The police today claimed to have solved the murder case of 17-year-old Sunil Devrani. The police has arrested two persons in this regard, while one of the accused is still absconding. Disclosing this at a press conference, Dehradun SSP Amit Kumar Sinha informed that accused have been identified as Mangal Singh, Chetan and Vijay Thapa.

Forest guards pour into Doon

The forests of the state have been literally left to the mercy of poachers as most of the state’s forest guards have started reaching Dehradun to participate in the protest rally slated to take place tomorrow.

At least 2,000 guards, who are the backbone of security arrangements in the forests, are demanding better pay and promotion benefits. After obstructing the opening of Corbett and Rajaji Park parks on Saturday, the guards today started preparing for the state capital rally.

“As we have now decided to shift the focus of our agitation to Dehradun, all forest guards have started arriving in the capital city for participating in tomorrow’s rally,” R.R. Painuily, general secretary of Uttarakhand Forest Association said.

However, the state chief wildlife warden Srikant Chandola denied any major threat to the protected areas. “There is no immediate threat to the protected areas as forest guards are manning them,” he said.

Meanwhile, as the forest guards prepare for tomorrow’s rally in Dehradun, normalcy was restored in Corbett and Rajaji National Parks and the flow of tourists resumed.

Painuily, however, said they were in no mood to withdraw the stir until their demands are addressed. He held that while the principal chief conservator of forests always adopted a sympathetic attitude towards their concerns, the state government was least bothered about them.

“We have unlocked the gates of the two parks as we have now decided to shift the focus of our agitation to capital Dehradun,” Painuily said.

On the other hand, officials said the dialogue with forest guards was in progress and their concerns were being taken up systematically.

Even as forest minister Bansidhar Bhagat and the secretary Anup Vadhwan are holding talks with the representatives of the agitating guards, the group would begin tomorrow’s rally from the state forest headquarters and conclude it at the secretariat. This would be followed by a dharna outside the secretariat on November17.

Dixit Committee report under study: Khanduri

The recommendations of Justice Dixit Committee on the location of the new capital of Uttarakhand is under consideration of the government and a decision would be taken after studying all related aspects, Uttarakhand Chief Minister B.C. Khanduri said today.

Khanduri, who was here in connection with a function organised by Rashtriya Yoddha Smarak Samiti (National Warriors Memorial Committee) to mark the death anniversary of Prithvi Raj Chauhan, said the committee, set up seven years ago, has recently given its report. However, he remained non- committal about the new location.

Referring to dissidence in the party, with former Chief Minister Bhagat Singh Koshiari raising a banner of revolt, Khanduri said it was an internal family matter that has been resolved. When asked how long the truce would continue, he said it is not a truce but a permanent settlement.

Accusing the Congress and the UPA of playing vote bank politics on sensitive issues involving religious sentiments of Hindus, Khanduri said the Sadhvi Pragya Thakur case was a recent example of the myopic vision of UPA. “The Congress has always discriminated against Hindus and hurt their sentiments,” he alleged.

Stressing the need to incorporate the chapters on national heroes and our rich traditions in textbooks, Khanduri said the posterity must be taught history in right perspective in order to motivate future generations.

“It is unfortunate that students are still taught the colonial history written by foreign authors, which drives the younger generation away from our rich cultural traditions,” he lamented.

Khanduri said the education system introduced by the British should be changed and value-based education should be introduced to make every India proud of his cultural heritage and history.

Former Himachal Governor V.S. Kokje in his message on this occasion said: “History forgets the countries that forget their history.” He urged the people to pay due respect to national heroes, warriors, freedom fighters and soldiers.

Paying rich tributes to Prithvi Raj Chauhan, he warned people against vested interests trying to divide the country on caste, regional and religious lines, adding that all such attempts should be thwarted.

Rajya Sabha Poll
Cong divided over candidate

The state Congress seems to be divided on the issue of fielding a candidate for the lone Rajya Sabha seat, elections to which would be held on November 21.

While state Congress chief Yashpal Arya was against fielding any candidate for the seat, his rivals have propped up a local Congress leader as an independent. Interestingly, seven of the party legislators did propose the name of Manish Verma while filing nomination for the seat.

