Cabinet okays empanelment of pvt ayurvedic institutions
Shimla, June 6 It was some time ago that request for the empanelment was received by the government from “Kayakalp”, naturopathy healing centre based on ‘Ayush’ system of healing and part of the VMRT, the dream project of Rajya Sabha MP and BJP leader Shanta Kumar. Envisioned as a multi-speciality hospital, a tripartite MOU was signed between the state government, Jay Prakash Sewa Sansthna and the VMRT on November 5, 2008, to see the dream of the BJP leader turning into reality. While the Director, Health Services, does the empanelment of allopathic health institutes, in this case only the Cabinet will do the empanelment of the ayurvedic institute. In a shift from the procedure of the empanelment of allopathic institutes outside the state, only ayurvedic institutes in the hill state will be eligible. In fact, the previous Congress regime had issued a show-cause notice to the VMRT that prime land was provided to it for setting up a multi-speciality hospital and now only “Kayakalp” based on the ‘Ayush’ system of healing was being run there. It was the BJP regime, which after assuming power contended that ‘Ayush’ is also a form of healing and curing system. The signing of the tripartite agreement with JP group, too, had come in for severe criticism as it was felt that roping in the corporate house would make the place unaffordable for the people of the area and even medical education would become out of the reach of state students in the
proposed medical college. A sum of Rs 52 lakh was raised through public donations for the project. It was in 2001 that 16.14 hectares of prime land was provided on lease for setting up a medical research institute. With the project not making much headway due to the paucity of funds, an MOU was signed with Vivekanand Medical Research Trust in 2002. A sum of Rs 3.16 lakh was given by the government for the setting up of the project right in the beginning. Later Rs 52 lakh, which was raised through public donations, was transferred to the VMRT along with the interest, which worked out to be
Rs 1.04 crore. |

12 killed in road mishaps
Sundernagar, June 6 According to the police, 10 persons were travelling in the Jeep (HP-09-2290), which was on its way to Janjehali from Kotkhai (Shimla district). However, when the vehicle reached near Lassi village the driver lost control over it and it fell into a 150-m deep gorge. Out of 10, six died on the spot, three died on way to the hospital and Sanjay has been referred to the IGMC, Shimla. DALHOUSIE: Three persons, including a woman, were killed on the spot and two others were injured when the Honda Accent (PB-05L-0045) in which they were travelling went out of control and rolled down the hill on the Dalhousie-Pathankot highway, about 12 km from here, on Saturday. The occupants belonged to Ferozepur (Punjab) and were on way to Dalhousie. |

VFI restrained from releasing funds
Shimla, June 6 Justice Sanjay Karol passed this interim order on a matter filed by the HP State Volleyball Association wherein it is stated that the election to the post of the president and other office-bearers of the association was held on October, 13, 2008. In this election, Varinder Kanwar was elected as president of the state association and the intimation of this was also sent to the Volleyball Federation of India by the newly elected petitioner association. Despite that, no action has been taken by the federation for the recognition of the newly elected office-bearer of the state association. On the other side, former minister Ram Lal Thakur represented himself to be the duly elected president of the state association. According to the petitioner, the association, in spite of numerous communications, has taken no action for the resolution of dispute of the member association. Former forest minister Ram Lal Thakur is allegedly claiming himself as the president of the association, illegally announcing that he is going to conduct the trial of sportspersons at Kalka. The petitioner association submitted that the HP State Sports Council and Olympic Association have granted its affiliation to the newly elected body of the state association headed by Varinder Kanwar. It has urged the court to appoint a sole arbitrator for deciding the dispute regarding the office-bearer of the association. Justice Karol also directed the state Secretary, (Sports) to file reply and listed this matter for further hearing on June

Fisheries Dept fails to procure fish seed for farmers
Dharamsala, June 6 Ideally, the department should have called tenders for procuring fish seed in December and it should have been provided to farmers in February as the summer months are ideal for growth of fish. Farmers have to develop the fish seed to fingerling size in nurseries. Thereafter, it has to be shifted to fish ponds. The summers are the maximum growth period of fish and have to be marketed from September onwards for maximum economic viability.However, the Fisheries Department is yet to call tenders for procuring fish seed this year. However, fast the files might be processed this year farmers cannot get fish seed before July. Since the monsoon would approach by then and after that the growth of fish declines. Shiv Kumar, a fish farmer, alleged that the fisheries authorities suggested him that he should rear the fish to fingerling for next season. However, it not possible as feeding fish for entire year would make the project unviable for them. The fish seed is generally procured from West Bengal. While in the neighbouring states like Punjab farmers have already been supplied fish seed, the state is still busy in preparing papers for issuing tenders for procurement of fish seed. Officials blamed election code of conduct for delay in tenders for procuring fish seed this year. However, sources said the election code does not binds the departments from carrying out essential tenders like procuring fish seed during elections. Farmers also blamed the lack of interest on the part of department officials in promoting fisheries properly They alleged that most members of committees formed under the ATMA project for welfare are non-farmers. The members have been appointed on political considerations vis-à-vis their utility to farmers. Under the assistance of union government the farmers are provided subsidy of about Rs 1 lakh for development of fish ponds in one hectare area. The areas of Una, Kangra, Hamirpur, Solan and Sirmaur are ideal for fish farming. |

