Dehradun, November 20 A meeting of the Uttarakhand Congress Legislature Party (CLP) here today decided that 20 Congress legislators would abstain from voting in the Rajya Sabha elections scheduled for tomorrow. The move has paved the way for a smooth win of the ruling BJP candidate and former Uttarakhand Chief Minister Bhagat Singh Koshiyari. The Bahujan Samaj Party (BSP) with eight legislators in the assembly has already announced that it will abstain from voting. The RS election has exposed the growing factionalism within the Uttarakhand Congress. Harak Singh Rawat, Leader of the Opposition, who had fielded a local Congress leader as Independent to fight the BJP, back out after a strong reprimand from the party
leadership. " We have decided to abstain from polling on the instructions of the party high command," he said. He could not give a plausible reply as to why he had decided on making an Independent file nominations, with seven Congress legislators proposing his name, without taking the party high command into confidence. " It is not tantamount to indiscipline since they have not voted for the Independent," Harak Singh replied. Sources say Harak Singh along with the Rawat camp had decided to fight the lone Rajya Sabha seat as he did not want a “walkover” by the BJP. He was banking on the BSP support. However, a combined Opposition with only 28 legislators had no chance of winning the seat. Uttarakhand Congress President Yashpal Arya was against the move. He saw it as a conspiracy by his rivals to belittle him with another electoral defeat. Arya complained to the party high command. Party co-in charge Bhola Pandey rebuffed Harak Singh and asked him to ensure that no Congress legislator participated in voting. “It was decided by the party not to contest the poll," said Arya on the phone. Dehradun, November 20 Though students claimed they were protesting against the alleged lathi charge on students in the college by the police, the latter denied the charge. The police claimed that it had only dispersed the students and ABVP activists indulging in hooliganism, damaging college property. The police arrested ABVP district president Jatinder Moni and booked him under Sections 147/504/427 of the IPC. “Following a tiff with the college authorities, college student council president Uma Rawat called some students from outside. Thereafter, the students went berser, damaging college property,” said Kotwali police station in charge J.P. Juyal. He denied the police had resorted to a lathi charge. “We only dispersed the students and arrested Moni, who was leading the protesters,” he claimed. In the afternoon, the protesters demanded the release of Moni, arrest of college principal Indu Singh and suspension of SHO Juyal. They staged a dharna at the Clock Tower. They raised slogans against the police and blocked traffic for two hours. Addressing the protesters, student leader Uma Rawat alleged the college principal had slapped her. “We (students) went to the principal and asked her about the college funds. She got angry and slapped me. Thereafter, she called the police which resorted to a lathi charge,” she alleged. Rawat also alleged that the ABVP district president of had been arrested for no reason. The protesters lifted the dharna on persuasion by the SDM Ajay Arora that their demands would be looked into. |

Khanduri aims to minimise tax

Dehradun, November 20 Inaugurating the two-day biannual convention of Vanijaya Kar Sewa Sangh here, Khanduri lauded the good work done by the commercial tax department which collected more than target revenue till the end of second quarter this fiscal. Admitting that there was no foolproof system at all the five entry points on the state’s border, he however expressed hope that the department could raise more revenue by having a more efficient checking system. The department has fixed a target of Rs 1,842 crore for the current financial year. Though the CM did not announce acceptance of any of the 20 demands put forth by the Sangh but assured he would take up necessary steps in consultation with the finance department in this regard. Notably, the CM has the finance portfolio with him. But particularly referring to the shortage of staff, he assured to do the needful soon as he was aware of the difficulties being faced by the department due to lack of adequate staff strength. But he expressed inability to say anything on the issue at the moment as the government would have to first look into the aspect of affordability in light of financial burden that the state was going to bear on account of revision of salaries as recommended by the Pay Commission. “I do not want situation in which the government is unable to pay salaries like in the case of some states,” he categorically said while exhorting the officials of the department to work hard in the larger interest of the state’s development. Presenting the vote of thanks, the patron of the Sangh and additional secretary, finance C.S. Semwal assured support by the staff of the department. On behalf of the Sangh, he thanked the CM for lending a sympathetic ear to their problems. He requested the CM to consider the proposal of rewarding the officer for good performance on the pattern of the central tax departments. A large number of officials of the department from all over the state were present. |

All set to bring social change
Dehradun, November 20 Fully aware that rural India is crying for attention, CAPART is increasingly focusing on youth, providing a platform for them to work in the villages. “They can act as agents of social change. Our refresher course for young professionals at training resource centers has been crafted specifically for building sensitivity and ground level exposure about the conditions and needs of the rural people, informed D.G.V. Venkatachalam of CAPART. Coming from diverse fields, such as management, engineering and academics, the young professionals will be living at HESCO, a CAPART resource center whose activities extend in the Himalayan states, providing technology enhanced solutions to the villagers. While welcoming the participants Dr. Anil Joshi, patron HESCO said, “there is a difference between NGOs and business houses that are also embracing social responsibility as part of corporate best practices, but I must tell you that when you go back from here you will be going with the mission of service serving without keeping the financial remuneration in mind.” Adding that outside the classroom, the young professionals will have to visit the villages, understand the working of HESCO and the problems of the hill people. “When you will be approaching area of your work, it will be with a lot of sensitivity about the needs of the villages, I hope a broad consensus will develop on the issue that concerns most of us, what do we have to offer to the villages who are facing massive changes, their land is being taken away,” said Dr Joshi. |

