Ex-PSEB chief engineer jailed

Patiala, February 18
The special court of special judge Kuldeep Singh today awarded three years’ imprisonment to former chief engineer of the PSEB Pursotam Dutt Dua.

The judge also imposed a fine of Rs 25,000 on Dua who was trapped by the Vigilance Bureau in April 2004 trying to accept illegal gratification of Rs 25,000. He was trapped by Vigilance sleuths led by DSP Jaipal Singh on a complaint filed with the bureau by Gursharan Singh of Patiala. The judge also ordered that Dua would have to undergo a year’s imprisonment if he failed to pay the fine.

Notice served on social organisation

The department of cultural affairs, archaeology and museums, has served a notice on a social organisation -Culture and Heritage Conservation Initiative - for allegedly encroaching upon land having historical importance.

The Culture and Heritage Initiative has been engaged in restoration work of a fort which has historical importance because it was once said to be the maternal abode of Lord Rama. The place is in village Gharam, 15 kms from here, and it is being claimed that the place is steeped in history for its links to Lord Rama.

According to Dr M.S. Randhawa, Convenor of the Initiative, the body was engaged in restoration work of the site with the consent of the department of cultural affairs, archaeology and museums. He added that there was both a gurdwara and a temple at the site which according to him were built nearly eight years ago. However, the archaeology department has now directed removal of the encroachments made by the social organisation or face action.

The site also finds mention in the Phulkian State Gazette, 1904, in which it has been mentioned that site was the `nanihal’ (maternal abode) of Lord Rama. The gazette also mentions that the fort was named as Ramgarh fort and was built by Maharaja Karam Singh.

Exhibition organised

An exhibition of apparels designed by students of the department of fashion and dress designing of Multani Mal Modi College was organised on the college premises here today.

Patiala deputy commissioner D.S. Grewal and senior deputy mayor Anil Bajaj inaugurated the exhibition.

Grewal appreciated the efforts of the students while Bajaj stressed upon the need to empower women through economic self-sufficiency.

College principal Dr S.K. Bhardwaj welcomed the chief guests. Grewal and Bajaj also planted saplings of medicinal plants on the college campus.

He also gave away prizes to the students. College principal Dr S.K. Bhardwaj presented mementoes to the chief guests.

Rajputs to oppose screening of ‘Jodha Akbar’

The Rajput community, in a meeting here today, decided to oppose the screening of the film ‘Jodha Akbar’ in the district. Rajput leaders from various political parties were present in the meeting.

They threatened that if the screening of the film was not stopped immediately, the Rajput community would come out on the streets to express its displeasure.

Later, a memorandum was submitted to the city magistrate addressed to the Haryana Governor. It was urged in the memorandum that the film should be banned.

R.P. Chander is golf champ

Chandigarh, February 18
R.P. Chander of Haryana fired an eight-over par 80 for a two-day tally of 162 to clinch the title from a field of 48 civil servants from five states who had converged on the par-72 greens of the Chandigarh Golf Club for the third North Zone Civil Services Golf Championship which concluded yesterday.

R.P. Chander, who plays with a handicap of 2, was way ahead of the second-placed P.C. Kapur, who finished five strokes behind at 167.

The two-day event saw the civil servants from Jammu and Kashmir, Punjab, Haryana, Himachal Pradesh and Chandigarh sweat it out for the title and also a berth in the North Zone team for the All-India Civil Services Golf Championship to be held in Delhi next month.

The leader on the opening day, Rajiv Moudgil, played badly on the second day returning a poor 21-over par 93 for the fifth place. But he was disqualified by the organisers.

The defending champion of North Zone, S.K. Sharma could muster a two-day tally of 173 to finish joint fifth in the competition.

B.B. Kaushik, who plays with a handicap of 24, clinched the nett title with a nett score of 136. R.C. Mishra followed four strokes behind to clinch the runner-up spot.

The top 16 gross scorers made it to the North Zone team for the All-India Civil Services Golf Championship to be held in Delhi next month. They are: R.P. Chander, P.C. Kapoor, J.S. Mahi, Rupinder Singh, S.K. Sharma, G.C. Negi, Hardeep Kumar, B.S. Thind, Kulvinder Singh, Gurdish Pal Singh, R.K. Arora, R.C. Mishra, Rajiv Kapoor, Harinder Pal Bedi, V.C. Pharka and D.S. Garcha.

