Urdu Akademi budget raised

CM’s security cover to be cut by 25 pc

The state will cut security cover to its Chief Minister by about 25 per cent shortly while the ministers and parliamentary secretaries will retain their escort and two PSOs each. However, they will have access to a pilot, to be provided by the district police, when passing through congested areas. Earlier, the facility was extended to them only when they were moving within a town.

The decision was taken at a meeting held under the chairmanship of ADGP (CID and security), PV Rathee, here today during a review of the security provided to VIPs in the state as per the direction of the Punjab and Haryana High Court.

Sources said the committee also decided to write to all Superintendents of Police posted in districts to send in details of individuals, who had been given security cover. The decision to retain or withdraw their security would be taken by the state level committee once the decision is received. The HC had asked the state government to carry out a review of all individuals provided security under orders of the court or otherwise. The state, at its level, had provided security to 12-odd persons which, too, could be reviewed.

To make the security at the Chief Ministers residence more foolproof and to cut down on extra manpower employed there, the security agencies have decided to do away with all temporary structures built for its personnel within the premises.

The department has also identified a piece of land to raise temporary structures to move out security personnel on the basis of a plan of the area provided by the UT Administration.

The sources said one-fourth of the security could be downsized by the department by relocating the stay arrangements of the duty personnel. While the commando cover for close protection of the CM will be kept intact, the cut would be exercised in the armed police and the CID personnel around him.

The committee is also learnt to have decided that HC judges will be provided an escort when passing through the state while the Chief Justice will be extended a pilot and an escort. Earlier, high court judges were provided an escort only when they were in the state on inspection duty.

Range IGs and SPs, when they are moving within their respective areas, will get security cover for functional reasons and there would be no security cover by way of an escort or pilot for the Deputy Commissioners.

The sources maintained that the state government had begun rationalising the security cover to top guns of the state well before the directions came in. These decisions of the committee had been forwarded to the Director General of Police Ranjeev Dalal, after which these would be filed in the court.

Unruly scenes at varsity meeting

Unruly scenes were witnessed at the seventh meeting of the Academic Council (AC) of Chaudhary Devi Lal University, Sirsa, held in the seminar hall of Tagore Bhawan of the university here today.

The vice-chancellor of the university, Dr KC Bhardwaj, presided over the meeting, which was attended by chairpersons of all teaching departments, controller of examinations NC Jain, librarian PN Sharma and nominees from Maharshi Dayanand University, Kurukshetra University and Guru Jambeshwar University.

Registrar and member secretary of the council RK Sehgal conducted the proceedings of the meeting. The academic council approved the recommendations of the Research Degree Committee made in its meeting for conferring PhD degrees on two candidates.

Krishan Kumar Khandelwal, an IAS officer from Haryana and director of Information and Public Relations, Haryana, was one of the two candidates, whose PhD degree in business administration was approved in today’s meeting. The other candidate, Komal, is also from the department of business administration.

Discordant noises started emanating from the meeting room as soon as the meeting began and continued intermittently till the end. Dissenting notes were heard when the names of candidates registered for the PhD were discussed in the meeting.

The meeting witnessed disorderly scenes when two groups of teachers clashed over a small issue at the very beginning of the meeting.

While a member of the committee was speaking on an issue, another member told him to speak in low pitch, following which two teachers started shouting at each other and some others too joined the heated debate. However, the situation was controlled by some senior members of the council.

A group of teachers objected to the name of Rohit Kumar Sehgal, son of registrar RK Sehgal, being considered for research on the topic “Application of modern physics to interpret the vedantic concepts”, while he had done his masters degree in financial management.

The group that opposed to his registration maintained that it was the mockery of the education system that a person not from the science stream could be allowed to do a research work on a subject of science.

However, a group of teachers supported Rohit’s registration and said there was nothing wrong in allowing him to complete his PhD on the topic chosen by him, as the concept of inter-disciplinary research was not foreign to the universities now.

The opposed group maintained that for inter-disciplinary research, the person should be at least from the relevant field. The matter was resolved by constituting a sub-committee of three senior teachers.

Kidwai highlights state’s contribution to freedom struggle

Mahatma Gandhi visited Haryana 19 times during the freedom struggle. This was stated by the Governor of Haryana, Dr AR Kidwai, while inaugurating a seminar on “Freedom struggle in Haryana 1857-1947” here today.

The seminar was organised by the Department of Archives in collaboration with the Centre for Studies of Haryana History, Culture and Social Development of the Haryana Institute of Public Administration (HIPA).

Kidwai also inaugurated an exhibition in HIPA complex in which rare documents from India’s freedom movement were displayed.

Highlighting the contribution of Haryana to the freedom struggle, Kidwai said in 1803 when Delhi surrendered before the Britishers, people of Haryana took the lead and did not stop the revolt.

He said the First War of Independence actually started in Ambala on May 4, 1857, that is before Meerut where the revolution started on May 10, 1857. He said Haryana played a significant role in this movement.

Lauding the work done by the Department of Archives, Kidwai hoped that the contribution of Haryanvis in the freedom movement would be brought out not only on documents but also be put on the website. He said Haryana had excelled not only in the field of information technology and industrialisation, but also in agriculture.

