India to be partner at Berlin air show

Sixty years after independence, India’s growing clout in the defence and civil aviation sector has been recognised. For the first time, India will be a partner country in an international air show in Berlin next month signalling the “arrival” of India in the highly competitive and selective market.

European aerospace companies are likely to woo India as a valued customer, thanks to its booming aviation sector. On show will be jet fighters, electronic gadgetry and other gear besides commercial aircraft.

Aided by India’s major defence requirements to enhance its air strike power, the show will provide India with a toehold in the international defence aviation and civil aviation market. The show, to be held in Germany from May 27 to June 1, will showcase India’s modernising air force and the booming civil aviation sector.

Being a partner country, the event will create a platform for the Indian aerospace industry in Europe and provide a glimpse of the Indian aerospace industry’s growth, said officials here. The event is also expected to give the Indian aerospace industry access to ‘European original equipment manufacturers’ (OEMs) and major suppliers in addition to generating higher content in European aerospace projects and programme for the Indian industry.

On the defence side, the Hindustan aeronautics Limited, one of the exhibitors at the event, will display three advanced light helicopters (ALH) at the exhibition. The firm would also showcase its work packages and focus on networking with a view to boosting exports.

HAL, one of the company with an active production line of Dornier and in the wake of the German firm Fairchild Dornier going bankrupt, would promote its expertise in DO228, a 19-seater multirole aircraft at the show to offer its services. Fairchild Dornier has been taken over by Swiss firm Raug.

Sources in the South Block said some Southeast Asian countries like Indonesia, Malaysia and Thailand which are on an acquisition spree, have evinced interest in the ALH. The HAL, which currently has 60 ALHs of various variants in the production line, would use this event to promote its products, the sources added. Around 1,000 exhibitors from more than 40 countries have booked space at Berlin this year.

Apart from HAL, the Indian space research organisation (ISRO) and the Society of Indian aerospace technologies and industries (SIATI) will present their work.

Antony: No military alliance with any nation

Admitting to the critical shortage of officers in the defence forces, the government today assured the nation of security, by saying that the armed forces were ready to face any eventuality at any time. The 11 lakh strong army has nine lakh people below officer rank, reflecting the acute shortage of officers.

Asserting that India was following an independent foreign policy, union defence Minister A.K. Antony today told the Lok Sabha that the government would not indulge in any military exercise with any country and would not do anything to compromise sovereignty. He was referring to the controversial logistics support agreement with the USA, which has irked the left parties.

Antony said the government would follow the policy of defence cooperation with major countries as this increased the capability of defence forces, but “won’t have military pacts.” He was replying to discussions and voting on demands for grants under the ministry of defence, which was happening after 10 years.

The day saw serious debate on issues of India’s defence preparedness and poor salaries for defence forces, which made Antony reiterate Prime Minister Manmohan Singh’s stand that a solution will be worked out. The UPA was handsomely represented in the House today, with chairperson Sonia Gandhi; external affairs minister Pranab Mukherjee and home minister Shivraj Patil in attendance.

Antony for his part tried his best to allay the fears of members on lack of defence preparedness, saying India’s weapons programme was on schedule. “We are nearing a breakthrough with the light combat aircraft which will start production by 2012. The first air defence ship will also roll out by then,” said the minister, adding that strategic projects like Brahmos cruise missile were on schedule. The government has decided to add 140 Sukhois to the Air Force which has just inducted two squadrons of Akash missiles.

The Chief of Defence Staff issue, said the minister, was being delayed for want of political consensus. He also deflected criticism on procurement delays claiming the deals were being cleared in time. Under pressure from the House, the government also stated that modernisation of armed forces was its government’s top priority and the highest budget allocation had been made towards this objective.

The government has, meanwhile, identified 72 roads in border areas for development, with special focus on Arunachal Pradesh. Antony also informed the concerned members that INS Jalashwa was not an abandoned ship and had a life of 10 years, as stated by an expert committee.

The government later also reiterated that while the private sector had been allowed to enter the defence arena, only 26 per cent FDI had been allowed. “India now has a sound defence productions sector,” said defence minister, referring to DRDO’s recent successes with Agni III and Akash, and the fact that defence ordinance factories were making profits.