R.K. Arora won the longest drive competition and Deepinder S. Garcha was nearest to the pin. Later in the evening Pradip Mehra, adviser to the Chandigarh Administrator, gave away the prizes at a colourful prize distribution function held at the Chandigarh Golf Range.

The tournament was teed off yesterday by J.S. Cheema, general secretary of the Chandigarh Golf Association.

AG Haryana defeat AG Uttarakhand by 10 wickets

A brilliant spell of six wickets for 14, including a hat-trick by a medium pacer Parveen Sharma helped host AG Haryana thrash AG Uttrakhand by 10 wickets in the opening match of North Zone IA&AD Cricket Tournament, started at DAV College, here today.

Uttrakhand surrendered easily as seven batsmen could not even open their account. It was only Sanjay Jakhmola, who played a defiant knock of 57, hitting 10 fours and two sixes, thus enabling the team to be 69 all out.

For Haryana, Parveen Sharma wrecked the rivals finishing with a figure of six for 14. Surinder took one for 27.

In reply, Gulab Rubani steered his team to victory with his unbeaten knock of 58. Rishapal was the other batsman, who remained unbeaten at 10 runs.

In other match of the day, Delhi (Audit) trounced AG Jammu & Kashmir by 10 wickets.

Batting first J&K were bundled out on a meagre 59. Jasbir Singh was the only notable contributor with 25 runs. Satish and K.S. Rana claimed two wickets each for 4 and 15 runs, respectively.

Delhi overhauled the paltry target without losing any wicket. Chander Mohan guided their team scoring 28 not out.

In another tie, AG UP outclassed AG Himachal Pradesh by 171 runs.

Askari Abbas hit a fine ton (116) helping UP team to reach a total of 279 for 5. Askari was well supported by Salman Masood, who chipped in 77 runs and Sarish Durai with 29 runs.

For HP, Ramesh Bittu snapped two wickets.

Chasing the target, HP team gave up on 106 all out. Ramesh Bittu and Rajnish made 26 and 22 runs, respectively.

Sanjay, B.N. Aggarwal took two wickets for 24 and 17 runs, respectively.

Seven teams from the zone comprising Uttar Pradesh, Uttaranchal, Himachal Pradesh, Jammu & Kashmir, Delhi and Punjab besides host Haryana will vie for the top honours in the three day event. Several players who appeared in Ranji Trophy or Vizzy Trophy like Ashwani Gupta, Jaswant Rai, Romesh Bittu, Aman Kumar, Surinder Singh, Parveen Sharma, Navdeep Singh, Sanjay Sharma, Ranjeet Bali, Amit Kakria & Arun Tuli were seen in action.

Yog Raj Singh, former test cricketer will be the chief guest and distribute the prizes on February 20.

Rayat college register win

Starting their campaign on a winning note, Rayat College of Physical Education, Rail Majra, won two matches on the opening day of Panjab University Table Tennis (Evening and Education Colleges) Tournament, started at PU gymnasium hall, here today.

In their first match, the Rayat team beat DM College of Education, Moga 3-1. Except Hemant, Rakesh and Bipan won their respective matches for Rayat. Rakesh beat Arun 11-1, 11-3, 11-0. Bipan defeated Dalbir (11-3, 11-3, 11-0) and Arun Kumar (11-4, 11-1, 11-4). For DM College only Ajitpal Singh saved the blues beating Hemant of Rayat 11-0, 11-2, 11-2.

In their second match, the Rayat team consisting Rakesh, Bipan and Hemant, registered 3-1 victory over Baba Kundan Rural College of Education, Ludhiana. Bipan again won his two matches thrashing Charanjit (11-3, 11-1, 11-3) and Sukhdeep (11-4, 11-2, 11-6). Rakesh beat Sukhdeep 11-1, 11-1, 11-1, whereas Hemant lost to Nirmal 4-11, 2-11, 6-11.

