Joginder (30) of Chatia Olia village was allegedly shot dead by some car-borne miscreants at the village bus stop late last night. The body of the victim was today handed over to the family members after a postmortem at the local Civil Hospital.

Wanted criminal killed in encounter

Gurgaon, December 18
The district police today killed a notorious criminal from Rohtak in an encounter at Bheem Ghad Kheri here today. The deceased has been identified as Rajiv, alias Pochu, a resident of Kailash Colony in Rohtak. The police had kept a reward of Rs 10,000 on his head.

He was killed when he fired at the police near Daulatabad and the police fired at him in retaliation. Rajiv was fleeing after looting Rs 1 lakh from a businessman, Ajit Singh, at gunpoint.

Ajit Singh immediately called the police, following which ACP Rajesh Duggal reached the spot and followed the accused. Rajiv even broke the Rajinder Park barrier to flee.

However, when he saw the police following him, he started firing at them. He was hit with two bullets in the firing and died on the spot.

Nine cases had been registered against Rajiv in Rohtak for murder and extortion.

He was wanted by the police for the past seven years.

Police commissioner Mohinder Lal said: “Rajiv was the most wanted criminal in Rohtak and he was killed here today.”

Ambala police sets up quick reaction team

Following the Mumbai terror attacks, the Ambala police has set up a quick reaction team (QRT) to tackle any eventuality.

A team of nine constables and head constables, headed by an ASI, has been housed in the Police Lines following the Mumbai terror attacks. All nine are “NSG trained” and have been equipped with AK-47s and provided with bulletproof jackets and a vehicle.

The step, SP Sibash Kabiraj says, has been taken keeping in mind that Ambala is a high security station. “We were prepared earlier also; however, after the Mumbai terror attacks, we have taken this step.”

Layout plans of all major installations in the district like the IOC have been acquired. CCTV cameras in cyber cafés, big restaurants and shops have also been ordered to be installed.

A meeting with the GM, Roadways, is also on the anvil to install CCTV cameras at the bus stand and the nearby property.

The police has also requested civil hospitals to be on guard.

The Ambala police, however, is short of staff. At present, it has 50 per cent of the force it needs. The SP says fresh recruitment will take place next month, which will help ease the situation.

Interviews for Class IV posts postponed

Dearth of jobs, a growing tribe of educated, unemployed youth and departments flooded with applications - that is the state of government jobs in Haryana. The latest to fall in this bracket is Haryana’s social justice and empowerment department.

The department was the site of all action today where 300-odd candidates gathered for interviews for 38 Class IV posts advertised sometime ago. The holding of interviews had already been postponed by the department of account of an over-whelming response of 5,500-plus applications for the posts.

While applications opened for scrutiny revealed that undergraduates, graduates and postgraduates were willing to get jobs as Class IV employees, some of the applications are still lying unopened with the department.

Unable to scrutinise all applications given the unexpected response, in its wisdom, the department decided to postpone the interviews and issued a public notice in newspapers on two days.

The notices, published in English and vernacular newspapers, said the interviews would not be held on the appointed dates of December 18 and 19 and that the new date would be intimated later.

Not having read these notices, a handful of the 5,500-odd candidates who had applied for the posts began arriving at the office since early morning.

Unwilling to accept the justifications of department officials and irked with the postponement of the interviews, the candidates expressed their resentment at having had to travel long distances from their place in futility.

Said 35-year-old Dharminder from Jind, speaking for those around him, “It was the department’s responsibility to get through to the candidates and inform them of the changed schedule. Most of us travelled all night to reach this place in time for the interview only to be told to go back. Where is the money to come and go again and again and add to that the inconvenience of travelling in winter for nothing.”

Director, social justice and empowerment, Neelam P. Kasni said issuing a public notice was the best option before them to reach out to all candidates.

“We issued an advertisement in the paper and the candidates applied. We gave a date for the interviews through public notice and they got to know. So, we issued a second notice to say the interviews were being postponed. We did not falter in any way,” she explained.

13 recommended for promotion to IAS

The seven-year-long wait for several HCS officers for their promotion to the IAS ended today.

According to information received here, the selection committee, which met for the third time in Delhi this afternoon, has cleared the names of 13 HCS officers for promotion to the IAS.

Earlier, the committee had met in Delhi on December 11 and December 12, but no decision could be taken. A member of the committee had told The Tribune that since the committee had to scrutinise the service records of nearly 35 HCS officers, the tedious work could not be completed in those two days.

A formal notification is expected within a few days.

