Chandigarh, January 4 A list of three candidates each including names of sitting MPs from all 10 parliamentary seats, finalised by HPCC top brass in consultation with Chief Minister Bhupinder Singh Hooda, will be submitted to general secretary in charge Moti Lal Vora in Delhi tomorrow. Vora set the deadline for recommendations at a recent meeting of the HPCC held in Chandigarh. If there are sitting MPs trying to save seats on the “loyalty and winnability quotient” set by the party high command, there are ministers and MLAs willing to change horses midstream to go to the Centre and there are others “hopeful” vying for party ticket. Sources said names were finalised after sending party observers to the field, getting feedback from the district units of the party and on the basis of performance. While names of all sitting MPs have been included in the list, it is learnt following delimitation, some MPs are getting cold feet on contesting from present constituencies. Also, with just over a year to go for elections in the state, ministers and MLAs are willing to give Lok Sabha a try. In Karnal, the selection is likely to boil down to a battle among the Brahmins with the community’s top leaders, “temperamental” sitting MP Arvind Sharma, former minister Venod Sharma and working president Kuldeep Sharma. Congress president Phool Chand Mullana has expressed desire to contest the Ambala seat which already has strong candidate in sitting MP and minister of the state for Urban Poverty Alleviation, Selja. Constituency-less after Narwana was declared reserved following delimitation, Power Minister Randeep Singh Surjewala could also be considered from Sonepat. While he has said repeatedly that it was not on the cards, he had also added he would contest if the party wanted him to. Also, public-demand for Rohtak MP and son of Haryana Chief Minister Deepinder Singh Hooda has come in from Sonepat where leaders proposed his name at a rally in Baroda. Finance Minister Birender Singh’s name is also doing the rounds. With the profile of Mahendergarh seat completely changed and it being abolished, it remains to be seen what Rao Inderjit Singh, MP from the seat and Union Minister of the state for Defence, chooses between Gurgaon and Bhiwani. Also, Hisar MP Jai Prakash has lost his stronghold to Kurukshetra after delimitation. In Bhiwani, it could well be a battle for ticket within the Bansi Lal clan with minister of state Kiran Chaudhary keen on a ticket for her daughter, Shruti, and Ranbir Mohindra, an MLA from an Assembly seat in Bhiwani, staking claim for a ticket for his son, Anirudh, who was projected at a rally recently. Sirsa, represented by Atma Singh Gill, too, could be anybody’s game if sources in the Congress are to be believed since “performance” is high on the Congress agenda. Meanwhile, Moti Lal Vora, at a meeting in Chandigarh, has already indicated that a few sitting MPs could be dropped. |
Now, inform cops about crime through SMS
Jhajjar, January 4 A mechanism to operate the service efficiently has been devised under which the sent SMS will not only reach to the Station House Officer (SHO) of the police station concerned mechanically, but also simultaneously display on a screen placed at the office of Inspector General of Police (IGP). A communication in this regard has recently been sent to the SSPs of Rohtak, Jhajjar, Sonepat, Panipat and Karnal from the office of the IGP. They have been asked to gear up for the successful beginning of the service in their district concerned. According to sources, the police will launch a toll-free number, which will be same for all five districts of the range. Any person wanting to share information regarding a crime can send an SMS to the toll-free number. The identity of the informant will be kept secret. Moreover, the SHO concerned will have to reply to the informer within a stipulated time about the action taken by him in this regard after getting the information. Interestingly, if the SHO failed to respond, the SMS will automatically ring up the cellphone of the Deputy Superintendent of Police (DSP). In this process, if the DSP also does not make reply to the informer within a set time, it will move to the SSP and later to the IGP to inform them about the ‘lethargic’ functioning of the DSP and the SHO concerned. Talking to The Tribune, V. Kamaraja, IGP of the Rohtak Range, said this mechanism had been developed to keep an eye on the working of police officers besides getting latest information about the crime. “The police officers will have no excuse about handling the crime after introducing the service,” said Kamaraja, and claimed that it would be helpful in putting criminals behind the bars. |
Panel to enforce law against smoking
