Khenal here has convicted one Pratap, son of Ganga Ram, a resident of Lug Valley of the district, for possessing 4.5 kg of charas and sentenced him to 10 years rigorous imprisonment. A fine of Rs 1 lakh was also imposed on him. In the case of non-payment, the accused would have to undergo additional imprisonment for one year.

The vigilance and anti-corruption bureau today submitted a charge sheet (challan) against the former minister Singhi Ram, former Chairman of the Himachal Pradesh Board of School Education (HPBSE) Rahi and deputy secretary in the board Surinder Malhotra, in fake certificate case of the daughter of said minister in the court of district and sessions judge here today.

The challan was to be submitted in the court of special-cum-additional district and sessions judge SL Sharma. Since he was on leave today, the vigilance officials from Shimla submitted the challan in the court of district and sessions judge.

The sources available here said that in the charge sheet the vigilance bureau had levelled allegations of preparing fake certificate of Upma, daughter of Singhi Ram and abuse of official position on all the accused.

It has been alleged that Upma was the student in Sanawar school. She, however, failed to qualify in 10+2 examination at the school. However, even after that the accused prepared a fake certificate from the HPBSE that helped Upma in getting admission in Shri Ram College at Delhi.

The vigilance on a tip-off in the case had initially arrested Surinder Malhotra in the case who allegedly spilled beans in the case. He later offered to become an approver in the case.

Charges have been framed against the accused under sections 420, 468 and 471 of the IPC. The maximum imprisonment under the said sections can extend up to 10 years.

The vigilance had confiscated typewriters that were allegedly used to type the marks over the detailed mark sheet issued to former minister’s daughter. During investigation it was also allegedly found that three mark sheets were issued in the name personal assistant of BR Rahi.

Though the charge sheet has been submitted in the court of district and sessions judge, the case would be heard by the special judge-cum-additional district and sessions judge, Dharamsala. The sessions judge would forward the charge sheet to special court.

The vigilance officials kept the move to file charge in the case a closely guarded secret. Even the local office of vigilance was allegedly not informed about the move.

State to invest Rs 155 cr in bringing up poly houses: CM

Dharamsala, October 31
The government is planning massive infrastructure development for motivating state farmers towards growing cash crops. The Chief Minister Prem Kumar Dhumal said this while addressing a public function in Fatehpur block of the district today.

He said that the state government was planning to invest Rs 155 crore for constructing 28000 poly houses in the state. In Kangra district alone 4600 poly houses would be constructed.

The poly houses would boost the produce of cash crops like off-season vegetables and flowers in the state, he said.

Growing cash crops in poly houses is being projected as the only viable alternative for farmers of lower areas by the experts in the state agriculture university also. However, the experiment with exotic and vegetables in the state has brought losses for the farmers this year.

As some of the farmers made good profits in exotic vegetables and flowers last year many farmers ventured into said crops this year. The result was glut in market and crash of prices.

In addition to that the experiment with poly houses is not likely to achieve that success with poor farmers who cannot afford to take risk and market their produce. Until and unless assured financial support is given to small farmers for diversifying to cash crops and adequate marketing facilities are created the experiment is not likely to yield desired results.

The Chief Minister also claimed that the present government in the past 10 month had initiated process to recruit 26000 youth. Out of these 18000 would be recruited in the state education department only.

Residents rue non-supply of drinking water

Palampur, October 31
Despite the fact that the Irrigation and Public Health Department has suffered a loss of Rs 3 crore till date due to the dumping of debris in the water sources of the department, the authorities concerned so far failed to initiate any action against the defaulter company- Om Power Corporation. The company had executed a 15-MW power project in the Neugal river, which was a major source of drinking water for the 3 lakh residents of Palampur region of the state.

The three major water sources supplying drinking water to the town and adjoining panchayats have been badly damaged because of the dumping of debris and clay into these sources by the company.

Executive engineer of the department L.R. Chaudhry has written many letters to the management of the company, demanding compensation but all in vain. Neither the company has paid any damages to the department nor gave reply in this regard.

Meanwhile, half of the town is without drinking water for the past one week. Residents are moving from pillar to post for water. Even in many VIPs areas, taps are dry.

Sanjeev Soni, Pardhan Lohana Panchayat, a worst affected area, said the main water source was damaged. The IPH authorities had made alternative arrangement of drinking water to these areas, which also failed to meet water requirements.

He said in his panchayat there was no water for the past 15 days. He said a deputation of panchayat also met the IPH minister Ravinder Thakur in this regard.

