Council Elections
Reservation of wards upsets councillors’ calculations

With the notification of the council elections in the state, hectic political activity has begun in the town. The sitting councillors as well as the new aspirants have started appearing at public places and visiting their voters.

The sitting councillors had started exploring new wards for contesting elections apprehending that the category of their present ward would be changed as per the rotation system, but the notification regarding reservation of wards issued by D.S. Bains, principal secretary, local government, in the Gazette dated 23.5.08 has upset all their calculations.

Kulbhushan Malhotra, a councillor, said he was surprised to see the notification regarding the category of wards. In place of the rotation system, pick-and-choose policy had been adopted to appease the favourites and to teach a lesson to adversaries, he added.

As per the new notification, Ward Nos. 1, 4, 6, 7, 9, 11 have been marked for the general category, Ward No. 2 has been reserved for the BC category, Ward No. 3 for SC (women), Ward Nos. 5, 8, 13 for general (women) and Ward Nos. 10 and 12 for SC candidates. Executive officer Charnjit Singh told The Tribune that the reservation of wards in different categories had been done at the head-office level and his office had not sent any proposal in this regard. He admitted that the categories of wards were changed, but he could not explain how the changes took place.

He stated that the nominations for the council elections would be filed from June 12 to 17, scrutiny of papers would be held on June 19, withdrawal on 20 and the elections would take place on June 30.

Although most of the aspirants and sitting councillors are preferring to contest the elections independently, some of them are looking towards ruling party MLA Didar Singh Bhatti to open his cards. The ruling SAD-BJP combine has three strong sub-groups. It has to be seen how these three groups will manage to choose common candidates.

The candidates, who were associated with the Congress, are not keen on taking the party ticket as there is no influential leader.

Husband and mother-in-law of Rajni Devi, who committed suicide on Sunday morning, were arrested today amid high drama. Rajni's body was brought to Kharar civil hospital today for postmortem.

At around 9 am, the deceased's kith and kin sat on a dharna outside the hospital not allowing the funeral van to move out of the hospital premises unless and until Rajni's accused husband Pawan and mother-in-law Bimla Devi were arrested.

People from Rajni’s ancestral village, Teera, also raised slogans against the police. The protesters said the body would not be taken for the last rituals until the police arrested the accused.

Following this, the police party arrested Rajni's husband Pawan, but did not arrest his mother Bimla Devi on the pretext that there was no lady police officer to arrest her. But, the protesters refused to lift the dharna unless and until Bimla was also arrested. Kharar DSP Raj Balwinder Singh tried to pacify the protesters, but to no avail. Later, Bimla, too, was arrested.

The protesters lifted the dharna at around 12.30 noon. Rajni's relatives alleged that Rajni did not commit suicide, but was given poison. The accused will be presented in the court tomorrow to seek remand.

Rajni, a resident of Ward No. 15, had committed suicide by consuming some poisonous substance. She was married to Pawan Kumar, who runs a grocery shop on the Arya College road, in 2000.

While the dharna was on, one of Rajni's relatives Nanu Kumar, a resident of Kurali, was gheraoed by four youths. They allegedly took him outside the hospital premises and tried to bully him. Nanu raised an alarm and two of them ran away. However, people around them caught the other two Parwinder Singh and Gurminder Singh and handed them over to police. They turned out to be residents of Teer Sohana village.

They told the police that they were coming towards the civil hospital on their scooter, when somebody hit their vehicle and they suspected Nanu Kumar to be that person. The police arrested them as a preventive measure. They were produced in the court of the SDM and were later bailed out.

Lovers consume poison, dead

A married man and woman having illicit relations ended their lives after their spouses came to know about the relation last evening.

Babaljeet Singh (47) and Karamjit Kaur (38), both residents of Salana village, committed suicide last evening after their respective families came to know about their illicit relations.

Babaljeet Singh was running a Verka milk agency in the village while Karamjit owned a dairy. The duo came in contact with each other as Karamjit used to sell milk to Babaljeet. Some villagers came to know of their relation and informed their families.

Both of them committed suicide by consuming some poisonous substance after they were questioned by their family members.

Both Babaljeet Singh and Karamjit were rushed to DMC, Ludhiana, where they were declared brought dead. Inquest proceedings under Section 174 of the CrPc have been initiated at the Amloh police station.

