Ancient Jahaaz haveli awaits renovation
Fatehgarh Sahib, September 10 The building was to be saved from further erosion before the monsoon. But no work has been initiated in this regard for the past many months. The meeting to be held between technical experts dealing with restoration work and SGPC members has been lingering for the past many months. Officials of the trust alleged that the SGPC was taking the construction non-seriously and has been postponing the
meetings. Navjotpal Singh Randhawa, founder member of the trust, said he was satisfied with the interest of the SGPC. However, SGPC members have failed to convene a meeting after taking possession of the land. The haveli was handed over to the SGPC by the trust without charging a single penny. The trust members said efforts should be made to complete restoration work within a stipulated period of time. They also said advice of experts from the archaeological department had been sought in the restoration work. Situated near Gurdwara Fatehgarh Sahib, the haveli is to be restored at a cost of around Rs 2.5 crore in the next one-and-a-half years or so. The ancient monument was in a dilapidated condition for the past many years. The historical haveli was said to be around 300-year-old and was owned by Todar Mal - a wealthy merchant of Sirhind- who performed the cremation of two younger sons of Guru Gobind Singh - Zorawar Singh (6) and Fateh Singh (9) and their grandmother Mata
Gujari. The wealthy merchant had to cover the required ground for cremation with gold coins to get the three bodies. SGPC president Avtar Singh Makkar could not be contacted for his comments. Meanwhile, the manager of
Gurdwara Fatehgarh Sahib said the restoration work would be started soon as funds have been raised in this regard and tenders are also been floated. |

SAD-BJP rallies focus on development

Kharar, September 10 Punjab cooperation minister and general secretary of the SAD Kanwaljit Singh, Punjab Cooperative Bank chairman Jasjit Singh Bunny, and Independent MLA Charanjit Singh Channi, who has fielded his candidates, today addressed the rallies. Speaking at different rallies, Capt Kanwaljit Singh claimed the SAD-BJP alliance was fulfilling all promises made during the last assembly elections. He said the upcoming Mohali International Airport and clearance of other mega projects area were only a beginning. He said the SAD-BJP combine would ensure clean and safe drinking water, sewerage and other facilities to residents of the town and projects for this purpose had already been approved. He said he would personally ensure all-round development of the town once the SAD and BJP came to power. He said the government was keen on accelerating the pace of development but cooperation at the local level by local bodies was also essential. He appealed to the masses to vote for combine candidates. Jasjit Singh Bunny said he was in constant touch with the government and would ensure fulfilment of all promises which he had made during the last assembly elections. Both SAD leaders addressed separate gatherings in ward numbers 6, 5, 7, 8 and 9. Charanjit Singh Channi also held rallies in different wards of the town. |

Paragliding restarted at Pinjore
Kalka, September 10 At present, more than 30 NCC cadets, including girls, from Karnal district of Haryana are being imparted paragliding training. The training will continue till the end of this month. Official sources of the club disclosed that the training would be suspended for the next two days due to breakdown of the sole glider of the club. Parasailing is being performed by army personnel of the Western Command, Chadimandir, between 6am to 11am. NCC cadets from Kullu, Chandigarh and Punjab are also expected to attend the next training camp to be held in December. Prior to 2004, the club with three pilots and one chief engineer was imparting commercial pilot training, for which Rs 7-8 lakh was charged for 250-hour training. But the pilot training is not being given now, as the post of chief flying instructor (CFI) is lying vacant for the past two years. The club had started power flying in 1983 and gliding in 1980. The club had also stopped joy rides in 2002. The Haryana Civil Aviation Commissioner had sent a letter to the Centre in November, 2003, seeking permission for reintroduction of joyrides but to no avail. |

Cong seeks 20 pc interim relief for employees
Bassi Pathana, September 10 In a press release issued by Dr Sikandar Singh, former president DCC, the Congress MLAs Darshan Singh Brar, Naresh Kataria, Ajit Singh, Joginder Singh and love Kumar Goldy have demanded immediate implementation of the Central pay panel for Punjab staff. They said that besides Union government, Delhi, UP and Haryana governments have already implemented the Central pay panel, where as Punjab government is silent over the issue. They said during the tenure of Captain Amrinder Singh, Congress government had announced interim relief from November 1, 2006. They questioned the CM as why the Akali government has not taken any steps in this regard? They said the Punjab government employees should be given better pay scales than the Union government employees as given earlier by the previous Congress governments. They appreciated the step taken by Prime Minister Dr Manmohan Singh for implementing the recommendations of the 6th Pay Commission. |

