School feud spills over as student bashed up

A 15-year-old boy, Vikrant Rana, a class X student of M.H.R. Model School, was allegedly thrashed by the father of a girl student of the school on Friday afternoon. The boy has been admitted to the local civil hospital with bruises on the chest and internal injuries.

Keeping in view the traffic bottlenecks in the city, the traffic wing of the Bathinda police has made alternative arrangements for the smooth flow of traffic for the on-going construction activity near Hanuman Chowk on the Mall Road.

The public has been advised to keep off the Mall Road from the Hanuman Chowk to Fauzi Chowk coming from Amrik Singh Road and Goniana Road to the city bus stand.

The traffic police has diverted the traffic from Hanuman Chowk to the sports stadium side for reaching the court complex or the local bus stand to keep check on the traffic congestion in the city.

The commuters from Dabwali or the local bus stand have been urged to use the same Mall Road to the courts complex and other areas up to railway station.

Talwar Singh Gill, Deputy Superintendent of Police (DSP), Bathinda traffic police, said, people have been asked not to use the link roads opening on the Mall Road from the Court Road towards Mini-Secretariat.

The downpour had resulted in flooding of the Mall Road and residents were compelled to take alternative routes to reach their destination, covering large distances. All along, the MC officials had claimed that necessary measures had been taken to prevent the flooding of the road.

However, there will be no restriction on the movement of traffic in other parts of the city.

Gill added that traffic police had put up special nakas in the city to curb traffic rule violations and violators would not be spared.

The Punjab State Panchayat Association has demanded from the state government to implement the 73rd amendment of the constitution in letter and spirit so that the idea of devolution of powers of as many as 29 departments could be handed over to the panchayats at the grassroot level.

A resolution in this regard was passed by the association in its state-level conference held here, today. The association also re-elected Sukhdev Singh Bareke as president of the association for a term of five years.

Addressing the panchayat representatives, Bareke said that the flying squads established by the state government to check the work already done in the panchayats had given birth to widespread corruption at the grassroots level.

He suggested that the state government should abolish these flying squads and appoint technical BDPOs to monitor the works before their completion or soon after their completion. The flying squads were even checking the works done during the tenure of the previous government, which was technically not justified, he said.

On behalf of the association, he demanded from the state government to enhance the remuneration of panchayat representatives like the sarpanch to Rs 4,600, Panch 1,500, Block Samiti Chairman Rs 5,300, Block Samiti Member Rs 1,800, Zila Parishad chairman Rs 5,900 and Zila Parishad member Rs 2,400 per month. Besides, a sum of Rs 1,000 as house rent and Rs 2,000 as telephone expenses should be given to the sarpanches, Block Samiti Chairmen and Zila Parishad chairmen, he added.

While reminding chief minister Prakash Singh Badal about the election manifesto of the SAD in which it was promised that the 909 posts of panchayat secretaries would be regularised, he said that the state government should immediately issue a notification in this regard.

The association has also warned the state government that if their demands were not fulfilled, they would soon launch a state-wide agitation against the government.

The Pepsu Road Transport Corporation (PRTC), in collaboration with the state government and Tata Motors is going to launch a state-of-the-art driving-cum-training institute in village Mahuana of Muktsar district, the first of its kind in Punjab.

It may be mentioned that the concept of this employment generation scheme is believed to be the brainchild of chief minister Parkash Singh Badal, who has laid emphasis on employment generation.

As per the information received from the officials concerned, with an investment of around Rs 14 crore, the institution, spread over 18 acres, would have seven trades of the ITI, laced with all required equipment.

The institution would also have a long track for driving practice, which would have facility for all kind of vehicles, starting from car to cranes and earth-movers.

The first of its kind, the certificate issued by this institution would be deemed valid across the world. With this, a new hope has been kindled for those wishing to settle abroad. The state government, PRTC and Tata Motors would be the formal partners in the institution.

As per the details, secretary, training and employment generation, would hold the post of the chairman, while the managing director of the PRTC and a representative of the Tatas would be the member-secretary and vice-president, respectively.