Parveen Sharma, an MLA, today visited drinking water sources and water tanks and reviewed the situation.

He told mediapersons that because of damage to the water sources, the water inflow to the water tanks had reduced, which caused acute shortage of water in the town.

He said because of the non-cooperative attitude of the company, the department could not take the repair of damaged water sources.

Sharma said he had also apprised the J.P. Nadda forest and environment minister, who assured action against the company under the environment law, as it also caused loss to green cover in the Dhauladhar hills.

Sharma urged Chief Minister Prem Kumar Dhumal to intervene and initiate action against the company, which had created water crises in Palampur.

Agreement inked with Samtech Infonet Ltd

The state government today entered into an agreement with M/s Samtech Infonet Limited for executing two major projects for the development of AGRISNET Portal and development of system for the Departmental Court Case Monitoring System.

Director of information technology Subhasish Panda signed accords on behalf of the state government. Secretary, information technology, B.K. Aggarwal, said the objective of AGRISNET was to create an interactive government to citizen (G2C) interface for farmers and government-to-government (G2G) services for the departments of agriculture, horticulture, animal husbandry and fisheries.

He said the proposed system would maintain a database pertaining to various activities of the respective departments.

Video conferencing facility would be provided to farmers of the state to interact with experts in the field of agriculture and allied activities.

He said training had been imparted to about 500 employees of these departments and hardware and system software had been installed right down to the district level in the first phase.

In the second phase, the required infrastructure would be provided up to the block level

He said the case monitoring software was meant to provide online information about the current status of cases and to help the departments to take remedial action to reduce delays and to avoid further litigations.

Gulzar to attend programme

The Indian Institute of Advanced Study (IIAS) is organising a two-week autumn school on ‘Orality and Oral Cultures’ here from November 1. Noted poet and film personality Gulzar will inaugurate the programme which will focus on the neglected but vital oral resources of literature during the school.

Director of the institute Peter Ronald deSouza said the decision to host Summer School, Autumn School and Winter School during the course of the year in addition to the national and international seminars which were regularly held on thematic issues was part of the plan give fillip to academic activities. The programmes were aimed at bringing together young teachers and researchers and senior academics from various parts of the country in interactive sessions.

Satish C. Aikant, a fellow of the institute, is the convener of the Autumn School in which several prominent writers and scholars will participate. They include author and publisher Urvashi Butalia, Professor of English at the IIT, Delhi, Rukmini Bhaya Nair, a reputed writer Aruna Chakravarti , professors from JNU Sadhana Naithani, scholar-activist and chairman, Bhasha Trust, Vadodara, Ganesh Devy and Ravikant Sharma and Priyadarshini Vijaisri, both from the Centre for the Study of Developing Societies, Delhi. The 50 participants will include about 20 resource persons.

National workshop begins

A two-day national workshop on the sustainable development of hilly areas being organised by the department of architecture commenced here today at NIT, Hamirpur. The conference was inaugurated by I.K. Bhatt, director of the institute, while architect K. Jaisim was the chief guest on the occasion.

Speaking on the occasion, Bhatt laid stress on the development needs of hilly region.

The main aim to organise the workshop is to devise strategies for the development of hilly areas.

Nearly 150 students of various architecture colleges are attending the workshop, while 200 participants from the NIT are also attending it.

Several architects from throughout the country presented their papers.

Health-related data at click of button

Taking lead over other states the Himachal government has decided to put an integrated health information system in place to make available on a click of a button the complete health-related data pertaining to the 12.5 lakh families of the state, besides details of various government health programmes and interventions, vital indicators and other statistics.

The web-based health information is being developed using the e-kutumb software designed for maintaining family data pertaining to anganwadis. It is being modified and upgraded to include complete family data based on panchayat records to ensure that no household was left out. The disease profile, immunisation status and other data details regarding each family will be included in the comprehensive data base to support decision making, health care delivery and management of health services right sown to the grassroots level.

The birth and death register will also be integrated into the system to ensure that data pertaining to families is automatically updated. Disease surveillance will also be an integral part of the system and it will also enable the health department to closely monitor the impact of the various health programmes being implemented in the state.

“At present the health-related data base is very fragmented and there is no integrated system. A number of stand alone information systems, mostly catering to the needs of national programmes are in operation. Moreover, the essential information required for effective planning, monitoring and evaluation is largely unavailable. Hence the need for an integrated system, explains principal secretary, health, Deepak Sanan.

