Mumbai crackdown

Mumbai, February 5
After being accused of inaction for two days while activists of the Maharashtra Navnirman Sena (MNS) and the Samajwadi Party clashed on the streets of Mumbai, the administration today went on overdrive to arrests activists of both parties.

At least 94 people from the MNS and the SP including scores of middle-level office-bearers have been arrested for running riot on the streets of Mumbai since Sunday.

However, Abu Azmi and Raj Thackeray, leaders of the SP and MNS respectively, whose provocative speeches fuelled the violence are still scot-free apparently to prevent the law and order situation from deteriorating.

"All deputy police commissioners have been asked to act tough so that the law-and-order situation does not worsen in Mumbai," director general of police P.S. Pasricha said this afternoon. Most of the arrested persons are from the MNS who figured prominently in television reports.

Stray incidents of violence continued today with activists of the MNS attacking the offices of the Congress’ Member of Parliament Sanjay Nirupam in the city.

Subsequently, the police caned the crowd of MNS activists. Nirupam has been openly mobilising the city's North Indian community and has invited the wrath of both the Shiv Sena and the MNS.

Nirupam denied reports that the attackers had injured his 12-year-old daughter.

Later in the day, Nirupam was detained by the police after he threatened to take out a morcha from his office in suburban Andheri to the residence of MNS chief Raj Thackeray at Dadar in Central Mumbai. Along with Nirupam, 25 other Congress activists and leaders were also taken into custody.

Meanwhile, the police said several top leaders of the MNS are being questioned over the violent incidents of the past few days. Shishir Shinde, the high profile spokesperson of the MNS and associate of Raj Thackeray, was called for questioning. He was still holed up in the Shivaji Park police station with the police stating that he has not been detained.

Meanwhile, the police have released the names of the arrested MNS activists. Vibhag Pramukh Pramod Patil, Dadar Shakha adhyaksh (chief) Girish Dhanulkar, Laxman Patil, Manish Chavan, Vikas Pathare, Mahesh Karnik, Nitin Lad, Shrikant Bhoite, Prakash Patankar, Chetan Pednekar, Swanand Kamath, Akshay Mumbarkar, Amey Khopkar, Nitin Sardesai, Santosh Suryavanshi, Munaf Thakur and Rohan Mantri.

Shortly after they were picked up, relatives of the arrested activists came out in protest saying the wrong people have been arrested. Patil told reporters that the persons who ran riot in Mumbai were not members of the MNS.

Meanwhile, the police is examining video recordings of the speeches made by leaders of the both the MNS and the SP for inflammatory content.

Antony asks nations to unite against terror
Tribune News Service

New Delhi, February 5
Defence minister A.K. Antony today urged nations, especially in the region, to come together to fight the menace of terrorism pointing out that as many as 187 of the world’s 343 non-state armed groups were operating in Asia.

The global community must unite to find ways and means to cooperate in the war against terror.

Inaugurating the 10th Asian Security Conference, he said, “Out of the 343 non-state armed groups operating in the world, 187 groups operate in the Asian region.” He added that “nations must devise ways and means to cooperate to effectively counter terrorism”.

At the conference, which has participants from all over Asia, the minister said, “The world today realises that no nation can consider itself to be immune from terrorism. The lessons learnt elsewhere can prove to be useful in devising our policies. Similarly, other nations too can benefit from our experiences.”

According to him, the emergence of non-state players was a “grave challenge” confronting all nations.

He pointed out that these non-state players did not recognise any territorial boundaries and were utilising the latest global communication and transport networks and were relying on garnering international support.

“Their common objective is to disturb the existing state apparatus, destabilise neighbouring states and create new states based on ethno-cultural identity,” the minister said.

“Most of these non-state players are not fighting for a national identity, or territory and have abstract notions of carving out a separate and unique identity of their own based on ethnicity, religious and tribal basis,” he added.

He also suggested a three-pronged strategy to meet these challenges, which included maintaining an active dialogue process, not only among governments, but also defence establishments to build strong channels of communication and dispel mistrust.

