Cabinet reshuffle put on hold

The Haryana Cabinet reshuffle has been put on hold, at least for the time being. Sources said the proposed Cabinet reshuffle had been postponed in view of the crisis in the UPA government over the nuclear deal with the USA. Chief Minister Bhupinder Singh Hooda had declared in May before the three Assembly byelections in the state that he would reshuffle, and possibly also expand the Cabinet, after the byelections.

Three of family commit suicide

Three members of a family committed suicide today by jumping into a well in Devrala village in this district. The police brought out the bodies from the well and sent these for post-mortem. Domestic problems have been cited as the cause of the suicide. The victims have been identified as Dharm Singh (70), Sheela Devi (50) and Sajjan (30).

8 hurt in group clash

Eight persons were injured in a clash between two groups at Chausala village falling under the Kalayat block here today.

Cabinet reshuffle put on hold

The Haryana Cabinet reshuffle has been put on hold, at least for the time being.

Sources said the proposed Cabinet reshuffle had been postponed in view of the crisis in the UPA government over the nuclear deal with the USA.

Chief Minister Bhupinder Singh Hooda had declared in May before the three Assembly byelections in the state that he would reshuffle, and possibly also expand the Cabinet, after the byelections. After the Congress won the two out of the three byelections, Hooda again reiterated his intention to reshuffle the Cabinet.

However, soon after the politics at the centre became hot following the reported insistence of Prime Minister Manmohan Singh that he would prefer to quit than to go back on the nuclear deal for which he had assiduously worked. The party high command (read Sonia Gandhi) became busy with resolving the political crisis created by the Left opposition to the deal and its threat to withdraw their support to the UPA government if it went ahead with the deal. The rest is history.

It is not that Sonia had no time to pay attention to the party affairs in the states. Only yesterday, presidents of three state party units were appointed in view of the coming Lok Sabha elections. But, sources said, Hooda, despite meeting the party president, did not raise the issue of his Cabinet reshuffle before Sonia as he felt that it was no time to discuss such issues when there was a crisis at the centre. The Cabinet reshuffle or expansion could wait.

If President Pratibha Patil asks Manmohan Singh to seek a confidence vote from the Lok Sabha as being demanded by the opposition when the Left formally withdraws its support tomorrow, the session can be held by the third week of July. In that case again, the reshuffle of the Haryana Cabinet as well as those making it to a ministerial berth or for their elevation will have to wait.

Trader’s Murder
Lathicharge to disperse mourners blocking road

Hisar, July 8
The police resorted to lathicharge at two places in the town today to disperse a mob of mourners, who had squatted on the road along Parijat Chowk along with the body of a shopkeeper, who was stabbed to death last night following an altercation.

Trouble began when the mourners refused to cremate the body of the deceased till the accused were arrested. Traffic was blocked for several hours on the road. The police then resorted to lathicharge to disperse the mob.

After being dispersed from there, the mourners again blocked traffic near the general bus stand and damaged a few buses. The police again had to use a mild force to disperse them from there.

The mob then went to the cremation grounds and placed the body outside the ground refusing to cremate it unless the culprits were arrested.

There were no reports of any major injuries to the protesters. A BJP worker, Jaibir Godara, who was leading the protests, was taken into custody.

The traffic on the Hisar-Delhi road and on some of the arteries connected to it was disrupted for several hours.

Traffic snarls could be seen in different parts of the town during the protests.

Navin, a shopkeeper, was allegedly stabbed to death at his shop by a group of youths, who had come to buy a pack of cigarettes. The youths gave a torn Rs 50 note, which he refused to accept. An altercation took place between them, following which the youths allegedly stabbed Navin to death.

Two of the murder suspects were arrested late in the evening from Hansi near here after which the mourners agreed to cremate the body.

16 cops face compulsory retirement

Based on their performance of 25 years of service, a case of compulsory retirement has been made out against 16 police personnel of various ranks by the Haryana police. This is an attempt by the Government Railway Police to weed out the “dead wood” from the 1500-strong force as also to send a message down to serving cops to fall in line or face action.

The action has been initiated in accordance with provisions contained in the police manual. The provisions state that a cop can be given compulsory retirement if the superior, heading the department, feels that the personnel is not contributing to the service in any way. Though provided for, the provision of compulsorily retiring cops is used sparingly.