ITF’s adviser to train city players

The country has ample talent and can produce international players, believes Doug MacCurdy, a player development adviser with the International Tennis Federation (ITF), who is in city for a weeklong training camp at the Chandigarh Lawn Tennis Association (CLTA), Sector 10.

MacCurdy, who is working with the Chinese Tennis Association under the sponsorship of ITF, feels that Chinese players are more professional. “Tennis in China is totally different from what it is in India. The game in China is more serious, more professional. Moreover, the government of China provides financial support and players from 12 years to 15 years of age get salary too, whereas nothing like this is done in India”, says MacCurdy.

In the coming days, MacCurdy would be working on the over all development of the players. “The area on which I will be emphasising is over all development of both national and international players. Another area, which is significant, is educating both players and the coaches. Training the coaches is also important,” asserts the trainer.

MacCurdy, who had been working on improving the level of the game in different parts of the country opines, “The country has ample talent. There is remarkable improvement in girls, but I am worried for boys,” adds MacCurdy.

MacCurdy is still unaware about the potential of the city players. “I have been looking at the players for not long and it will be too early to comment on the potential and talent that the city has”.

In volleyball, Palampur University, Palampur, emerged triumphant trailing Manipal University, Manipal, and Punjab School Education Board, Mohali, to second and third spots, respectively.

19th Senior Men and 11th Senior Women Weightlifting Championships will be organised by the Chandigarh Amateur Weightlifting Association at the coaching center, Sector 42, on March 1, 2008. The team which will be selected during the championship will participate in the Northern India Weightlifting Championship to be held in Ludhiana from March 15, 2008.

Workshop on Clinical Pharmacology
Experts stress on rational use of drugs

The pharmaceutical industry and the academia should join hands to provide good quality drugs at the reasonable prices to the general public, said R.R.Chaudhary, chairman, task force on clinical research, Apollo Hospitals, here today.

Addressing the national workshop on clinical pharmacology organized by the Department of Pharmacology of the PGI here, Chaudhary, who is also head of the WHO programme on rational use of drugs, stressed the need for rational use of drugs with a view to make the drug therapy safer.

Underling the theme of the workshop, P. Pandhi, organising secretary, said the workshop was aimed at providing an overview of the subject of clinical research.

Speaking on the pre-clinical drug development, A. Sankaranarayanan, head-biology of the GVK Biosciences Private Limited, Hyderabad, called for the generation of important data for the investigational new drug application.

V.S. Mathur, former director (pharmacology) at Bahrain, dwelled on the national drug regulations according to the Schedule Y of the Indian Drugs and Cosmetic Act, and international regulatory issues in the field of clinical trials. He stressed that the regulations are getting more and more stringent and the investigators must be very careful while conducting clinical trials.

Shoibal Mukherjee, vice-president (clinical research), Ranbaxy, spoke about the international guidelines issued by the International Conference of Harmonisation (ICH) for conduct of clinical trials. He gave a perspective of how to plan and conduct clinical trials as per good clinical practice so that the clinical trials done in India are done as per the international standards and thus are acceptable to the regulatory authorities all over the world.

This is important as with changing scenario, India can play a major role in the field of clinical research, thus providing safe and effective drugs to the India public. The responsibilities of the investigators and the sponsors have been well described in various guidelines and should be followed.

Samir Malhotra, associate professor at the PGI, spoke on the exploratory clinical trials. In the phase I study, the new chemical is given to the healthy volunteers. This is the first exposure of a new drug in humans. If the compound is found to be safe, it is given to patients with the target disease in the so-called proof of concept phase II studies. During phase II the efficacy and safety of the investigational new drug are demonstrated in selected patients.

Symposium on cerebral palsy

A symposium on cerebral palsy was organised by the Paediatric Orthopaedic Society of north zone here yesterday.

Prof S.S. Gill, head department of orthopaedics of the PGI, said the incidence of cerebral palsy was to the tune of about two-three per thousand live births.

Dr Anju Gupta from the department of paediatrics of the PGI spoke about the importance of holistic and multidisciplinary approach in tackling the disease.

Dr Bhatia, director of Saket Hospital, said most patients would recover if managed correctly.