Though no official announcement has been made yet about the names of the officers recommended for promotion, it is learnt that Risal Singh Khara has been given seniority from 1999.

Yudhvir Singh Khyalia, Lajvir Singh, Ramesh Kishan, J.P.S. Dahiya and Surjeet Singh will be deemed to have been promoted to the IAS in 2002.

M.K. Mahajan will get his seniority from 2004.

Pradeep Kasni and Praveen Kumar will be promoted from 2007.

M.L. Kaushik, Abhey Singh Yadav, R.S. Kharab and R.C. Verma will join the IAS from 2008.

The last HCS officer to be promoted to the IAS was Neelam P. Kasni in 2001.

A member of the selection committee said the members had maintained a balance between merit and seniority while recommending the officers for promotion.

The Dera Sacha Sauda, which has its headquarters here, has also expressed its desire to adopt the newborn for its “Shahi Betiyan Basera”, a home for orphaned or abandoned girls.

The Tribune had carried the news item “Baby girl found abandoned” in these columns on Thursday after which several persons approached The Tribune and the hospital authorities expressing their desire to adopt the little girl. The girl had been found abandoned on the railway track by a local couple on Monday.

The baby had bruises all over the body due to barbs and pebbles on the track and was gasping for breath when the couple rushed the baby to a private hospital and then to the local general hospital with the help of the police.

Sweety, as she is addressed by the nurses attending on her, is now improving in her health in the maternity ward of the general hospital.

Saroj and Chander Bhan Monga, a couple from Ratia town in Fatehabad, today approached the hospital authorities after reading the news in The Tribune and expressed their desire to adopt the baby.

Saroj said they got married in 1990 and had three sons. They wished to have a daughter too. “My family is incomplete without a daughter. We made several attempts to adopt a daughter in the past but failed. We hope that we get Sweety this time,” she added.

She said she was willing to deposit the money in the name of the girl, if the authorities so desired, when asked how she would be able to look after the girl with the ordinary means, as her husband is a smalltime shopkeeper.

Meanwhile, the Dera Sacha Sauda has also come forward to adopt the baby for “Shahi Betiyan Basera”. A spokesperson for the dera, Dr Aditya Insan, said the dera had been running this home for abandoned girls since January 23, 2007, and 18 girls between the age group of one and a half years to 14 years were being looked after in this home.

“We provide air-conditioned lodging facilities to these girls with the best of educated caretakers. Inmates of the Shahi Betiyan Basera receive education in the CBSE-affiliated Shah Satnam Girls School,” Insan maintained.

Deputy commissioner S.K. Goyal said the social welfare department would act in accordance with the rules before deciding on the adoption.

Opposition parties in Haryana have trained their guns on Chief Minister Bhupinder Singh Hooda following the death of two persons in a clash between the police and villagers in Bhiwani district.

In separate statements issued here today, leaders of various parties like the INLD, the BJP, the Haryana Janhit Congress (HJC) and the BSP have demanded the resignation of Hooda and imposition of President’s rule in the state.

Secretary-general of the INLD Ajay Singh Chautala said the Hooda government had a long list of atrocities on the peaceful and democratic movements of the people. The present case was another addition to the Haryana police’s hall of shame, which had been getting bigger and bigger ever since Hooda took over as Chief Minister.

He alleged that Hooda was working like a despot rather than a public representative. He demanded the registration of a criminal case against the officers responsible for the incident.

Media convener of the BJP Rajiv Jain said the state should be immediately put under President’s rule because the Chief Minister had no control over the police.

General secretary of the BSP Mann Singh Manhera said Hooda had lost control over the administration in general, and on the police in particular. He said the police firings on innocent people had become a rule rather than an exception.

Vice-president of the HJC Krishan Murti Hooda also demanded the resignation of Hooda and imposition of President’s rule in Haryana.

Avian Flu Outbreak in Assam

The avian flu outbreak in Assam has put Haryana on high alert, especially as migratory birds come calling to the lush green bird sanctuaries at Sultanpur and Bhindawas. The wildlife wing of the Forest Department has launched a survey of migratory birds in these bird sanctuaries to check any threat of the deadly avian flu.

Senior officials in the Forest Department informed TNS that surveys would be conducted at both bird sanctuaries. Most of the migratory birds have now started arriving in these sanctuaries and the wildlife officials posted there have been asked to be on the lookout for any dead birds and collect blood samples from migratory birds to check for the H5N1 virus strain (this leads to avian flu).

