New Delhi, February 6
The Rashtrapati Bhavan, one of the precious possessions of our country’s heritage and cozily placed in the heart of the Capital, is all set to welcome visitors to spectacle the tranquil and trimmed corners of the Mughal Gardens (MG), which is opening for people from tomorrow.

The alluring environs of the garden, engineered by Sir Edwin Lutyens, is an amalgamation of the enchanting gardens of Jammu and Kashmir, gardens around Taj Mahal and Persian and Indian miniature paintings. Being a part of the main structure of the President’s house and located on its west, the manicured MG, among others, houses the spiritual, musical, herbal and bio-diversity gardens, and the new entries to the exotic family of gardens are the nakshatra and cactus gardens.

The two additions to the garden treasure of the palatial house, entail “36 shady green trees and more than 80 varieties of prickly yet pleasing cactus, which have come from the regional resource centre at Bhubaneswar,” informed the Nigam Prakash, the officer-on-special duty (OSD). The cactus corner has been designed to facilitate students in their curriculum and the herbal stretch nestles aromatic herbs, having therapeutic properties. Among the upcoming highlights is the rock garden, based on the research of contours of rock and landscape.

The lush lawns and gardens, spreading over an area of 15 acres, starts with the rectangular-shaped garden, having bulbous flower beds and terraced seasonal collection and populated with 125 varieties of roses, Dahlias, Gerberas, Gladiolus and Viola. However, Tulips are missing this time. This is followed by the long garden, having colonnaded red pillars, which are ornamented with white and yellow pansy. The long garden is carpeted with small beds of hypnotising roses numerous hues —in white with tinge of yellow (Landora) and splashes of pink (Scentimental), blood-red (Christian Dior, China Man), pink (Queen Elizabeth), with both surrounded by alyssum. This year’s theme of the entire spectacle is roses. The attractions are exotic roses in close-to-black and blue colours, besides 50 kinds of annuals, said Christy Fernandez, secretary to President.

The most-eye gripping sight in the long garden is the fully-bloomed bed of Pasadena in orange just opposite to Iceberg bed of roses and the poppies with bees hovering upon them in the ring garden.

In a step to make the Rashtrapati Bhavan eco-friendly, wormi compost has been developed for waste management of biodegradable that is managed by self-help groups, especially women,” said Christy.

There are plans to make the Bhavan, more picturesque and a ‘garden-of-world-class’. Its horticulture team consisting of 179 personnel, is in a process to modernise with new technologies like sprinkling and drip irrigation system. There is also a solar panel, for which an expenditure of three crore has been incurred.

This year the gardens would remain open for public spectators until March 10, and on March 12, 13, 14 and 15, the physically challenged, visually impaired, defense and paramilitary forces and farmers respectively can enjoy the serenity of the manicured nature, reverberating in Mughal romance.

Cut in MPhil scholarships upsets scholars
Akhila Singh
Tribune News Service

New Delhi, February 6
Scholars at Delhi University (DU) are agitated over the university administration’s decision to allow only 25 per cent of the MPhil students to get fellowship under the Rs 3000-5000 scheme of the Junior Research Fellowship (JRF).

The University Grants Commission (UGC) issued a notice F.19.33/2006 (CU) on January 31, 2007, introducing a scheme of fellowship for research scholars who had not cleared either JRF or NET and were not receiving any fellowship from any other source.

“It was a welcome move and it gave a major push to the students who pursued higher education. All three universities — Jamia Millia Islamia, Jawaharlal Nehru University and DU — started the scheme and were providing their scholars with the regular fellowships,” said Robert Rehman, PhD scholar at DU.

However, the DU administration issued a notice regarding admissions to the MPhil programme on June 30, 2008 stating, “25 per cent of the students enrolled in the MPhil programme in a department as above will be entitled to get fellowship at the rate of Rs 3000 per month with contingency support of Rs 10,000 per annum for science subjects and Rs 8000 for humanities and social sciences.”

Further, it stated, “The minimum number of fellowships in a department will be two, provided sufficient candidates are available.”

Earlier, DU was providing Rs 3000 per month to all MPhil students and Rs 5000 to all PhD students enrolled with the university.

“The MPhil second year students are still receiving their fellowships regularly. It’s only for the new students enrolled in MPhil first year that they have limited the number to 25 per cent,” said Tariq, MPhil scholar at DU.

The students complained that the university was eating into the money that according to the UGC should go to the scholars.

“In the name of financial crunch, the university is taking away our rightful share. The UGC has stated in its scheme that a particular amount of money would be provided for fellowships. When other universities are providing the fellowship regularly, why shouldn’t the biggest central university provide it,” said Tariq.

The DU notice mentions that the fellowships would be awarded on merit. In the second point of the notice, the administration stated, “The selection of students for above mentioned fellowships will be as per the merit list (and) 50 per cent of the fellowships will be reserved for the reserved categories.” Around 400 students are enrolled in DU in various MPhil programmes.

List of teachers not paid arrears yet to be submitted
Syed Ali Ahmed
Tribune News Service

New Delhi, February 6
The Delhi government’s education department had issued a circular to all government and government-aided schools to submit a list of teachers who had not been paid their arrears after the Sixth Pay Commission’s recommendations on January 21. But the list has not been submitted yet, said deputy controller of accounts (education) A.K. Jain.

Jain had directed deputy directors (education) of all zones to compile details of their respective zones and submit them to the directorate by February 5.

Saying that the department had enough fund to pay the arrears, he said a large number of schools had not yet paid arrears to their staff.

As far as government-aided schools are concerned, most of them cannot pay arrears as they are short of fund. Government gives an aid of 95 per cent to these schools while their (schools) management committee manages the remaining.

The management has failed to arrange funds, said organising secretary of government-aided schoolteachers’ association (GASTA), Maqsood Ahmed.

General secretary of Teachers’ Association D.K. Tewari said that 40 per cent of the total arrears were to be paid during this financial year while 60 per cent was to be paid in the next year. But as of now 50 per cent teachers have not been paid their arrears. The unavailability of ministerial staff, which prepares details of arrears and salaries, is cited to be the reason behind this. Most schools do not have officials to prepare such details, he informed.

However, Delhi education department secretary Rina Ray was unavailable.

When asked about the arrears of teachers of Anglo-Arabic government-aided senior secondary school, Delhi Education Society secretary Azra Razzaque said, “I am not the right person to comment on this. Principal and manager of managing committee can comment. The Delhi Education Society runs Anglo-Arabic Senior Secondary School, Anglo-Arabic Modal School and Shafique Memorial Senior Secondary School.
