A delegation of the Uttarakhand Pradesh Congress Committee (UPCC) led by its chief Yashpal Arya today met Governor BL Joshi and submitted a memorandum against the ruling BJP government.

Besides expressing the concern over the deteriorating law and order situation in the state, the Congress leaders have strongly opposed the government for withdrawing cases registered against minister Diwakar Bhatt and ABVP leaders.

Giving details, state media in charge of the UPCC, Suryakant Dhasmana, stated that the party disapproves the move of the Khanduri government to take back an old case pending in a court in Haridwar against its own cabinet minister Diwakar Bhatt.

On a petition by the state government, the Chief Judicial Magistrate, Haridwar, has discharged minister of food and civil supplies Diwakar Bhatt from a pending case of fraudulent use of government land in Haridwar.

The case had been pending in court for the past 17 years. “The withdrawal of the case against Bhatt is not in the interest of the state and the judicial system. This would encourage unscrupulous elements to have an inclination with the ruling party so that they could commit crime with full freedom,” alleged Arya.

A case against the president of the DAV PG College Rahul Rawat, former president Jatinder Rawat alias Moni and three others has been withdrawn by the BJP government.

ABVP activists had organised a party at the President Hotel after winning the students council elections in the DAV College last year. As the hotel officials refused to provide food free of cost, ABVP activists damaged the property of the hotel. The then inspector of Kotwali police station, Mahender Singh Negi, arrested Moni and four other student leaders. On the complaint of the hotel officials, a case was registered against Moni, Rahul Rawat, Om Kakkar, Arun Goyal and Mannu Goyal.

But bowing to political pressure exerted by a close aide of the Chief Minister, senior police officials not only released the arrested students on personal bonds but also had Negi removed for alleged dereliction of duty and had him sent to police lines.

Now, the Department of Home Affairs has withdrawn the case. A letter in this regard has already been sent to the office of the District Magistrate and SSP.

Meanwhile, the state government has also withdrawn cases against Sanjay Chauhan, former president of Gurukul Kangri Students Union, Haridwar, and his supporters. During the election for the Students Union, on November 30, 2005, Sanjay was booked for trying to loot ballot boxes. When the policeman on duty DP Bahuguna prevented Sanjay from committing the crime, Sanjay threw a chair on Bahuguna following which he lost one eye. Even after undergoing a surgery in AIIMS, Bahuguna still can’t see from one eye.

The Congress delegation urged the Governor to intervene in the matter and prohibit the government from taking such decisions. The Congress leaders also took up the matter of the increasing crime in the state.

“Two days ago, Rohit Tiwari, nephew of Congress MLA Manoj Tiwari, was brutally murdered. The bank robbery in Kotdwar, thefts in three shops on Rajpur Road and the ever-increasing cases of the loot, dacoity and murder is worrisome.”

“The government seems to have completely failed to prevent the crime in the state,” alleged the Congress leaders, while requesting the Governor to take up this crucial issue with the state government.

Prominent members of the delegation included former minister Nav Prabhat, MLA Dinesh Aggarwal, UPCC vice-president Subodh Unniyal and secretary Sumer Ravi.

Uttarakhand Chief Minister BC Khanduri has launched his party’s election campaign during his recent visit to Nainital and Srinagar Garhwal. He called upon party workers to work hard to win all five Lok Sabha seats in the state.

Today, Khanduri attacked the United Progressive Alliance (UPA) government for corruption, inflation and terrorism at a rally at Ramnagar in Nainital district after laying the foundation stone of a bridge, linking Haldwani and Ramnagar towns, on the Kosi.

Praising the National Democratic Alliance (NDA) government led by former Prime Minister Atal Bihari Vajpayee in which he was himself a minister, Khanduri said that the country progressed under the NDA rule.

Targeting the large number of ex-servicemen and servicemen in the state, Khanduri said that the NDA government respected the soldiers killed during the Kargil conflict. “It was the decision of the NDA government to send the bodies of the martyrs to their respective native places,” he said.

He said that his government was totally committed to the welfare of the people and believed in doing work rather than making false promises.

Khanduri said that the EMRI services in the state would not be affected by the collapse of Satyam Computers, the company running the services. As EMRI has been doing a good job in hilly areas, the Chief Minister made it a point to take political advantage of the service launched by his government.

Earlier, he had visited Srinagar Garhwal, his home constituency, to interact with party workers.

During his Nainital visit today, he also mentioned about his efforts to get central university status for Kumaon University following the grant of similar status to Hemwati Nandan Bahuguna Garhwal University, Srinagar Garhwal.