Desh Prem Azad Cricket Academy (DPCA) beat Bhavan Vidalaya of Panchkula by 60 runs in the Inter-Academy Under-15 Cricket Tournament for Mount Shivalik Trophy being organised by DPAC at St Stephen's School ground here today. Harmanpreet Singh’s knock of 156 runs as an opener took his team to a massive total of 300 for 7 wickets in 35 overs.

Batting first, DPCA lost its first wicket of Dakash Aggarwal (6) at 34 runs, but Harmanpreet took the charge on his shoulders and gave a tough time to Bhavan Vidalaya's bowlers.

He slammed 19 fours and twice lifted the ball over the boundary as he plundered runs virtually unchallenged with a great partnership of 159 with Sachit Nayyar. Sachit made 72 from 48 deliveries. He hit 12 fours and two sixes. Avinash contributed a useful 38 which he scored from 25 balls and reached the fence seven times.

Chasing a total of 301, Bhavan Vidalaya replied with 240 for 7 in 35 overs. Shivdeep played fluent knock of 65 runs in just 41 deliveries. He slammed six fours and four sixes. Shivdeep and Naman (39, 7x4s, 1x6) put on 72 runs for the second wicket. Naman made 39 with the help of seven fours and one six. Aditya's breezy knock of 42 came in 28 balls. He hit five fours and one six. Yash (26), Sumit (12) and Shubham (10) were the other scorers. It was Talwinder's fine bowling which contained the Bhavan Vidalaya's innings as DPAC Academy bowler took three wickets for 43 runs from seven overs. Karan Aggarwal and Abhilash got one wicket each for 7 and 53 runs, respectively.

Gupta, Mann all set to conquer Rs 20 lakh Nepal Masters

With the conquest of the golf pro-giants in Chandigarh a couple of days back still fresh in his mind, city golfer Harindra Gupta is all set to tee off along with an array of top professionals in the Nepalese Rs 20 lakh Surya Nepal Masters 2008 which gets under way with the pro-am event tomorrow.

Chandigarh hard-hitter Gurbaaz Pratap Singh Mann, who clinched the Surya Nepal Masters title in 2006 will also try to regain the crown.

Doha Asian Games 2006 silver medalists Chirag Kumar and Joseph Chakola, the legendary Rohtas Singh, former Indian Open winner Vijay Kumar (all from India), Sri Lankans Anura Rohana and B.G. Lalith Kumara and Bangladesh's Siddikur Rahman amongst others are in the fray.

Defending champion Deepak Thapa Magar, who became the first Nepalese pro to win the Surya Nepal Masters in the game's 14-year-old history last year, leads the local challenge along with the newest sensation Shiva Ram Shresta, Deepak Acharya who is director golf at the host club - Le Meridien Gokarna Forest Golf Resort and Spa, and a bunch of promising professionals.

Alongside the main event, for the first time ever, an international amateur team event will also be held where five teams are in fray. While India, Sri Lanka and Bangladesh have fielded a team each, hosts Nepal have fielded two teams.

The standard pro-am will showcase Nepal's who is who along with the some keen CEOs who have travelled all the way from India.

The pro-am will give a chance to these golf enthusiasts to rub shoulders with the top professionals in a one-day fun-filled competition. The pro-am will be played on a stableford format and will see some interesting skill contests too.

The challenging Gokarna Forest Golf Resort course is in pristine condition.

The narrow fairways will test the golfers in all the departments of the game.

St Stephen’s all set for Asian round

St Stephen’s football team have won the India final of Manchester United Premier Cup (under 15) at Goa in January this year.Now, the local outfit, the first ever school-team of the country to achieve the feat, are all prepared to win top honours in the South-East Asian qualifying round of the prestigious cup, starting from June 4 at Malaysia.

If the team manage to finish top in the round, the title will come to the country for the third time.

Johny Chand, skipper of the team, said, “It is a great feeling that we are the first school-team of the country who have made it to the Asian qualifying round.”

The team which will vie with five other Asian teams, including the hosts Malaysia, Sri Lanka, Indonesia, Thailand and Singapore, have thrashed around 32 teams during the Indian leg.

“During the preparation, we adopted the training methods of European teams. Apart from skills, we also focused on mental strength.,” coach Surinder Singh said.

The winner at Malaysia will be put into the top-20 teams of the world which will lock horns in the Junior World Championship for Manchester Cup.

Following their previous day’s score of 27 runs at the loss of two wickets in 16 overs, Patiala team were bundled out for 217 runs in 90.2 overs on the second day of the final of the Punjab Inter-District U-16 M.L. Markan Trophy’s first innings played at the PCA pitch here today.

