Bhajan asked to give straightforward reply
Rebel MLAs can attend inaugural sitting of house
Tribune News Service

Chandigarh, March 5
Speaker of the Haryana Assembly Raghubir Singh Kadiyan today asked Bhajan Lal to stop beating about the bush and give a straightforward answer with regard to his party affiliation.

Kadiyan, who was presiding over the disqualification proceedings initiated against Bhajan Lal and his two loyalist MLAs, Dharampal Malik and Rakesh Kamboj, told Satyapal Jain, counsel representing Bhajan Lal, that the respondent was simply required to reply in one line that he continued to remain a member of the Congress on whose ticket he was elected to the house.

The Speaker said Bhajan Lal could reply to the question either in person or through an affidavit, or by holding a press conference.

“But the reply to that question is not forthcoming in spite of my giving repeated opportunities. I again emphasise that the reply to that question be given in either yes or no. If his reply is in the affirmative then I will stop the proceedings at the very same time”, Kadiyan said.

Harbhagwan Singh, advocate representing petitioner Shadilal Batra, offered to withdraw the charges if Bhajan Lal claimed continued allegiance to the Congress.

While Batra was present during the hearing, Bhajan Lal did not come citing health problems. Jain, counsel for Bhajan Lal, said at least two weeks’ time was needed for the respondent to clarify his stand on the issue of his affiliation to the Congress. The Speaker, however, refused to grant two weeks for the answer and asked Bhajan Lal to appear before him in his chamber on March 8 at 2 p.m. and clarify that he had faith in the Congress and that he had not floated any new party.

Jain, who was also representing Dharampal Malik and Rakesh Kamboj, today cross-examined Jitender Malik, petitioner against Dharampal Malik, and Ramesh Gupta, who moved the petition against Rakesh Kamboj. These two MlAs were also asked by the Speaker to give evidence in support of their allegiance to the Congress on March 8.

With the date of the next hearing for all three rebel MLAs fixed for March 8, the trio would be now free to take part in the inaugural sitting of the budget session of the assembly on March 7.

The Speaker said he would go by the law and was in no hurry to take any step in view of the approaching assembly session.