The minister, however, could not convince the House much on the most serious concern “low defence expenditure”. Earlier, BJP MP T.P.S. Rawat initiated the debate saying in 2004-05 India’s defence budget was 2.41 per cent of the GDP; for the current fiscal it is just 1.99 per cent of the GDP.

This, the House felt, did not augur well for defence preparedness considering Pakistan was spending 3.5 per cent of its GDP and China 4.3 per cent of its GDP on defence.

Cong pits Hegde’s daughter against Gowda’s son

Their fathers were known bitter political rivals and today their legacy is being carried forward by their children.

Being described as a war between two star political heirs, the Congress has picked Mamata Nichani, daughter of former chief minister Ramakrishna Hegde to take on former Karnataka chief minister H.D. Kumaraswamy, son of former Prime Minister H.D. Deve Gowda, in the Ramanagaram constituency in next month’s Karnataka Assembly election.

The Congress decided to pit Hegde’s daughter against Kumarawmay as it was felt that the party should put up a spirited battle instead of conceding the seat to the former CM by nominating an ineffective candidate. The Congress is hoping that by fielding a strong candidate, it will be able to ground Kumaraswamy to his constituency as he is the star campaigner for the Janata Dal (S).

The face-off between the two should make for an interesting electoral battle given the longstanding bitter rivalry between their fathers, Deve Gowda and R.K. Hegde. When Deve Gowda became Prime Minister in the United Front dispensation, the first decision he took after taking over was to expel Hegde from the Janata Dal.

While the two senior leaders could never see eye to eye, this is the first time that their children will be slugging it out in the electoral field. Mamata Nichani had joined the All-India Progressive Janata Dal, led by S.R. Bommai, when her father was alive. Although she has been in active politics for several years now, she has not contested an election before. She joined the Congress about two years ago.

Kumaraswamy, on the other hand, has emerged from his father’s shadow and has acquired a reputation of his own after his short stint as as Karnataka chief minister. Even Congress leaders privately concede that Kumaraswamy has a large support base in the rural belt and is viewed as a promising and young leader. Even before Hegde’s daughter threw her lot with the Congress, the party had attempted to woo the late leader’s wife Shakuntala Hegde in the last Lok Sabha elections.

For the northwest, it has predicted isolated rain or thundershowers over Jammu and Kashmir and mainly dry weather over the rest of the region.

“There will be a gradual rise in maximum temperature over the plains,” it said.

Northwest, Orissa and parts of central India have been recording temperatures above the normal. Delhi today recorded a high of 40.2 °C, three degrees above the normal, with most of the other cities in the region following the suit. The maximum temperatures have been hovering from 2 to 5 °C above normal in Punjab, Haryana, Himachal Pradesh and Chandigarh.

Current meteorological analysis suggests a further rise in maximum temperature by 2-3° over northwest, central and adjoining east India. The highest maximum temperature in the country of 44.0 °C was recorded today at Nagpur (Maharashtra).

Rising temperatures due to global warning are expected to have disastrous effects on several parts of the world, displacing millions of people due to rise in sea levels in countries like Bangladesh and India. It will even affect food security of several countries.

“Environmental crisis is today a harsh reality,” Lok Sabha Speaker Somnath Chatterjee said today.

In a message on the Earth Day he said; “Let us on this occasion renew the pledge to ensure a safer, pollution free and healthier environment and to leave a cleaner and greener world for generations to come.”

IPCC chairman R.K. Pachauri has recommended the use of public transport and car-pooling for fewer emissions and energy independence.

Speaking at the Earth Day’s celebrations organised by The Energy and Resources Institute (TERI) and the ministry of environment and forests to create awareness on the use of public transport, Pachauri said public transportation was one of the most important tools to minimise carbon output and the most powerful weapon to combat global climate change.

India’s first Digital Environmental Atlas was today launched by the ministry.

Villager’s killing by cops sparks protests

The Assam Government has found itself in the dock as a botched counter-insurgency operation, carried out by its police along with a surrendered ULFA militant, led to the killing of an innocent elderly villager triggering massive public protests.