He also suggested that mechanisms must also be developed to share intelligence about terror groups, criminal elements, drug cartels and other transnational networks that foment violence and subvert states.

“Thirdly, we must attempt to devise common solutions to common challenges that threaten our collective security. We need to develop multilateral frameworks to promote dialogue and prepare strategies for cooperative action,” the minister said.

India, the minister pointed out, had been the target of disruptive elements for several years, with major world powers believing that “they would be immune to such elements and had as such, little sympathy for our concerns”.

“However, now all nations realise and accept the need for greater cooperation in effectively meeting such challenges,” the minister added.

4 killed in police firing in Bengal

Kolkata, February 5
Four Forward Bloc (FB) workers were killed today in police firing at Dinhata, Coochbehar, in north Bengal during the party’s on-going agitation programme against the state government’s failure to provide work under the centrally sponsored 100 days’ wage scheme to village people.

Over 200 FB workers and supporters were also injured, of them some 50 seriously and they had been admitted to government hospitals in Coochbehar and Jalpaiguri.

The condition of some of these bullet-hit people was stated to be serious and some deaths were feared.

As a mark of protest against the “brutal killing”, the FB gave a call for 24-hour Bangla bandh tomorrow which the Congress, Trinamool Congress, SUCI, CPI (ML) and other anti-Left parties supported.

The RSP and CPI supported the cause of the bandh but they would not directly participate.

These parties demanded a judicial probe into the firing which the senior CPM minister Subhas Chakraborty also supported.

Chief Minister Buddhadeb Bhattacharjee held meetings with senior officials at Writers Buildings on the incident among other matters.

After the meeting, he left for New Delhi in the evening. But before leaving Writers Buildings, he asked the officials and the police to take necessary steps to maintain peace and normalcy during the bandh.

Biman Bose said that the police had to fire in the face of attacks on them by the violent mob, which set fire to the SDO’s office, burnt several police vehicles and destroyed government property. The SDO and some 20 policemen including senior police officials were also injured in the violence.

Ghose, however, denied Bose’s charges as bogus and concocted. He alleged that the CRPF and the police at the instructions of the local CPM leaders had fired on the FB workers and supporters who had been peacefully demonstrating in front the SDO’s office as part of their declared agitation programme.

He demanded an independent inquiry into the firing and rigorous punishment for the guilty policemen. However, he did not demand the Chief Minister’s resignation. But he made it clear that if the CPM continued to behave “like this”, the FB would be forced to leave the front.

The Dinhata incident sparked violence in some other districts. At Barast in North 24-paganas and Murshidabad town, the FB organised protests in front of the DM’s office. Over 5000 workers including former FB minister Saral Deb were arrested.

Pranab ticks off Pak on N-proliferation
Rajeev Sharma
Tribune News Service

New Delhi, February 5
External affairs minister Pranab Mukherjee today took potshots at Pakistan for its sins of omission and commission in nuclear proliferation and expressed concern over the dreaded scenario of nuclear weapons falling in the hands of terrorists.

With an eye on India needing the support of the 45-nation Nuclear Suppliers Group (NSG) for the approval of the Indo-US nuclear deal in near future, Mukherjee stressed that New Delhi strictly abide by all the basic obligations enshrined in the Nuclear Non-Proliferation Treaty as they apply to nuclear weapon states, even though India was not a NPT signatory country.

Mukherjee talked of India’s four-point approach as the best way to address the dilemmas in the nuclear domain and focus efforts on the goal of global nuclear disarmament:
  • A binding commitment by all nations to eliminate nuclear weapons in stages
  • Participation by all states in the process of nuclear disarmament, which does not alone mean arms control
  • Demonstration of good faith and building of confidence through tangible progress towards the common goal of a nuclear weapon free world
  • Changes in doctrines, policies and institutions to sustain a world free of nuclear weapons.