The lone Rajya Sabha seat has fallen vacant following the retirement of Harish Rawat, a former state Congress president, this month. Ruling Bharatiya Janata Party (BJP), having the requisite majority in the assembly to win the seat, has fielded former Chief Minister Bhagat Singh Koshiyari.

Since officially Congress was not interested in fielding any candidate, it was expected that Koshiyari would be elected unopposed. However, a rival faction of the Congress, led by leader of the opposition Harak Singh Rawat who has the backing of former state Congress chief Harish Rawat and his group of legislators, fielded Manish Verma, a local Congress leader, as an independent candidate.

This has created further division amid the already divided Congress house as well as party legislators.

Yashpal Arya has categorically said that Congress was not interested in any contest while Harak Singh Rawat argued that a fight should be given to the ruling BJP. He pleaded that since Congress and Bahujan Samaj Party (BSP) are not on best of terms at the national level, both the parties can still support an independent.

Rawat is also reportedly in touch with BSP legislators on the issue. In the state assembly, the Congress has 20 legislators and BSP eight.

On the other hand, Yashpal Arya has reportedly complained to the party high command about fielding of an independent candidate by party legislators. “There is no decision about fielding or supporting an independent candidate,” he said.

His supporters allege that an independent candidate has been put up by rivals in the Congress to again show Yashpal Arya in bad light, as victory of the BJP candidate is a foregone conclusion.

Minor fire in SBI branch

Fire broke out in State Bank of India, Rajpur Road branch, housed in Windlass Complex near Dhara police picket, here today morning. However, nobody sustained any injury as the bank was closed.

According to fire officials, short-circuit was the main reason behind the incident and apart from some files, computers in one room were gutted in the fire.

Since fire broke out in the first floor of the complex, officials who had rushed to the spot along with two fire tenders found it difficult to douse the flames from the window, and had to break open the locks of the main gate of the bank. In the meantime, two more fire tenders from ONGC were called. Finally at around 12.30 pm, officials managed to control the fire. Dehradun SSP Amit Kumar Sinha, SP City Pushpak Jyoti and circle officer Dalanwala Ajay Singh also reached the spot to take stock of the situation.

Rly station to get makeover

Haridwar railway station is in for a total makeover in view of the Kumbh Mela to be held in 2010. The present railway station complex having a shoddy look will be a thing of the past.

Haridwar railway station has recently got A-1 status, making it the first station in the Moradabad Division to be granted this privilege.

Omkar Singh, divisional railway manager (DMR), said that later, efforts would be made to make Haridwar railway station up to world class status. At present only Mumbai railway station has got the world class status in India.

With a plush new hotel and a food plaza planned, the station will don a new look and will be in sync with other major railway stations in India. "The present shops will be removed to pave the way for this project," informed DRM Omkar Singh.

Corporal punishment at some schools worries Guv

The Uttarakhand Governor B.L. Joshi has expressed concern over the menace of corporal punishment in some schools. Addressing a gathering at the annual function of the Himalayan Public School, he said instead of physical punishment emphasis should be laid on finding out other ways to make the child understand.

Joshi said education is a medium that not only develops the personality of an individual, but also contributes towards forming a better society. He also gave away prizes to meritorious students.

Others present on the occasion included former Uttarakhand Chief Minister Nityanand Swami and former Governor of Delhi H.L. Kapoor.

Kumbh Mela
Orders to speed up work

The commissioner Garhwal, Subhash Kumar, yesterday expressed anguish at the slow pace of preparation works for the Kumbh mela during a review meeting of officers of Public Work Department, Uttaranchal Power Corporation and Ganga Pollution Control Board.

He also passed strict orders that the allotted money should be fully utilised and no amount should get lapsed. The commissioner was reportedly annoyed by the absence of the PWD chief executive engineer from the scheduled meeting.

Out of a total amount of Rs 1311.21 lakh, only Rs.136.75 lakh has been spent by the PWD till now, whereas the power corporation has spent only Rs 295.20 lakh of the total allotted Rs 412.98 lakh.

Encroachments leave no space for govt offices

Dehradun District Administration has launched a special drive to put things in order following large scale encroachments on public land in the valley.

Things have come to such a pass that the large scale encroachments on government and Gram Sabha lands have left very little scope for establishing even government offices on these patches of land. With Dehradun being the capital of the state, the violations galore throughout the district.