Gurgaon, January 4 The Civil Surgeon, Dr SS Dalal, will be the vice-chairman of this committee, while the DCP, the district information and public relations officer, the district education officer, the GM (Roadways), the district drug controller, the food inspector, a representative of a leading NGO working in the field of health, an academic, a psychologist and a sociologist will be among its other members. The Deputy Civil Surgeon (School Health), Dr Rekha Singh, will be the member secretary of the committee. This committee will enforce the law regarding ban on smoking at public places. Umashankar mentioned that under the above rule, smoking was prohibited in all government as well as non-government offices, public places like bus stand, railway station and even in hotels, pubs, restaurants, cinema halls, shopping malls and the like. She directed all officers to enforce the rule in their offices and for this they should appoint a nodal officer for collection of fine from the offenders. “There is a provision for a fine of Rs 200 if found smoking at public place. The fine so collected would be deposited in the account of the District Health And Family Welfare Society under the head ‘tobacco control fund’. These funds would be utilised for tobacco control measures on the recommendation of the District Health And Family Welfare Society,” she told The Tribune and added that if any offender did not pay the fine, a challan would be issued by the nodal officer. The DC issued direction to all heads of offices and in charges of public places to put up display boards in the non-smoking areas, on which the message should be clearly written in English and Hindi. She mentioned that as per the rule, the owner, proprietor, manager, supervisor or in charge of the public offices would ensure that no person smokes in the public place under his jurisdiction. The advertisement showing items of smoking should also be prohibited and no ashtray, match box, lighter or other things designed to facilitate smoking should be sold within 100-sq yards areas of education institutions. Similarly, selling of tobacco products to children below 18 years of age was also prohibited and even taking their services in promotion of sale for these products was illegal. |
Nagar kirtan organised
Sirsa, January 4 The nagar kirtan began from Guru Teg Bahadur Gurdwara near Sector 20 and after passing through prominent markets of the town, it culminated at Dasham Patshahi Gurudwara in the local Suratgarhia Bazar. The cold wave failed to dampen the spirits of the devotees, who assembled on both sides of roads to pay obeisance to Guru Granth Sahib accompanying the nagar kirtan. Panj Piaras led the procession. Gatka, martial fight, was also exhibited during the nagar kirtan. Guru Gobind Singh stayed at Sirsa while going towards the South and Gurudwara Dasham Patshahi has been constructed at the site where he stayed. FATEHABAD: A “diwan” of Guru Granth Sahib was decorated in Gurdwara Gurunanak Pura here on Sunday. Education officers rue ‘lower pay scales’
Kaithal, January 4 Addressing association representatives from 20 districts of the state, president Sudhir Kalra said the Chief Minister and the Finance Minister had assured the employees to grant them the pay scales as given to Central Government employees. This assurance was given even on the floor of the House by these leaders, but they have failed to keep their promise. The association had demanded pre-revised scale of Rs 12,000-16,500 for school principals and other officers. However, the government had granted a pay scale of Rs 10,000-13,900 to them. Similarly, by granting the Rs 10,000-15200 pre-revised scale for DEOs and the Deputy Director, Education, the government had done great injustice. Raghu Bhushan Gupta, general secretary of the association, said these officials had been granted pay scales lower than those of prinicipals of Central Government schools. The association decided to intensify its agitation by submitting memoranda through deputy commissioners and later hold a procession in Chandigarh if the government failed to review its decision. |
5 killed in road mishap
Rewari, January 4 The deceased have been identified as Mool Chand, Nonu (an infant), Kitabo Devi, wife of Vijay Singh, Pramilla Devi, wife of Som Dutt, and Santra Devi, wife of Bodan, all residents of Pavati village, near Bawal. Satbir, Jagdish and Ramesh, who were injured seriously, have been referred to hospitals in Gurgaon and Delhi. The mishap occurred when the truck, which was on the way to Rewari, reportedly made a bid to overtake another vehicle after which it collided head-on with the pick-up which was going to Pavati. The occupants of the pick-up were returning to Pavati after attending a condolence meeting at a relative’s place in Bithwana village, near here. The Model town police has registered a case of rash driving and causing death by negligence under sections 279, 337 and 304-A of the IPC against the truck driver, who reportedly fled soon after the accident. |