“The principal cause of concern in recent years has been the threat of nuclear proliferation. This is not limited only to new states acquiring nuclear weapons capability. It also extends to the very real threat of terrorist groups laying their hands on nuclear material and even fully assembled nuclear weapons,” Mukherjee said in his key note address at the IDSA 10th Asian Security Conference. The minister purposely made a longish presentation on this aspect and even acknowledged this.

Mukherjee said the proliferation problem was a product of two factors. One is the inability of states to sufficiently safeguard their nuclear material, technology and facilities against attempts to procure WMD relevant items. The second factor is deliberate and callous proliferation by states, including state failure to exercise adequate control over personnel engaged in nuclear programmes. “It is well known how the transfer of uranium enrichment technology, equipment and even weapon design have taken place clandestinely and flagrantly in our region. Even more alarming is the interest shown by radical terrorist groups in acquiring nuclear material and technology and the linkages that they had forged with a few nuclear scientists.”

The obvious reference was to Pakistan’s disgraced nuclear scientist A.Q. Khan, who ran a nuclear walmart and surreptitiously sold nuclear weapon designs to North Korea, Libya and even Iran. Khan has since been “pardoned” by President Pervez Musharraf and has not been made available to western agencies for interrogation.

In contrast, Mukherjee elaborated on India’s responsible and mature conduct in the field of nuclear non-proliferation. “Today, as a responsible nuclear weapon power, we are even more mindful of our duty to control the spread of WMD technologies and their delivery systems. We have signalled our willingness to be a part of the international consensus by adopting a comprehensive WMD export control legislation. We have also harmonised our export control lists with those prescribed by the Nuclear Suppliers Group and the Missile Technology Control Regime. These measures also fulfil the obligations prescribed by the UN Security Council Resolution 1540, which calls upon states to refrain from supporting non-state actors in their quest for weapons of mass destruction and their delivery systems.”

The minister also made it clear that India did not wish to see the emergence of additional nuclear weapon states, for it would only further endanger international security.

The challenge before the international community today, Mukherjee said, was to make sure that national laws and international commitments were better implemented by states to prevent the leak of material and technology from established nuclear programmes. The challenge also was to do this consistently and without short-term considerations of political expediency.

Shaukat gets two weeks to respond
Legal Correspondent

New Delhi, February 5
The Supreme Court today gave two weeks’ time to Shaukat Hussain Guru, serving imprisonment in Parliament attack case, to respond to the Delhi police affidavit on his review petition. In the review petition he had challenged his conviction for concealing the conspiracy of terrorists to wage a war against India.

Shaukat, whose death sentence was set aside by the apex court giving him benefit of doubt about his direct involvement in the conspiracy was awarded 10-year imprisonment for “intentionally concealing” the attack plan carried by five Pakistan militants in 2001.

The apex court, however, had upheld the death sentence of his cousin Mohd Afzal Guru, who has now filed a mercy petition before the President.

Shaukat had challenged his conviction under Section 123-A of the IPC on the ground that he was not chargesheeted for the particular offence as he was charge under POTA, the Arms Act and for other serious charges of waging war, criminal conspiracy and terrorism, of which he was exonerated by the apex court. He had sought acquittal on the ground that he could not be convicted for an offence for which he was not even chargesheeted.

But the police in its affidavit had stated that all charges levelled against him were inter-related and the apex court had dealt with the matter in detail by considering every aspect of the case while giving the final verdict. The police said since the apex court had earlier rejected all review and curative petitions against the final verdict, there was no point in considering his fresh review petition, raising a new controversy.

Pak not helping counter terror: CBI
Tribune News Service

New Delhi, February 5
CBI director Vijay Shanker today said trial in several terror cases, including IC-814 hijacking case and the Bombay blast case, remain inconclusive due to non-cooperation of Pakistan in handing over wanted terrorists like underworld don Dawood. Referring to awarding of life sentence to three persons — Abdul Latif, Dalip Bhujal and Yusuf Nepali — in the December 1999 IC-814 hijacking case, the CBI director said, “Whether it is this (hijacking) case or the 1993 Bombay blasts case, Pakistan has not been cooperating with India to hand over the wanted criminals.”