Two killed, 2 injured in accidents
Kharar, September 10 A newly married couple met with an accident near village Daun today. The accident took place afternoon, when Balwinder Singh (23) and his wife Kuldeep Kaur (20), residents of village
Jhungiyan, were coming from Daddu Majra area in Chandigarh and were bound for their village. Balwinder Singh, along with his wife, when started from the filling station near Daun, where he got his vehicle fuelled, a truck came from backside and hit the motorcycle. Passersby rushed Balwinder to the civil hospital, Mohali, where he was declared brought dead. Kuldeep Kaur was in shock. Postmortem of the deceased will be conducted tomorrow. A case has been registered against the driver of the truck, who was at large. In another accident, a car collided with a truck at 3.30pm near Qila Complex, opposite Car Bazaar. Harkishan Singh (65) and his son Sarwan Singh (45), residents of Jalandhar, were going from Chandigarh to Jalandhar, when their car collided with a truck. The truck driver ran away. Harkishan Singh bled profusely and died, while his son got injured. Till filing of this report, police was yet to register a case.

Job-oriented courses for minority students

10 He said the candidates would not be charged for pursuing the course, adding that training would be imparted in computer hardware, software and data entry, computerised accounting and office procedure, air-conditioner and refrigerator repair, domestic appliances repair and maintenance and computerised mobile repair at its training centre in Focal Point, Rajpura. The courses are being conducted in association with
NMDFC, New Delhi, and BACKFINCO, Punjab, said Verma. He said the students would be imparted practical training for a period of six months and they would get a stipend of Rs 500 per month during the training period. The NSIC will also assist the trainees in getting jobs or starting their own businesses under self-employment schemes of BACKFINCO and
NMDFC. He said that focus would be on candidates belonging to the economically weaker sections in the age group of 18 to 35 years with matric as the minimum qualification. Verma said that training programmes would start in the last week of September. The eligible can submit their application on or before September 19 along with the minority certificate, he added. |

Chandigarh, September 10 A high court Division Bench comprising Justice Ashutosh Mohunta and Justice Rajan Gupta ruled: “A scheme, which is formulated by the government to provide succour, cannot be used for furthering one’s
career prospects.
“This is not the objective of the scheme. Its scope cannot be enlarged or expanded to entertain fresh requests for appointment to higher posts after once appointed on compassionate ground.” Going into the details, the Bench asserted: “Appointed on compassionate ground has to be in consonance with the constitutional scheme of equality enshrined in Article 14 and 16, and the purpose of making the appointment on compassionate ground has to be kept in view by the appointing authority at the time of the appointment, the purpose being to alleviate the immediate hardship faced by the family on the death of the breadwinner. “The purpose cannot be to show endless compassion. Once this objective is achieved, the immediate financial hardship to the family is taken care of. The purpose of compassionate appointment ends there. “The employer, thereafter, is under no obligation to consider representations of the appointee for a higher post. In case such requests are entertained by the employers, anomalous situations are likely to arise, which would clearly be against the constitutional scheme. This, in our view, is impermissible in law”. The ruling, first of its kind, came on a petition filed by Punjab Police constable Satwant Singh of Dasuya. He had sought directions to the state police chief, an additional director-general of police, and another respondent to quash an order dated January 13, 2005, whereby his case for appointment as an ASI was turned down. He had applied for the ASI’s post after his father’s death, but had failed to qualify for the post, and had subsequently opted for appointment as a constable. Speaking for the Bench, Justice Gupta asserted the petitioner now could not raise the grievance that he was entitled to appointment to a higher post. Finding no merit, the petition was dismissed by the Bench. |