It all started with the killing of Dulen Baruah, caretaker of a Vaishnavite shrine in Himpora village in Sivasagar district by a team of policemen, CRPF personnel and a surrendered ULFA militant Tileswar Lahon, during a counter-insurgency operation carried out in the village on April 13.

The police claimed that the villager was killed in the crossfire during a search operation against ULFA militants in the village while the villagers alleged that he was killed in cold blood by the security personnel and the surrendered militant.

The issue has now snowballed into massive protests by local people and different organisations much to the discomfort of the state government.

The All-Assam Students Union (AASU) today observed a ‘black day’ throughout the state in protest against the killing. AASU members took out a protest rally in Sivasagar town demanding stern action against the guilty and causing inhuman atrocities on the family members of the deceased. The students organisation has demanded a judicial inquiry into the incident.

The state government promptly ordered an inquiry by its additional chief secretary Alok Party who has already paid a visit to the village to record the version of the villagers and the family members of the deceased.

He also questioned the Dibrugarh district police superintendent Anurag Agarwal, additional superintendent of police in Sivasagar district Manabendra Debroy and officer in charge of a local police station in Dibrugarh district.

The “operation against ULFA militants” was carried out by the police from Dibrugarh district in the village located in neighbouring Sivasagar district without informing the administration in Sivasagar. The district administration in Sivasagar has also lodged a complaint with the district police of the neighbouring Dibrugarh district in this regard.

Price Rise: NDA calls for strike on May 2

The Opposition NDA today called for a general strike on May 2 to protest the UPA government’s inability to control rising prices of essential commodities which continue to “torment” the common man.

MPs of the Opposition alliance will also form a human chain in Parliament premises on Friday.

The decision to launch the agitation was taken at a meeting of NDA chaired by leader of the Opposition L.K. Advani. Leaders of the Akali Dal, the BJD and the Shiv Sena attended the meeting.

The call for the strike comes at a time when Assembly elections are to be held in Karnataka next month, where the party plans to make price rise an electoral issue.

“Essential services will be exempted from the strike,” BJP Parliamentary party spokesman V.K. Malhotra said, adding, the details were being worked out on who should participate in the agitation.

Conspicuous by his absence at the NDA meet was Sharad Yadav, president of the JD(U) whose relations with BJP have soured after differences cropped up over seat sharing in poll-bound Karnataka.

However, Malhotra sought to downplay Yadav’s absence claiming that the JD(U) leader had sent his suggestions to the meeting and an assurance that his outfit would support any decision taken by the alliance leaders.

The JD(U) and the BJP have announced lists of their candidates for the Karnataka Assembly elections with some constituencies witnessing alliance partners pitched against each other. — PTI

Aide confirms Chiranjeevi’s plans to enter politics

Confirming reports of Telugu megastar Chiranjeevi’s plans to enter politics, his close aide and city-based ophthalmologist Dr Goutham Mithra today held parleys with leaders of left parties in a first move to establish contact with political players, looking for forging an alternative force.

Dr Mithra, who comes from a family of communists and was a political activist during his student days, met the state CPM secretary and politburo member B.V.

Raghavulu here and also had a telephonic talk with CPI secretary A.Narayana.

While declining to disclose the details of the discussions, Dr Mithra said people were yearning for a change and looking up to Chiranjeevi to transform their lives by providing welfare-oriented and corruption-free governance.

“Only after Chiranjeevi announces his decision, we can talk about the policies and programmes of the new party. It is premature now to say anything,” Dr Mithra said.

Confirming his meeting with the actor’s advisor at the CPM office, Raghavulu said his party would take a stand on aligning with Chiranjeevi only after he announced the launch of a party.

The meeting fueled speculation that the matinee idol might join hands with the Left and would fight the next elections, which were just a year away.

Earlier this month, the actor’s brother-in-law and film producer Allu Aravind indicated that the film star would announce his decision in a “month or two”.

The two-month time indicates that the heartthrob of Tollywood will wait for the coming by-elections in the Telangana region before announcing his plans.

The byelections, to be held on May 29, have been necessitated by the resignation of the Telangana Rashtra Samithi (TRS) MPs and MLAs in protest against the delay in the formation of separate Telangana state.

The media has been carrying a flurry of reports detailing the preparations for the new party, formulation of its policies and programme, political training for the cadre and possible desertions from the existing parties.