Wildlife officials have been asked to conduct a thorough check in their areas and report any sick birds or bird mortality (especially gulls, cormorants or bar-headed geese --- the suspected carriers of the virus). The field staff were given instructions on how to handle dead birds (if found) while protecting themselves.

The painted stork, the openbill, the cormorant, the black-headed ibis, the bar-headed goose, the greylag, the goose, the common teal, the pintail, the wigeon, the shoveller, the mallard, the common crane and the coot are some of the birds that visit the lush wetlands of Haryana each year. Thousands of migratory birds visited Sultanpur and Bhindawas last year, including gulls, cormorants and bar-headed geese. The deadly virus in birds is known to jump from birds to territorial animals and even human beings.

S. K. Dhar, principal chief conservator of forests, Haryana, told TNS that blood samples of these migratory birds would be sent to the Indian Veterinary Research Institute, Bareilly. “In fact, we have been collecting samples each year when the migratory birds arrive. Since this year there has been a disease outbreak, we have told our wildlife staff to collect as many samples as possible. There is no case of avian flu in Haryana. We are only ordering a survey of the migratory birds as a precautionary measure," he said.

Since the threat of avian flu has been there for two years now, wildlife officials have been provided with special uniforms, including headgear, shoe covers and gloves, to remove any (suspected) infected bird. Special thermocol boxes were also given to wildlife officials for putting the dead birds (if found) in these and sending them to the laboratory for examination. Wildlife officials have also been asked to create public awareness about the disease.

Students belonging to the Scheduled Castes getting scholarships, rural pensioners and skilled and unskilled labourers working under the National Employment Guarantee Scheme will now use ATMs to draw their funds, pensions and wages, which will be automatically deposited in their accounts

Sirsa has become the first district of Haryana where the biometric system to provide monetary benefits to the beneficiaries on their doorstep has been introduced as a pilot project in five villages.

The authorities claim that no other district in northern India has so far introduced this system, which brings about transparency in the disbursement of funds coming under government schemes. A memorandum of understanding to this effect has been signed between the authorities of the district administration and the local Axis Bank.

A spokesman of the district administration said the system had been introduced jointly by the Haryana Rural Development Authority and Axis Bank in Nuhiyanwali, Bhangu, Anandgarh, Godikan and Sukhchain villages.

Fingerprints and other information pertaining to the identity of 500 persons has been fed in the machine by Axis Bank. A card on the pattern of an ATM card would be issued to the beneficiaries.

He said this card would enable the beneficiaries to draw money being provided to them by the government under various schemes. He said the accounts of all rural people getting benefits under various state government schemes would be opened under the system.

Rural pensioners and skilled and unskilled labourers working under the National Rural Employment Guarantee Scheme and students getting benefits under various educational schemes would be covered.

Bal Urja Rakshak Mission launched
Students to act as ‘energy soldiers’

The state government’s ambitious programme, the Bal Urja Rakshak Mission, which is aimed at utilising the potential of the state’s students by training them as “energy soldiers”, was launched at a state-level ceremony here today.

To mark the formal beginning and implementation of the project, the Haryana Renewable Energy Development Agency (HAREDA) signed an MoU with the Management Development Institute (MDI) here today.

The agreement was signed by Sumita Misra, director, HAREDA, and Dr Atmanand, dean, School of Energy Management, MDI, Gurgaon.

N.K. Singh, MP and chairman, MDI Board of Governors, and Haryana minister for power and public health Randeep Surjewala, were also present on the occasion.

As per the agreement, HAREDA and the MDI will jointly work for capacity building and developing training programmes in the areas of energy conservation, energy efficiency, demand-side management and renewable energy.

The two will collaborate and conduct seminars, conferences, meetings and workshops on management, implementation and awareness needs of various stakeholders to enhance their understanding of energy areas. They will work for creating awareness among schoolchildren on energy efficiency, conservation, and climate change.

In his address, Surjewala said because of inefficient use of energy, Haryana alone lost about 300 MW annually which cost Rs 4,200 crore. He said about 600 MW could be saved in the state by adopting energy-efficient techniques.

He said the use of CFL bulbs and T-5 tube lights in street lights in the areas of municipal bodies and HUDA sectors would be made mandatory.

Surjewala lauded the efforts of HAREDA for effectively spreading the message of energy conservation and gave away the energy efficiency awards to industrial units and organisations. He also gave away prizes to the winners of state-level essay writing and quiz competitions.

