureaucrats. They are also in complete control of the majority of the sports associations whose functioning has always remained questionable.

Sample these, the Chandigarh Rowing Association is headed by TC Gupta (a retired IAS), Chandigarh Rifle Association, BC Gupta (IAS), Chandigarh Kayaking and Canoeing Association, DS Jaspal (IAS), Chandigarh Softball Association, SS Dhillon (IAS), Chandigarh Baseball Association, Tilak Raj (IPS), Chandigarh Amateur Boxing Association, Satish Chandra, IAS, Chandigarh Wrestling Association, Sumedh Singh Saini, IPS and Chandigarh Amateur Judo Association, S Chhoupyadhy, IPS.

There are around 34 sports associations in the city, and over half of them are headed by babus, both retired and serving. A cursory glance at the functioning of these associations reveal that their existence is merely on papers with not much effort being put either to promote the sport or the players.

Though these associations do hold meetings a couple of times in a year and organise some tournaments to make their presence felt, none has been able to make a mark.

Majority of these associations are operating from the residence of their secretaries or other office-bearers and have no professionals heading them. A few associations do have some sportsmen associated with them but their involvement is limited.

Chandigarh Olympic Association, president, Ravinder Talwar, said: “We organise a tournament in two years. We have about 34 to 35 registered associations that operate their offices from home as we were not given rooms at the Sector-42 Sports Complex even after writing to them.” Admitting that the bureaucrats are associated to the association only to gain mileage from their official status, an office-bearer of one of the associations said: “We elect them as presidents to get some benefits from the government as their names do help in cutting the red tape.”

However, the office-bearer admitted that these “bigwigs” do not have much time to spare for the association’s work.

Sportsmen, however, claim that if a sport is to be promoted genuinely then the associations have to be freed from the “stranglehold” of the politicians and bureaucrats. An international skating player preferring anonymity said: “Our association’s secretary only turn up at the time of collecting a tournament participating fee. While the president is only seen during the award functions.”

A random survey conducted by The Tribune found that the majority of the associations organise only a few tournaments and if no tournaments are held, then there was no need of practice camps. This will affect the performance of players.

CFI team clinch title

Chandigarh, August 6
The Cricket Federation of India (CFI) under-19 cricket team won the Invitation Friendship Cup beating Selangor Cricket Association and Kinrara Cricket Association affiliated to Persatuan Cricket Malaysia at Kuala Lumpur, Malaysia, from July 25 to August 2.

According to secretary Amarjit Kumar, the team has won the six-match series with lead of 4-2.

Captain Shantanu Pawar (Maharashtra) of CFI U-19 team was declared the best player of the tournament and Sumit Hooda (Chandigarh) was declared the best bowler of the tournament.
