Mandi, April 4 Dhami has a strong foothold in Kullu and his change of loyalties would definitely be a setback for the Congress. After getting a green signal from the Chief Minister, Deputy Speaker and Banjar MLA Khimi Ram played a crucial role in the entry of Dhami as both of them had parleys here for the last two days. The BJP prevailed upon the Congress yesterday as Dhami’s entry into the Dhami contested as a Congress rebel from Kullu in 2003 and had secured 13,000 votes. He had also contested as BSP candidate and secured 24,000 votes against BJP candidate Govind Thakur. Though state president Kaul Singh Thakur and Congress party in charge for Mandi seat Harsh Mahajan tried their best to bring about a rapprochement between Gaur and Dhami till the last movement, it went all in vain. His entry into the BJP has unleashed a power struggle within the BJP. The Khimi-Govind group in the district BJP has emerged stronger than that of Maheshwar Singh, who played a crucial rule in Dhami’s entry. Even Govind Thakur, a local MLA, was not consulted by Khimi Ram. Both Ram Dhami was keen to join the Congress on a condition that he would be given the party ticket from Kullu and his men were adjusted suitably in the party, but Gaur remained adamant objecting his entry in the party, revealed sources close to Dhami. While district BJP leaders believe that the battle for Mandi has become tough for Virbhadra Singh, state Congress president Kaul Singh Thakur and Kullu district president Budhi Singh Thakur said the party would not suffer from Dhami’s decision. |

8 ADM-cum-PIOs summoned
Mandi, April 4 According to the letters addressed to the district Red Cross societies, the PIO-cum-ADMs from the eight districts have been summoned to Shimla as the RTI bureau has filed an appeal against them, as they did not provide them relevant information on the income and expenditure of the societies. Convener RTI bureau Lawan Thakur complained that the PIO-cum-ADM had hidden the facts on the Red Cross societies that smacks of foul play in the affairs of Red cross societies in the eight districts. RTI activist Sant Ram had filed his application in Mandi Red Cross society on November 6, 2008, and to the other societies on November 11, 2008. But so far only four district Red Cross societies have given satisfactory information, he added. He stated that they had filed second appeal with the State Information Commission on February 5, 2009. Now, the Commission has summoned the ADM-cum-PIOs of eight districts in this case. |

HPCC urges AICC to re-admit rebels
Shimla, April 4 HPCC chief Kaul Singh Thakur today personally spoke to in-charge of Congress The HPCC had sometime back recommended to the AICC that approval might be granted for return of some leaders with good mass base into the party, which included the name of Dhami. The list that has been forwarded by the HPCC includes names of Sanjay Rattan from Jawalamukhi, Jagdish Saphiya from Thural in Kangra, Pramod Sharma from Kumarsain in Shimla and also of Dhami from Kullu, who is now in the BJP fold. Sources said the delay had been mainly due to objection by certain leaders to the re-induction of Pramod as a result of which the cases of others also got delayed. Kaul Singh today confirmed that he had spoken with Kidwai. “Mohsina ji has already cleared the file and approval from Sonia Gandhi is likely to be received within a day, paving the way for re-entry of some leaders like Sanjay Rattan and Saphiya,” he added. He said cases of leaders who had sought re-entry to the party had been forwarded depending on the merit of their case and the grassroots base they enjoyed. He said Natha Singh from Dharampur had not applied to the party for being taken back into the party. Sanjay Rattan had polled almost 16,000 votes as an independent candidate after he was denied the ticket from Jawalamukhi. Similarly, Pramod Sharma had contested as an independent against CLP leader Vidya Stokes while Saphiya too had jumped in the fray from Thural. Most of these leaders had secured more than 10,000 votes, proving that they had a good hold at the grassroots level. With Dhami clearly stating that he had been assured that he would be inducted into the party within three days but the approval did not come even after 15 days, the Congress leaders from the state are keen that there is no further delay. “It is natural that during election time political opponents try to woo leaders from other parties so there should be no delay on our part,” said a senior Congress leader. |

