Newborn girl found abandoned
Kharar, June 19 The child was found with a bottle of milk, some clothes and a hand written note. The note left with the newborn baby stated that the person leaving the baby neither knows any government or non-government agency nor trusts or anybody else who can take care of the baby. The baby was taken to the Civil Hospital, Kurali, for medical attention where doctor on duty declared her to be normal. The police station, Kurali, was also informed about the baby. This is the second girl child found in a cradle installed outside its ashram under its panghuda (cradle) service. The first one was found in November last. In a press statement issued today, the president Shamsher Singh stated that after the first baby girl was found, the social security, women and child development department, had been questioning the society over its legal capacity to keep unwanted children at its home. "The social security office has sent written warnings to the society's office and also made a police case out of it. Children Home, Ropar, demanded in a written letter that society needs to present the girl child in front of the superintendent, Children Home, Ropar, since the society is not authorised to look after the unwanted child as it is still not designated as a children home yet," Shamsher Singh said. He said society came into being only to take care of such needy, helpless unclaimed, orphans, widows, mentally or physically challenged people. The society had already put in an application, last April, to have the society registered as a children home, but not even a letter of acknowledgment has been sent by the said department. |

District schools sans teacher
Patiala, June 19 On one hand when the Central government is going all out to help schools under the Sarv Siksha Abhiyan programme, the state government, it seems, is doing little to provide benefits to its own schools. This is reflected from the fact that in residential areas a majority of schools are functioning without proper infrastructure, including buildings. Education department sources stated that the government is not helpful following, which the school buildings have been reduced to a dilapidated state. At present there are nearly 1,150 odd elementary schools in the district and out of these schools, 800 have been handed over to the Zila Parishads for upkeep and despite this there has been little or no development in these schools as far as infrastructure and education is concerned. Government elementary schools at the villages Khanewal, Karimnagar, Kath, Kaller Bhaini, Nurpur, Harneekoo, Matauli, Seona, Sidhuwal, Bhanwala, Nirman Ashram, are so deprived that there is hardly any furniture. Here, at these elementary schools, children are made to sit on the floor and sometimes during rainy season these children suffer. Education sources disclosed that many schools have no buildings at all and a majority of them are being run from places under the control of the State Building and Roads (B&R) department. Many schools are running from places falling under the control of various religious organisations. Under the Sarv Shkisha Abhiyan, the Central government fund schools to the tune of 65 per cent while the state government is supposed to dole out 35 per cent. Education department officials disclose that if the state government gives its share of money, the Central government can chip in to provide proper infrastructure to these schools. It has also come to light that there are many schools in the district, which have no teaching staff at all while some schools are simply doing with the help of just one teacher who is accountable to no one. Statistics reveal that a majority of such schools are located in Patran tehsil. Many schools in the villages of Fatehpur, Barsaat, Shiekhupra, Tarora Kalan, Khunti Chana and Lalochi of this district are running with just one or two teachers. An NGO-Shikhsha Bachao Manch- has confirmed that in the entire state of Punjab, there were as many as 30,000 posts of teachers lying vacant while the government is trying to fill up just 9,000 posts. Sources reveal that if there are no teachers in schools, the quality of education will be badly affected. |

Though Bassi Pathana is ‘C’ class council yet the ruling coalition of SAD & BJP are contesting the elections on party symbols, whereas Congress candidates are contesting as Independents. Interestingly, there would be no candidate of ruling coalition in Ward No.6 and 8. BJP is contesting on 4 seats, SAD have candidates on seven seats. SAD leaders blame BJP for not giving ticket to any one in ward No.8 as it was allotted to them and they said Bhagwant Singh, former president of council, was given ticket from ward No.6 but he refused to contest from there. Another keen contest would be between the wives of two real brothers Sukhdarshan Kaur (wife of younger brother) is contesting on SAD ticket, while Arvinder Kaur (wife of elder brother) is contesting as independent. Congress-backed candidates have taken full advantage of not getting party symbol, two candidates managed to get indirect support of SAD BJP in ward No.6 and 8, where Congress backed wife of former president of council and wife of former DCC president are contesting, respectively, the coalition partners have not put up their candidates. One of the senior former Congress councillor managed to get the SAD ticket and contesting on their symbol. In some other wards also Congress and SAD candidates are helping each other. The most demoralised candidate is Bhagwant Singh former council president, while talking to The Tribune, he alleged that he had been in SAD since childhood and became the only SAD-backed council president, but the party refused him a ticket and now he is contesting independent. He alleged Congress men have been given party ticket, there is no value of loyalty. As there is no Congress leader in the town, the Congress-backed candidates are calling themselves independent, but on the other hand there are many sub-groups of ruling SAD in the town and the contest is likely to be between the ruling sub-groups. |