Sahara to pay Rs 1 lakh for harassment
Chandigarh, September 10 The company has also been directed to pay Rs 2,621 deducted by it as TDS on the amount of Rs 1,22,289 refunded to the complainant. The petitioner, Malkiat Singh Rahui, availed Sahara City Home Township (Swarn/Rajat Yojana) and deposited Rs 1,00,000 towards allotment of an independent flat. The flat was supposed to have four bedrooms and was priced at Rs 45.21 lakh. The petitioner stated that he was to be given top priority in the allotment of housing unit according to first-come-first-serve basis being followed by
the company. Malkiat alleged that the company informed him that the allotment of the first phase was completed but his name was not considered by mistake. Sahara India argued that they had returned Rs 1,22,289, Rs one lakh originally deposited and Rs 22,829 interest up to February 22, 2008, after deducting Rs 2,621 as tax deducted at source to the petitioner, which was received by him on March 25, 2008. It was pleaded that the scheme was tentative and was subject to various other visible points, terms and conditions contained in the brochure and passbook-cum-certificate. The forum stated: “The company failed to show any document, which proves that the policy adopted by them was truly first-come-first-serve basis. They had not brought on record any such list of applicants with dates, and nor any list was submitted by them for allotting the flats to the persons, who had registered with them.” |

Man gets life term for killing father
Chandigarh, September 10 District Sessions Judge K.K. Garg today sentenced Sanjay to life sentence for murdering his father Ram Singh. The court also imposed a fine of Rs 5,000 on the accused. According to the prosecution, the accused Sanjay, had reached his house in Sector 25 in an inebriated condition on December 20, 2006. He asked his for dinner. Sanjay got irritated as the dinner was not delicious and started beating his mother. Prakashi Devi suffered from grievous injuries. While the accused was beating his mother, Ram Singh, his father, started interfering. Sanjay in a fit of anger hit his father with a pounder that proved fatal for him. A case was registered against Sanjay on the complaint of Prakashi Devi who was also the witness to the crime. An FIR was registered under Sections 302, 307 and 323 of the IPC. However, during the trial Prakashi retracted from her statement. She stated before the court that her husband was drunk on the day and started beating her. She also stated that Ram Singh was injured when he reached home and he succumbed to his injuries later. |

Row with Cops: Ex-GM of firm gets bail
Chandigarh, September 10 Relatives of Sood poured in from Ambala and Delhi in his support. Sood, who had not eaten anything in protest since 18 hours, said, “I had not violated any traffic police norms. In the afternoon yesterday, one of my friends got down the car at a red-light point to hand over the documents. When he came back, a policeman turned up and told me that I was not wearing seat belt and will be challaned.” While the police claimed that Sood had manhandled and misbehaved with a traffic police head constable, Ram Kumar, who was on duty at the Sector 17 bus stand chowk, the police slapped non-bailable offence on him. On the contrary, Jatinder Sehgal, who accompanied Sood, claimed, “The head constable was irritated when we insisted on writing in the challan book that we are signing in protest. The constable made a big issue when the driver insisted on taking a copy of the challan. It is not the way senior citizens are treated”, he claimed. |

Chandigarh, September 10 Ajeetesh Sandhu is the youngest Chandigarh golfer who turned pro in March this year. Rahul Ganapathy fired a bogey-free round of five under 67 to emerge as the first round leader. Feroz Ali Mollah, Ashok Kumar and Digvijay Singh share second place as they recorded identical scores of four under 68 in the opening round. Gaurav Diwan ended the day in fifth place at three under 69. Rahul Ganapathy's near-flawless round of 67 included five birdies. On the front nine, he knocked down birdies on the fifth and sixth to lay the foundation for a solid first round. Ganapathy then fired three more birdies on the 10th, 12th and 18th to make his way to the top of the leaderboard. "I hit the ball really well today and couldn't have asked for a better start to the tournament. I was particularly happy with the 25 feet putt that I made for birdie on the 12th. That was one of the longest putts I have made in the past three to four weeks," said Ganapathy. He added, "I fancy myself on this course as I won my last tournament here in January 2008. The course is playing really well and I guess the winning score could be 13 or 14 under." Chandigarh, September 10 Amit Verma, showing good potting skills and cue ball control, was too good for Aman Khullar. Amit outplayed Aman 3-0 ( 62-34, 47-17, 57-14).