Giving details over the phone, PRTC MD Manvesh Singh Sidhu said, "The land belongs to the state government, which would also bear the investment cost of Rs10 crore. Tatas would give Rs 4-crore as their contribution while the PRTC would be a coordinating agency."

The course and curriculum would be among the best. The authorities have already floated the proposal for a 100-seat hostel.

About the number of seats in various courses, Sidhu said that it would be decided according to the norms of the ITI trades and sub-trades. He added that construction work would be completed by the end of November this year.

RO plants soon for other Malwa districts: Manpreet

"Punjab is on top in the recovery graph of value added tax (VAT) in the country. During the first quarter of this financial year, the government has recovered more than Rs 2,000 crore, which is 40 per cent more than the previous year," said state finance minister Manpreet Singh Badal, at Gidderbaha today.

Manpreet was here to attend a programme organized by the Red Cross society to distribute 154 tricycles to the physically challenged in the Gidderbaha area.

He disclosed that after the pilot project in Gidderbaha, the chief minister has entered into an agreement with a company, named the Nandi Foundation, for the installation of reverse osmosis (RO) plants in Bathinda, Mansa, Ferozepur and Faridkot. As per the agreement, 1500 villages, facing the scarcity of water would be covered under the project, on a priority basis.

Speaking at the function, Manpreet said that during the current financial year, the forest department has planted 88 lakh saplings on both public and private land. For the smooth functioning of the scheme, the state government has increased funds up to 20 per cent compared to the previous year.

Manpreet Badal also distributed 20,000 plants to 50 panchayats in his constituency. He also informed the gathering about the Rs 125 crore worth development projects going on in the Gidderbaha area.

Encouraging the students, he said 150 of them from the area would be taken on a trip to Chandigarh, where they would visit the assembly, secretariat and Raj Bhawan.

School feud spills over as student bashed up

A 15-year-old boy, Vikrant Rana, a class X student of M.H.R. Model School, was allegedly thrashed by the father of a girl student of the school on Friday afternoon. The boy has been admitted to the local civil hospital with bruises on the chest and internal injuries. While the incident is said to have occurred on Friday afternoon in the school premises but it came to light today only after the parents of the boy brought him to civil hospital for treatment.

Vikrant's father, Digvijay Rana, has alleged that his son was beaten up by the father of a girl student of class VII merely because the boy was directed by the class X teacher to monitor class VII as the students were creating nuisance in the class in the absence of the class teacher.

Vikrant, who was admitted to the civil hospital, told TNS that he was asked by the class X teacher to monitor the class VII. As he entered the class, he asked the girl student to behave and sit properly, said Vikrant. Soon after the school's working hours, the girl whose father came to the school to pick her, narrated the whole incident to her father who in return slapped Vikrant without any delay.

Digvijay Rana, the boy's father, said that the girl's father again visited the school on Friday along with some other youths. He alleged that they thrashed his son, inflicting injuries on his chest. When contacted, school principal Ashok Shastri said the incident had happened outside the school premises. He had called the parents of both the students and the case was amicably settled, the principal added. But the boy's father denied it.

The father said he had submitted his complaint to the police. Balbir Singh, sub-inspector of the Kotwali police station, confirmed that a complaint as well as a medico-legal report had been received from the hospital. A case has been registered against the girl's father, the school principal and 25 others, the SI added.

Scout jamboree begins

A three-day Scout & Guide Tritya Sopan Testing Camp began at the Kendriya Vidyalaya No. 1, Bathinda Cantonment, today.

More than 211 Scouts & Guides from different KVs are participating in the camp, which aimed at inculcating moral, social and democratic values among them besides developing the spirit of cooperation, community living and the qualities of leadership and enterprise on the other.

The camp was inaugurated by the venue director and principal of the Kendriya Vidyalaya No. 1, Bathinda Cantonment, T.D. Garg. Later, a scarf ceremony was held to mark the occasion, which was followed by Scout & Guide prayer and Jhanda Geet. Addressing the cadets, Garg emphasised upon the need to inculcate the values of self-reliance, character and truthfulness. Camp organizer Ramesh Kumar highlighted the activities to be held.