Dr Bobby John spoke about knee problems and their management.

Dr P.N. Gupta from the Government Medical College and Hospital, Sector 32, said it was essential to assess the overall function of a patient with cerebral palsy and foot deformities were among the most common.

Dr Sanjay Wadhwa from the PGI stressed on the rehabilitation aspects of cerebral palsy.

Two more cases of chain snatching

Two snatching incidents were reported from various parts of the city today. Usha Aggarwal of Sector 47 reported to the police that two unidentified motorcyclists snatched from her a gold chain near her residence at 1.10 pm. In another incident, Subhlata of Sector 22 filed a complaint with the police alleging that two unidentified youngsters riding a motorcycle took away her gold chain from near her residence at 3pm.

Vehicle stolen

Ajay Kashyap of Sector 20 filed a complaint with the police alleging that his car (HP-03-3606) was stolen from Sector 20 last night. Satish Kumar of Colony No. 5 reported that his Tavera (CH-28-T-3629) was stolen from the same locality during the intervening night of February 15 and 16.

Surmukh Singh, a postman at the Sector 17 Generalt Office, lodged a complaint that his cycle was stolen from the District Courts parking today. Balwan Singh of Sector 20 reported theft of his cycle from NAC Mani Majra, on February 15. Four cases of thefts have been registered.

Documents gone

Pardeep Dev Nath, constable with the ITBP, reported that his briefcase containing government documents was stolen from the Sector 17 ISBT on Sunday. A case has been registered.

Inderjit Singh of Sector 36 reported to the police that some utensils were stolen from his residence last night. In another incident, Kamal Kohli of Sector 30 lodged a complaint with the police alleging that three gold ear-rings, gold bangles, a gold bracelet and mangal sutra were stolen from his residence on Saturday night.

Two cases have been registered in the Industrial Area police station.

Held for assault

Varun Bhandari of Sector 20-A reported that Tilak Sharma of Ravindera Enclave, Baltana, Rajiv Garg of Sector 42, Sajjan Handa and Gagan Handa, both residents of Sector 35-D, assaulted him and threatened him at a Sector 22 hotel on February 14. The police arrested the three and booked them for rioting, causing injuries and criminal intimidation.

2 held for assaulting journalists

Chandigarh, February 18
The police arrested the contractor of a parking lot and one other on the charges of rioting, causing injuries and criminal intimidation. They allegedly assaulted three journalists working with a Hindi daily in the wee hours today.

The police said Dapinder Thakur of Sector 46 and Raman Prashar of Mohali, along with their colleague, were thrashed by some people at around 1.45 am.

The police arrested the contractor of an auto-rickshaw stand, Satish Kumar, and a rickshaw-puller in this connection later in the day. The police said Thakur alleged that he and his colleagues saw some people quarrelling and intervened to defuse the matter, but the accused began to beat them up.

Play showcases Indian freedom struggle

The Creative Cultural Society staged a patriotic Punjabi play - ‘Gadar ton inqlaab takk’ - at the Randhawa auditorium, Punjab Kala Bhavan, here today.

Written by legendary playwright Gursharan Singh and directed by Ishwer Dutt Sharma, the play paid rich tributes to freedom fighters who made supreme sacrifices during the struggle for Independence. Initially structured in the pastoral ambience of Punjab with Lala Lajpat Rai and Sardar Bhagat Singh in the forefront of agitations, the action shifts to other parts of India and depicts protests across India. The play portrays the Simon Commission agitation, Jallianwala Bagh massacre and many other episodes including the trial of Bhagat Singh and his associates. Parveen Kumar, Abhishek Sharma, Amit Kesri, Raghav Bhardwaj, Balraj Singh, Kanchan Bhalla et al played the main roles while Amar Virdi and Naseeb Singh were the playback singers.

Sardar Charanjit Singh Atwal, deputy speaker of the Lok Sabha, was the chief guest while Sat Pal Gosain, deputy speaker, Punjab, presided over the function.

Released by Pal Music Company, the voices have been rendered by Gurmeet Garry, Tarsem Kapuri and Shivani. The music is by Varinder Bachan and Faraiki B, Gurcharan Kapoor and Om Sharma.