So far, Chiranjeevi, a Padma Bhushan awardee, who has acted in 148 films in a three-decade long career, has remained silent about his plans, while keeping the speculation alive.

The major players-- Congress and Telugu Desam party--feared that their traditional support base might erode if the superstar took the political plunge.

The left parties, who have been making efforts to forge Third Front in the state, said they would work with Chiranjeevi, provided he comes up with a definite set of policies and programmes.

Terror attacks in India
Pak hand evident, says MHA report

New Delhi, April 22
The hand of Pakistan-based outfits has been observed in most of the terror attacks in India as groups from across the border continue to sponsor terrorist and subversive activities in the country, a government report said today.

This has come to light following apprehension of people suspected to be involved in subversive and terrorist activities in various parts of the country, the Union Home Ministry said in its Annual Report for 2007-08.

"The hand of Pakistan-based terrorist organisations - LeT and JeM - and, increasingly of the Bangladesh-based HuJI, known to have close links with the ISI, has been observed in most cases," the 167-page report said.

The incidents showed these groups have been using sleeper cells in the country to carry out such activities, and have also been using the territory of other neighbouring countries such as Bangladesh and Nepal, it said.

The report said that as part of its counter measures, the Government has banned 32 groups as terrorist organisations under the provisions of the Unlawful Activities (Prevention) Act. — PTI

Contract killer detained

Bhopal, April 22
Contract killer Chhagla, wanted in connection with the murder of Budhia’s coach Biranchi Das, was detained soon after his live interview to a private television channel here today.

Chhagla told the channel that he was given the ‘supari’ (murder contract) for Rs 10 lakh and an advance of Rs 2 lakh had been received. Since he was absconding, he could not collect the remaining amount, he added.

“Jealousy over name and fame, besides wealth, seemed to be the motive for the contract killing,” Chhagla said. ASP G.K. Pathak said Chhagla was yet to be formally arrested and he was being interrogated.

Chhagla said a ‘gang’ of officers in the Sports Directorate of Orissa contracted him for the murder. “The sports officers wanted to eliminate Biranchi as the latter did not succumb to their pressure to share a part of the huge funds received from abroad for promoting Budhia”, he told the channel.

Budhia was receiving huge funds from foreign countries after his feat for marathon running and Biranchi was keeping the entire amount with him, the officers felt.

Meanwhile, ETV’s Bhopal bureau chief Ajay Tripathi said Chhagla walked into the studio and he was detained by the police while the interview was still being aired. — UNI

Though the presence of Naxalites in Tamil Nadu is minimal, Chief Minister M. Karunanidhi today appealed to all political parties and sought the help of the people to wipe out the Naxalite problem from the state.

Replying to a call attention motion in the state Assembly, Karunanidhi said his government was taking all steps, including increased police vigil, to prevent the influence of Naxalites here.

The Naxalites are active in four districts -- Dharmapuri, Krishnagiri, Vellore and Theni -- which are located on the state’s borders with Karnataka and Kerala.

Deputy leader of the opposition O. Panneerselvam raised the issue after a Naxalite from Bihar, Navin Kumar, was shot dead by the police in Kodaikanal on April 19 but 15 of his associates could manage to escape.

He expressed concern saying though Dharmapuri was said to be the hot bed of the Naxalites, they were also spreading their influence in other parts of the state.

He claimed that the previous AIADMK regime had dealt effectively with extremists and forest brigand Veerappan was shot dead that brought peace in the Sathyamanaglam forest in Coimbatore.

Panneerselvam alleged, “In comparison, during the DMK rule extremist forces are spreading all over the state and posed a threat to law and order.”

“Instead of taking care of law and order, the police under the orders of the ruling party had clamped down on the political activities of the Opposition,” he pointed out.

Many other legislators belonging to DMK’s alliance partners felt the youth were taking to Naxalism because of social injustice in the form of unemployment and discrimination in many walks of life.

Karunanidhi said the government had taken up a series of measures following the outbreak of extremist violence in neighbouring states.

Farm Loan Waiver

After it was snubbed by Agriculture minister Sharad Pawar on expanding the farm loan waiver scheme, the Congress said today the issue was within the focus of the finance ministry and all suggestions, including that made by AICC general secretary Rahul Gandhi, would be considered in the final budgetary allocations.