Once the basic data is incorporated into the system, the health authorities will be able to keep track of patients of tuberculosis and AIDS which required regular treatment. The doctors will be provided training for reporting information regarding morbidity and mortality so that the system reflects the changing disease profile in real time. The flow of useful information from the grassroots level will enable the government to effect required midcourse changes in policies and interventions to ensure that the programmes yield the desired results, he adds.

The government also plans to introduce toll free call centres for availing ambulance services covering the entire state. The system will be based on global positioning system to ensure that the services were made available in shortest possible time.

Breeding expert engaged

The state government will provide fillip to the conservation breeding programme for endangered pheasants under the technical guidance of the renowned conservation pheasant breeding expert John Corder for the captive breeding of the endangered cheer pheasant and the pure blood red jungle fowl in the state.

The issue was discussed during his meeting with the minister of forests J.P.Nadda here today. Corder has been engaged as a consultant for the western tragopan project, successfully guided the programme to help the state achieve the distinction of breeding of the highly endangered for the first time in the world.

Corder informed Nadda that the success of the western tragopan project had been recognised through out the conservation world and it could lead to a reintroduction programme for the species which had been virtually driven to the verge of extinction.

So far nine birds had been bred under the programme at the Sarhan Pheasantry. Despite hostile weather conditions four young birds were reared satisfactorily. New aviaries were being constructed for parent rearing of the birds bred in captivity

Corder apprised the minister of the importance of the pure blood red jungle fowl and said that Himachal was the most likely place where it could be found as elsewhere in the world it had vanished due to cross-breeding with other birds and domestic poultry.

He also briefed Nadda about the progress of the cheer breeding project and said it would be possible to start a reintroduction programme for the endangered species.

4 cops suspended as under-trial escapes

Solan,October 31
Superintendent of Police, S.P.S.Verma, today suspended four policemen for dereliction of duty after an undertrial Ajmer Singh escaped from the Regional Hospital here today.

Singh who was arrested by the Narcotics Bureau of Chandigarh police earlier this month was a resident of Shivalik Enclave, Mohali. He was apprehended along with his son Balwinder Singh by the Narcotics Bureau from the Barotiwala industrial area along with 10 kg of opium and a weapon. He was lodged in the judicial custody by a Kasauli court on October 20 from where he was shifted to sub-jail, Solan.

He, however, complained of chest pain after which he was admitted to the local Regional Hospital on October 24 under police custody. With a view to keeping a watch on him four policemen were deployed at the hospital. Giving the policemen a slip Singh, however, he managed to escape from the police custody this morning.

Interestingly, Balwinder’s wife accompanied by another woman relative of Singh had come to meet him at the hospital around 7:30 a.m. but when they informed the policemen that they wanted to meet Singh the latter was found missing. SP Verma said all exit points of the town had been sealed to nab him again and a hunt had been launached to trace him. The suspended cops included head constable Ramji Dass, constables Harish Kumar, Rajesh Kumar and Pawan Kumar. A departmental inquiry had been initiated against the four cops while efforts were on to trace Singh.

30 injured in bus mishap

Nearly 30 passengers were reportedly injured, three of them seriously, when a HRTC bus (HP 14 - 5320), which was on its way to Shimla from Pulbahal, fell into a deep gorge near Badoli village in Koti Padhog Panchyat under the Rajgarh subdivision of Sirmour district today.

Residents said there would have been a number of causalities if a big tree had not come in the way, which stopped the rolling bus.

Residents rushed to rescue the passengers and shifted 30 injured to the Balag Primary Health Centre and the Civil Hospital, Theog, in Shimla district.

Sources said although there was a primary health centre in Koti Padhog village, the post of doctor was laying vacant for the past several years, so the injured were taken to the health institutes of Shimla district.

When contacted DSP Rajgarh Virender Kalia, who was camping in the Theog hospital to enquire about the injured persons and to ensure them proper medical care, said the injured were first shifted to the Theog hospital from where 16 referred to the IGMC, Shimla. The list of injured had been faxed to the district administration, Sirmour,he added

Black marketing of subsidised ration

While the Department of Food Civil Supplies and Consumer Affairs is still inquiring into the recovery of empty packets of subsidised pulses in a drain channel at Sujanpur on Thursday, the incident coupled with the complaints of “black marketing of subsidised ration in open market” speaks volumes of the grey areas in the supply of ration.

The recovery of hundreds of empty polythene packets having special state government markings meant for supplying subsidised pulses was reported by residents yesterday.

Many residents said, “This recovery is a clear indication of black marketing of subsidised ration, especially pulses, which are being sold in open market by tearing off the government packs and the involvement of few officials of the department cannot be ruled out.”

