Medicos alleging irregularities in the MD/MS/MDS/PG Diploma entrance examination conducted by Maharshi Dayanand University (MDU) here on February 24 have carried out a sting operation to collect evidence to support their allegations.

Representatives of the Doctors for Justice, which is pursuing the matter, claimed here today that they had got certain leading clues about the paper leak and the modus operandi adopted therein.

“Some of us mingled with the selected candidates whom we doubted. Posing as selected candidates ourselves, we talked to them about the outcome of the ongoing inquiry into the matter. We had taken along voice-recorders, including mobile phone sets and walkmans, on which we recorded our conversation with them,” said Dr Suresh Kumar, Dr Ajay Chhikara and Dr Kulbhushan Kamboj while talking to a group of newspersons at the Resident Doctors Association (RDA) office on the campus of the PGIMS doctors’ hostel here today.

“During the course of conversation with our group members, several selected candidates have admitted that they had got the paper on the night preceding the entrance examination date,” they said, adding that these candidates had been taken to Delhi on February 23, where a copy of the question paper had been shown to them.

The medicos further maintained that these candidates, who had paid money through some contacts or middlemen, were shown a set of 160 or less questions and told to mug these up.

The doctors alleged that certain key officials of the MDU, as well as other influential persons, had played a crucial role in the leak and the sale of PG entrance papers. They pointed out that one of the selected candidates had claimed to be a resident of Haryana to get weightage in the said exam on the basis of a fake domicile certificate.

The medicos asserted that they had collected certain other clues as well, adding that all evidence, along with their affidavits, would be placed before the state Vigilance Bureau team investigating the matter. The Doctors for Justice demanded that the vigilance probe be completed at the earliest and a fresh exam be conducted to bring out the truth of the matter.

Govt to lure doctors into rural areas

In the backdrop of poor medical services in the rural areas, the state health department is planning to offer hefty pay package to attract doctors to the government service.

The ambitious proposal includes extra non-practicing allowance (NPA) and increments.

Dr Avinash Sharma, director-general, health, said it had been observed that medicos had lost interest in government jobs, especially when they were posted in the rural areas.

She said against 150 vacancies advertised in the newspaper in the past, around 1,300 applications were received, but when appointment letters were sent to the selected candidates not even half of the required doctors joined the duty.

The department had to remain contented with 66 doctors, majority of whom were asked to join at the urban or semi-urban areas, she added.

Now, 232 posts of medical officers had been advertised by the staff selection commission while another 104 posts for doctors would be advertised soon.

Discussions were being held in the department and as well as at higher levels to offer the doctors extra non-practicing allowance when they opted for posting in the rural areas.

The doctors in the state government service had been availing the NPA under three slabs i.e. Rs 1,600, Rs 2,000 and Rs 2,500, according to their status.

Additional NPA was proposed to be given the amount of which would be finalised soon, said Dr Sharma.

A proposal for providing additional increments to postgraduate doctors was also under consideration.

By deciding to boycott the three Haryana assembly byelections, the BSP has made it clear that its main priority is the Lok Sabha elections and is not interested in putting its social engineering experiment in the state to a test before the Lok Sabha elections.

The BSP boycott will also provide a level field to all those who claim to be speaking for non-Jat voters, particularly new outfits like the Haryana Janhit Congress of Kuldeep Bishnoi, to test their strength.

The BSP was under pressure from its supporters to contest the byelections, but its state leadership stood up to that and with the approval of the party supremo, Mayawati, announced its decision to boycott the elections one day prior to the scheduled announcement.

BSP general-secretary and coordinator for Haryana and Himachal Man Singh Manhera and president of the Haryana unit Prakash Bharti had declared on April 25 that the final decision of the party would be announced on April 27. They were scheduled to visit Lucknow on April 26.

However, after a meeting of its general body in Yamunanagar yesterday, the two leaders talked to Mayawati on the phone and decided to announce the decision last evening itself. The party has also asked its cadre not to participate in the elections in any manner.

Insiders said the Lok Sabha candidates already announced by the BSP were not in favour of contesting the byelections because they felt that if the party failed to put up an impressive fight in these elections, the voter would not take it seriously in Haryana. They told the state leadership that the party’s social engineering in the state was still at the nascent stage and it should not be put to test so soon.