However, this is the first time that the names of so many personnel, of the rank of constable, head constable and assistant sub-inspector, have been forwarded for retirement. The last compulsory retirement effected in the department was in 2001 when one cop was sent packing.

Sources said the names of cops who had completed 25 years of service and had a number of adverse entries in the annual confidential report (ACR) had been shortlisted for compulsory retirement. Their cases had been forwarded by the inspector-general of police, railways, K.K. Mishra, to the office of the director-general of police for final approval.

According to the provisions, all cops in the line of fire will be first served a notice by the office of the DGP asking them why they should not be compulsorily retired from service to which they will file their reply. A final decision will be taken based on their replies and sent to the state government for its nod.

Compulsory retirement, according to the police manual, means that the cops who will be shown the door will not be given any pensionary benefits, which usually come with retirement. Interestingly, ever since the cases have been made out against the cops, the IG office has started getting applications for voluntary retirement from cops who have completed 25 years of service and suspect that their names could figure in the list of those being retired compulsorily. The move to seek voluntary retirement is an attempt to save their pensionary benefits as a last-ditch effort, knowing fully well that they will have to go.

K.K. Mishra confirmed that the cases of compulsory retirement had been sent by his office and were under process in the office of the DGP. “Though the police department will finalise the cases, the final orders will be passed by the state government,” he explained.

Warder frees prisoner, suspended

In the first case of its kind, an offender lodged in the Bhondsi jail here yesterday walked away free despite an order to the contrary, courtesy negligence of one of its warders who has since been placed under suspension.

Confirming this, deputy superintendent of jail Om Prakash Nain said the warder, Sunil Kumar, admitted his fault and attributed the release of the offender to “misreading” of the warrant issued by the court of the tehsildar, Gurgaon. “However, it is certainly a serious case of negligence even if it occurred in the case of a petty offender. The jail warder concerned has been suspended,” he told The Tribune. The jail staff as well the police today made frantic efforts to nab the offender, Mohammad Imtiaz (25), of Hazaribagh district in Jharkhand.

He was arrested by the police on the night of June 28 from a park under the jurisdiction of the Sushant Lok police station, Gurgaon. On being questioned what he was doing in the park at the untimely hours, he could not give a satisfactory reply. So he was booked under section 109 of the CrPC and sent to jail. He was produced before the tehsildar, Gurgaon, yesterday who ordered to send him back to jail. However, he was wrongly released thereafter.

The local municipal council has taken a new initiative on an experimental basis to switch over to late-night cleaning of roads in the town. The aim is to provide clean roads and surroundings to residents and visitors in the morning hours.

The initiative was launched yesterday around 10 pm by deputy commissioner Ajit Balaji Joshi in the presence of prominent citizens and officials of the council. Initially, two roads - Mamu-Bhanja Chowk to the railway station and Mahatma Gandhi Chowk to the mini-secretariat, have been taken up for cleaning.

The council has distributed hand bills among shopkeepers on these roads urging them to place a dustbin in front of their shops and to ensure that the waste is put in these bins. The waste will be lifted while cleaning the roads.

Safai karamcharis, who will carry out the cleaning work in these hours, will be given a special dress for their security and identification during night as well as hand gloves and face masks as protection gear.

The deputy commissioner said the initiative had been taken to improve the hygiene in the town. He said if this effort proved a success, the programme could be extended to other areas.

Executive officer of the council Bharat Bhusan Bhardwaj said the practice so far had been to lift the waste in the morning hours. “However, shopkeepers used to throw waste after the completion of the cleaning process and this waste was cleared only the next morning, almost after 24 hours,” he commented.

Scholarship for kids of ex-servicemen

Children of ex-servicemen and widows of servicemen, who are pursuing any professional degree course, will be given a scholarship at a rate of Rs 15,000 to boys and Rs 18,000 to girls per annum under a centrally sponsored scheme.

While stating this here yesterday an official spokesman said under the defence minister discretionary fund scheme, the children of ex-servicemen studying up to class XII would be given scholarship of Rs 200 per month to boys and Rs 400 to girls.

The girls studying at graduation level would be given Rs 600 per month. Apart from this, the children of ex-servicemen getting training at the NDA and IMA would be given a grant of Rs 1,000.