Woman molested, one arrested
Ambala, June 19 The chairman of the commission Sushila Sharma went to village Berikhera and met the victim and her family members. Ram had met the Additional SP, Balbir Singh Beniwal yesterday and threatened that he would commit suicide along with his wife and child if the accused was not arrested. Beniwal had assured him that he would be given justice. According to sources Awtar and Ram were known to each other and there was dispute between them over sale of a piece of land. On June 9 Ram’s wife went to a bank to withdraw some money but by chance she forget to bring her passbook. According to the police report, in the meantime Awtar came there on a motorbike and offered her a lift to her residence so that she could bring the passbook. Police report said Awtar took her some where in a field and molested her. Later, on Ram’s complaint, the police registered a case against Awtar. Ram and his wife were irritated over the indifferent attitude of the police. On the other hand Awtar had alleged that Ram had falsely implicated him in this case. He refuted the charges framed against him. Later talking to mediapersons here today, the chairman of the commission said she got this information today and she rushed to Ambala to pacify the victim and his family. |

WB team assesses disease project
Ropar, June 19 The team visited various health centers in district and interacted with functionaries of the hospital, including doctors, paramedical staff and laboratory technicians at civil hospital. The team was headed by Dr Ayana Yeneabat, medical officer - epidemiologist, World Health Organisation (WHO) and Dr Aakash Shrivastava, senior medical officer from National Institute of Communicable Diseases. The team visited health sub-centre at village Chitamla, mini public health centre at Chamkaur Sahib, civil hospital Ropar, district public health laboratory Ropar and district training centre Ropar. Civil surgeon Ropar, Dr Arjan Singh Gill said the team oversaw work being done under the IDSP. He added that Ropar was not connected to other centers through video conferencing owing to lack of internet. From today onwards the same was installed and made functional at the IDSP center Ropar as well. IDSP is a decentralised, state-based surveillance programme in the country. It is intended to detect early warning signals of impending outbreaks and help institute in an effective response in a timely manner. It is also expected to provide essential data to monitor progress of ongoing disease control programme and help allocate health resources. The designated state lab for project is at medical college Amritsar. The labs of Medical College Amritsar and CMC Ludhiana are amongst the network of quality assurance laboratories of IDSP. In UT Chandigarh, the medical college is performing this task. |
Unidentified assailants injure truck driver
Bassi Pathana, June 19 As per an FIR lodged with the police, Jang Singh resident of village Mehdoodan, working as a truck driver at Mandi Gobindgarh, alleged that as usual last night he was returning to his village Mehdoodan on a cycle, some unidentified persons stopped him near village Khalspur and started beating him up mercilessly with sharp edged weapons but he managed to save himself from their clutches and reached his village. His family members took him to the police station Bassi Pathana and lodged an FIR. He was admitted to a hospital. When contacted inspector Dalip Singh SHO, said it looks like a case of personal enmity and was not any gang’s work, as they did not injure him so seriously. He said Jang Singh is not telling the truth let him recover; only then a proper investigation would be initiated. He said the police has registered a case under sections 323,324,34, IPC. |