They convinced the leadership that in the one next month, all other major political parties would concentrate on the Adampur, Indri and Gohana constituencies, where the byelections were to be held. Hence, there would be a vacuum in the remaining 87 assembly constituencies. The party should use this period to consolidate its base in these areas. The party had already chalked out a plan in this regard.

The BSP also feels that after the byelections, those leaders, who are waiting in the wings, will come to know the strength of various parties. These leaders may like to join the BSP after the results of byelections are out.

One thing, about which the BSP has no doubts, is that it is to concentrate only on non-Jat voters. When Mayawati had come to Karnal to address a rally, she had categorically stated that her party would make only a non-Jat as its Chief Minister in the state. Perhaps, no other leader could have taken this line so openly, even if he professes to be a leader of the non-Jats in the state.

Insiders said at the Yamunanagar meeting, the BSP leaders did not mince words when they told their supporters that the party wanted to expose the claim of Bishnoi and the BJP to be the champions of non-Jats. They said if these parties were rejected by the voters in the byelections, the BSP would emerge as the sole party of non-Jats. Only time will prove how far their assessment is correct.

Meanwhile, the INLD has intensified its election campaign for the byelections. The party opened its election offices in the three constituencies today. Its secretary-general Ajay Singh Chautala inaugurated the election office of party candidate from Adampur Sampat Singh.

The INLD state president Ashok Arora inaugurated the election office of the party nominee from Gohana K.C. Bangar and former state president Sher Singh Barshami opened the office of INLD candidate from Indri Ashok Kashyap.

A party spokesman here today said the INLD had divided all constituencies into different zones and senior leaders and functionaries had been made in charge of the campaigning.

The Indri constituency had been divided into 22 zones, where as Gohana and Adampur had been divided into 15 zones each.

INLD leaders from Panchkula, Ambala, Kurukshetra, Yamunanagar and Karnal districts would work at Indri, while those from Panipat, Sonepat, Jind, Jhajjar, Rohtak would work for Gohana. Leaders from Hisar, Sirsa, Fatehabad and Bhiwani districts would campaign in Adampur.

Efforts are being made to pave the way for the formation of a non-racist regime in Fiji. A 44-member national council, comprising 11 members of the interim government of Fiji and 33 representatives of the civil society (including social, religious and other sections), is in the process of preparing a charter relating to the issues of governance and electoral system for the purpose.

This was stated by former Fiji premier Mahendra Chaudhary, who is finance minister in the present interim government there, while talking to a group of mediapersons here today. Chaudhary was in the town on a personal visit.

He said the draft charter would be ready by this August and followed by a public debate on it in October. A referendum on it would be held in November or December. “The elections as per the new charter will be held tentatively in March 2009, for the installation of a non-racist regime in Fiji,” he added.

Regarding the purpose of his visit, Chaudhary explained that they were here to hold talks with the Indian government on certain issues related to the development of Fiji.

Chaudhary is heading a three-member delegation of the interim government of Fiji, which is scheduled to meet Prime Minister Manmohan Singh and finance minister P. Chidambaram on Wednesday.

Chaudhary, whose ancestors migrated to Fiji from Bahu Jamalpur village in Rohtak district nearly a century ago, is among the four ministers of Indian origin in the Fiji regime.

Polio Campaign

About 63 per cent children between the age of 0 and 5 years were covered today during the sub-national intensified pulse polio immunisation round of 2008-09 in the 12 districts of Haryana, namely Ambala, Faridabad, Gurgaon, Jhajjar, Karnal, Kurukshetra, Mewat, Panchkula, Panipat, Rohtak, Sonepat and Yamunanagar.

About 26 lakh children are to be covered during this campaign in these districts.

Stating this here today, Haryana health minister Kartar Devi said the campaign would continue for another two days by way of house-to-house activity in these 12 districts to trace out and administer polio vaccine to those children who were not brought to the booths set up to administer polio vaccine.