Mystery shrouds death of 3 siblings
Jind, January 4 The deceased have been identified as Abdul (11), Shabana (8) and Mohsina (13). Their death is suspected to be caused due to food poisoning and the viscera has been sent for a medical examination at a forensic laboratory in Karnal. According to Shamsher, father of the deceased, the children had consumed non-vegetarian food last night. He said they had purchased this from a shop near Bhagpat of Meerut district while they were on their way to Safidon from
Kairana village. He further said food poisoning could be the main reason behind this as bloodstains were also found near their mouth. The bodies of the kids were handed over to the family after a postmortem. The exact cause of the death could be ascertained only after getting the report from a laboratory at Madhuban (Karnal), said a police official. |

Rohtak, January 4 The buildings include the university institute of engineering and technology (UIET), pharmaceutical sciences extension block, bio-sciences block, students’ activity centre and Kailash boys hostel on the
university premises. These developmental projects are likely to give a tremendous boost to the infrastructure base of the varsity. Vice-chancellor of the varsity Dr RP Hooda, registrar Dr SP Vats, deans, head of departments, senior functionaries and non-teaching employees were present on the occasion. |
Surjewala lays stones of development projects
Kaithal, January 4 He said a sum of Rs 1,500 crore would be spent for strengthening and laying a sewer system in urban areas of the state. He also inaugurated a canal-based water supply scheme at Pai costing Rs 1.28 crore and at Songri Guliana village costing Rs 68 lakh. The minister said during 2008-09, a sum of Rs 49.78 crore had been spent on drinking water schemes in rural areas of the Kaithal constituency, Rs 12.41 crore in Kalayat, Rs 14. 71 crore in Guhla, Rs 5. 83 crore in Pai, Rs 5. 76 crore in Pundri and Rs 5. 06 crore in Rajound. He also inaugurated water works at Kasan. Addressing people at different villages, the minister highlighted the achievements of the present state government under the leadership of Chief Minister Bhupinder Singh Hooda. He said the government had set up a record in the completion of development works in the state. He said huge power projects under construction at different places when completed would usher-in a new era of development in the state and give a boost to industrial and agriculture activity. |

Power shortage to end by 2010: MLA
Karnal, January 4 Talking to The Tribune here yesterday, she said a majority of the problems being faced by people in Karnal had already been solved and the problem of power shortage, which was statewide, would soon be solved. She said a 600 MW plant had already been commissioned at Yamunanagar, a 1,500 MW project at Jhadali would be operational in 2010, while the foundation stone of the fourth 1,320 MW plant at Jhadali would be laid by Chief Minister Bhupinder Singh Hooda on January 20. With the commissioning of these power plants, there will be sufficient power and people will face power cuts only for two to four hours, she claimed. Referring to the developmental works taken up in Karnal, she said a Rs 1,658 crore solid waste management plant, spread over 21 acres, was coming up at Shekhopura Suhana, a Rs 14 crore flyover had already been constructed at Kalhar, Rs 50 lakh had been sanctioned for Karan Tal while crores would be spent on the construction of a number of flyovers on the bypass to link the city on either side of the national highway. She said electricity bills amounting Rs 1,600 crore had been waived to give relief to the poor people. Farmers in the state were getting the highest MSP of Rs 170 per quintal for sugarcane, the Union Government had given a higher MSP for rice and wheat and the state government had exempted people from house tax and chulha tax. Further, cooperative loans of small and marginal farmers, the poor and artisans, amounting to Rs 830 crore, had been waived. |

Rs 4.52 cr for videoconferencing in jails, courts
Chandigarh, January 4 Disclosing this here today, a spokesman for the Jails Department said a proposal for restructuring the department had already been sent to the government. New district jails at Faridabad, Jhajjar and Yamunanagar, with a total capacity of 3,673 prisoners, were near completion and were likely to start functioning by March. The Haryana Police Housing Corporation had spent Rs 71.85 crore on the construction of these jails. He said there was a plan to construct a new district jail at Rohtak and 86 acres had been acquired for this purpose. It would be completed in two phases. In the first phase, the capacity would be of 1,000 prisoners and in the second phase, the jail would have a capacity of 1,500 prisoners. An administrative approval for Rs 43.52 crore had been accorded by the government for the construction of this jail. New district jails at Panipat and Rewari, with a capacity of 500 prisoners each, would also be constructed. |

Terror, meltdown dominate CPM convention
Sirsa, January 4 Addressing the convention, CPM state secretary Inderjit Singh dealt in detail on terrorism and financial crisis and said the twin challenges seriously dominated the present political scenario. He said the breakdown of the financial system was the logical result of the integration of the Indian economy with that of the United States through the policies followed by Congress and the BJP during their successive regimes. He said the impact of the crisis on India would have been much deeper had the Left parties not obstructed the moves to allow the FDI in the financial and the banking sectors. “The economic policies of neo-liberalism have brought the country on the verge of a disaster, that is evident in the widening gap between the ‘shining’ and the ‘suffering’ India,” alleged Inderjit Singh. He stressed the need for evolving alternative policies through mass struggles which would make the third front a reality in the country. The CPM state secretary called upon the party followers to take up the social issues along with economic issues. He regretted that Haryana was lagging far behind and socio-cultural indicators were manifesting themselves in the form of skewed male-female ratio, prevalence of illiteracy, casteism and absence of social justice and civil liberties. “Social reforms in these areas are imperative for transformation of the backward political milieu in Haryana,” he maintained. Pawan Duggal, who recently made “history” by returning to the Rajasthan assembly despite abysmal poverty, was a special guest at the convention. Speaking on the occasion, Duggal attributed his success to the struggle of farmers and workers and said his victory should also have an impact on the adjoining state of Haryana. Earlier, welcoming the newly elected Rajasthan MLA, Raj Kumar Shekupuria disclosed that Duggal belonged to a landless poor Scheduled Caste family and did his MA in the face of tremendous hardships. Senior CPM leaders Krishan Swaroop Gorakhpuria and Ram Kumar Behabalpuria also spoke on the occasion. |

