Retired army captain Gulzar Singh and seven others were booked by the Ajnala police following a firing incident last night that left one Gagandeep Singh (18-19) dead and his cousin Harwinder Singh injured. The brothers were natives of Dhupsari village.

The Tanda police has booked Rashpal Singh and his mother Sheetal Kaur, both of Miani, under sections 302 and 34 of the IPC for allegedly murdering Sarabjit Kaur, daughter of Surjit Singh of Isarbucha village in Kapurthala, last night.

Cash, goods stolen from 7 shops

Unknown miscreants stole cash and goods worth thousands of rupees from seven shops in Parjian Kalan market near Shahkot late last night. They also took away a carton of rum from a liquor vend.

Punjab to strengthen canal system: Sukhbir

The Punjab government has prepared a plan to ensure supply of irrigation water to the farmers in the state. Stating this in a press release here today, SAD president and MP Sukhbir Singh Badal said that under a Rs 3,243-crore project, 82 canals and minors would be repaired and strengthened at a cost of Rs 275 crore.

Chief pharmacist commits suicide
Hoshiarpur, December 24
The police has booked assistant civil surgeon (ACS) Dr Devinder Singh under section 306 of the IPC for allegedly torturing and harassing a chief pharmacist of the primary health centre, Bhunga, Surinder Mohan, due to which the latter committed suicide early this morning.

Fog Force: 7 vehicles hit in one go

The first dense fog of the season led to an accident near Chugitti Chowk on the GT Road here this morning. The incident took place at 9.30 am when a speedy bus coming from Amritsar rammed into a Tata Sumo vehicle which in turn hit a car ahead of it. Such was the impact of the accident that six vehicles in a row rammed into one another.

While the driver of Tata Sumo sustained injuries and was admitted to hospital later, the rest of the vehicles were badly damaged. However, the bus driver fled from the spot and is still at large.

According to the Met Office, Halwara recorded the minimum temperature at 2.6°C followed by Amritsar which shivered at 2.8 degrees with a thick fog in the morning. The minimum temperature recorded in Chandigarh and Bathinda was 5°C. Adampur, near here, usually considered as the coldest in the plains, was a temperature of 5.2°C. Similarly, Pathankot recorded 5.6 degrees, while the temperature rose to 6.2 degrees in Ambala.

The next 24 hours will witness fog, mist, haze and smoke followed by a clear sky in the later part of the day.

As per information available from the Met Office, the temperatures on December 24 last year were comparatively low. The mercury had dipped to 2.2°C in Amritsar, while Adampur shivered at 2.6 degrees. However, the temperature in both Halwara and Pathankot rose to 7 degrees, whereas Chandigarh enjoyed a warm day with 8°C.

Land Dispute
One shot dead, retired captain among 8 booked

Amritsar, December 24
Retired army captain Gulzar Singh and seven others were booked by the Ajnala police following a firing incident last night that left one Gagandeep Singh (18-19) dead and his cousin Harwinder Singh injured. The brothers were natives of Dhupsari village.

The dispute is said to have taken place over a piece of land.

Gagandeep was shot dead with .12 rifle while Harwinder was left critically injured. He was rushed to government-run Guru Nanak Dev Hospital where his condition is stated to be serious.

Besides Gulzar Singh, other accused are his two sons Ravinder Singh and Harjinder Singh, Harpal Singh, Mangal Singh, Kanwaljit Singh, Sukhjinder Singh and Jagjit Singh, all belonging to Dhupsari. They fled the scene after the incident.

The police registered a case under Sections 302, 307, 341, 148, 149 of the IPC and 25/54/59 Arms Act here today.

Harwinder Singh has lodged a complaint with the police. He said the incident took place when they were returning to their residence in a tractor.

As soon as they reached near the residence of the accused, they were attacked with a rifle and sharp-edged weapons, Harwinder alleged.

He said while Gulzar Singh and his son Ravinder Singh attacked and injured him, Harjinder Singh shot Gagandeep dead.

Ajnala DSP Tilak Raj said the accused would be nabbed by evening.

However, the SHO of Jhander police station, said the accused were on the run and police parties have been sent to arrest the accused.

An alumnus of the prestigious Indian Institute of Technology (IIT), Delhi, the academician also aims at streamlining the functioning of the varsity

On the very first day of his joining as the vice-chancellor of Punjab Technical University (PTU), Dr Rajneesh Arora today established direct contact with students of engineering and other institutes affiliated to the university.

“If any of the student has any problem, he can contact me on my official mail - www.vcptu@yahoo.com,” said Dr Arora. An alumnus of the prestigious Indian Institute of Technology (IIT), Delhi, the academician also aims at streamlining the functioning of the varsity.

Talking to The Tribune, he said regularising the lecturers working on ad hoc basis would be top priority. “To improve the existing status of technical education in the university, we will make some new recruitments.”