“All constructive suggestions, and obviously Rahul Gandhi’s suggestion was a very constructive one, are there to be considered in the final passage of the budgetary grants,” AICC spokesperson Abhishek Singhvi told reporters here.

He said the issue was “certainly something which falls in the focus of the finance ministry”.

Pawar had yesterday ruled out taking “new responsibilities” like increasing the coverage of farm loan waiver scheme until the present package to write off Rs 60,000 crore agriculture debts was implemented.

“There is no question of A rejecting B’s proposal. The provisional allocation and the final allocation are money allocations that are obviously done in the final allocations. That process is happening in Parliament in grants to the ministry and each and every legitimate demand and legitimate request, each and every perspective is mentioned, debated and taken into account,” Singhvi said.

He said as far as further expansions were concerned, all suggestions would be taken into account while making the final allocations in the Budget.

“We fully stand behind the proper implementation of the Rs 60,000 crore allocation, which is precisely what the agriculture minister was talking about,” Singhvi said.

“The main focus of Rahul Gandhi, Sharad Pawar and the entire country is that the Rs 60,000 crore loan waiver scheme should be properly implemented,” he added. — PTI

Huge cache of bombs, grenades seized from Maoists

Madurai, April 22
The Tamil Nadu Police has seized huge quantities of pipe bombs and hand grenades belonging to the Maoists at Vadakavunji on the Kodaikanal-Panali road, 120 kms from here.

The materials seized included pipe bombs, raw materials for land mines, hand grenades, electronic detonators, explosives, utensils and groceries, DIG S S Krishnamurthy told reporters at Kodaikanal yesterday.

The seizure came two days after a Maoist rebel was killed in an encounter in the area.

Krishnamurthy said an intense search was on to nab the Maoists who had escaped from the police dragnet and neighbouring states also have been alerted.

This is the first time after 1970 that the Tamil Nadu Police has launched a major operation to crack down on Naxal activities. In 1970, the special police force, headed by former state police chief Walter Dewaram had curtailed their activities in Krishnagiri and Dharmapuri districts, considered Naxal strongholds during that time.

The Special Task force, which was formed recently after reports of resurgence of Naxal activities in remote areas, killed a Maoist identified as Naveen Prasanth and took two others into custody.

The police said investigations revealed that a Theni-based woman doctor and Communist party members based in that town were also helping the Maoists.

Hospitals in Theni, Dindigul and border areas were being closely monitored and checkposts set up. There was also a plan to deploy more intelligence wing personnel in hilly villages and in the coastal belt to curb the Maoists activities and to prevent arms training in remote areas. — PTI

Maharashtra autorickshaws on 3-day strike

Mumbai, April 22
Commuters had a harrowing time as auto-rikshaws across Maharashtra went off the roads today, commencing a three-day strike against a government proposal to install electronic meters.

“We have launched the protest against the state government’s decision to make electronic meters compulsory in all auto-rickshaws. Auto-rickshaw drivers and owners across the state have confirmed their participation in the strike,” Thamty Kurian, working president of the Mumbai Autorickshaw Union, said.

Kurian, while addressing reporters here, said union leaders plan to meet Chief Minister Vilasrao Deshmukh and transport officials to discuss the matter.

The union claims that around 3,000 auto-rickshaws are awaiting registration with the Road Transport Office, as no firm decision had been taken over the mandatory installation of electronic meters.

Kurian said that the electronic meters were expensive - around Rs.3,000 apiece - and may also get damaged during the monsoons.

“A majority of the auto-rickshaw drivers may not be able to shell out the amount. And they can be stolen easily” he pointed out.

Although civic authorities have deployed extra buses to cope with the absence of the 55,000 auto-rickshaws in the city, commuters were badly hit.

“Reaching office was a chaotic and time-consuming effort. The buses were overcrowded and I stood in the queue for 45 minutes. It was hot and humid and I was in a total mess by the time I reached office two hours later,” said Prasad Nayak, an accountant working in an audit firm.