Two substations commissioned
Assandh (Karnal) January 4 This was stated by Power Minister Randeep Singh Surjewala here today. Addressing public meetings at Bahri and Ganga Tehri villages after inaugurating newly constructed substations of the Uttar Haryana Bijli Vitran Nigam (UHBVN) set up at a cost of Rs 4.65 crore, he said the Rs 13,000 crore plan launched for reducing the T and D losses had worked well and these losses would come down further. He said the twin substations commissioned today would benefit 3,200 electricity consumers. Referring to measures taken to increase power generation, he said one power plant would be commissioned every year to make the state self-sufficient in power and a beginning had already been made by the commissioning of Yamunanagar plant this year. Five units of the Rajiv Gandhi Thermal Power Plant, Khedar in Hisar, and the Indira Gandhi Super Thermal Power Station, Jharli in Jhajjar, would be completed in 2009-10, respectively. He further said two units of 660 MW, each of Jhajjar projects whose foundation stone would be laid by the Chief Minister on January 10, would start power generation in 2011-12. Surjewala said the government had planned to spend Rs 130 crore in Karnal district in power sector under which a new 220 KV substation would be constructed at Bastara (Nilokheri), 132 KV substations at Staundi and Bhadson and 33 KV substations at Chochra, Dadlana, Rindle and Raipur. Surjewala said the Haryana Vidyut Parsaran Nigam and the UHBVN had jointly commissioned 15 new substations at a cost of Rs 183 crore. |

People run for a clean Gurgaon
Gurgaon, January 4 “It has been a wonderful experience to be part of all those young people who believe in doing rather than preaching. They want their dreams to come true - to see Gurgaon clean, healthy and beautiful,” the commissioner said. Additional Deputy Commissioner of the city Praveen Kumar also ran 5 km in just half an hour. He feels it is now the turn of citizens to maintain cleanliness by following rules. He says, “Clean garbage inside first, then only you can clean your surroundings.” The 10-km run was won by Robin Sharma, a student of class XI. The 10-km run and 5-km run for clean Gurgaon was organised by the Running and Living Infotainment. The organisation holds such an event with a theme for the city on the first Sunday of every month. In this event, runners pick at least one piece of garbage from the route and write their comments at the end of the run on a notice board. The grand finale of the patriotic drive was a yoga session conducted by Sapna Dutt. “There are less participants this time due to the holiday season and the weather,” a spokesperson for the organisation said. Kurukshetra, January 4 Listing the demands of the HSNM, Nalvi said it had demanded 27 per cent (16+11) reservation to Backward Castes and Other Backward Castes of Haryana in Class I and II posts, which the state government had been “illegitimately denying” although the Central government and many other state governments had already provided it long back. He said the manch would strive to make the Haryana Backward Classes Corporation more effective as at present it “is almost dead and has no utility for the public”. The chairmanship of such bodies should wrest with persons belonging to the Backward Castes, OBCs or the minorities. |
Attack on two cops
Sirsa, January 4 In the case, which the police claims is of mistaken identity, eight or 10 miscreants attacked Sachin and Vikas, both new recruits in the district police, while they were coming back after having dinner in a hotel. Some onlookers informed

Family attacked over property dispute
Fatehabad, January 4 According to reports, the victim’s family has been living in the house since 1985, but there is a dispute going on over the ownership of the property and the case is pending in a court. The neighbours informed the police about the incident. On seeing the police, the miscreants ran away, but some of them were caught by the neighbour. The police has arrested 11 of the miscreants and most of them belong to Kajalheri village in the district. The police has also recovered two vehicles used in the crime. |
Youth commits suicide
Gurgaon, January 4 Sector 10 SHO said the deceased parked his bike near the pole and hanged himself. It is said he was depressed and thus committed suicide. |