District magistrate Amit Negi says, "I have sent out orders across the districts in various blocks asking the revenue officials to furnish details about government lands and the patches of land belonging to the Gram Sabhas."

Negi further disclosed that a public drive is also being initiated to bring the erring revenue officials to book in cases of land deals and transfers. "I have given instructions that land mafia will not be allowed to thrive in the district. People must come forward with complaints regarding involvement of Patwaris and other revenue officials regarding violations in land deals," he said.

He pointed that the administration is not opposed to property dealers doing their business in a clean way. "But it has been observed that these dealers in connivance with officials are very often involved in grabbing small pieces of commercial land. We want to discourage this," Negi asserted.

The impact of global recession along with the new Land Act implemented by the Uttarakhand government has taken its toll in the property market. The new Land Act brought into existence by the Khanduri government provides for a maximum purchase of 250 yards of land for housing purpose by those who are not residents of the state. For purchasing additional land, the purchaser will have to take permission from the DM office. Earlier the ceiling was 500 yards.

Talking about global recession Negi disclosed," The numbers of registrations of plots of land have gone down considerably in the last year.

Earlier we were recording at least 200 registrations per month but at the moment it has come down to half," he said.

Dehradun has a peculiar problem. Given its topography of being a valley, there is a limit for its horizontal expansion and it cannot go in for large scale vertical expansion because it falls into the category of high seismic activity zone.

Murderers nabbed: Cops

The police today claimed to have solved the murder case of 17-year-old Sunil Devrani. The police has arrested two persons in this regard, while one of the accused is still absconding. Disclosing this at a press conference, Dehradun SSP Amit Kumar Sinha informed that accused have been identified as Mangal Singh, Chetan and Vijay Thapa. He further said that raids are being conducted to nab Thapa, who is still on the run.

It may be mentioned here that while Sunil was passing from Tea Estate, near Telpur, in Vasant Vihar area on November 13 morning, some unidentified persons had murdered him and later dumped his body in a secluded place.

Though, initially police had cited robbery as the main motive behind the murder but during investigations, it came to light that it was a pre-planned murder. “During interrogation, the accused confessed that from past many years, Sunil’s mother Bhagarathi Devi (35) was having illicit relationship with Mangal. And sometime back, she developed relations with Chetan as well”, disclosed SP City Pushpak Jyoti.

SP City further said that few days after Diwali, Sunil had spotted his mother in compromising position with Mangal. He further informed that at that time, both Bhagirathi and Mangal had apologised to Sunil but later Mangal and Chetan started planning to eliminate Sunil.

“Mangal also involved his brother-in-law Vijay Thapa in the conspiracy. Since, Vijay was having some personal issues with Sunil’s family, he agreed to help Mangal and Chetan. Finally, on November 13, at around 5 am, the trio of Mangal, Vijay and Chetan stopped Sunil near Tea Estate and brutally murdered him”, informed Jyoti, adding that soon they will arrest the third accused Vijay Thapa.

Meanwhile, Dehradun SSP Amit Kumar Sinha has appreciated the Circle Officer (Sadar) J.C.Tamta, Station Officer, Clement Town B.D.Uniyal, Station Officer Vasant Vihar Tushar Bora and Incharge Indira Nagar Police Picket Pradeep Kumar Rana, for solving the case within just three days of the incident.

Uttrakhand beats Delhi

Uttarakhand crushed Delhi by an inning and five runs in the 10th Little League National Baseball Championship that was underway at Rangers Ground, here today.

Uttarakhand won the toss and decided to field. In the first innings none of the team scored. But Uttarakhand leads the second inning by one run. The third inning saw Delhi on the offensive. They took a big lead in the match, swing the match in their favour, Delhi strikers scored five runs to lead 5-1 in the match.

For the third position match was played between Orrisa and Maharashtra. Orrisa won the match it defeated latter 7-0.

In the first semi-finals Delhi beat Orrisa by 17-3 to make its way to finals.and Uttarakhand outclassed Maharashtra by 13-3.

Welham boys registered its victory in 7th Inter-School Roller Skating Competition underway at Cronia School, here today. Brightland and Welham School children bagged the maximum medal in the competition.

In its first match Welham beat Cronia Group 5-2 while in the second match it overpowered Doon International by 6-1.