The minister gave first prize comprising Rs 2 lakh and a shield to Bharat Electronics, Panchkula; the second prize of Rs 1 lakh and a shield to the Indian Oil Corporation’s Panipat refinery and the third prize of Rs 50,000 and a shield to DCM Textiles, Hisar, for their excellence in energy conservation during 2007-08.

In the government buildings' category, the second prize of Rs 1 lakh and a shield has been awarded to Shri Mata Mansa Devi Shrine Board, Panchkula.

Mishra said the Bal Urja Rakshak Mission would be initially launched in Gurgaon in 26 schools selected for the purpose.

“The project will create nearly 500 energy soldiers in Gurgaon alone, which will help in creating awareness among 25,000 students,” she said.

Work begins on treatment plant

Residents of Bandhwari village and the surrounding areas will soon get a solid waste treatment plant along with a green belt situated along the border area. The Faridabad district authorities started clearing the construction site for the purpose on December 16.

“The municipal and administrative authorities have obtained the necessary clearance and permission and completed other formalities for establishing the plant near the village,” said Anil Mehta, executive engineer of the Faridabad Municipal Corporation.

“As the site is situated on the border of Faridabad and Gurgaon, the project is a joint venture and the land has been been given to us by the Gurgaon Municipal Corporation on lease for 30 years,” Mehta stated.

He told The Tribune, “In this integrated solid waste treatment plant, 1,000 tonnes of garbage can be dumped every day of which 600 tonnes will be from Faridabad and the remaining 400 from Gurgaon,” he said.

“Our target is to complete the project within 18 months and if there is no obstruction, we hope to complete it in one year,” Mehta said.

To prevent any obstruction by villagers, more than 200 police personnel were deputed at the site. Besides, all roads leading to the site were closed for the public.

Rajiv Sharma, municipal commissioner, Gurgaon, and Manjit Singh Ahalawat, joint commissioner of police, Gurgaon, also visited the spot.

Meanwhile, residents of Bandhwari and the surrounding villages tried to protest but were not allowed to visit the site. Jai Bhagwan, sarpanch of Bandhwari, said, “We were agitating at a distance from the site, but were told that no plants will be damaged and nothing will be done as officers have come here just for a survey. However, they got JCB machines and started construction work. We are now waiting for the court decision.”

Vehicles to display anti-foeticide stickers

To give a fillip to the anti-female foeticide drive, the Red Cross Society has decided to print stickers bearing anti-female foeticide slogans and to stick these on over 4,000 vehicles.

Deputy commissioner Mohammad Shyin, who is taking keen interest in boosting this drive in the district, has asked the secretary of the society to get over 4,000 stickers printed and deliver them to owners of two-wheelers and four-wheelers. He has also asked the Red Cross functionaries to ensure that these stickers are pasted on vehicles.

Earlier, Shyin had gone to the house of a family in Kudal village in the district where “kuan pujan” celebrations were going on after the birth of a girl child. He had given a letter of appreciation to the couple and announced on behalf of the district administration to honour all families in which a girl would be born between December 14 and January 31.

Talking to this correspondent, Shyin said the drive to paste stickers on vehicles would be launched from tomorrow. In the first phase, stickers having slogan “beti bachao” would be pasted on all three-wheelers in the district.

State school science exhibition

A Haryana state school science exhibition opened here at the State Council for Educational Research and Training yesterday.

It was inaugurated by divisional commissioner D.P.S. Nagal. The theme of the three-day exhibition is science and technology for global sustainability.

The exhibition has been organised by the SCERT in collaboration with the NCERT in which 226 students and 148 science teachers from 20 districts of the state are participating. As many as 187 stalls have been put up relating to subjects like agriculture and food security, harnessing energy, disaster management, conservation of natural resources and mathematical ability.

Nirmal Lather, director of the SCERT, told The Tribune that student teams which won the first and second positions in their respective districts were participating in the state-level exhibition. The top three teams would be given prizes of Rs 1,000, Rs 750 and Rs 500, respectively. The best five exhibits would be sent to the national-level exhibition.

The body of the victim was today handed over to the family members after a postmortem at the local Civil Hospital.

A case of murder has been registered against Punit, Manjeet and others of Sandal Kalan village on the complaint of victim’s brother Vikas.

The incident took place when Joginder was standing at the bus stop after his motorcycle had developed some snag around 10 pm.

The gangsters also hammered the victim with iron rods. Joginder reportedly died on the spot.

The SP said he had brought disrepute to the entire police force by his act and conduct which was unbecoming of any member of the civilised society and more so a member of the disciplined police force.