“Dawood Ibrahim is in Pakistan and the five hijackers (involved in IC-814 hijack) are also there. We have taken up the matter with them at the highest level through diplomatic channels as well as through the Interpol. But they are not cooperating” Shanker told a press conference here.

“If global war against terror is to succeed then international cooperation is a must. We have overwhelming evidence (against those terrorists allegedly given shelter in Pakistan). It is now for the international community to mount pressure to ensure that they are brought to justice,” he said.

Shanker also targeted the Federal Bureau of Investigation (FBI) of the US expressing surprise over the inordinate delay in completion of its parallel probe into the IC-814 hijack case.

“The FBI had also registered a case and initiated a probe into the IC-814 hijack case. We had extended all cooperation and shared all evidence available in the case. But it is surprising why they could not complete the probe when we have secured conviction in the very same case,” the CBI director said.

“What other proof does one need when one of the three released in exchange (Omar Sayeed Sheikh) is behind bars for killing Wall Street Journal scribe Daniel Pearl?” he said insisting that there should be global cooperation in fighting terrorism.

“There is the Hague convention, Montreal convention and even the SAARC convention of mutual assistance but none seem to be working for Pakistan,” he said.

Without naming anyone, the CBI director said, “Countries should stop having double standards and work in close coordination with other international investigating agencies in fighting the scourge of terrorism.”

Asked whether he was satisfied with today’s verdict on the hijack case, he shot back “Where is the question of satisfaction. The trial is still inconclusive as we have not been able to bring other accused to justice as Pakistan is not cooperating.”

The FBI had registered a case at its headquarters in early 2000 as an American national Jeanne Moore, was on board the IC-814 plane. The sleuths had examined Moore who had spelt the word “coffin” for the hijackers when they made a list of demands to the Indian government. The CBI has secured Interpol red corner notice against the hijackers — Ibrahim Athar, Sunny Ahmed Qazi, Zahoor Ibrahim, Shahid Akhter Sayed and Shakir and accomplices Yusuf Azhar and Abdul Rauf, alleged to be key conspirators.

Gas pipeline: India to skip meeting

New Delhi, February 5
India is unlikely to attend a meeting called by Iran next week to finalise the long-delayed gas pipeline as it wants to settle the transit fee issue with Islamabad before signing the multi-billion dollar deal.

Petroleum minister Murli Deora is unlikely to visit Teheran on February 12-13 for the trilateral meet on the Iran-Pakistan-India (IPI) gas pipeline, a source close to the minister said.

Deora would instead make a visit to Islamabad sometime after general elections in Pakistan to settle the issue.

“A meeting in Islamabad was proposed on the sidelines of the Steering Committee meeting of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline project on February 13-16 but the meeting is not happening because of the elections in Pakistan,” a source said.

Iranian Ambassador to India Seyed Mehdi Nabizadeh said an invitation for the next week’s meeting has been sent to the countries concerned. “If we get a positive response, a meeting can be held on February 12 or 13.”

New Delhi has since July, 2007, boycotted trilateral meeting on the pipeline project pending resolution of the transit fee issue with Pakistan. While the two neighbours are in agreement with the charge for transporting the gas through a 1,035-km pipeline length in Pakistan, differences continue on the issue of payment of a separate transit fee to Islamabad for use of its territory for the passage of the fuel.

The source said the price of gas had been agreed upon by the three nations but Iran’s demand for revision every five years had to be settled for signing of any deal. — PTI

Meera brought bad name to Pak artistes: Zulfikar

Mumbai, February 5
Pakistani actor Mikaal Zulfikar, who plays the lead in filmmaker Jagmohan Mundhra's ready-for-release "Shoot On Sight", says his colleague Meera has brought disgrace to artistes from the country.