Patiala’s Mehjot Sodhi and Gauravpreet Singh were the highest run-getters with 56 and 57 runs, respectively.

Chandigarh’s Hitesh Bhutani and N. Dhiman proved to be the wreckers-in-chief for Patiala batsmen. Bhutani sent six batsmen to pavilion giving 67 runs and Dhiman claimed two wickets at the cost of 67 runs.

Chandigarh team lost two wickets at the score of 89 in 19 overs during the second innings. Manan Vohra contributed 44 runs off 33 balls. Naveen Dhiman stood on the crease with 40 runs. Meanwhile, Sandeep Sharma and Sukhwinder earned one wicket each for Patiala.

Golf camp to hone skills of caddies

With an aim to tap talent, The Chandigarh Golf Club will provide free coaching to promising amateur caddies in the 0-9 handicap. The programme, which includes two-hour free coaching to caddies every Monday, started today under EGTF-certified coach Ajay Gujral with 20 amateur caddies learning the finer points of the game.

Overseeing the entire programme was the captain of the course, Brig H.S. Bath, who was present throughout to motivate and encourage the caddies. The year-long coaching programme will see some of these amateur caddies playing in the professional golf circuit.

According to Ajay Gujral, the camp will be held every Monday so that a continuation is maintained in honing the skills of these promising amateurs.

A few deserving caddies from the camp are also expected to receive financial help from the Chandigarh Golf Club to play in the Amateur Circuit this year.

Upgraded burns unit opened in PGI

The PGI has upgraded its services to the patients of burn injuries. The centrally air-conditioned burns unit and renovated plastic surgery ward was inaugurated by General S.F. Rodrigues (retd), Governor, Punjab, and Administrator, on Saturday.

Prof K.K. Talwar, director, PGI, said the addition of the burns unit accomplished the much-needed requirement for such a facility in the northern region.

The department attends to more than 600 burns patients in a year, said, Prof RK Sharma, head, department of plastic surgery. He added that many of these patients were in constant need of intensive care till the burnt areas of the body were treated with skin grafts.

Giving details about the unit, he said, “This unit has eight intensive-care beds and 10 step-down beds. It also includes two dressing rooms, patient shower area and a dedicated burn-operating room.” The facility will go a long way in improving the care of patients with life- threatening burn injuries, he added.

In addition, the plastic surgery ward has also been renovated. It now has 21 beds in the centrally air-conditioned general ward. The ward also includes a seminar room with all ancillary multimedia facilities and departmental library. The department of plastic surgery is also developing facilities for physical and social rehabilitation of patients with devastating burn injuries.

Doctor held for fraud
Involved in issuing fake job letters

Dr Pankaj Mittal and Krishan Ghai were arrested on the charges of fraud by issuing fake appointment letters to the people. The police has booked them, along with a couple Rajeev and his wife Anu, under Sections 420, 467, 468, 471, 210-B. Rajeev and Anu is still absconding.

According to sources, they were involved in issuing fake appointment letters by taking Rs 20,000 as fee. Dr Pankaj, the main accused, used to issue appointment letters on the letter head bearing official address of Punjab Secretariat, third floor, security branch, which is under the Ministry Public Welfare, Government of Punjab.

Dr Pankaj had issued a number of appointment letters to residents as doctors, staff nurses, PRO, media adviser and was even running two fake dispensary in the city. He even approached a couple of NRIs on the pretext of taking money for the welfare of villages in Punjab.

Rajeev along with his wife collected data from Naukri.com and used to forward it to them. Dr Pankaj along with Krishan used to utilise the collected data in executing the crime.

Dr Pankaj was also said to be involved in issuing fake passport.

Jagjit Singh, a resident of Sector 45, told The Tribune that Dr Pankaj allegedly took Rs 20,000 and gave appointment letter to his wife, while another resident of Sector 36 gave the accused Rs 20,000 for appointing him as a PRO.

During investigation, Dr Pankaj revealed that he used to pay Rs 2,000 to Krishan as a commission and had been active since last year. The case has been registered in the police station, Sector 39 in this regard.

Cyber cafe owners held for not keeping record

The police yesterday arrested the owners of cyber cafés, including a Sector 19-based cyber café, on the charge of not maintaining a proper record of users at his cafe.

