Spurious milk unit unearthed

The police today unearthed a spurious milk producing unit allegedly being run by an Akali leader considered close to a Punjab cabinet minister and booked three persons in this regard. Around 25,000 litres of spurious milk, a huge quantity of chemicals and other ingredients used to produce the milk were also recovered.

Acting on a tip-off, the city police under the supervision of SHO Bikramjit Singh Brar raided the unit located on Rajpura-Patiala bypass in the morning and seized three tankers loaded with milk. Bags of caustic soda, urea and a number of edible oil tins were also found.

However, inspite of police informing district health authorities about the matter they failed to swing into action. It was not until the police team reported the matter to Punjab minister for health Laxmi Kanta Chawla, that a team of health officials under civil surgeon Avtar Singh reached the spot. Even as they collected samples of milk, the team refused to give it in writing to the police that legal proceedings should be initiated against owner of the unit. However, a case under sections 420, 273 and 273 was registered against Amritpal Singh, owner of the unit, Harish Kumar, who used to prepare the milk, and Baldev Singh, driver of one the tankers. All three were arrested.

SHO Bikramjit Singh said as soon as the health department gives a report after a chemical examination of the samples, more sections of Food Adulteration Act would be added to the FIR. Meanwhile, the police have sealed the unit and started further investigations. The SHO said that the police were trying to figure out where the milk was being supplied and what was the modus operandi of the people involved in the scam.

Earlier, in November, 2007, the health department had recovered 15,000 litres of spurious milk from the premises of one of the dhabas located on Rajpura-Patiala bypass. Soon after the crackdown Patiala civil surgeon, who had carried out the raid, was transferred.

Experts rue widening parent-child gap

Exasperated by the spiralling gap between parents and their wards, media experts and educationists at a seminar held at Punjabi University here today felt a strong need for media professionals and organisations to turn pro-active and do something concrete to bridge the gap, particularly in today’s information savvy world.

Meanwhile, the Punjabi University today honoured The Tribune’s bureau chief Prabhjot Singh with a special award for his long-standing professional achievements in the field of journalism. A citation and a trophy was conferred on Prabhjot Singh, who was an alumni of the varsity, by the vice-chancellor Dr. Jaspal Singh at a seminar ‘Media, parents and children’ organised at the varisty senate Hall by the Department of Journalism and Mass Communication. Punjab Chief Minister’s media advisor Harcharan Bains was the chief guest on the ocassion.

Reliving his association with the varsity, Prabhjot Singh said, “It is a matter of elation for me that I am back here once again though for a small period.” Coming to the relation of parents and their children Prabhjot Singh, who, was the guest of honour, said media alone could not be blamed for disenchantment of children with their parents or vice-versa.

“Media is face of the society. So, how it could be singled out and blamed squarely for deviation of children from the mainstream of the society and its ethos and values. As a mediaman and as a parent, I feel that if media has failed on this front so have parents. Parents and teachers are not spending their quality time with their wards. Media’s directional role needs to be assessed afresh,” said Prabhjot.

Forest officials fear frame-up in false cases

Infighting in the Punjab department of forests has assumed alarming proportions, with even high ranking officials fearing frame-up in false cases. The association of IFS officers has written to Chief Minister, minister of forests and secretary forests expressing such fears.

The recent reaction of IFS officers has been triggered by the incident faced by Harbhajan Singh, conservator forests of Shivalik hills.

On March 14, while he was inspecting the range office at Dholbaha in Hoshiarpur an assistant sub-inspector (ASI) of Gardiwala police station came with a team and started checking his official car. Initially, the forest officials took the police raid as a misunderstanding on part of police officials. However, the raid was a serious. The team also checked the briefcase of the conservator and his other personal belonging.

It was only after numerous requests that police officials told senior forest officials about the reason for searching the official car of the conservator. They told that information was passed to them through the police control room that official car of the conservator was carrying hawala money. The police also had a tip-off that the number plate of car was also fake.

It was only after the forest officials contacted SSP Hoshiarpur that the conservator was let off. However, many other police parties also stopped and checked the official car of conservator enroute to Chandigarh.

Meanwhile, senior forest officials have now demanded that an FIR should be registered and the matter should be thoroughly investigated. Officials have also demanded that they should be given security at par with excise officials as their duty includes hazardous work of nailing smugglers and poachers. The conservator Shivalik hills has also demanded action against ASI of Gardiwala police station who checked his official car without any authentication.

PSEB-MC tussle worsens

Close on the heels of publication of a news item in The Tribune titled ‘PSEB-MC tussle leaves residents high and dry,’ a local junior officer of the department directed the municipal council president to deposit the pending amount otherwise the power connection of the streetlights of the town would be disconnected.