In all, 9,900 booths had been set up in the state, which were being manned by about 39,600 health officials, volunteers, anganwari workers and accredited social health activists (ASHAs). She said about 2,000 officials had been supervising the campaign.

The minister said the activity was preceded by undertaking awareness campaign through print media, radio, TV and other intensive education activities.

She said the left out children would be administered polio vaccine drops on April 28 and 29 through house-to-house teams.

During this round, special attention was being paid to slums, far-flung areas, isolated hutments, brick-kilns and floating or migratory population.

“Wherever, pockets of children remain un-immunised, the poliovirus sustains, survives and gets circulated. With every successive round of pulse polio immunisation, the areas of poliovirus circulation get reduced,” she added. — PTI

Health mela from April 30

An official spokesman said the mela would be organised at Primary Health Centre (PHC), Darbi, on April 30, PHC, Malekka, on May 3, PHC, Kharian, on May 7, PHC, Nathusari Chopta, on May 9 and PHC, Madhosindhana, on May 14. Similarly, the mela would be organised at Community Health Centre (CHC), Badagura, on May 16, CHC, Odhan, on May 21, PHC, Goriwala, on May 23 and PHC, Desujhodha, on May 28. — UNI

INLD criticises Cong for price rise

Launching a severe attack on the Congress for the rising prices, the INLD has called upon the electorate to teach an appropriate lesson to the ruling party in all three assembly byelections of Haryana.

INLD secretary-general Ajay Singh Chautala here today said the byelections were crucial for the political future of the state. He asked the INLD workers to contest the byelections in a “do or die” spirit.

While referring to former Chief Minister Bhajan Lal, Chautala said till now he did not know from which party and on which symbol he would contest the election as the Election Commission had rejected his election symbol.

He said Bhajan Lal had become politically so weak that now he had to beg with his younger son to contest the elections.

“Bhajan Lal has no policy or programme, nor he has any organisation or leadership, where as the INLD has the strongest party organisation and cadre in the country,” he added.

The INLD leader said the Congress had ruined the state where no development work was going on. The people of the state were cursing the government for its failure to provide electricity and water.

He also referred to the dissidence in the Congress over the party tickets and said the INLD would take a decisive lead before the ruling party would be able to control its dissidence.

Govt may give bonus on wheat

Chief Minister Bhupinder Singh Hooda has said the state government will give bonus on wheat to Haryana farmers in case of refusal by the central government. The state government has already written to the central government for the grant of bonus.

He was addressing a press conference at the residence of legislator Geeta Bhukkal at Kalayat, 25 km from here, today. In reply to a question, he said his government had already issued instructions to the administrations of various districts to provide compensation to the farmers whose entire crop had been destroyed in fire. The amount of compensation would be Rs 10,000 per acre.

The Chief Minister said canals and distributaries had either been completed or were in the last leg of completion for uniform distribution of irrigation water in the state. In response to a query regarding possible takeover of Kapil Muni Mahila Mahavidyalaya, Kalayat, he said the government would take over certain private colleges, including this one, at an appropriate time.

The government had started the process of filling of doctors' posts in hospitals and dispensaries, he said, adding that the people of the state had to suffer a great deal because of “inaction” by the previous governments on this front.

Hooda claimed that organised crime had been completely eliminated from the state. He said the state government had urged the central government to relax the rules governing the issuance of BPL cards. The government, he observed, had already completed the process of identification of the people living below the poverty line.

Wheat arrival picks up

As much as 39.33 lakh metric tonnes of wheat has arrived in the 362 mandis of Haryana so far. The arrival of wheat is gradually picking up. The procurement of wheat started on April 1.

Stating this here today, Deputy Chief Minister Chander Mohan said of the total wheat arrival, 39.07 lakh MT had been procured by six government agencies at the minimum support price of Rs 1,000 per quintal. Besides 25,740 metric tonnes was purchased by traders.

The Deputy Chief Minister said 37.37 lakh MT wheat was procured during the corresponding period last year, of which 33.49 lakh MT wheat was procured by government agencies. He said 1.95 lakh MT more wheat was procured during the same period as compared to last year.