The police yesterday carried out inspections in cyber cafes across the city after The Tribune team exposed the fact that the cyber café owners were not maintaining a proper record of visitors. The police checked the registers maintained by the cyber-cafe operators and found Chander Pal Sharma, owner of Cyber World in Sector 19 here, had not maintained a record of users.

The police registered a case under Section 188, IPC, for violating prohibitory orders.

It was highlighted in these columns that the cyber cafe outlets in the city were flouting guidelines issued regarding ID proofs of the users with impunity.

As per the law, a cyber café has to maintain details of the users, including name and address, date and time of log in, photocopy of identity proof, time of log out, machine ID number and signatures of the visitor.

During the operation, the police checked the registers of the café owners and also arrested an owner of Sector 15-based cyber café on the charges of not maintaining a proper record of users at their cafés. It was found that Harwinder Singh, who was running an Internet Cyber Cafe at shop number 21, Sector 15, did not check the whereabouts of the visitors using the Internet in his café.

The police registered a case under Section 188 of the Indian Penal Code.

Cars stolen from outside homes

Inderjit Singh, a resident of Sector 45, reported to the police that his car (CH-03-M-2526) was stolen on May 28 from outside his home. A case under Section 379, IPC, has been registered at the police station, Sector 34.

In another case, a resident of Sector 43, Manjit Bajaj, alleged that his car (UP-16-H-8855) was stolen from his residence on May 31. A case under Section 379, IPC, has been registered at the police station, Sector 36.

Gambling: Vibash Kumar, a resident of Sector 24, was arrested by the crime branch of the Chandigarh police on the charge of gambling at a public place. A case under Sections 13-A, 3 and 67 of the Gambling Act has been registered at the police station, Sector 11.

3 held for bid to murder niece

The police has arrested three residents of Mani Majra allegedly for attempting to murder their niece here today.

The police said the accused identified as Shamshad, Sarafraz and Mohammad Aslam, who were annoyed at the love affair of their niece Farhana (18), a resident of Bijnore in Uttar Pradesh, allegedly strangulated her near Chandi Mandir. Presuming her to be dead, they threw her body at a desolated place.

In her complaint to the police, Farhana alleged that her family was annoyed with her because of her affair with a boy of the same locality. Her uncle Shamshad brought her to Mani Majra on May 18. Yesterday, all three uncles took her in a car on the pretext of taking her to the residence of her ‘Khaala’ at Chandigarh.

However, on the way, they strangulated her, she alleged. She stopped her breath feigning that she was dead after which the accused dumped her on the roadside in bushes, claimed Farhana in her complaint. After that, she managed to reach the police station with the help of passersby.

Woman attempts suicide

High drama prevailed at the local district courts when a 37-year-old woman attempted to commit suicide by jumping from the first floor of the court building here today.

The woman, a domestic help in Noida, had lodged a complaint at the Sector 20 police station last month that she was raped by a Noida-based engineer belonging to Sector 20, Panchkula. When the police did not take any action against the engineer, the woman came to the local court to lodge a complaint where she attempted to commit suicide. A case was registered and the woman was sent her to the Ambala jail after presenting her before the court.

Low mustard yield hits NAFED

The low production of mustard and high market price fetched by the crop has forced National Agricultural Cooperative Marketing Federation (NAFED) to procure the crop at commercial rates from Haryana and Punjab.

As a result, the procurement by the agency has come down drastically.

Senior officials in NAFED informed The Tribune that as against a minimum support price (MSP) of Rs 1,800 per quintal, the crop was selling between Rs 2,200 - Rs 2,800 per quintal.

“With the farmers getting such a good price, we did not have to intervene in the mandi at MSP.

However, since we need to procure mustard seed, we have bought almost 4,730 metric tons (MT) of mustard from Haryana and 1,000 MT from Punjab,” said an official.

With the crop fetching such high market price, there is little chance of the prices of mustard oil showing a decline.

Officials said the mustard oil prices, which were hovering around Rs 75 a litre now, were expected to go up further.

This procurement is far less as compared to that of 3.58 lakh MT that NAFED did from the two states in 2006.

However, subsequently, as the mustard crop cultivation declined and the crop started fetching a high market price, NAFED’s share in procurement, too, has shown a drastic fall. In 2007, the agency procured 2,539 MT of mustard.

Officials said it was not just in this region but across the country that the share of NAFED in mustard procurement has been on the decline. As against a procurement of 21 lakh MT each in 2005 and 2006, the procurement fell to 1.25 lakh MT in 2007.