"She isn't someone I'd like my name to be associated with at all. She has no standing back home. All of us Pakistani actors with some sense and sensibility would cringe at the statements she made in India. All of you must've thought all the actors from Pakistan are like Meera. I'd like to correct the image of Pakistani actors in India," Mikaal told IANS.

The actor has been visiting India regularly since 2001. "I came then to Delhi for modelling." After auditioning over a hundred hopefuls, Mundhra selected Mikaal for the role. The film is about an Asian-Muslim cop (Naseeruddin Shah) in the British police force whose loyalty to his service is questioned after the subway bombings in Britain.

"I consider myself very lucky to have shared so much screen space with an actor of Naseer's calibre so early in my career. I play his nephew, a seemingly innocent boy from Pakistan in Britain in whom we discover a dark side as the film proceeds.

"It was a very challenging role for someone who has only done lots of Pakistani television and one other India-Pakistan feature film 'Godfather' (based on Coppola's film) directed by Hriday ('Pyaar Mein Twist') Shetty. It featured Vinod Khanna in the Brando role. I was paired with Preeti Jhangiani. It was released in Pakistan, but not in India," says the young Pakistani actor.

"Godfather" also starred the Mahesh Bhatt discovery Meera.

Mikaal is currently in Mumbai shooting a music video directed by Anu Malik's brother Abu, which will promote "Shoot On Sight". — IANS

Cong plans publicity drive with eye on elections
Anita Katyal
Tribune News Service

New Delhi, February 5
In a startling revelation, the Congress today said Parliament House attack accused Afzal Guru, whose hanging is being demanded by the BJP, was actually let off by the NDA regime less that three months before the incident.

AICC general secretary and former Madhya Pradesh Chief Minister Digvijay Singh said Afzal Guru was picked up by the police on grounds of suspicion but was let off shortly before the Parliament House attack.

The BJP has mounted a concerted campaign against the Congress for being soft on internal security issues and has been citing the delay in the hanging of Afzal Guru as a case in point.

The Congress has countered this criticism by drawing attention to the NDA government’s own track record in the handling of the country’s internal security. It has periodically reminded the BJP about how then external affairs minister Jaswant Singh had escorted a dreaded terrorist to Kandahar while a series of terrorist attacks on the Akshardham and Raghunath temples as well as the Parliament House and Red Fort took place during the NDA regime.

Today, the Congress went a step forward and accused the BJP of its complicity in the Parliament House attack by allowing Afzal Guru to walk free before the incident.

The Congress’s decision to hit back at the BJP is part of its twin-strategy to expose the saffron outfit’s “doublespeak” and showcasing the UPA government’s achievements through a series of country-wide rallies, meetings and conventions with a clear eye on this year’s 10 Assembly elections and the 2009 Lok Sabha elections. This strategy was fine-tuned today at the fifth meeting of the AICC’s publicity committee, headed by Digivijay Singh.

Digivijay Singh told mediapersons after the meeting that the Congress proposes to hold state-level conventions on the Tribal Rights Bill, a flagship programme of the UPA government, and facilitate the distribution of land to the beneficiaries. In addition, the party plans to hold district-level rallies on the National Rural Employment Guarantee Scheme, which will be extended to cover all districts from April 1. Senior Central and state-level leaders will also address district-level meetings to propagate the UPA government’s achievements, he said.

World Heritage List
Kalka-Shimla railway route’s name proposed
Vibha Sharma
Tribune News Service

New Delhi, February 5
India has submitted the Kalka-Shimla railway route as fresh nomination for inscription on the World Heritage List under the cultural category for 2008. In addition, Majuli island in upper Assam has been re-nominated for inscription under the cultural landscape category on the prestigious list.

Termed as the greatest narrow gauge engineering feat in India, the Kalka-Shimla rail track was built to connect the summer capital of India in 1903 at an altitude of 2,076 m. The journey offers a panoramic treat of grandeur of the Himalayas from foothills of Shivalik at Kalka through stops like Dharampur, Solan, Kandaghat, Taradevi, Barog, Salogra, Summerhill and Shimla.