Enumerating the detail of the arrival of the wheat in the mandis, he said the food and supplies department had procured 8.03 lakh MT of wheat, Hafed had procured 14.74 lakh MT, the Haryana Warehousing Corporation 3.58 lakh MT, the Food Corporation of India 6.11 lakh MT, the Haryana Agro Industries Corporation 3.36 lakh MT and Confed 3.23 lakh MT.

The Deputy Chief Minister said Karnal district was leading with the arrival of 5.54 lakh MT. He urged farmers to ensure that their produce was clean so that they could get a remunerative price.

A geologist working on the Saraswati river project has urged the Haryana government to draw lines for the time-bound work to identify deep drilling site(s) with high-potential sweet water possibilities along the paleo channel of the “mighty” stream, once considered as mythical.

Dr A.R. Chaudhari, reader of the department of geology, Kurukshetra University, said the identification of such spots should be taken up speedily on the scientific evidence for futuristic results to mitigate water crisis.

He opined that even as the satellite imageries taken by the ISRO had hinted at the existence of the paleo channel, there were reasons to identify the spots before carrying out deep drillings, which is a costly affair and only the ONGC has the technical expertise and machinery for such complicated jobs.

The ONGC, under its ambitious social responsibility project, had hired Dr Chaudhari as its Haryana expert to explore the possibility of water.

He feared that any delay could result in undermining the significant project. He admitted that it was a challenging job to locate deep aquifers related to the river “lost” about 6,000 years ago.

But, he revealed that the ONGC had successfully carried out similar activity near the desert areas of Jaisalmer in Rajasthan in a time-bound manner where sweet water was taken out daily in a large quantity. “The Haryana government should provide logistic and financial support for the investigations. The irrigation, public health and agriculture department should also draw up a plan for suitable distribution of the water after deep drilling,” he added.

The search for the “mythical” river in Haryana got a fillip in December 2004, when water coming out of Kapil Muni temple sarovar at Kalayat in Jind district was noticed by scientists. Geological observations carried out by Dr Chaudhri revealed that the sediments coming out with water were similar to those found on the higher reaches of the Himalayas. It strengthened the much-needed scientific evidence of the presence of the paleo channel of a mighty Himalayan river in the state.

New airport norms relaxed

The first hurdle in setting up an airport in Jhajjar has been removed.

The union cabinet has relaxed the condition that no airport can be set up within a radius of 150 km of an existing airport.

The Haryana government had written to the centre that an airport should be set up at Jhajjar in view of the traffic congestion at the Indira Gandhi airport, Delhi. But the condition of 150-km radius was coming in the way of Haryana’s request.

Giving this information here today, MP from Rohtak Deepender Singh Hooda said the union cabinet had relaxed the condition for setting up of greenfield airports within the radius of 150 km from the existing airport.

Expressing his gratitude to UPA chairperson Sonia Gandhi and Prime Minister Manmohan Singh, Hooda said the decision would further accelerate the pace of development in the country.

He urged the Prime Minister to give approval to the Haryana government’s proposal to set up an airport in Jhajjar district so as to give impetus to the efforts of the state government to speed up development in southern Haryana.

Hooda said the people of southern Haryana were now keen to get their share in the developmental strides of the state government.

The airport in Jhajjar district would not only usher a new era of rapid development, but would also prove a mile stone in raising the socio-economic status of the people of the area.

Meanwhile, Haryana minister of state for tourism Kiran Choudhary has also demanded that an airport should be established in Bhiwani district, which already has an airstrip, following the relaxation in the norms.

Cases of assault on the rise

Cases of mutual discord leading to bloody disputes have increased in rural areas of the district.

Sukhbir and some other persons were allegedly thrashed by his neighbours causing grievous injuries following a dispute over a piece of land at Garhi Alawalpur village near Dharuhera on Friday.

The police after registering a case under Sections 323, 325 and 34 of the IPC in this regard had arrested two accused, Ram Pal and Charan Singh, who were today produced before the duty magistrate, who remanded them to judicial custody.

In another such incident, the Kasaula police has registered a case of causing grievous injuries under Sections 323, 325 and 34 of the IPC against Hukan Chand, Sarjit, Thawar Singh and Naveen, all residents of Suthana village, 8 km from here, following a complaint made by Hoshiar Singh.