The BJP now plans to hold block-level meetings to prepare the workers for booth management during the coming Lok Sabha elections.

Unlike his predecessors, the BJP-led state government has chalked out a gigantic public relation exercise under which Chief Minister BC Khanduri is aiming to initiate direct dialogue with each one of the thousands of village-level elected representatives in the state.

From December end, the state Information and Public Relations Department has been quietly dispatching letters to these representatives by post at their residential addresses. Around 15,000 representatives, elected some months back, right from gram pradhan to chairmen of the district boards would be covered under this.

The communication contains pamphlets as well as a 94-page book giving detailed information about his government’s achievements.

To lend a personal touch, each letter bears Khanduri’s signature and is addressed to the representative by name.

Besides congratulating each one for being elected, Khanduri has also assured government assistance in providing basic facilities in the village. To ensure that people at the grassroots level know about various steps taken by the government, a book on development of the state during his tenure so far is also being dispatched.

Sources said that these letters have been mailed to 121 chairmen, vice-presidents of the district boards as well as block presidents. Letters to around 7,500 gram pradhan, 3000 block development committee members and 370 district board members are being sent.

The process will be completed much ahead of the Lok Sabha election. This is the first time any Chief Minister of Uttarakhand is using this innovative idea and political observers see potential electoral dividends in this.

Normally, such representatives feel marginalised in the prevailing political and bureaucratic set-up. A gram pradhan, especially from a remote hilly area, is almost a non-entity whenever he or she approaches any government office regarding some work.

Khanduri has struck the right cord by making such representatives feel important through this one-to-one approach.

Political opponents may dismiss this as a gimmick to woo voters with an eye on the coming Lok Sabha election. But observers feel that the idea is bound to evoke positive response and credit should go to Kahnduri for his political acumen if it helps bring in votes.

The tiger that had created panic among the villagers adjoining Ramnagar forest division in Uttarakhand for over a month, has now finally been trapped by the forest officials last night and was later left in the Corbett Tiger Reserve.

This Tiger had attacked a woman in village Teri on December 4 when she had gone to forest area falling in Ramnagar forest division to collect firewood. The victim got seriously injured in the attack. The incident had come as a shock for the villagers, who had been since then demanding trapping of the said tiger from the forest authorities.

Led by PK Patro officiating DFO for Ramangar division, the forest authorities assisted by the World Wildlife Federation (WWF) officials had been combing the area since then. Last night, the tiger made a futile attempt to kill a girl failing which he subsequently fell for the bait inside the cage and got trapped in process. Forest officials had a tough time dealing with crowd wanted to take a glimpse of the tiger.

The tiger conservationists in the recent times had been strongly advocating sane approach in dealing with tigers keeping in view the wild cat’s dwindling numbers.

While Corbett continues to enjoy the status of being high-density tiger area of the country, there has been a spill-over to the adjoining forests falling in the periphery of the Tiger Park. The increasing movement of tigers in forests near Corbett is an indication to that.

Expressing concern over the rising incidents of bloodshed between contractors interested in grabbing the sand mining contract of the Gola river in Udham Singh Nagar, the president of Uttarakhand Syanukt Sangharsh Samiti Dhirender Pratap has demanded a CBI probe into the matter.

In a letter written to Chief Minister Maj Gen BC Khanduri (retd), Pratap has said owing to the tussle almost six contractors have been murdered during the past eight years.

“Contractor Harish Rawat of Berinaag was the first victim of the bloody battle. After Rawat got the contract of Gola river, he was murdered on September 29, 2001. Subsequently, Munna Mehta and Neetu Tiwari were murdered on December 28, 2002. Thereafter, Yogendra Chauhan was murdered on October 1, 2003,” said Pratap.

Pratap said in wake of these murders, the Kumaon Vikas Nigam stopped sand mining in Gola river. He added that last year the Nigam again awarded the contract and the work was divided into two parts. “Rohit Tiwari, nephew of Almora MLA Manoj Tiwari, was awarded the contract. But another group was indulging in illegal mining due to which tension developed. As a result was Rohit was murdered last night,” he said.

HC restores college union chief

The Bench of the Nainital High Court has issued orders restoring the powers of the president of the DAV PG College Rahul Rawat.

The Bench of Justice VK Gupta and Justice VK Bisht in its recent order reversed the directions issued by the HC’s single judge bench restraining Rawat to function on the post of president till further orders.

On January 2, Nainital HC Judge Prafulla C Pant had issued orders directing that Rahul Rawat, who was elected president of the DAV PG College students union for 2008-09, was not to function on the post of president till further orders of the Court.