MC, hoteliers discuss garbage management
Dehradun, November 20 Mayor Vinod Chamoli has suggested for constituting a committee comprising Municipal Corporation officials and the hoteliers for finding a permanent solution to aggravating solid waste disposal, particularly generated from hotels. “It was better for the both the corporation and hoteliers to find solutions in time before things go out of hand”, he said adding that the corporation was fast working towards making Dehradun a binless city starting initially from some of the wards. SP Kochar from Doon Hoteliers Association said any arrangement between Corporation and hoteliers towards disposal of solid waste should have consent of all hoteliers. Most of the hotel owners were also of the opinion of fixing time and points for the collection of garbage from hotels. The Corporation officials led by chief executive officer Sushil Kumar said segregation of garbage on part of hotel owners would also help the corporation in ensuing better disposal mechanism. L. Mody, another hotel owner assured corporation on part of hoteliers towards improving garbage disposal system within the hotels of the city. There are as many 135 hotels in the city and they significantly contribute to the generation of solid waste. Including chief health officer, Dr. Gurupal Singh, senior corporation officials, 70 hoteliers were present at the meeting. |

Forest guards adamant
Dehradun, November 20 The Uttarakhand Forest Guards Association said it would intensify the agitation if the government response was not favourable. RR Painuily, general secretary, Uttarakhand Forest Association, said while the forest guards would gather and force closure of the Corbett and Rajaji Parks beginning October 23. While forest guards deployed at Kumaon, Pauri, Chamoli, Rudraprayag, Uttarkashi and Tehri will leave for Corbett on November 23, those at Chakrata, Kalsi, Dehradun and Haridwar would reach Rajaji by November 22 evening. — TNS |
Cops, MC staff face encroachers’ ire
Dehradun, November 20 A few policemen and corporation employees suffered minor injuries following stiff opposition from a large crowd. After the crowd resorted to brick-batting, force was used to control it. Leading the drive, chief executive officer DMC Sushil Kumar said there was widespread encroachment in Lohianagar that could not be allowed. He said the corporation would continue with its anti- encroachment drive in the area. There has been growing pressure on the Dehradun MC to remove encroachments on its land. |
Downpour brings chill
Dehradun, November 20 The season's first rainfall took the people unawares. Priyanka, a lawyer, was in two pullovers to protect herself from the biting cold. The change in temperature was particularly unwelcome harsh on school kids. Not a single student headed for school was seen without a coat. There were some like Shamita of Class III, Scholars Home, who made chilly weather an excuse to skip school. Dehradun seemed to be celebrating the arrival of winter. People were seen sipping tea and wearing jackets and shawls for extra warmth. Respite came with the sun's rays later in the morning." I am glad it got sunny or else it would have been difficult to move", said Seema Bisht, a housewife. "Winters in the hill regions are never easy, but I enjoy my hot cup of tea and a walk in the woods. Sunshine adds to the beauty of nature ", said Ramesh Gupta of Mussoorie. "Rather than fearing icy winter days, one should unwind and enjoy the freshness and calmness of the season because winter too has its merits", feels Sakshi. |
Third murder accused in net
Dehradun, November 20 The police have also recovered a chopper and bloodstained clothes from Thapa’s possession. Two of the accused, Chetan and Mangal, have already been arrested on November 16. “It was Vijay Thapa who had killed Sunil by hitting him on the head with a chopper,” said Dehradun SSP Amit Kumar Sinha. On Monday, the police got a tip-off that Thapa was at his Indira Nagar residence from where he was nabbed yesterday. |

Dehradun, November 20 It was an easy win for Bala Hissar over Hilton School in the first semi-final. Hissar’s team was in a good nick and led by 9-3 at the end of the second quarter of the match. But the third quarter was a decisive one with Hissar spikier dominating the whole quarter. They scored 11 points taking the points tally to 20-3. The game finally ended with Hissar beating Hilton by 28-5. For Bala Hissar Trilok scored the highest 14 points. In another semi-final match Heritage outclassed Summer Valley School (39-14). Taking an initial lead in the first quarter Heritage team maintained this lead right till the end. By the end of the second quarter Heritage lead by 16-7. Heritage team was on the offensive in the third and fourth quarter as they added 23 points to the score to win the match. |
Prem Nagar gets hospital
Dehradun, November 20 Stating this at the inauguration of thec 30-bed State Joint Hospital at Prem Nagar today, Khanduri said his government was committed to the expansion of health infrastructure in the state. Built at a cost of Rs 3.02 crore, the hospital would provide medical services to patients from villages and areas adjoining Dehradun and help reduce the pressure on Doon Hospital. The Chief Minister said the government had taken several steps to overcome the shortage of doctors, “by providing scholarships to meritorious students who can study at Srinagar Medical College at a yearly scholarship of Rs 15,000. A medical college is coming up at Almora,” Khanduri said. He said at Pandit Deen Dyal Upadhyay, Emergency Services had been started under which 13 ambulances would be attached with every district. “Villagers living in remote areas will be able to get emergency medical services at their doorstep,” the CM said. |

Dehradun, November 20 Earlier in the day Nari Shilp beat D.A.V. (PG) College 25-11 and 25-13 in the first semi-final to advance into the final. In second semi-final Shrada Shishu Vidhya Mandir Chhiddarwala defeated M.K.P. by 25-20 and 25-19. The tournament was organised by District Sports Office. In all 6 teams took part in the tournament. |
