Moga, March 16 The model code of conduct of the elections came into force after the announcement of the Lok Sabha election by the Election Commission of India, early this month. The Tribune has managed to get the photographs of his personal vehicle in which he came here to canvass for SAD candidate Paramjit Kaur Gulshan from Faridkot Lok Sabha constituency. At present, she is also the Lok Sabha member from Bathinda Constituency. Bhandari came here at noon and addressed the first-time voters at a resort, urging them to work and vote for the SAD-BJP candidates. The function was organised by the youth wing of the party. The BJP leaders also fixed party posters on the walls of the resort facing the Moga-Ferozepur national highway without any written permission from the authorities concerned of the local administration. When contacted, Ajay Sood sub-divisional magistrate of Moga confirmed to The Tribune that neither the BJP nor its youth wing had got any permission to organise the function for the young voters from the local committee organised by the district magistrate to implement poll code. Moreover, there was a cavalcade of more than 15 cars, jeeps and many scooters, motorcycles accompanying Bhandari when he reached the venue of the function. During the function, the young voters were also seen holding flags of the BJP party. Further, it has also come to notice that no official was deployed by the administration on the spot to keep an eye on the function and no video recording of the function was done. |

Mansa, March 16 He claimed that people of India would give their verdict in favour of NDA because UPA government failed to cater the needs of people. The CM said he would not contest election from Bathinda and announcement of the name of the candidate from this seat would be made in the next three to four days. Talking about the decision of Sikh organisation for sending jathas from March 22 for the closure of Dera Sacha Sauda Slabatpura, he said that he would appeal to all the communities to maintain peace and communal harmony and nobody would be allowed to ignore the rule of law. The CM addressed public meetings in some villages including Kulehari, Ahmedpur, Budhlada, Bare, Tahlian, Akan wali, Alam Pur Mandran and Malkpur. Addressing the gatherings, he criticised the Congress for adopting the policy of discrimination against Punjab. Unlike other states, Punjab could not get big industries due to the discrimination by the Congress-led central governments, he added. He further blamed the Central government that it had been reducing the share in the development planning, which was sent by the state. SAD general secretary Balwinder Singh Bhunder, district president of SAD Harbant Singh Datewas and former MP Chetan Singh Samoan also addressed the meetings. |

Dera row: 7 cops, 8 Sikhs hurt
Bathinda, March 16 At least seven policemen, including a DSP, were injured in a clash with the radicals led by Baljeet Singh Daduwal, who insisted that they be allowed to proceed to the village. Eight among the radicals were also injured. The police claimed that the radicals first fired in the air to scare away the police party that tried to intervene. However, police reinforcements were rushed to the spot from Faridkot and Bathinda to prevent the situation from taking an ugly turn. However, the radicals claimed that Dera followers did the firing. The police said the radicals attacked the cops with swords and 'kirpans' and also indulged in brick batting. The clash continued even after midnight. Surinder Singh Sodhi, SSP, Faridkot, said the situation was under control today. Daduwal was holding a "kirtan diwan" in the village where the Dera followers simultaneously started the "naam charcha". However, the trouble spilled over here this morning when the radicals, demanding action against the police personnel, blocked the Talwandi Sabo-Chandigarh road near the gurdwara at Kot Shahmir. Daduwal accused the chief minister of functioning in a "dictatorial" manner and not taking effective steps to stop holding of "naam charcha" in the state. They demanded shutting down of all Deras of the sect in Punjab. The police arrested Daduwal and about 70 other radicals in the evening who had blocked the Talwandi Sabo-Chandigarh road since morning. SSP Bathinda, Ashish Chaudhary, said they were being brought to Bathinda and the road has been reopened. The incident occurred just a few hours after the clash between radicals and Dera followers at Sangrur. Tension between the radical Sikh groups and Dera followers has been brewing ever since the Lok Sabha (LS) elections were announced. The ruling Shiromani Akali Dal (B) had lost most of the seats in the Malwa belt during the last Assembly elections as the Dera followers supported the Congress candidates. Balwant Singh Nandgarh, jathedar of Takht Damdama Sahib, has announced that from March 22, jathas of Sikhs would proceed towards the Dera headquarters at Salabatpura every Sunday in a bid to shut the Dera. The Dera leadership has announced that it would shortly decide which party to support in the upcoming LS elections. As the Dera supporters have a potential to tilt the balance in favour of any party, the Malwa belt is likely to become a trouble spot during the election as both sides have refused to relent. |

Admn asked to prepare poll plan
Bathinda, March 16 Returning officer and Assistant Returning Officers have been told to
prepare a district profile giving information regarding important officials and their contact numbers, geography, demography
and administrative units (including constituencies). Further, they are directed to gather electoral details, including sex ratio, voter and population ratio, and details about polling stations and vulnerable villages. Plans related to police deployment, communication and counting are also under completion. When contacted, Parveen Thind, additional district election officer, said, "Rough details have been gathered and soon after its modification, if required, the whole details would become available." |