The orders were issued on a petition filed by Prashant Khanduri, who unsuccessfully contested the election for the post of president.

Strike by the Non-Teaching Union (NTU) of Gurukul Kangri University entered the third day today. The non-teaching staff is demanding removal of anomalies in their salaries.

Though on September 19, 2008 there was a written agreement between the University management and the non-teaching staff union, yet with a delay in the application of the agreement has led the union to go on a strike.

Laxman Singh, the president of NTU said, “The university management is derailing the agreement and despite repeated notices no implementation was carried and thus we had to resort to the strike.” Employees are also demanding that self-financed employees be accorded arrears and pay package according to the Sixth Pay Commission directives from January 1, 2006. The union is also demanding appointments for the post of watchman, to issue advertisements of the posts of maintenance and facilitate the proposals of the residential committee formed for the employees.

A superb bating display by Young Star team helped them register 178 runs victory over Royal Cricket Academy at the 57th District Cricket League underway here today. It was a bad start for Young Star team as their first wicket fell at the score of 9 runs in the second over.

However, Deepak and Satish played sensibly, scoring runs at a brisk pace and maintaining a healthy run rate of over 6 per over. The second wicket fell at 49 runs in the seventh over. Young Star kept scoring runs. In the end, it was a power packed batting by the Young Star’s lower order batsman Vishal, who made 49 runs that helped his team pile a mammoth total of 266 runs in its allotted 40 overs. In his inning of 49, he hit six fours.

While playing under pressure, Royal Cricket Academy lost three quick wickets at the score of 16 runs while chasing a big target of 267 runs. The team never recovered from their initial setback as Young Star bowlers gave regular jolts to Royal Cricket Academy, taking wickets at regular intervals.

For Young Star, all-rounder Vishal ripped through the middle order of the Royal Cricket Academy with superb bowling. He claimed three wickets in his four overs, giving just 18 runs. He was supported well by Giri and Arvind who picked up two wickets each. Royal Cricket Academy’s batsmen failed as Young Star registered a great win.

After constituting a football team recently, the corporation is now coming up with a cricket team and is also eyeing the ongoing District Cricket League. DMC Mayor will convene a meeting on January 12 to draw out modalities for the cricket team. The meeting will include the corporation staff, councillors, spouses of women councillors and also the contractors.

Dehradun Mayor, Vinod Chamoli said sports would be a good pastime for the corporation staff. It would also lead to inculcation of sportsman spirit within the corporation employees and other stakeholders. The team will also include spouses of the women councillors.

Very recently, the corporation football team had shown excellent results in the Karag Bahadur Football tourney. The Mayor had also announced the full-fledged support to District Football Association for holding National Football League in Dehradun. “Football has always been a passion with Doonites and corporation certainly has an initiative to offer,” Vinod Chamoli said.

Welcoming the initiative, councillor Jeewan Singh termed the exercise as good for both the staff and the councilors. “Any sporting activity comes as a commendable development as it keeps one healthy and alert,” he added.

2 bank robbers held

The Uttarakhand police today solved the Kotdwar and Jawalpur bank loot cases by apprehending two suspects from the Roorkie area last night.

Acting on a tip-off, the Kotdwar police, with the assistance of Special Operation Group Haridwar, raided an accommodation in Roorkie at around 8 pm on Friday and arrested Mohit alias Rajkumar and Ravi Kumar alias Bittu while the duo was trying to make an escape on a motorcycle.

A .315 bore country-made pistol and an amount of Rs 90,000 was seized from Mohit while Rs 60,000 was seized from Ravi.

Police sources confirmed that Mohit, on interrogation, said that he along with three others - Amit, Ashok and Papu had committed Rs 18-lakh Jawalpur bank loot in October and Ravi had assisted the four in committing the crime.

Mohit also said that they had looted the Punjab National Bank in Kotdwar on December 29, 2008.

The Pauri police had conducted combing operations in Ladhang forest and had seized a number of vehicles. On the basis of the clues they gathered from the vehicles, police officials conducted the raid at Roorkie.

Inspector General of Garhwal has announced a reward of Rs 10,000 for the police team.

Duo arrested with charas

ROORKEE: The Laksar police arrested two persons and seized half kg of charas from their possession yesterday night near Khanpur, 20 km from here. On a tip-off, the police offcials laid a trap and arrested Nangal and Teluram of Daghera, Saharanpur. However, three of their accomplices managed to flee.

The smugglers were on their way to deliver a consignment, said police sources. “The suspects are members of an inter-state gang which smuggles narcotics in Uttar Pradesh and Uttarakhand,” said a police officer.

The police has registered a case in this regard.