With commercial complexes coming up in the suburbs, auto-rickshaws have become a popular mode of transport as they operate across the entire western, eastern and northern suburbs. — IANS

BSP protests in Parliament

The Bahujan Samajwadi Party’s aggressive posture over its longstanding demand for 80,000 crore financial package for Uttar Pradesh forced brief adjournments in both the Houses of Parliament today.

BSP MP and party national general secretary Satish Mishra clarified that their demand was not a fortnight or a month old and had nothing to do with any individual or leader of any political party.

BSP members shouted slogans in the Lok Sabha while demanding assistance for development of the backward Bundelkhand and Poorvanchal regions.

After the new members took oath and Speaker Somnath Chatterjee read out a message on the Earth Day, BSP member Brajesh Pathak demanded suspension of the question hour to take up a discussion on the plight of farmers in Bundelkhand.

Newly sworn-in members Akbar Ahmad Dumpy and Kushal Tiwari also joined the protests. The Speaker checked them for their behaviour on the first day.

The Speaker refused to suspend the question hour, saying the matter could be taken in the zero hour. The BSP members continued to raise slogans, compelling him to adjourn the Lok Sabha for 50 minutes till noon. When the House reassembled, BSP members raised slogans and later staged a walkout.

In the Rajya Sabha, the BSP members left their seats and raised their voice to allege discrimination against Uttar Pradesh.

Later, BSP MPs led by Satish Mishra, displayed placards and raised slogans at the entrance of the Parliament.

Home Ministry sat over Afzal Guru’s petition: Nair

New Delhi, April 22
The Home Ministry sat over Afzal Guru’s mercy petition and did not send its recommendation to President A P J Abdul Kalam till his last day in office, it has been disclosed now.

Putting a lid on speculative reports that Kalam had deliberately kept the petition pending, P M Nair, who was Secretary to the President, said till July 25, 2007, Kalam’s last day in office, no recommendation had come from the Home Ministry on the issue.

Nair, in his book ‘The Kalam Effect: My years with the President’, said it was shocking that the perception that Kalam had deliberately kept the petition pending was allowed to persist by “interested quarters and uninformed columnists”.

Mohammad Afzal, also known as Afzal Guru, was convicted of conspiracy in the December, 2001 attack on Parliament and was sentenced to death by the Supreme Court in 2004. The sentence scheduled to be carried out on October 20, 2006, was stayed. Afzal’s mercy plea received by the President on October three, 2006, was sent to the Home Ministry, which is mandated to send it back to him with appropriate recommendations.

“The President does not act on his own on such petitions,” Nair said seeing no reason why Kalam was blamed. — PTI

Moving PDS stock top priority: Lalu

The Railways will give top priority to transportation of wheat and rice for building Public Distribution System (PDS) buffer stock in the country.

In his characteristic witty style, railway minister Lalu Prasad today set out to answer questions and proposals raised by Rajya Sabha members during discussion on the Railways Appropriation Bill.

In fact, he categorically stated that under no circumstances core sectors of the Railways would be privatised. "We are not in favour of blind privatisation," he said.

As far as the country's food security is concerned, he said his ministry would help in controlling price rise. The Railways would not transport wheat procured by private traders and that they would have to make their own arrangements for transportation of the stock. The decision, he said, had been taken in interest of both farmers as well as the common man.

However, the Railways will cooperate with state governments which buy wheat or rice for the PDS.

“We will do loading and transportation for them on a priority basis,” the minister said replying to a discussion on the Appropriation (Railways) Bill, 2008, in Rajya Sabha today.

SIMI has links with LeT: Govt

New Delhi, April 22
The banned Students Islamic Movement of India (SIMI) has links with terrorist groups, including Lashker-e-Toiba (LeT), the government said today.

Replying to questions in the Lok Sabha, Minister of State or Home Affairs Sriprakash Jaiswal said the links have been revealed in investigations into a number of cases.

He said 181 activists of SIMI were arrested in various states since 2006 and arms, ammunition, incriminating literature and other items were recovered from them.

Of them, 128 were arrested in Madhya Pradesh only, Jaiswal said.

He said the activities of all such organisations that have an adverse bearing on peace, communal harmony and security of the country are under constant watch of the law enforcement agencies and action is taken on a continuing basis.