Bed shortage at de-addiction centres Mandeep Puri Tribune News Service
Chandigarh, June 19 In April, the police had written a letter to the health secretary asking the authorities to increase the number of beds in all hospitals, including the PGI, Government Multi-Specialty Hospital-16, and Government Medical College and Hospital-32. It had also suggested the authorities to improve the condition of the de-addiction centres. According to sources, the Chandigarh police had identified around 40 active drug peddlers and over 200 drug addicts in the city. But the city hospitals just had 28 beds in all - 20 beds in PGI, eight in GMCH-32 and none at GMSH-16. Even after a reminder by the police, the situation of these centres remains the same. The municipal corporation is now trying to increase the capacity and improve the condition of de-addiction centres by writing another letter to the administration. Mayor Pradeep Chhabra told the TNS that after witnessing a sharp increase in the number of incidents involving drug addicts, the corporation was planning to open a more de-addiction centres in the city and its villages. “Drug addiction has become a cause for concern for the city. I have discussed the issue with the UT adviser and the MC commissioner. The proposal of opening new centres at villages will be taken up at the monthly meeting of the corporation. Beside, we are writing to the administration to increase the bed capacity of the centre running under them. Just 28 beds are not enough!” |

Trickster arrested for duping woman
Panchkula, June 19 According to the police, Sheela, an owner of a boutique at Sector 11, lodged a complaint that Iqbal took away her money and jewellery on the pretext of making it double. Vinod, a tailor working at her boutique in April introduced Iqbal to Sheela. Iqbal claimed he knew a trick through which he could double jewellery and money. Sheela handed over Rs 1 lakh along with one chain, 3 rings, and 2 earrings to Iqbal. After this Iqbal wrapped the money and jewellery into a bundle and asked them to leave him alone for a few minutes so that he could perform the magic. After that he handed over the bundle to Sheela saying that she should open it after three months. However, Sheela found pieces of papers and artificial jewellery in the bundle when she opened it yesterday. Even Vinod lost Rs 40,000. However, through the information provided by Vinod, the police arrested the accused from Chandigarh. |

Man beaten up for refusing a cigarette
Chandigarh, June 19 Arvind, who was allegedly hit by an empty beer bottle on the head, was taken to Government Medical College and Hospital, Sector 32. His family members said he was administered 20 stitches on the head and other parts of the body. The hotel owner maintained the incident took place outside the premises of his hotel. In a complaint lodged with the Sector 36 police station, the victim’s brother Mahesh said Arvind had gone to the hotel with friends in the evening. A youth seated at an adjacent table approached him for a cigarette. When refused, he entered into an argument with him. Soon, a group attacked Arvind with empty beer bottles. Mahesh said while his brother was being beaten up, the hotel staff remained mute spectator and did nothing to help. “The group left giving Rs 2,000 whereas the bill was for Rs 750.” SHO Devinder Sharama denied the incident. However, SI Naresh Verma said a complaint had been but no case was registered. |

The police reached the house and examined the scene. He victim was said to be under the influence of liquor and had been keeping unwell for some time. Chandigarh, June 19 Only 25 customers have so far visited the postal department counter to avail of the facility. The department has exchanged currency worth Rs 97,000 only. With private players providing these services in almost every part of the city, very few people visit the designated counter of the postal department for the service. Innovative marketing techniques like bargain in currency rate and home delivery facility offered by private players has made foreign exchange service of postal department a less lucrative proposition for customers. The counter was set up on April 30. Private players are serving a segment of consumers for which the post office is ill-prepared to handle. The department’s foreign exchange service is characterised by its time-sensitive nature and non-friendly services. On the contrary, private players offer a range of services to customers. Naveen Chaudhery, manager, Thomas Cook, says: “We offer dollar at a price lower than banks and postal department.” Postal department and banks cannot provide currency at a lower rate. Private players also offer the flexibility of bargain to their customers. Some private players offer a dollar for 50 paise lower than what is being offered by public sector agencies. Also, home delivery facility is being provided by private companies, something that is absent in the public sector. Kapil, an employee with Paul Merchant that deals in foreign currency exchange, says: “We send a person on the doorstep of the customer desirous of exchanging money.” Besides, less documentation also forces customers to approach private players. In Sector 15, a licence holder offers currency exchange facility without involving paper work or asking for an ID. In spite of having an array of facilities like telegraphic wire transfer, sale/exchange of foreign currency and traveller’s cheques, sale of foreign currency denomination, demand draft, transaction against international credit cards, sale of store value cards, the counter at the postal department lacks the flexibility of the private sector. |