Earlier, Minister of State for Archives Meena Mandal said the aim of exhibition was to preserve the national property in shape of valuable documents.

Urdu Akademi budget raised

The annual budget of the Haryana Urdu Akademi has been raised from Rs 50 lakh in 2008-09 to Rs 70 lakh for 2009-10 to give a thrust to the promotion of the Urdu language. The amount of the Munshi Gumani Lal Award has been raised to Rs 21,000 and that of the Surender Pandit Soz Award to Rs 11,000.

This decision was taken at a meeting of the general body of the akademi held under the chairmanship of Education Minister Mange Ram Gupta here yesterday.

It was also decided to enhance the prize money being given for outstanding books from Rs 7,000 to Rs 11,000 and financial assistance for the printing of manuscripts, preferably by new writers, from Rs 10,000 to Rs 15,000. Similarly, the financial assistance being given to literary organisations for organising literary functions was also raised from Rs 7,000 to Rs 10,000.

It was decided to organise three all-India mushairas at Panchkula, Yamunanagar and Mewat and a seminar in collaboration with the Anjuman Taraqqi Urdu in Panipat.

In view the success of teaching the Urdu language through the correspondence course, it was decided that the akademi would continue this course during the next financial year also. Other major programmes which were approved for the next financial year included a two-day Urdu drama festival, financial assistance to literary organisations and for the printing of manuscripts and giving prizes to outstanding printed books. It was decided to review the functioning of five existing Urdu centres before opening more such centres for the promotion of the Urdu language.

It was also decided to bring out a publication of ghazals of eminent poets in such a manner that their Urdu text would also have a translation in Hindi. It was also decided to organise a workshop where Urdu language experts would guide students.

The minister constituted a committee headed by Higher Education Commissioner Jyoti Arora to study and revise the constitution of the akademi.

Rajputs seek BJP ticket

A deputation of the Haryana Rajput Pratinidhi Sabha (HRPS) met BJP chief Rajnath Singh yesterday in Delhi to seek a fair deal for Rajput candidates in Haryana.

The 45-member deputation of the HRPS led by state president Hukam Singh Rana included vice-presidents Nepal Singh Tanwar and Satpal Singh Chauhan, general-secretary Dashrath Chauhan and district presidents of Gurgaon, Faridabad and Mahendergarh units of the sabha.

Chauhan here today said the deputation made it known to the BJP chief that while the Rajputs had by and large supported the BJP, the BJP brass had never fielded a Rajput candidate for any of the eight general seats of the 10 parliamentary constituencies in Haryana during the past 25 years.

Stating that there were over 2 lakh Rajput voters in the Bhiwani-Mahendergarh parliamentary constituency, 1.50 lakh in Kurukshetra and Karnal each and 1.25 lakh in Gurgaon and Faridabad constituencies, the deputation urged for a party ticket from the Karnal constituency for their nominee Shyam Singh Rana, who had unsuccessfully, though fairly, contested the Lok Sabha elections as an independent candidate from Kurukshetra in 1991 and from Karnal in 1996.

They also told the party chief that if the BJP fielded Rajput candidates from the Rajput-dominated assembly segments like Sohna, Mahendergarh, Gharaunda, Kalayat, Bhiwani, Tosham and Faridabad, the overall dominance of Rajput electorate in 12 out of 17 reserved seats of the state could pay dividends to the BJP in the coming assembly elections.

INTACH celebrates silver jubilee

Indian National Trust for Art and Cultural Heritage (INTACH), an NGO dedicated to the conservation of Indian Heritage, today completed 25 years of its existence,

Addressing a press conference on the silver jubilee occasion of the INTACH here today, Sudhir Bhargava, convener of the Rewari chapter of the INTACH, said the organisation had now its chapters in most of the states as well as in about 160 districts of the country.

As regards inclusion of a monument in the deemed list of its preservable heritage, he said broadly it should be more than 100 years old, should have unique architectural features and should be related to some commemorative or historical aspect of vitality.

Mentioning about the work done by the Rewari chapter in the past five years, he said they had identified 18 monuments in the Rewari region and work on a few of them was now in progress.

He also said they were presently engaged in saving the ‘Golden Corridor Structure’ of the Rewari railway station from demolition envisaged under the Remodelling Project of the station recently launched by the North Western Railway.

Land Release
HC asks CS to explain

The Punjab and Haryana High Court wants Haryana chief secretary to explain how an order on release of land from acquisition process after the announcement of award could be justified. The directions by a high court Division Bench of Justice Adarsh Kumar Goel and Justice Jitendra Chauhan follow a petition filed by Gurgaon-based IILM Co-operative House Building Society Limited.

The petitioner had challenged the acquisition of land vide notification under Section 4 of the Land Acquisition Act dated June 20, 2005, and notification under Section 6 of the Act dated June 19, 2006. The petition was filed on February 17, 2007, after the announcement of awards.

During the hearing, it transpired that the land was released to the petitioner on November 24 last year.

The Bench ruled: “Since the award has already been announced and possession taken by the state prima facie, the power to release the land under Section 48 of the Act could not be exercised in favour of the petitioner.”