He said that several events, including division of patrol, written and oral test of Pravesh syllabus, knowledge of S/G movement, part of uniform, law and promise, knowledge of National and Bharat Scout Guide Flag, camp craft, estimation, first-aid and hike signalling, would be organised. Teachers to hold rally

The Democratic Teachers Front (DTF) has decided to hold a rally at the sub-divisional complex here on August 18 in response to a call by the Sarkari School Sikhia Bachao Manch, Punjab.

Addressing a press conference after a meeting at Nehru Park here today, a DTF spokesman said the Manch was fighting against privatisation of education by the state government, transfer of administrative control of 5,500 government schools to Zila Parishads and municipal councils, delay in regularising the services of computer teachers, harassment of teachers under the pretext of rationalisation and dilly-dallying in promotions to all cadres.

The DTF and associate organisations had decided to organise protest rallies at the district headquarters on August 29. — OC

BKU refuses to call off agitation

Abohar, August 9
The office-bearers of the Bhartiya Kisan Union (BKU) who had launched an indefinite sit-in at the Community Health Centre (CHC) at the sub-tehsil headquarter Seetogunno, located on the Abohar-Dabwali road, on Friday have turned down the request made by SHO of the sadar police station here to call off the agitation, sources said today.

The SHO was quoted saying that action against the erring staff was in the pipeline but the BKU activists firmly said the dharna would continue till the sacking of the staff for their negligence.

The CHC again landed in a soup on Wednesday night. Seetogunno resident Sugreev sustained injuries in a road mishap. He was rushed to the CHC but as usual, no doctor was allegedly found on duty.

According to sources, the sub-divisional magistrate was informed. He asked a doctor to reach Seetogunno from his home at Abohar. But he had to return home as some of the BKU activists allegedly tried to humiliate him. The injured patient was finally admitted to the civil hospital, Abohar yesterday morning. A complaint against the absentee staff has also been faxed to the health minister, the union activists said. — OC

According to sources, Unemployed Satwinder Singh was desperately looking for a job when he came in contract with Baljeet Singh and his wife Charanjeet Kaur, residents of village Mishriwala. Satwinder said that Baljeet told him that he was in Punjab Police and knew many senior police officials. Baljeet allegedly lured him by saying he can manage a job for him in the police provided he agrees to pay an amount of Rs 2 lakh.

On this assurance, Satwinder paid him the sum. Later, when Satwinder did not get the job, he asked Baljeet to return the money. Baljeet allegedly kept on dilly-dallying. At last, he refused to pay his money back. Later, Satwinder complained to the police and subsequently, a case under 420/120 of the IPC has been registered against the accused.

State secretary of Mazdoor Mukti Morcha, Bhagwant Singh Sammaon and Gurjant Singh said that this was decided at a meeting that Rs 104 per day would be given to labourers and those who had socially boycotted the labourers would regret their act. He said that this was the result of a struggle that was organised by the labourers.

Gurjant Singh said that former MLA Sukhvinder Singh Aulakh who belongs to SAD represented the farmers who had allegedly boycotted the labourers.

Bhagwant Singh said that they would hold a victory rally in the Guradi village on Sunday.

Dr Agnihotri, who is in India for a first-hand information on the standard of medical education, said the survival rate of cancer patients was better in the West because of better infrastructure and training, latest diagnosis and therapeutic facilities. He attributed the increase in cancer cases to the use of tobacco, smoking and alcohol. Indiscriminate use of fertilisers, pesticides and environmental pollution, had also contributed. Dr Agnihotri was earlier associated with the Regional Cancer Centre project in New Delhi. — TNS

Quit India movement anniversary observed

The Punjab Pradesh Congress Seva Dal organised a meeting here today to celebrate the 66th anniversary of the Quit India Movement. The gathering was also informed about the participation of veteran freedom fighters of this town including Chandi Ram Verma, Parma Nand Doda and Mahashya Krishan Chander Asija in the movement. All of them had been jailed for their role. The region was proud of them as they continued to use khadi till the last day of their life, Grover said.
