Staff demand higher pay scales
Karnal, January 16 The ministerial staff criticised the government for granting lowers pay scales to them, “deviating” from the scales recommended by the central pay commission. The ministerial staff of all departments rejected the new pay scales and urged Chief Minister Bhupinder Singh Hooda and the Chief Secretary to intervene in the matter for ensuring higher scales to them. Employees’ leaders rued that injustice had been done to clerks, stenographers, computer operators, storekeepers and assistants by placing them in a lower scale of Rs 5,200-20,200 with a grade pay of Rs 1,900 and demanded a revised scale of Rs 9,300-34,800 for them with a grade pay of Rs 3,200. Similarly, assistants, deputy superintendents and superintendents should also be placed in the scale of Rs 9,300-34,800 with a grade pay of Rs 4200 to maintain parity with other similarly-placed employees of the Central government, they asserted. The Haryana Information and Public Relations Field Staff Association has resented the Sixth Pay Commission scales and urged the government to restore their earlier parity with other categories and grant class II status to them. It submitted a memorandum to Chief Minister Bhupinder Singh Hooda through Minister of State for Cooperation Meena Mandal here recently in this regard. Talking to The Tribune, president of the association Dev Raj Sirohiwall alleged that the pay scales of the field staff of the Information and Public Relations Department had been downgraded with every pay revision and employees of several categories, drawing lower pay scales earlier, had been granted much higher scales. Highlighting the anomalies in the pay scales, the memorandum claimed that several categories like naib tehsildars and district and assistant employment officers, who were in lower pay scales as compared to field publicity assistants up to 1979, had been placed in higher scales. To overcome the problem of stagnation, the DIPROs/IPROs should be given the time scale on the pattern of college lecturers, engineers and doctors whose initial pay scale was Rs 8,000-13,500, but they were given the time scale of Rs 10,000-13,900 after five years and Rs 12,000-16,500 after 11 years of service, the memorandum added. Members of the Multipurpose Health Workers Association on Thursday staged a demonstration in front of the local Civil Hospital in protest against the Sixth Pay Commission scales recommended by the government. Alleging discrimination, the health workers expressed strong opposition to the move of the government to “outsource” their services. Kurukshetra: Project officers of the Renewable Energy Department are disappointed with the pay scales given to them by the Sixth Pay Commission. Stating this in a signed statement released to mediapersons here on Thursday, a representative for the department Balwan Singh alleged that while their post required good educational qualifications, this cadre had been neglected in terms of its pay structure. Varsity faces financial crunch
Sirsa, January 16 They have been directed to desist from submitting any new project that involves major spending for the approval of the university authorities. "I am directed to inform you that against the budget provision of Rs 2,625 lakh as grant in aid from the government an amount of Rs 1,400 lakh has been sanctioned. The existing budget provisions under various heads of expenditure in the budget estimates for the year 2008-09 have been provided on the basis of Rs 2,625 lakh as grant in aid from the government. In view of the fact that the grant in aid sanctioned by the government is less than the provisions made in the budget estimates, the Vice- Chancellor has ordered that no new proposal involving heavy expenditure be submitted for approval till the additional grant is sanctioned by the government," says a recent letter written by the Finance Officer of the university. Vice-Chancellor KC Bhardwaj confirmed, when contacted, that a part of the estimated budget was yet to be sanctioned by the government. However, he denied there was any crunch as such and said the departments had been asked to adopt a frugal approach in their spending so that the university could manage essential expenditure till more funds were received from the government. |
Seat Sharing with INLD
Karnal, January 16 State BJP chief Atam Prakash Manchanda, who was here to address party workers, admitted that a seat-sharing formula was yet to be worked out and a decision regarding the number of seats to be contested by each party was expected by the end of the month. The BJP and the INLD had contested five seats each in the 1999 Lok Sabha polls. However, the BJP was keen on contesting six seats, including one reserved, this time, party sources said. The stakes are not high for the INLD in the Lok Sabha elections, but it is aware that conceding more seats to the BJP will have an adverse effect on seat sharing for the assembly elections due early next year, which the party can ill-afford. Manchanda said the BJP had divided Haryana into 28 zones and workers’ meetings had already been held in all zones and today’s meeting in Karnal was the last in a series. The BJP was aware that the workers at the grassroots level had not “digested” the alliance with the INLD and was trying to explain to the workers that it was an “inevitable choice” in the present political scenario. He said the BJP national president would address a rally in Sirsa on January 18, launching the election campaign of the alliance even before naming the candidates. |

Power revenue plan faulty: INLD