The sale of pulses and other commodities on ration cards was introduced by the previous government some time ago to provide cheap pulses and other commodities through fair price shops.

The state government is bearing more than 100 crore every year to provide relief to people and had introduced the system of selling subsidised pulses in packets with the government markings to check the illicit sale in market.

Though department of food, civil supplies and consumer affairs has made all efforts to check black marketing, few complaints of illicit sale have been coming.

On the issue, district food, civil supplies and consumer affair controller A.S. Rana said, “I have asked the food inspector to submit a report after an inquiry and we are making every effort to check black marketing of subsidised ration.”

Retirement results into dispute

Principal chief conservator of forests (PCCF) Pankaj Khullar today retired after putting in 37 years of service. Vinay Tandon, the next senior most officer, presently posted as the principal chief conservator of forests (wild life), has been given the additional charge of the head of the department.

A regular appointment will be made after holding the departmental promotion committee (DPC) meeting.

While Tandon is the natural successor to Khullar, his batch mate A.K. Gupta, additional principal chief conservator forests (projects), has filed a petition in the Central Administrative Tribunal (CAT), claiming seniority over him.

He has challenged the seniority of Tandon on the plea that he underwent training a year later than him.

The Centre has so far not amended the seniority rules and moreover, Tandon is already in the rank of PCCF.

Tandon is not only senior but also younger than Gupta who has two more years of service than him . Tandon will retire in March, 2012, and as such in the normal course he would have a tenure of three and a half years at the top

Dagshai APS wins quiz

Army Public School (APS), Dagshai, emerged a champion at the 2 Corps Army Schools/Army Public Schools quiz competition, which concluded today at Dagshai. APS, Clemen Town, Dehradun, emerged as the second winner, whereas APS, Ambala, bagged the third position.

Eight teams had participated in the quiz and the winners will now represent 2 Corps in the Inter Army Schools/ Army Public Schools competition, which would be held in November.

The quiz dealt with a wide array of questions chosen from varied topics. APS, Dagshai , showed their dominance right from the first round and kept the tempo till the end, while APS, Dehradun, maintained second position.

The quiz saw an interesting phase with both APS, Ambala, and APS, Sangrur, placed in a tie for the third position after the crucial seventh round.

Finally, a buzzer round determined the third lucky winner where APS, Ambala, managed to score over their opponents. The chief guest, Lt-Col (retd) Y.K. Mamgain, additional director, AWES, HQ 2 Corps, gave away prizes to the winners.

CM promises speedy development of tribal areas

Chief Minister Prem Kumar Dhumal today wound up his two-day visit to the tribal Kinnaur district inaugurating a number of development projects.

He inaugurated a PWD rest house completed at a cost of Rs 51.35 lakh and a government senior secondary school building and playground completed at a cost of Rs 60.54 lakh at Jang and also laid the foundation stone of primary health centre building estimated to cost Rs 75.55 lakh today.

He dedicated the rest house and the school building to people at Rarang. Other projects of which he laid the foundation stone included Rs 75.55 lakh primary health centre at Rarang, a senior secondary school at Lippa and a water supply scheme at Ribba.

Addressing a public meeting at Jangi Dhumal urged the educated youth to adopt various modes of self-employment and said that the government was making concerted efforts to create self-employment avenues.

He said that there were limited employment avenues for the youth in the public sector but the government was trying its best to provide employment.

A target to fill 28000 vacancies in various departments had been set for the current year out of which 18000 would be in the education department alone.

He said that about 8200 vacancies had already been filled in various departments over the past 10 months.

He said that efforts were afoot to generate employment avenues in the industrial and hydel power sectors by ensuring that at least of 70 per cent of the manpower was recruited from within the state.

He said that funds would not be a constraint in carrying out speedy development of tribal areas for which separate budget had been allocated.

The endeavour of the government was to ensure balanced development of all the regions of the state.

The district Congress committee today organised a meeting to pay homage to former Prime Minister Indira Gandhi, on her death anniversary being observed as Balidan Diwas.

Congress leaders on the occasion paid tributes to her and spoke on various measures taken by her for the growth of the country. They also vowed to fight against terrorism and defend national unity and integrity on the day.

Congress leaders-Anita Verma, Rajinder Zar, Kuldeep Pathania and others-addressed the meeting. It was presided over by the district Congress president, Sunil Sharma.

A programme was also organised in the DC office, which was presided over by the ADM, Vijay Chandan. A two-minute silence was also observed as a mark of respect to the former Prime Minister.