On bringing transparency in the functioning of the university, Dr Arora maintained that complaints and grievances of the students would be addressed well in time. “Working on the basis of feedback from the students and employees concerned will help me in taking the university forward. Two-way communication will indeed fetch results in the times to come.”

On being asked about admitting students from economically weaker sections, the vice-chancellor said, “The scheme could not be implemented in the present academic session. However, it will be implemented from next year following the policy laid down by the Punjab government in this regard.”

He especially mentioned that the research avenues for Ph.D students would be further enhanced. “I would try to upgrade the standard of all engineering colleges under PTU for better research-oriented work,” he added.

Born in Fazilka, Dr Arora did his schooling at DAV School, Amritsar, where his father also served as a teacher.

Miscreants break foundation stones; Cong suspects rival hand

Some miscreants broke the inauguration stone of Chaudhary Sunder Sham Marg which had been laid down by former Chief Minister Capt Amarinder Singh during the inauguration of the road leading from Kuthar to Hariana on December 12, 2006.

Former MLA Ram Lubhaya told this correspondent today that he had got a 22-km-long road constructed from Kuthar to Hariana at a cost of Rs 5 crore from the public works department which was named after his late father, MP Chaudhary Sunder Singh.

Lubhaya alleged that some supporters of his political opponents had broken the stone due to which resentment prevailed among the Congress workers of the area. He had informed the police and officials of the PWD. He further pointed out that supporters of his political opponents had also broken the foundation stones laid by him in the Hargarh and Tehsil complex here about a year ago but the police had not taken any action. Lubhaya demanded immediate registration of cases. — OC

Dowry demon: Husband, mother-in-law booked for strangulating woman

Hoshiarpur, December 24
The Tanda police has booked Rashpal Singh and his mother Sheetal Kaur, both of Miani, under sections 302 and 34 of the IPC for allegedly murdering Sarabjit Kaur, daughter of Surjit Singh of Isarbucha village in Kapurthala, last night.

According to police sources, Surjit Singh stated that he had married his daughter off to Rashpal about eight years ago. He gave sufficient dowry during the wedding, but allegedly it could not fulfil the greed of his daughter’s in-laws and they started torturing and maltreating Sarabjit to bring more dowry and a car. Sarabjit had been telling her parents of the ill-treatment at her in-laws’ house.

On Tuesday morning when Surjit along with his other family members went to Sarabjit’s in-laws’ house, he found his daughter dead.

Surjit alleged that Rashpal Singh and his mother Sheetal Kaur had killed his daughter by strangulating her.

Cash, goods stolen from 7 shops

Jalandhar, December 24
Unknown miscreants stole cash and goods worth thousands of rupees from seven shops in Parjian Kalan market near Shahkot late last night. They also took away a carton of rum from a liquor vend.

The shopkeepers were informed about the theft by the chowkidar of the market, who found the locks of the shops broken early this morning. The shopkeepers then informed the police, who reached the spot almost two hours late

The shopkeepers alleged that the cops refused to visit the scene of crime despite repeated calls at about 4 am. They were informed that a police party would inspect the site at 9 am. The police, however, registered cases against unidentified persons this afternoon.

The area comes under Model police station, which was inaugurated by DGP N.P.S. Aulakh last month. — TNS

Punjab to strengthen canal system: Sukhbir

The Punjab government has prepared a plan to ensure supply of irrigation water to the farmers in the state. Stating this in a press release here today, SAD president and MP Sukhbir Singh Badal said that under a Rs 3,243-crore project, 82 canals and minors would be repaired and strengthened at a cost of Rs 275 crore.

The project, to be completed by March 31 next, would irrigate 29 lakh hectares of land in 6,000 villages.

The SAD chief said to protect the state from the fury of floods in the Sutlej, Ravi, Beas and Ghaggar rivers, the government had submitted a Rs 1,716-crore plan to the 13th central finance commission for approval.

He said that since the neighbouring states of Haryana and Rajasthan also benefit from these water resources, it was the responsibility of the central government to maintain these rivers.

Chief pharmacist commits suicide

The police has booked assistant civil surgeon (ACS) Dr Devinder Singh under section 306 of the IPC for allegedly torturing and harassing a chief pharmacist of the primary health centre, Bhunga, Surinder Mohan, due to which the latter committed suicide early this morning.

According to police sources, Surinder Mohan, who had been presently working in the civil surgeon’s office here on deputation, committed suicide by consuming celphos tablets at his house in Mohalla Guru Nanak Nagar at about 3 am. The police recovered a suicide note of the deceased in which he had alleged that Dr Devinder Singh used to torture and harass him regularly even on petty issues and he was committing suicide under frustration.

After getting the post-mortem examination conducted at the local civil hospital, the police handed over the body to the family of Surinder Mohan.