Mandi, June 6 Shakti Singh, 42, has no regrets today, as he has smelt sweet smell of his second best love of music after sweating it out for six years in the rough and tumble of Bollywood. He made his debut as a playback singer in 2006 singing ‘mera dil le ke dekho’ under the direction of Jatin Lalit. Singh has hit Bollywood with a bang as he has featured as a playback singer in Abbas Mustan’s Life Partner- ‘toba meri toba’, ‘aage-aage hota he kya’. He has now several songs, including Himachali, Haryanvi and Punjabi folk hits to his music kitty. His popular Punjabi number is ‘Punjabi munde honde ne kamal’ and is launching his Punjabi album ‘Tere kale kale nain’ in October. He has sung a main feature song in Haryanvi film directed by Ved Parkash, ‘ruk ke padge’ to be released on August 14. He has featured as a classical singer in ‘Mahi’ featuring Sunny Deol and Shilpa Shetty. Shakti has launched his pahari album with ‘pahari’ album pioneer SD Kashyap. Singh, in fact, deserted his customs job and shifted to Mumbai in early 2000 after his hopes to make it to the Indian cricket team dashed to ground, as “he has no godfather in cricket”. “Being a good all-rounder was not enough that time. Even if you have a good voice you need a godfather or a lady luck in Bollywood as well,” he quipped. Shakti, here on holiday with his family from Mumbai, said, “The hill boys have talent, but they are not taken seriously in metros- be it cricket or cinema. But the things are changing now as many Himachali boys are playing in IPL matches or making it big in cinema- Preity Zinta and Kangna Ranaut, to name the two. However, Singh has not severed his ties with cricket. “I am a match referee for the BCCI. IT project fails to get Cabinet approval
Shimla, June 6 It is for the first time that an agenda regarding the setting up of the IT park, proposed to be set up at Vaknaghat under public-private partnership (PPP), was placed before the Cabinet chaired by Chief Minister PK Dhumal here today. The Cabinet felt that the model and procedure adopted by other states in setting up their IT parks must be studied before the state goes ahead. Bidding mode and other modalities are likely to be discussed when the issue will be placed before the Cabinet next time. A private developer would be investing about Rs 500 crore while the state government will spend Rs 50
crore, developing external infrastructure. Sources said the delay in putting up the matter before the Cabinet had been mainly due to certain issues like seeking relaxation in the floor area ratio from the Town and Country Planning Department and having a double lane road to the mega project. In another significant decision, the Cabinet decided that every minister will hold monthly review meetings of his department, including that of the 20 Point Programme Implementation. Besides, the ministers would also carry out surprise checks to see the progress of various programmes and schemes. The secretary concerned would also carry out similar tasks. The Cabinet also decided to make a secretary-level senior officer in charge of a district to look after targets and functioning of various schemes by holding video-conferencing and regular visits. It also approved Rs 142.22 crore award of World Bank under the state road project for the widening and strengthening of the 71.73 km Kumarhatti-Sarahna-Nahan road to Som Dutt Builders Private Limited, New Delhi. The Cabinet also gave nod for creating the post of chairman of the State Press Advisory Committee. The state-level fair status was also granted to the Lohri fair of heritage village, Pragpur in
Kangra. Recruitment and promotion rules of various departments have also been approved.

Protest over ski village
Manali, June 6 A state-level review committee headed by Secretary, Tourism, Manisha Nanda had a tough time during the hearing as the villagers were not ready to listen to the members of the review committee and started raising slogans against the ski village. Officials present there tried to pacify residents of nine villages-
Kothi, Solang, Palchan, Ruar, Kulang, Burwa, Shanag and Goshal- that the state-level review committee was here to listen to their problems. Later, the people agreed only to listen to
Nanda. After listening views of the villagers and different NGOs, Nanda told the gathering that the committee was here on the direction of the Himachal Pradesh High Court. She informed that the committee would convey their objections by filing a report to the high court soon. The Jan Jagran Evam Vikas Samiti also submitted a memorandum to the committee. Former MP Maheshwar Singh also raised the issue before the committee regarding the impact of the ski project on environment, local rights, land and use of natural resources. He also submitted a memorandum to the review committee. Former MLA Chander Sen Thakur said the people were against the proposed ski project, as it would affect them on many fronts. He also submitted a memorandum. Most of the people were against the Himalayan Ski Village project and said it would not be allowed in the Kullu valley at any cost. |

Police to check child labour
Shimla, June 6 The decision was taken at the crime meeting chaired by district police chief RM Sharma here today. The police had been receiving complaints of child labour and it has now decided to enforce the Act strictly. The SP said it had also been decided to strengthen areas like beat policing, protection scheme for senior citizens and destitute and improvement in traffic management. It has also been decided to take strict action against any police personnel found to be missing from night patrolling duty. Special efforts will be made for better traffic management with the help of traffic wardens. |

Hamirpur, June 6 Her husband Satish Shukla said, “Since the health authorities have failed to lodge a complaint we had to make a formal complaint in the police as some of the miscreants creating trouble.” Multipurpose health workers have also criticised the health authorities “for allowing the situation to reach this extant and not taking action against the erring doctor despite having definite information about the misconduct of the PHC in charge.” They have also asked the director of the health to immediately intervene in the matter. |

Bilaspur, June 6 Villagers’ leaders alleged that the heavy machinery was causing cracks in the houses of villagers and the officers concerned agreed to form a sub-committee of technical experts to assess these losses and submit a report to the DC so that the affected villagers could get a compensation for their loss. The company also agreed to pay compensation within one month to families who had lost their land while constructing a road for the factory and also compensate those families who had lost their land. It also agreed to remove blockages that have been obstructing the flow of water. The company also gave an assurance to reconstruct village paths that have been destroyed due to its construction activity. |

Boar attacks woman, dies
Sundernagr, June 6 According to the police, the deceased was cutting grass near her house when suddenly she was attacked by a wild boar and was badly injured. Residents took her to civil hospital, Baldwara, but the doctor declared her brought dead. The compensation to the tune of one lakh would be paid to kin of the victim. |
