Modern jail at Bassi Pathana soon

Bassi Pathana, September 18
The government will soon acquire 30 acres of land on the Sirhind-Landran road to construct a modern jail to house 1,500 prisoners of Fatehgarh Sahib and Mohali districts, said minister for jails and tourism Hira Singh Gabria, while talking to mediapersons here yesterday.

He was here to preside over a function organised by the Jai Baba Vishvakarma Sabha.

He said the process to identify the land had been started. The land belonging to the local sub-jail here would soon be sold through auction, he added.

He said the government had conducted survey twice to restart the sub-jail here but the building had been declared unsafe to keep prisoners.

He said the prime land in the heart of the town would be sold through auction and the proceeds would be spent on constructing the new jail.

The problem of lodging undertrials at overcrowded jails in Patiala and Nabha was recently highlighted by SSP Kaustubh Sharma.

Gabria said the government would issue “Backward Caste” certificates to the section instead of current “Backward Class” certificates, so that their wards could take the benefit of reservation in educational institutions.

He said a rally would be organised by the Ramgariah community on September 29 at Patiala to highlight the problems being faced by them.

Addressing the function, he called upon people to follow the teachings and paths shown by Gurus.

He paid tributes to Baba Vishvakarma and inaugurated the newly constructed Vishvakarma dharamshala and announced a grant of Rs 1 lakh.

Sabha president Malkiat Singh Matharu highlighted the problems faced by the community.

Councillors led by president Kulbhushan Malhotra submitted a memorandum highlighting the problems of the town and demanded grant.

MLA Didar Singh Bhatti and former MP Satwinder Kaur Dhaliwal also addressed the gathering.

Meanwhile, Hindu organisations have condemned the decision of the government to sell the land of the jail. They said the government could not sell the land, as it was meant for jail purpose only.

They said it was historical jail and the government should construct a sub-jail there, as promised by ADGP jails Izhar Alam. They said the government could go ahead with constructing a district jail, but the sub-jail should also stay there.

SAD-BJP councillors to wave black flags at Amarinder

Municipal councillors aligned to the SAD-BJP have decided to wave black flags at former chief minister Capt Amarinder Singh when he returns from his London trip.

Lashing out at the former chief minister, mayor Ajit Pal Singh Kohli said he should restrain from issuing statements that were likely to hurt the sentiments of city residents.

At a meeting, the councillors alleged that Captain Amarinder, during his five-year regime, had failed to meet residents even once.

They said had he focussed on the city, he could have made it even more beautiful.

The councillors claimed that the former chief minister was wrongly claiming that he had sanctioned a grant of Rs100 crore for the betterment of the city. The amount was a grant given through the national capital region (NCR) project and now it was the municipal corporation that was returning the amount and the interest accruing on it, they added.

The councillors also claimed that the covering of the Ganda Nullah had resulted in waterlogging.

The councillors also claimed that the package of Rs 250 crore for the city announced by chief minister Parkash Singh Badal would help spruce up the city further.

They added that out of the amount, Rs 100 crore would be spent of sewerage and improving the drainage facilities of the city.

Violence
IMA delegation gives memo to CM

A delegation of the Indian Medical Association, led by Dr D.S. Jaspal, national vice-president, Dr Vinod Tayal, Haryana unit president, Dr V.N. Sood, secretary, met Haryana Chief Minister Bhupinder Singh Hooda in Chandigarh today and presented a memorandum for prevention of violence against medical and paramedical staff and damage to property of nursing homes in private sectors.

Dr Jaspal said they informed the chief minister that the fraternity was worried about their safety and as well of their establishments.

He said under such circumstances, it was not possible for them to discharge their duties towards the sick and needy even in emergency cases.

Due to acts of violence against medical professionals, there was always a fear of mob attack in the mind of doctors in case something went wrong in spite of their best efforts. This resulted in damage to property and harm to staff, he added.

The IMA members told chief minister that Andhra Pardesh, Punjab and Tamil Nadu had promulgated ordinance and passed a law making any attack on doctors a cognizable and non-bailable offence. They demanded Haryana to also implement the Act.

Meanwhile, the Indian Medical Association (IMA) will launch a nation-wide awareness campaign on female foeticide. The project will be called ‘Save the girl child, the doctor can make a difference’.

Dr D.S. Jaspal yesterday said the campaign would be carried out mainly in the northern India. He said a drive would also be launched to improve the doctor-patient relationship with the help of NGOs, so that violence against doctors and nursing homes could be reduced and a grievance redressal mechanism could be set up.

He appreciated governments of some other states for bringing in an Act to restrain violence and destruction of properties of private nursing homes.

Civil hospital doctors seek police security

Doctors of Ambala city civil hospital, led by PMO Dr O.P. Arya, met SP Sibash Kabiraj today to brief him over the incident that took place in the emergency ward of the hospital on Wednesday.

The doctors told the SP that an agitated group of persons ransacked the ward, breaking windowpanes and doors, and creating nuisance on the hospital premises.

They alleged that crowd also misbehaved with some doctors.

They asked the police to provide security to doctors so that they could perform their duty without fear and pressure.

The other doctors who were part of the delegation were Dr Vinod Gupta, Dr Alaknanda, Dr H. Majoomdar and Dr Pavneesh.

Sunita, Gurpreet emerge archery champs

Sunita Rani of Physical College, Patiala, and Gurpreet Singh of Malwa College, Bathinda, emerged champions in the girls’ and boys’ categories, respectively, during the Inter-College Archery Championship that concluded on the Punjabi University campus here today.