The ex-servicemen and widows of servicemen would be given a grant of Rs 16,000 at the time of wedding of their daughter. The ex-servicemen and the widows of servicemen above the age of 75 would be given Rs 500 per month and the same amount would also be given to those who had attained the age of 70 and residing at old age homes. The orphan children of ex-servicemen would also be given Rs 500 per month. The orphan daughters of ex-servicemen would be given Rs 1,000 per month till the age of 21 years.

Similarly, the ex-servicemen living in a condition of extreme penury would also be given emergency grant of Rs 30,000 in a single installment and the poor widows of the servicemen and disabled servicemen would be given Rs 20,000 for the repair of the house. He said there was also a provision to give grant ranging from 75 per cent to 90 per cent to ex-servicemen through the Kendriya Sainik Board for the treatment of diseases.

The grant up to 90 per cent would be given for the treatment of fatal diseases.

3 liquor vendors hurt in firing

Sonepat, July 8
Three liquor vendors, Rohtas and his brother Sandeep of Rathdhana village and another Sandeep of the same village, were injured after they allegedly opened fire here last night.

Both the brothers were admitted to the Civil Hospital here whereas another Sandeep, who was brought to the Civil Hospital here with bullet injuries in his leg, was referred to the PGIMS, Rohtak, after midnight.

A case has been registered on the complaint of Rohtas, but no arrests were made till the filing of the report.

Rohtas and his brother Sandeep own a liquor shop at Juan village whereas the other Sandeep has a liquor shop Rathdhana village.

Sandeep alleged that Rohtas and his brother illegally sold liquor in the village.

Rohtas alleged that when he was returning to his village late last night, Sandeep stopped his car to check whether there was any stock of liquor kept in the car.

An altercation took place between them, following which Sandeep allegedly opened fire at him. Hearing the sounds of fire, Rohtas’s brother reached the spot. He also received bullet injuries in one of his feet.

Snakes on college campus

Girls studying in the Government College for Women here are a frightened lot, courtesy frequent incidents of snakes being found on the college campus during the past some days.

A black cobra was spotted crawling on the lawns between the college building and the girl’s hostel minutes before the college was to organise a function to inaugurate a scheme for imparting computer training to Scheduled Caste students yesterday.

Class IV staff members of the college were summoned, who chased and killed it. A snake came crawling on the college campus a day before too. It was killed by a gardener.

“The grass on the lawns of our college is not cut regularly and hence it is almost impossible to spot snakes or other such creatures on the lawns,” said a student on condition of anonymity.

College principal Ashok Bhatia, however, tried to downplay the incidents. He said it was common during the monsoon to finds creatures like snakes in open places.

He said he had asked the gardeners to cut the grass on the lawns properly and was also enquiring whether any chemical was available in the market to kill reptiles.

In a press note issued here today, Dhull said after personally examining the quality of investigations done by police officials, he discussed them with investigating officers, public prosecutors and judges. It was generally felt that the quality of investigations had come down over the years leading to over dependence on eyewitnesses at the cost of forensic evidence.

He said witnesses tended to turn hostile or gave contradictory statements, which benefitted the accused. Scientific investigations supported by physical evidences could greatly improve chances of prosecution establishing its case.

Woman ends her life

In another incident, Suman of Kitlana, who got married to Rakesh of Bhudhera village, reportedly committed suicide today by jumping into a well. The police has registered a case on a complaint of Manjeet, brother of the deceased, and booked the victim’s husband Rakesh, mother-in-law Rajbala, Meenakshi and Yogesh under the Dowry Act.

8 hurt in group clash

Eight persons were injured in a clash between two groups at Chausala village falling under the Kalayat block here today.

The injured were brought to the General Hospital here, two of whom were later referred to the PGI in Chandigarh.

Kaithal SP Anil Kumar Rao said a dispute over a piece of land was believed to be the cause of the clash.

He said a court had ordered the restoration of about seven acres sometime ago to a particular group and the police had got the land restored following the judgment.

The police has registered a case under Sections 147, 148, 325 and 326 of the IPC.

Haryana Chief Minister Bhupinder Singh Hooda yesterday announced a bonanza for employees of the District Rural Development Agencies (DRDAs) which included the benefit of payment of gratuity to all employees and the facility of leave travel concession (LTC) .

Announcing this here after presiding over a meeting to consider the demands of the employees, the Chief Minister said the staff of the DRDAs were already getting the benefit of leave encashment and ex gratia scheme on the government employee pattern.