Sunita Malhotra, council president and her husband Kulbhushan Malhotra, a leading social worker, said the JE of the department has threatened to take action if the pending amount is not deposited. They said the council has very limited resources and it is very difficult to pay staff salaries and clear the pending amount at this stage. They alleged that if the department did not sanctioned the power connection, residents would have to live without adequate drinking water supply for their no fault.

Meanwhile various social organisations have threatened to start an agitation if the PSEB initiates any action and does not provide power connection.

On the other hand, Gurtej Singh Chahal, XEN PSEB, said approximately Rs 12 lakh of the department is lying pending with the council, therefore, the warning had to be given. He assured that if the council executive officer or president gave it in writing that the pending amount would be paid, the department would provide power connection for the tubewells. He admitted that due to the fault of the council people have to suffer.

Beopar Mandal protests imposition of house tax

The Kharar Beopar Mandal has decided to observe a three-hour bandh across the city on Saturday, in protest against imposition of house tax by the Municipal Council.

While the MC has so far served 1,300 house tax notices, it targets to collect Rs 35 lakh revenue from it. Shopkeepers, self-owned and rented accommodations are liable to pay this tax on the basis of assessment done as per rules under Punjab Municipal Act. The ones to share maximum burden of this tax are those who have own accommodations. This is termed as self-occupied accommodation and to calculate it the MC considers present market value of land with cost of construction (having 10 percent depreciation).

However, as Kharar has registered a rise in market value of land people are supposed to pay a large amount as tax. Three days ago few traders had a verbal duel with MC officials over payment of this tax. The issue would be discussed during a meeting of the council on Monday.

Malwa gets its first trauma centre

The Malwa region of the state got its first trauma centre with Dr Gursharan Singh Chana, a UK-based orthopaedic surgeon of international fame, inaugurating the Trauma Centre at the Gian Sagar Medical College and Hospital, here today.

Located on Patiala-Chandigarh highway, a few kilometres from Rajpura, the trauma centre is equipped with the latest medical equipment.

Dr Sukhwinder Singh, vice-chairman of the Gian Sagar Educational and Charitable Trust said the Trust was committed to providing quality health care facilities to people of the area and the trauma centre was a step ahead in this endeavor.

ICL: Saqlain to miss league matches

Giving priority to his family over the ongoing Indian Cricket League, spin wizard Saqlain Mushtaq flew to London today where his wife is expecting.

The spinner will not be playing the upcoming league matches.

Former member of the Pakistani cricket team, Saqlain boarded the flight along with his friends and colleagues. A member of Lahore Badshahs, Saqlain kept silent but glee could be seen on his face. “I am in a hurry to reach the airport. I can’t express my happiness in words. Pray for me,” said Saqlain.

“I came from London to pick my friend,” said Saqlain’s friend, who was there with him when the spinner was leaving for London.

Elder brother of Saqlain Mushtaq Mohammad Saqlain said, “This is a memorable moment for the entire family.”

Off-break bowler Arshad Khan is likely to replace Saqlain for the rest of the league matches.

Badshahs will play against Mumbai Champs tomorrow at Tau Devi Lal Stadium.

30-yr-old man found dead

Chandigarh, March 20
A 30-year-old resident of Kachhi Colony, Sector 56, was found dead under mysterious circumstances in the locality this morning.

Quoting the family members of the deceased, the police ruled out foul play behind the death.

The deceased has been identified as Jailu. Hailing from Partapgarh district in Uttar Pradesh. Jailu was single and lived alone.

The body was found lying beside a track separating a colony and fields in the area around 9 am.

The police reached the scene after the control room was informed.

The victim bore an injury at the back of the head. The police said the victim might have died early in the morning.

The police station-39 SHO Rajesh Shukla said the inspection of the crime scene indicated that the victim had fallen on a hard surface after losing balance while crossing barbed wire. He was said be an alcoholic and was out of work.

The police shifted the body to the Government Multi-Speciality Hospital, Sector 16, and contacted the deceased’s relatives.

The body was later handed over to to deceased’s cousin Moti Ram after a post-mortem examination.

The police has initiated inquest proceedings under Section 174 of the CrPC in this regard.

INSO activist arrested

The police today arrested Indian National Student’s Organisation (INSO) activist Anurag Chauhan on the charges of creating ruckus and indulging in stone pelting on the residence of Panjab University vice chancellor during the student elections days.

According to the police, Chauhan was arrested from the campus. When asked about the delay in the arrest, a police officer said they took a lenient view as the accused was to appear in his exams and later he remained elusive.

In another incident, the police impounded Vikas Rathi’s car (PBH-1) for his alleged involvement in yesterday’s ruckus at the VC’s residence.