It further said: “We direct the chief secretary, Haryana, to file an affidavit explaining how the order dated November 24, 2008, could be justified”. Fixing March 19 as the next date of hearing. In the meantime, the release of land in the favour of the petitioner would remain inoperative.

In another case filed by Delhi-based Sunil Kumar Khandelwal and another against the State of Haryana, HUDA and another respondent, the Bench directed the chief secretary to file an affidavit within a month from receiving the order’s copy, informing the court “whether any order of release has been passed and how such decision of the state can be sustained”. The Bench added: “Pending further hearing, operation and effect of release of land in the favour of the original petitioners will remain stayed.”

The land is in Gurgaon.

Auto markets to be shifted to one area

The district authorities have made arrangements to shift all auto markets functioning at different locations in the city to one place.

Steps are under way to fully develop an auto market at one place.Outlines of the plan have been drawn up for providing the requisite facilities in the market.

The auto market will also have a service station, a restaurant and a petrol station.

SK Goyal, Deputy Commissioner, Sirsa, told mediapersons today that the auto market would have 243 shops and the drawing and design of these would be prepared by the Town and Country Planner.

The shopkeepers would construct their shops according to this drawing and design.

The Sanitation and Water Supply Department would lay the water lines for providing drinking water supply to the auto market.

He said a road would also be constructed by the Marketing Board from the temple to Kanganpur Road.

The sale of jeeps, cars, tractors and scooters would also be permitted in the market.

The auto market would not only help people get various facilities for their vehicles at one place but also spruce up the city. Sunday bazars would be permitted in this market.

Report on treatment plant sought

Division Bench of Chief Justice Tirath Singh Thakur and Justice Hement Gupta today directed the Haryana state pollution control board (HSCB) to send a team of experts to report on the installation and functioning of effluent treatment plant at Sonipat distillery. The team has been asked to submit its report by March 16, the next date of hearing.

The directions were issued during the resumed hearing on a PIL filed by one Sunil Kumar. He had alleged the distillery was polluting the fields of nearby villages, besides endangering the health of the inhabitants in the near-by villages. The distillery, on the other hand, had maintained necessary equipment to check pollution had been put in place.

Science exhibition organised

Models depicting technological revolution ushered in by the information technology at the science exhibition at Government Postgraduate College here today proved to a journey into the modern world of Science.

Attractive models showcasing the direct to home technology, functioning of satellites and use of the IT enabled services were the main highlight.

Around 196 models from computer science, physics, electronics, chemistry, botany, zoology, geography, defence science, home science, psychology and biotechnology were displayed in the exhibition.

Inaugurating the exhibition, BS Malik, Deputy Commissioner, lauded the efforts of the students in preparing the models to make understanding of science and IT easy.

Principal Radhey Sham Sharma said these exhibitions were very important for developing the scientific aptitude among the students.

Lohri for the girl child

At a function organised at Girls Senior Secondary School, Siwan, jointly by the village panchayat, District Red Cross Society and the Health Department, as many as 30 mothers and their daughters were honoured by Deputy Commissioner P Amneet Kumar.

The Deputy Commissioner said time had come when all should shun difference between the birth of a son and a daughter and help eradicate the menace of female foeticide.

1 killed as boiler bursts

A labourer was killed when the boiler of the paper board factory in which he was working burst at Ratia town in this district last night. The victim has been identified as Rohtash Kumar (25) of Diggi Dhani.He was married 20 days earlier.

According to reports, Rohtash Kumar was working in the paper board mill situated on the local Bhuna road.

He was seriously burnt and taken to the local community health centre, where he succumbed to his burns.

Bank clerk arrested

Sirsa, January 13
The police today arrested a clerk of the Bhawdin branch of the Punjab National Bank on charges of cheating and fraud.

The accused, Pooran Chand, is alleged to have made his bank poorer by Rs 68 lakh from 2003 to 2007 by getting deposits from some customers by making entries in their passbooks but not entering these amounts in the bank accounts.

M.L. Gupta, general manager of the bank, had lodged a complaint in this regard with the Ding police on August 30, 2008. The police had booked the accused under sections 420, 409, 467, 468 and 471 of the IPC.

After investigating the case, the police arrested the accused and produced him before a local court, which remanded him in judicial custody.

Thieves loot temple

Some persons broke open into a temple in Pardana village and decamped with over Rs 25,000 yesterday night.

According to the police, Baljit Pannu, head of the temple Samiti, which runs the temple affairs, reported the matter to the police that some one had forced entered into the temple complex and stolen cash kept in the donation box. He said in morning when he went to open the temple, he found the main door half open and the lock of the donation box had been broken and all cash lying in it had been stolen.

24 sheep crushed to death

As many as 24 sheep were crushed to death by a speeding truck on the GT road near Government Postgraduate College this morning. The truck reportedly slammed into a herd of sheep being taken for grazing. While 24 sheep were killed, four others were critically injured. The sheep belonged to Baljeet of Rasulpur Kalan village. He said he suffered a loss of Rs 1 lakh.

The driver of the truck has been arrested.