Software exports from tricity cross Rs 678 cr
Chandigarh, June 19 In the backdrop of the setting up of the Rajiv Gandhi Chandigarh Technology Park (RGCTP) here, Chandigarh has taken the lead with exports crossing Rs 400 crore. In fact, the RGCTP has contributed a lion's share of Rs 250 crore out of the total exports. Sources said the growth in software exports from Chandigarh have kept pace with the development of the RGCTP as in 2004-05 the export was a mere Rs 56 crore. While the exports went up to Rs 81 crore the following year, the year 2006-07, when the IT park became operational, recorded a phenomenal growth with the export touching Rs 320 crore. Officials highlighted that with the third phase of the RGCTP set to be launched in 270 acres of land, the exports would get a boost in the near future. This coupled with the establishment of the Entrepreneur Development Centre (EDC) at a cost of Rs 17 crore under the assistance to states would create the necessary infrastructure for promising entrepreneurs to venture into the software export segment. Besides becoming a software exports centre, the EDC would provide readymade space to young entrepreneurs who do not have the capital to create the infrastructure. |

Role of microfinance in rural areas highlighted
Chandigarh, June 19 The general assembly was attended by 109 delegates from various countries, including Belgium, Germany, France, the UK, Luxemburg, Malaysia, South Korea, El Salvador, Peru, Chile, besides those from Africa. The general assembly was held on “Overcoming financial exclusion through microfinance” with objective to exchange views on the contribution that microfinance could bring to build inclusive financial sectors and assess the role of WSBI members, with a specific focus on the situation in the Asia region. Union minister of state for finance Pawan Kumar Bansal inaugurated the assembly. He said providing banking services to the rural areas was a great challenge, which needed to be tackled in order to provide better services to villagers. He added that suitable financial products needed to be provided at post offices and banks, which could help villagers to receive credit for microfinance. In the past seven years, the economic growth of India had been progressed remarkably, he said. Also, India had achieved the GDP growth of 8 per cent in the past three years. The benefit of the progress should reach villagers and the government would continue to pursue its efforts in this direction, he added. More schemes like employment guarantee scheme would be taken to the rural areas to provide employment opportunities to villagers. Earlier, additional secretary, Government of India, L.M.Vas welcomed the delegates. She said the general assembly would help member countries develop international cooperation among them. Chandigarh, June 19 Hailed as the pioneer in introducing the Japanese concept of poetic format 'haiku' in Punjabi poetry, Sathi shared experiences of his literary voyage with litterateurs at the Chandigarh Press Club here today. "Poetry is the articulation of inner urges and emotions in a particular paradigm of words wherein the aesthetic expressions of a poet ripens into significance," opined the soldier poet Major Amarjit Singh Tiwana (retd) who migrated to Canada in 1980s after taking premature retirement. His passion for poetry surfaced while he was studying in school at his sleepy village Chanarthal Kalan near Patiala which, however, blossomed later in a unique style. His latest book titled ‘Nimakh’ sculpted in Punjabi haiku format has won him instant recognition in Punjabi literary circle in Canada and India. Talking to the Chandigarh Tribune, Sathi traced the origin of 'haiku' poetic genre as the most prominent, precise and concise format in Japan. It has a very rigid code of conduct and treatment with every lyrical expression compressed to 17 sound syllables and divided into three lines. But Sathi has justified his poetic potential scripting over 160 little Punjabi haikus in the book weaved in the pastoral Punjabi lifestyle. Participating in the ‘Ru-ba-Ru’, Punjabi poet Bhushan Dhyanpuri, however, claimed that the haiku poetic format already existed in our proverbs though not in prominence. Noted poets Dr Gurbachan, Sham Singh, Kana Singh, Prem Gorky offered their views. Earlier, poet Govardhan Gabbi and Gurdev Chauhan introduced Sathi and his literary achievements. |
