Chandigarh, May 30 In his order, R.R. Jowel, RCS, has directed the societies to amend the byelaws within one month to comply with the orders. In fact, the RCS has threatened to take serious action for the non-compliance of the order. Meanwhile, in the event of the failure of the cooperative societies to transfer the flats, the assistant registrar cooperative societies (ARCS) concerned will be competent to allow the transfer of shares of the new members against the payment and the amount will be deposited in the account of the society. “Various societies have been charging different transfer fees. Therefore, it was decided that to avoid this kind of unnecessary litigation and to make the system transparent, affairs for change of members/transfer of shares should be turned into a uniform policy,” the order said. The RCS order seems to stem from the fact that there was no uniform policy for the transfer of the dwelling units in the state. The cooperative society managements had been charging heavy amounts by way of entry fee/transfer fee for the transfer of flats from newly-inducted members. It was a sheer exploitation of newly-inducted members and various society bylaws and the Haryana Cooperative Societies Act, 1984 as the societies were enjoying huge funds deposited through such transfers. Meanwhile, the RCS had also directed the ARCS concerned to dispose of the cases of transfer/sale in a time-bound manner. The assistant registrars had been directed to appropriate decision within one week after the receipt of the resolution/case of the management committee of the societies failing which the cases would be deemed to be approved by the ARCS, the order added. |
Uneasy calm in Pattikalyana
Pattikalyana (Panipat), May 30 Meanwhile, the Gujjars reached the civil hospital, Panipat, this morning demanding a fresh post-mortem examination of Papan and Kuldip, who had died yesterday. Contradicting the claims made by the local authorities that one of the victims had died in the stampede and was 75 years old, the villagers stated that Papan was 42 years old and had not died in the stampede but in the police firing. Some villagers also produced empty shells of bullets fired from an AK-47 which, they claimed, had killed the two persons. Aware of the gravity of the situation, the local authorities ordered a re-examination of the bodies, after which these were brought to their native village, where the mortal remains were consigned to the flames. The reports of the re-examination were not made public. Seeking registration of cases against those responsible for the firing incident, the Gujjars formed a sangharsh committee to pursue the matter. Besides, a four-member committee was also formed to make certain that there were no further clashes. Gujjar leaders Khatar Singh and Dharam Singh told The Tribune that yesterday’s programme was a symbolic protest to show solidarity with the community members in Rajasthan. They claimed that the firing was totally uncalled for and unprovoked. They stated that they would now see to it that justice was delivered to the two who had been killed in the firing and, if required, they would even lunch a statewide stir. Meanwhile, deputy commissioner Mohinder Kumar said it was an unfortunate incident. He said no one wanted it to happen but the circumstances went out of control and the police had to restore to firing. He said an ex gratia of Rs 5 lakh that was announced by the Chief Minister yesterday had been handed over to relatives of the deceased persons. The deputy commissioner said appropriate action against those found guilt would be initiated once the probe ordered by the Chief Minister was completed. |