In the girls’ category, Mamta Negi, Modi College, and Gagandeep Kaur of the campus stood second and third, respectively while in the boys’ category, Jogesh Kumar and Jaspreet Singh bagged second and third positions, respectively.

In the team event (boys), Malwa College, Bathinda, boys bagged the trophy while in the girls’ team event, Modi College, Patiala, lifted the trophy.

Dr Rajkumar Sharma, director, sports, Punjabi University, awarded trophies to the winning teams. Coach of Punjabi University Jiwanjot Singh Teja said as many as 25 archers have been selected for the All-India Inter-University camp. The shortlisted players would participate in the Inter-University Championship that would be held in Vijaywada from October 25.

HC amends CHB plan for UT staff
Class A, B and C officials can avail those category of flats to which they are entitled

The Punjab and Haryana High Court today amended the upcoming special UT housing scheme of the Chandigarh Housing Board (CHB) in Sector 52 and 56 here. Now, Class A, B and C officials will be eligible only for Category A (three bedroom), Category B (two bedroom) and Category C (one bedroom) flats, respectively.

In an important decision, the high court ruled that the Class B and C officials would only avail those category of flats to which they were entitled.The court rejected these officials' plea for making them eligible for the higher category of flats (Category A and B). Similarly, the court ruled that Class A and B officials, who had applied for lower categories of flats (Category B and C), would not be eligible for these categories.

Under the special scheme floated by the CHB recently, the Class A and B officials were eligible for applying in the lower category of flats depending on their requirements. However, the Class B and C officials, were ineligible to apply for the higher category of flats and the court had set that anomaly right.

Contesting their "non-inclusion" from the scheme, certain employees had approached the court and present order on the eligibility criteria seemed to be an offshoot of the main case.

Following the high court order, the board would now write to the applicants whether they wanted to be considered in their categories or opt out of the scheme. Around 7,000 employees had applied for the scheme out of which a substantial number were those A and B officials, who had applied for the lower categories of flats.

Among the applicants were top officials of the administration and several judges of the high court and the district courts as the scheme offered a virtual bonanza with category A flats having a covered area of 2,000 square feet costing only Rs 34.7 lakh. While category B covering 1,400 square feet apartment will cost just Rs 24.3 lakh, the Category C flat with 900 square feet will be available for Rs 13.53 lakh.

Scooter, bike stolen

Jaswinder Singh, resident of Zirakpur, filed a complaint to the police that his LML Vespa scooter (CH-01U-1529) was stolen on September 16 from Sector 22. A case has been registered . The police has registered a case on the complaint of Tilak Raj, a resident of Sector 7, that someone has stolen his two gas cylinders from his residence on September 17. The case has been registered.

Ravi Kumar, a resident of Zirakpur, filed a complaint against the parking contractor, Sector 17, that someone has stolen his Pulsar (CH-04B-4784) from parking on September 16. The case has been registered .

317 cases of liquor seized

Panchkula, September 18
The local police seized 317 cases of Indian-made foreign liquor from a vehicle near Mouli village here today. The liquor was being smuggled to parts of Rajasthan and Gujarat form Chandigarh.

According to the police, a checkpoint was set up at Mouli following a tip-off. The policemen pulled over and searched a Canter coming from Panchkula and made the seizure. — TNS

Playing an inspiring game, Kevin defeated Prabhat 21-5, 21-5 in the boys quarterfinal match. He will now face Akhil in semifinal.

Rain disrupts play

Rain once again played spoilsport and forced the organisers to abandon the match after lunch on the second day of the 15th All-India J.P. Atray Memorial Cricket Tournament.

ONGC won the toss and elected to bat. They started with a opening partnership of 91 runs before Sandeep Sharma was caught plumb in front of the wicket by right-arm medium pacer Vikrant Yadav. Wicket-keeper Ajay Ratra joined and the two took the total to 134 before Ajay Ratra was caught by left-arm spinner Prakash Bhagat for 27.

Veteran Rizwan Shamshad was the next to go at the total of 192. Opener Radhey Shyam was the sixth man out at the total of 196. Former test star Sarandeep Singh (15 of 9 balls) and test star Munaf Patel (16 not out of 10 balls) took the total to 232 for 7 in 43 overs till lunch. The match restarted at 12.45 pm but due to continuous drizzle, it was called off with both teams getting two points.

Manav fires eagle to occupy 7th slot

Manav Das of Ambala fired an eagle on the fifth hole to be at a three under par 69 in the third round to occupy the seventh slot at five over 221 on the penultimate day of the LG Golden Greens Amateur Golf Championship in Gurgaon today.

But the day belonged to 17-year-old Delhi caddie Rashid Khan who made the most of an inclement weather when he carded a flawless 67 to move into the lead.

Overnight leader Abhinav Lohan ran out of steam playing a three over par 75 to end up one shot behind Rashid at two under par 214.

Fresh from his win at the LG Northern India Amateur, Rashid is looking to make it a two-in-a-row feat with an aggregate of three under par 213 after 54 holes.

Manav Das, who had carded identical four over scores of 76 on the first two days, started well playing a par game in the first four holes.

He then sank an eagle in the fifth and shot a birdie on the ninth to be three under par 33 in the first round. A birdie on the 11th saw him move to four under. But then on the 16th, he conceded a bogey to end up with a three under par 69.

The other Chandigarh golfer Harjinder Singh Kang played a poor five over par 77 to be tied 15th at 11 over par 227 (73-77-77).

Rashid Khan said: "Although the wind kept changing directions, it favoured me on most holes".

The final group tomorrow will comprise three youngsters eager to prove their mettle. With a fine round today, Rashid will be the firm favourite but Abhinav and Rudresh have shown enough signs to suggest they will not back down under pressure.