MC ‘carries out’ construction work
Abohar, March 16 One could see streets being reconstructed, for third time during the past decade, in the Sidhu Nagari across the railway station besides street number 8 in the old walled city. Even as the officials monitoring the work in a casual manner lamented that tenders for all such works had been approved well before the EC announced schedule for the Lok Sabha elections, the Congress workers pointed out that the BJP-led council had indulged in similar 'violations' during the previous elections also. Once back-dated tenders were being floated but an NGO consumer movement got the attempt thwarted by faxing complaints to the state and Central ECs when Babu Ram Arya was the president of the council. Surprisingly, the council has not bothered to put scores of street lights in order even on the main roads for the last two months but seems to be in haste to finish the construction of streets before the arrival of the Election observers, sources said. As per report received from Hanumangarh on going widening of a road connected to the district collectorate is becoming an eyesoar for the opposition parties even when the authorities lamented that the work had been long back sanctioned. In Sriganganagar, the BJP today confirmed taking up "violation" made by the organisers of a reception to the new state youth Congress president, Pawan Godara, at the village Lalgarh Jatan. An official in the revenue department said that he was informed about the function on telephone by some BJP men, who alleged that no permission was obtained for organising the political function. |

The Income Tax commissioner advised the medicos to maintain proper accounts in fair and transparent manner, consult taxation advisers periodically and before making major investments. Claiming that the overall attitude of the department towards the assessees had gone under a sea change during couple of years, he said none could harass you for egos or whims. We are provided fresh guidelines in the beginning of each financial year and have to get our proposals for scrutiny or survey wetted through many channels. You should shun fear and misconceptions about the department. You are contributing for the welfare of the society but need to contribute in the exchequer by judicially paying the tax also for development projects, Sohi sought to convey. Joint commissioner D.K. Dhankar said a patient cannot get relief if he hides the symptoms from the doctor, similarly, the doctors can't get rid of tension if they hide their income. DK Gupta, Income Tax Officer (ITO), said while going through the returns filed by the doctors, he observed that some of them had shown their income less than their known expenses of day to day life. They must introspect about it. Welcome speech was read by Dr H.K. Wadhwa while IMA president Rakesh Arora thanked the Income Tax officials for providing valuable guidance. ITO O.P. Three arrested for tearing voter lists
Bathinda, March 16 As per the details available, Paramjeet Singh Sidhu, a government employee, lodged a complaint with the police that Ajaib Singh, Gurjant Singh and Mahinder Singh of the village tore the voter lists and other related papers. The investigation officer, Bahadar Singh said the accused had been booked under sections 353, 186, 506 and 34 of the IPC. They all had been sent to judicial custody at the Central jail in Bathinda. — TNS |
MC cancels permission for congregation at stadium
Abohar, March 16 As per information available, a councilor of the ruling alliance had got huge hoardings displayed in different parts of the town besides at the main gate of the stadium for the religious congregation even before getting a valid permission from the council. The council had in the past passed a resolution to the effect that the stadium would not be used for any purpose other than sports. But the authorities apparently succumbed to political pressure from within and had issued letter permitting use for the darbar. This was strongly objected to by several sports clubs since they had worked hard to get the stadium renovated and pitch for the cricket was recently got constructed. Sources said the executive officer signed the letter for canceling the permission late this evening. — OC |
Class X exams
Bathinda, March 16 According to present rules, a class X student has to study six subjects, namely science, social science, mathematics, English, computers and Punjabi. Till now, the students were promoted to the next class if they had failed in any one subject except Punjabi. However, as per the new rules that will be implemented from the next session, a student has to pass science and mathematics along with Punjabi. In case they fail in any of these three subjects, they would not make it to the next class, the released said. It further said if a student failed in any other subject, he would have to re-appear in that subject before getting admission in class XI. The decision of the Board would have a bearing on over 300,000 students, who appear for class 10 exams under the PSEB every year, the release stated. Meanwhile, in a move to minimise pressure on students, the PSEB would introduce semester system in classes IX and XI from the next session, the release added. |

The meeting was a 'formal' inauguration of the office, where a number of SAD-BJP leaders felicitated Maluka by offering garlands and bouquets. In return, Maluka offered lunch and sweets to the visitors. The event was celebrated like a family function as a number of stalls and an earthen oven were put up in the middle of the Mini-Secretariat. When Maluka was asked about the event and the alleged violation of the model code of conduct, he parried the query saying, "Please ignore such a minor issue." When district election officer Rahul Tewari was apprised of the matter, he said, "If all this had been done, it would be a violation of the code. After getting all details, the matter would be reported to the Election Commission of India (ECI) and even Maluka would be served with a show cause notice." Apart from this, a number of vehicles of persons having patronage of the ruling party could be seen moving freely with 'unauthorised' red beacons. Today, an Innova (PB 40 0004) with red beacon atop was seen entering the circuit house. When the persons boarding the vehicle were asked about the violation of the code of conduct, they expressed their ignorance about any order in this regard. Recently, a female member of the Badal family had held a political meeting in a gurdwara of this district. But instead of taking action against the violator, the authorities hushed up the matter. |
Medical practitioners to hold rally today
Bathinda, March 16 Addressing media at the Teachers’ Home here this afternoon, Balwant Singh, state legal adviser of the Association, demanded that all medical practitioners working in villages should be registered on the basis of their experience and educational qualifications in view of the hardships being faced by them. He said the SAD-BJP government had been making false promises for the past two years. If it was serious on the issue, it could have devised ways to introduce some capsule training courses rather than expressing its helplessness on the High Court’s decision on registered medical practitioners (RMPs), Balwant said. He regretted that the government had not registered even a single medical practitioner since 1963 and was playing a second fiddle to a handful of doctors of the IMA. The state legal adviser said the estimated strength of such practitioners, now finding themselves jobless, was more than 1.50 lakh. State treasurer of the Association H.S. Ranu and district press secretary Bharat Bhushan Jain said the state government never took a serious note of the problems of the unregistered medical practitioners. |