SC/ST Candidates
Shimla, April 4 The court observed that petitioner be placed in the merit list of the entrance examination held in February this year. The judgment was passed by a division Bench comprising of Justice Deepak Gupta and Justice VK Ahuja on a petition filed by Amarjit Singh Chadda. While interpreting clause 4.15 of the prospectus, the Bench observed that the word Schedule Caste and Schedule Tribe is required to be tagged to the groups, therefore candidate of SC/ST category become eligible on obtaining 40 per cent marks. The petitioner had approached the court against the university where by it had not placed him in the list of selected candidates of entrance examination for the MDS course despite securing more than 40 per cent marks (86/200). The moot question before the court was whether SC/ST candidates are eligible to be considered for admission to the MDS course on obtaining 40 per cent marks in the entrance test against the seats allocated to all categories or whether the benefit of lower eligibility criteria is available only in respect of seats reserved for SC/STs? The university, state government and the interveners (direct candidates) contended before the court that once the petitioner has chosen his category as in-service candidate, then he cannot claim benefit under the SC category. The benefit would only extended to him if seats are reserved for SC. It may be mentioned here that no seat was reserved for the SC/ST category. The state government and university had prepared the separate merit list of in-service SC candidates, but taken a different stand in the court later. |

Dhami’s entry will strengthen party: CM
Kullu, April 4 Dhumal said the joining of Dhami would strengthen the party and lead to a thumping victory margin to BJP Lok Sabha candidate Maheshwar Singh in the forthcoming elections not only in Kullu but in the whole of the Mandi parliamentary constituency. Dhumal said Dhami would be given appropriate place in the party. He was addressing a rally organised at Dhami’s residence at Seobagh, about 5 km from here, today. It may be recalled that Dhami headed the Himachal Congress Sewa Dal and was considered to be a close lieutenant of Virbhadra Singh. He then supported Sukh Ram to down Virbhadra for the chief ministership of the Later he joined the BSP during the last Assembly elections and unsuccessfully fought Assembly elections on the BSP ticket from the Kullu constituency. College teachers resent election duties
Solan, April 4 The undergraduate examinations commenced on March 16 and will continue till April end thereby involving the college staff involved in various duties. But now with a large chunk of this work force being deputed for the poll duties the lecturers said it would hamper their ongoing work. What would add to their problem would be the initiation of evaluation duties from April 8 onwards where a majority of the college teachers would have to report to the various evaluation centres spread across the state. Since evaluation of examination papers was a time-bound exercise, lecturers pleaded that they had little choice but to make themselves available at these
centres. There are around 80 colleges across the state and a large chunk of college staff was usually assigned poll duties. But since the polls coincide with the examinations this time the teachers are uncomfortable with the poll duties. “Though we have made it known to the authorities that the college lecturers were caught up in examination and evaluation duties and could not be spared for the polls, our pleas have fallen on deaf ears,” opined a lecturer. He added that even though the apex court had recently made it clear that teachers should not be disturbed during the examination period for such duties, no heed had been given to such directions. Explaining their position the lecturers contended that, “We have to report for rehearsals from April 11 though it was difficult for us to leave our present duties. “This would defeat the very purpose of checking copying cases, as lecturers posted in various colleges would be forced to rush back for poll duties. “While the university authorities have made efforts to check the menace of copying but shortage of lecturers would hamper this process. On an average four to five lecturers have been assigned poll duties from each college.” Deputy Commissioner Dr Amandeep
Garg, however, said poll duties were assigned as per a random selection from the computerised lists and if any employee was simultaneously assigned another duty he could be exempted. He, however, added that the poll duties would barely involve an employee for a total of five days involving rehearsal, voting and counting and hence it was not difficult to manage these days.

Kingfisher aircraft develops snag
Kangra, April 4 Station in charge of Kingfisher Airways, Rohit, this evening said there was a pressure leak in one of the tiers of the aircraft due to nitrogen gas leak resulting of which the aircraft could not take off. There were 36 passengers to fly to Delhi by this flight. The Kingfisher management provided hotel accommodations for those who wanted and rest were sent by road to Delhi, Rohit said.

Furniture makers appeal to CEC
Sundernagar, April 4 In a complaint addressed to the CEC, president of the union Devi Ram, along with 15 members of the union, has appealed for an immediate transfer of the Director for the alleged violation of the poll code by placing orders to 17 firms aligned to the ruling party in haphazard manner. It was further alleged that 66 firms in the state were granted rate contract pertaining to small table on March 18, 2008, but the official concerned kept sitting
over the matter for about one year and placed the order after the enforcement of the model code at the behest of political bosses. According to Devi Ram, he had sent the complaint to the CEC through an e-mail and registered post with all relevant documents and along with a plea to issue stay orders to authorities concerned and to take action against the guilty officials. |