The complainant alleged that he and his wife were severely thrashed by the accused as a sequel to a bloody altercation, in which a bid on the life of a sibling of the accused was allegedly made by siblings of the complainant at Suthana village on April 16.

Close on its heels, the police has registered another case of causing hurt by dangerous weapons under Sections 323, 324 and 34 of the IPC against unknown persons.

The case has been registered on a complaint lodged by Thawar Nath, head of a temple at Patuhera village, 15 km from here. He had alleged that he and his two disciples, Shiv Nath and Bhagwan Singh, were mercilessly beaten up yesterday by unidentified persons, who were armed with lethal weapons.

In another incident, some villagers, who had recently intruded into a neighbour’s house at Jewara village, 24 km from here, allegedly inflicted grievous injuries on Sarita Devi, wife of Sunil Kumar. They allegedly resorted to such barbarity out of enmity.

The Rohrai police has booked the accused, Balbir, Daya Ram and Santra Devi, under Sections 323, 325, 452 and 34 of the IPC on her complaint.

In another such incident, Narender and his brother Rajender were allegedly beaten up by members of a marriage party at Jatuwas village, 3 km from here, on Thursday night.

On a complaint filed by Narender, the police has registered a case of causing hurt, wrongful confinement and criminal intimidation against the marriage-party members, Virender, Meenu, Pawan and Kuldeep, all residents of Ismailpur village in Rohtak district.

3 brothers stab sibling to death

A resident of Sandel village in the district was killed last night after his three brothers allegedly stabbed him.

The deceased, identified as Krishan (40), was stabbed with a knife by Punjaba, Ramchander and Balwan, all brothers of Krishan living in the neighborhood. Family members of the accused told the police that they had been upset over the habit of Krishan to get drunk and abuse them in the public.

The matter took serious turn last night when the victim claimed that he had eliminated their father Kehar Singh in 1996. Kehar Singh was found dead in his bed with burn injuries. The accused brothers pulled out a knife and stabbed him after a quarrel. Krishan died on way to the hospital.

The police has registered a case under Section 302 of the IPC. No arrest has been made.

In another development, at least nine persons, including a woman, were injured after a clash between two communities in Telikhera village this morning. The injured have been admitted to the local civil hospital. The communities clashed over the possession and removal of encroachment on village land, said the police.

In another case, the police claimed to have recovered valuables, including jewellery worth Rs 2.20 lakh, stolen from the house of a nurse of Narwana civil hospital. The theft had taken place on April 8. The accused, Ravi Kumar, was arrested from Hisar, his hometown.

3 killed in road mishap

Sonepat, April 27
Three persons were killed when the car they were travelling in collided with a mini-truck on the GT Road between Barhi and Teha villages, about 20 km from here, late last evening, the police said today.

The deceased were identified as Vikram Singh, a motor mechanic of Ganaur, Garibu of Sardhana village and Kamal of Ganaur town.

The driver of the mini-truck, however, managed to escape immediately after the accident leaving his vehicle on the spot.

The police has registered a case against the driver and launched a hunt to apprehend him.

The bodies of all victims were sent to the local Civil Hospital for postmortem examination.

The police said all deceased had come to Sonepat from Ganaur early in the morning and were returning to Ganaur late in the evening by a car.

While Vikram and Garibu were killed on the spot, Kamal, who was seriously injured, succumbed to his injuries on his way to a hospital in Rohtak. — PTI

Power unit shut down for test

Chandigarh, April 27
The first unit of 300 MW of the Deen Bandhu Chhotu Ram Thermal Power Plant, Yamunanagar, which had been running continuously at full load since March 31, 2008, has been shut down for about three weeks.

A spokesman said here today that the shut down was essential to install special equipment or instruments for conducting performance guarantee test on main equipments of this unit as per provisions of the contract. A team of experts for fixing the equipments or instruments and conducting the performance guarantee tests has already reached the project site.

He also said the 300 MW unit-II was presently running at about 125 MW since April 16. The load of this unit would progressively be raised to full load by mid May as per technical specifications and in view of the other performances, he added.