Ambala Gujjars not keen on ST status
Ambala, May 30 The Gujjars here feel that it is an internal matter of the Gujjars in Rajasthan. In Naraingarh, Gujjars have a strong presence and their MLA, too, is from the same community. Talking to The Tribune, Ram Kishan Gujjar said they would not join the agitation in Haryana if it took a violent turn. On his way to Yamunanagar to support the Gujjar agitation, he said no one in Naraingarh would participate in violent protests, nor would they join any call to block roads as was being done in Panipat and the NCR. Terming the death of two Gujjars in yesterday’s protest “avoidable”, he said Gujjars here would extend only moral support to their community and, if required, would participate in talks or in any other peaceful manner. Around 20,000 Gujjars reside in a cluster of 20 villages, about 50 km from Ambala, near Barara. “We don’t want ST status; we are a community and should be recognised as such,” said Balkar Singh Gujjar, sarpanch of Khera village. Gujjars of these villages said they would not allow anyone from their village to join the agitation and protest violently. Interestingly, no one from this area has so far participated in the ongoing agitation. “We didn’t take part in it last year and neither will we do so this year or ever later,” said Rajinder Gujjar of Talheri village. Villagers here have been receiving calls from their counterparts in Yamunanagar to support the cause. “This all is being done just for the sake for politics,” said Balkar Singh Gujjar. Ram Nath Talheri, a former sarpanch of Talheri village, however, feels that Gujjars should be given ST status. The Gujjars of these villages do not agree with the policy of Bainsla, who is leading the agitation. Terming his approach a political gimmick, they feel nothing much will come out of it. “There is a peaceful way of putting forward demands and we should follow that.” |
Meanwhile, protests continue
Kaithal, May 30 At Keorak, Gujjars blocked the NH-65 for about two hours. Rao Surinder Singh, Ranbir Singh Sarpanch, Mohinder Singh Keorak, Leela Ram, a former MLA, were prominent among those who led the protest. The protesters raised slogans against Rajasthan Chief Minister Vasundhara Raje and burnt her effigy in protest against the killing of Gujjars in police firing at various places. They demanded the dismissal of the BJP government in Rajasthan and imposition of President’s rule there. They also demanded ST status for Gujjars, inquiry by a sitting Supreme Court Judge into the firing incidents, payment of Rs 20 lakh compensation to the kin of those killed in police firing, besides a government job to them. The second blockade was on the Kaithal-Karnal road near Kakot village where the protesters cut some trees and obstructed the traffic with these. They raised slogans against the Rajasthan Chief Minister. The blockade continued for over two hours. Meanwhile, in view of the ongoing Gujjars’ agitation, district magistrate Vikas Gupta has imposed prohibitory orders under section 144 of the CrPC. YAMUNANAGAR: Gujjars of the district held a protest rally in the grain market, Jagadhri, here on Friday and demanded reservation for the community. They also submitted a memorandum to the President through the deputy commissioner. The police had made elaborate security arrangements to ward off any untoward incident. The protest by more than 1,500 members of the community passed of peacefully. Leaders demanded that the BJP government in Rajasthan should be dismissed and the demands of the agitating Gujjars should be accepted without delay. Leaders from all political parties, including the BJP, spoke on the occasion and demanded compensation of Rs 20 lakh each for the families of those killed in police firing and Rs 5 lakh for the injured. They also demanded government jobs for the kin of those killed. Who burnt the bus?
Pattikalyana (Panipat), May 30 A battery of scribes, who had assembled here to cover the protest saw none of the protesting Gujjars leave the arena where they were holding a dharna on the NH-1. Even as the police was asking the protesters to lift the blockade, some saw clouds of smoke coming out from a bus that was parked at least 500 metres from where the Gujjars were protesting. A number of policemen and fire engines rushed towards the bus, but the Gujjars still did not appear in a mood of scuffle. In the meantime, some protesters, with an effigy of Rajasthan Chief Minister Vasundhara Raje and armed with sticks and stones, appeared from nowhere. With a bus burning at a distance and scores of youth arriving on the scene armed with sticks and stones, the police got alarmed and lathicharged the agitators. What followed next is a known to all. The fact that the bus was burnt at a distance and none of the scribes who were here to cover the happenings with their cameras noticed none leaving the dharna site, raises questions as to who brunt the bus. The Gujjar leaders claimed that those who set the bus on fire were not from among them. Claiming that the move to burn the bus was politically motivated to meet some vested interests, the leaders said their plan was only to register a peaceful protest in support of the community members struggling in Rajasthan. |
Zila parishad meeting boycotted
Jind, May 30 They charged the authorities concerned of taking the meeting lightly and hurting the sentiments of the members. Chairperson of the parishad Seema Biroli later issued a statement charging the authorities of not taking adequate interest in the affairs of the body resulting in various problems, including lack of pace of development on various projects. She claimed that the meeting was due to start at 11 am but the officials, including the ADC, did not reach till 11.40 am. The chairperson claimed that she was told that the ADC was busy with some important work and could not make it to the meeting at the scheduled time. The next meeting is scheduled to be held in the first week of June. There are 24 elected members in the parishad and it is scheduled to meet at least six times in a year. |
Bhajan to take oath on June 2
Chandigarh, May 30 It will be for the second time that he will take oath as a member of the present House. In 2005, he was administered the oath as a Congress MLA. Now, he will sit in the House as the first and lone member of the Haryana Janhit Congress (BL), launched by his younger son, Kuldeep Bishnoi. Interestingly, the day Bhajan Lal will take the oath, the new party will complete six months of its existence. The party was formed in Rohtak on December 2 last. According to party sources, Bishnoi would preside over a meeting of the district presidents, members of the state executive and office-bearers of his party at Himachal Bhawan in Sector 28 here the same day. Sources said the meeting had been convened to discuss the future strategy of the party and its performance in the recent byelections held in the state. The byelections were held after the Speaker had disqualified three MLAs, Bhajan Lal, Dharampal Malik and Rakesh Kamboj, from the membership of the House on the grounds of defecting from the Congress to the HJC. The HJC retained the Adampur seat, but lost in Gohana and Indri. |

They handed over a memorandum of their demands, which was addressed to the President, to deputy commissioner D.P.S. Nagal at local PWD Rest house. Muwal said: “There is no provision in Section 341 of the Indian Constitution to bring categorisation among the SCs.” |

Man kills wife, hangs himself
Jind, May 30 She resided in a farm here with her husband, daughter and her father. The accused identified as Munna also committed suicide by hanging himself after murdering his wife, who was four months pregnant. Sources said the accused repeatedly assaulted his wife with a kitchen knife. While the victim succumbed to her injuries on the spot, the accused hanged himself from the ceiling soon after. The house was locked from inside at the time of the incident. The couple’s four-year-old daughter had gone to the room of her maternal grandfather located nearby. The incident came to light when the deceased’s father came to the couple’s house to drop the girl. |