This year, too, the procurement of the agency is estimated at 50,000 MT.

The mustard seed production in the country this year is estimated at 4.5 million tonnes, down from 6 million tonnes last year.

The supply constraints are likely to continue this year with 25 per cent of the total crop getting damaged, even as the demand is likely to increase.

In this scenario, a hike in mustard oil prices is imminent. According to the officials, mustard cultivation has been hit hard this year on account of low temperature in February-March and unseasonal rainfall.

The worst hit are Rajasthan and Haryana, where the low production is coupled with low oil content in seed.

Get ready for boogie woogie

Ballroom dancing is the fusion of two heartbeats and its flow is evident with every single rhythm. But only a passionate dancer knows that overall body discipline along with mind and soul goes behind every move of ballroom dancing.

The conventions in dancing styles have come of age with western dances like Salsa, Jive and Tango coming to India a few years back. And now, several forms of Latin dances and standard ballroom dancing are the new talk of the town.

The famous dancing Duo, Shannon Benjamin and Priti Gupta, who have represented India in several Latin American and standard ballroom dance competitions in international dance sport championships, are in town under an invite from the Chandigarh Dance Sport Association. The duo is back in India, organising workshops in different cities for young aspirant couples.

Their main aim is to spread awareness about the competitive forms of ballroom dancing and to motivate more and more young couples. “We are actually looking for dance lovers”, says Priti.

A qualified psyiotherapist Priti Gupta and Shanon Benjamin, IT graduate, bagged gold medal in the Latin division of the All-India Dance Sport event last year. They finished fourth in the Sri Lanka open dance sport, ninth in the Malaysia open, clinched the silver medal in the Hong Kong open.

Apart from core competitive-level dancing, the duo has been a part of several Bollywood projects. Priti has assisted Suparkar with the choreography of Pooja Bhatt’s film, ‘Holiday’ and Shannon recently featured in a music video by Babul Supriyo.

But the road to fame and success hasn’t been easy for them. The duo that started off their journey at a Goa camp in 2006, have faced their share of problems.

Shannon says, “All other countries’ national associations register their participants in all world famous championships. But because of lack of administration, we have to register ourselves and than further arrange for private sponsorship,” said Shannon.

The duo says that even after 2 years, sponsorship is a hurdle they come across every time. With lot of efforts, the dancing couple got their sponsorship for their 2007 Asian tour by Amitabh and Jaya Bachchan.

Through these workshops, the duo aims at generating momentum in the Indian dance circle and hope for administrative support in the near future.

The duo is in the city for the next 5 days for their workshop. Around 30 couples have already registered with them. At the end of the workshop, a state championship will be held on June 7. The winners will qualify for the All-India Dance Sport competition to be held later this year in Bhuvneshwar.

Saang ‘Satwanti Devi’ staged

The rich rustic vigour, grandeur, grace and twang of Haryanvi folklore permeated the ambience at the Inderdhanush auditorium complex here on the fifth day of the ongoing Haryanvi Saang Fest.

Chief guest Dharamvir, chief parliamentary secretary, while lighting the traditional jyoti honoured the artists and complimented organisers K.K. Khandelwal. IAS, B.S.

Balhara and his team for bringing the saang folk form to city. He announced a grant of Rs 51,000 for the performers. Acclaimed saangi Mahavir Singh commenced presentation of saang ‘Satwanti Devi’ with a devotional invocation. Written by Bajje Bhagat, the romance filled saang is a fictional narrative depicting the moral character and courage of a woman.

Laced with musical raginis and interspersing dance spells by Balbir, Taqdeer, Kala and Rajpal, all attired in female costumes, the sang enraptured the intrusive audience. Director Mahavir Singh and Rajpal played multiple roles.

Three Haryana MLAs, Anita Yadav, Randhir Singh and Yadwinder Singh, were present. Young director Tofa Galoor embellished the presentation of ‘Seth Tara Chand’ on Sunday. The saang depicted many twists and turns in the life of a wealthy man Tara Chand and his son Chandergupt. Tofa Galoor and Mubarik Zaheed played lead roles.

Earlier, the DPR of Haryana, K.K. Khandelwal, welcomed the chief guest Bhupinder Singh Hooda, Chief Minister of Haryana, and Phool Chand Mullana, state Congress chief.

The CM announced a special revival plan with a provision of Rs 40 lakh for dissemination of the saang folk genre in the state. He also announced an award of Rs 21,000 for each performing group in the festival.