To another question, Jaiswal said India had on March 31 provided a list of 133 Pakistani prisoners and 14 Pakistani fishermen lodged in various Indian jails. Pakistan provided a list of 53 Indian prisoners and 436 fishermen lodged in various Pakistani jails, he said. No specific time-frame has been fixed for repatriation of these prisoners, Jaiswal said.

The lists were exchanged in conformity with the recommendations of the India-Pakistan Judicial Committee set up pursuant to a bilateral understanding. — PTI

Indo-British Naval Exercise
Press conference cancelled

In what is being seen as an unexplained move, the third annual Indo-British naval exercise has been “blacked out” for the media.

The government, it seems, does not prefer to have much publicity over the exercise which started yesterday on the Konkan coast near Goa and will continue till May 2.

A joint press conference to be addressed by the British commander of the “carrier strike group” Tim Cunnigham and an officer of the Indian Navy has been cancelled.

The British High Commission that was making arrangements for the press meet was informed by South Block officials last evening that the press meet has been called off. The British navy is fielding the aircraft carrier HMS Illustrious and the HMS Trafalgar nuclear submarine besides a guided missile frigate and a fleet replenishment tanker.

The Indian Navy will be represented by guided-missile destroyers INS Mysore and INS Rajput, the guided missile frigate INS Gomati, fleet replenishment tanker INS Aditya and the submarine INS Shishumar.

Bihar plans to improve lives of women

The Bihar government has formulated a comprehensive plan to improve lives of women in the state.

The attempt will be made by utilising 100 per cent of the budgetary allocation for schemes such as Mahila Vidyalaya, Chief Minister's Kanya Vivah scheme, Naari Shakti Yojana, Kanya Suraksha Yojana, Indira Awas Yojana and Sarva Shiksha Abhiyaan.

Deputy chief minister-cum-finance minister Sushil Kumar Modi said that earlier it was believed that the public outlays were gender-neutral but it was not correct.

Though women constituted almost half of the population, they were far behind men in all aspects of the human development indicators in the state, he said.

There were 3.97 crore women as against 4.32 crore men in the state, but the female literacy was just half of the male.

The state government has made a budgetary provision of Rs 2,247.80 crore for the 10 key social sector departments out of a total provision of Rs 14,957.34 crore for the present financial year, he said.

"A separate cell was being constituted in each of the 10 departments to monitor the implementation of the plan for improving quality of lives of women," Modi said. — PTI

Parliament Attack Case
SC reserves verdict on Shaukat Guru’s plea

New Delhi, April 22
The Supreme Court today reserved its verdict on a petition filed by Shaukat Hussain Guru serving 10-year sentence in Parliament attack case, challenging his conviction and sentence.

A Bench reserved the verdict after hearing counsels for the petitioner and the Delhi police.

Senior counsel Shanti Bhushan, appearing for the petitioner, contended that his client was never charged with an offence under Section 123 A IPC (withholding information of conspiracy from the government) and no one can be convicted for an offence without being given an opportunity to defend himself.

He also contended that the liberty of an individual cannot be curtailed without due process of law, and conviction and sentence of his client for an offence he was never charged will amounted to violation of his fundamental and human rights. Additional solicitor-general Gopal Subramaniam appearing for the Delhi government, however, supported the judgement of the apex court and contended that it has already been considered by the court while dismissing the review and curative petition. — UNI

12 IAF pilots inducted into Air India

In order to meet the shortage of pilots, Air India is now looking to the Indian Air Force to bridge the gap.

A total of 12 IAF pilots have been inducted in Air India, Civil Aviation Minister Praful Patel told Rajya Sabha in a written reply today.

“The induction is on the basis of their flying experience in Air Force and subsequently passing the examination conducted by Directorate General of Civil Aviation for civil licence followed by Air India’s training for P-2 endorsement on type of their aircraft,” Patel said. — PTI

A 48-hour blockade on Imphal-Tiddim road, which began on Monday, affected life here for the second day on Tuesday. The bandh, which began at 0500 hrs on Monday, was called by the Joint Action Committee (JAC) to protest the killing of one Sandham Raju, allegedly by three Assam rifles personnel, at Salem Veng, Churachandpur district on January 21.