Chandigarh, January 16 Responding to a notice inviting objections to the ARRs, Sampat Singh said the HERC should ask the power utilities to draw a fresh ARR based on facts. He alleged that the utilities were trying to cover up their large-scale bungling, inefficiency and mismanagement. He pointed out that the inefficiency level had touched such a low point that there were discrepancies even in the figures given in the ARR and the executive summary. He recalled that the last decade of the 20th century was marked by honest efforts to usher in genuine reforms in the power sector so that power was made available to consumers efficiently and at reasonable rates. He regretted that unfortunately the recent years had seen a slide back to the years when the consumer was shoddily treated and a national objective was being treated with disdain. The INLD leader said the utilities had failed to respond to the public queries on their representations in 2008-09, as a consequence of which the HERC had not been able to pass orders regarding those representations. The current financial year was coming to an end without the issues being resolved, the HERC should, therefore, summarily dismiss the projected ARR for 2009-10 till the utilities set their house in order in accordance with the Electricity Act, 2003. He pointed out that for 2009-10, the utilities had proposed a subsidy of Rs 9,180 crore for the rural energy (RE) as against Rs 2,360 crore last year - a fourfold increase that had no justification. In Punjab, where 9,408 million units of power were supplied to the rural sector without any charges, the subsidy bill amounted to Rs 2,264.92 crore while in Haryana where only 6,000 million units were supplied and charged, the proposed subsidy was Rs 2,360 crore. |
Man shot at in court complex
Jind, January 16 SHO Rohtash Panchal said three youths had been detained in connection with the attack on Suryavir running a gun shop opposite the old telephone exchange here. Suryavir was brought here from the Karnal jail for appearance in a case regarding shooting down of a resident of Bibipur, Jayvir, in August 2007 in his gun shop. He was the main accused in the case but had been granted bail. He was, however, arrested and lodged in the Karnal jail as the main accused in another case of shooting down of a youth named Raju near the Jhanjh gate in October 2008. Suryavir was earlier attacked with firearms in February and July but had managed to survive. Today’s attack on him was suspected to be linked with the killing of Jayvir, Panchal said. — UNI |
7 held for stealing rail track scrap
Yamunanagar, January 16 Sources said railway workshop inspector Mohammad Aarif, after getting information about the scrap from an informant, reported the matter to the local unit of the RPF at the Jagadhri railway station. RPF men, headed by inspector Shailender, raided the store and arrested the seven persons. Those arrested include Inderjit, Naresh, Pintu, Praveen, Arvind and Satish. The sources said the accused, after stealing railway track scrap from Hisar, had left the scrap with an iron store in the Industrial Area to cut it into pieces. They were to take the scrap pieces for sale in Mandi Gobindgarh. |
Foundation stone of driving institute laid
Bahadurgarh (Jhajjar), January 16 The institute will be set up in collaboration with Maruti Suzuki and will have the capacity to impart training to 12,000 drivers per year. The drivers will also be apprised of various aspects of road safety. The training centre will help in providing employment to drivers in view of their growing demand. Hooda said two more driving training schools would be set up with collaboration of Maruti Udyog and Tata India in Rohtak and Kaithal districts. He said emphasis was also being laid in strengthening infrastructure at the existing training institutes in Karnal, Murthal, Gurgaon, Rohtak and Hisar. “There is a need to create more awareness among people about traffic rules as it helps in reducing the number of accidents,” he said, adding that it was necessary to impart training to the drivers to reduce the number of accidents. |
Bhiwani-Ghaggar drain opened
Bhiwani, January 16 The minister said a sewerage water treatment plant would also be set up on the Bhiwani-Ghaggar drain for the supply of water for drinking and as well as irrigation purposes. The minister said with the construction of the drain, Haluwaas, Devsar, Tigrana, Ghuskani and Meetathal villages would be saved from a “flood-like” situation and at the same time water would be made available for irrigation purposes through this drain to Bapora, Sui, Baliyali, Nalwa, Bhojraj, Sagban, Alakhpura, Kirawar, Musadpur, Ratera, Kanwari, Sultanpur, Gunjaar and Dahima villages. |

Sirsa, January 16 The competitions were organised under the Sarva Shiksha Abhiyan and a number of special children displayed their talent in these fields. Sukhdeep Kaur was adjudged first in the solo song competition while Supari Devi and Pooja got the second and the third position, respectively. Vinod bagged the first prize in the patriotic song competition. Bulbul and Amar Singh got the second and third positions, respectively. Bhim, Balraj and Gurdial got the first, second and the third positions, respectively, in the crutches race. In the 50 m wheelchair race, Dimple, Sonu and Gurmeet got the first three positions, respectively, in the boys’ section while Kavita, Barkha and Mamta bagged the first three positions, respectively, in the girls’ section. 4 cops jailed for undertrial’s escape
Ambala, January 16 In July 2003, four policemen identified as ASI Jaswant, EHC Pritam Singh, constables Tilak Raj and Prithvi were on duty to escort an undertrial, Arun Kumar, a resident of Yamunanagar, in the Civil Hospital, where he was admitted for treatment. Rewari, January 16 Sources said Vijay, a resident of Mahendergarh district, who had been living in a rented accommodation in Kanwali village, allegedly assaulted his wife and later strangled her to death, following an altercation with her. He absconded after the incident. |