As far as Majuli is concerned, it is among the world’s largest riverine islands and located in upper reaches of the Brahmaputra river.

According to Culture Ministry officials, Prime Minister Manmohan Singh had discussed issues related to Majuli with culture minister Ambika Soni and water resources minister Saifuddin Soz, including the threat of erosion by the Brahmaputra river and status of ASI’s preparedness to resubmit the site for consideration by UNESCO in 2008 around late 2007. Following this, a high-level central team visited Majuli for an on-site review.

India currently has 27 World Heritage Sites, of which 22 are cultural and five natural. The Red Fort, which was included last year, is most recent addition to the list. If inscribed, Majuli will be first world heritage site in India under the ‘cultural landscape’ category.

The additional documentation was prepared using a multi-disciplinary approach and in consultation with a number of field agencies including those under the Ministry of Water Resources and the Assam Government. The Kalka-Shimla Railway nomination has also been evaluated by ICOMOS for UNESCO.

One more rhino killed

Tribune News Service

Guwahati, February 5
Poachers once again pierced the security blanket in the world-famous rhino abode, the Kaziranga National Park, killing one more rhino in the wee hours today, taking the toll to four in the park so far this year and fifth in the state.

Senior wildlife officials of the state rushed to the Park located in Central Assam to take stock of the situation. Frequent killings of rhinos in the national park, a UNESCO World Heritage site, has caused much embarrassment to the state government.

Director of the park S.N. Buragohain confirmed that a male rhino was killed in the central Kohra Range of the park. He said wildlife guards from nearby camps though rushed to the direction of gun shots, the poachers managed to flee with the horn. Raids were being conducted at the dens of some suspected poachers in the vicinity of the park.

Alarmed over today’s killing of rhino, Assam wildlife minister Rockybul Hussain, who have faced severe criticism from all quarters for failing to protect the rhino, announced to gear up vigil in the park by setting up five watch-towers and 25 new guards camps along National Highway 37 that runs along the southern fringe of the park.

He said one mobile anti-poaching squad and five rapid action units would be put into action in the park soon through appointment of additional 100 armed home guards. He admitted that there was need for increasing the strength of the field staff in the park from the present 437 as the park area had been expanded to about 860 square km from the earlier 430 sq km.

Green brigades and public in general in the state have been demanding stringent measures from the government to tackle the threat of poachers in the rhino abode in the wake of killing of several rhinos since last year.

A gang of poachers gouged out the horn of a female rhino and shot dead her three-year-old calf in the eastern fringe of the park on the night of January 19. The rhino died the next day.

In fact, the poachers have been on a rampage in the park since last year during which 13 rhinos were killed.

Kolkata, February 5
The CPM’s successive defeats in the union and the management bodies’ elections of the state’s schools and colleges has left Jyoti Basu worried.

Talking to the mediapersons today at the Alimuddin Street party office after attending the secretariat meeting, Basu admitted the party’s popularity had eroded to some extent which was a matter of concern.

He suggested that the matter should be discussed threadbare at the party’s highest level and necessary corrective steps be taken for protecting the party against further damage.

Earlier, the veteran leader publicly criticised the government’s handling of the Singur and Nandigram issues. He also blamed Chief Minister Buddhadeb Bhattacharjee for unnecessarily interfering into the CAB elections and the affairs of the Calcutta Book Fair which put the party into an unwarranted problem.that could be avoided.

Several partners of the Left Front, including Forward Bloc, RSP and the CPI, had already criticised the CPM’s high-handedness and big-brotherly attitude towards the small parties. They also opposed the CM’s forcible acquiring of the farm lands for the industries and the mishandling of the Singur and Nandigram issues.

Dehra Dun, February 5
Elected women’s functionaries of Uttarakhand have demanded 50 per cent reservation for women in panchayats.

Functionaries from all 13 districts shared their aspirations and grievances on the status and role of women in panchayats at a state-level meeting of the Uttarakhand Elected Women's Panchayat Forum on the premises of Panchayati Rule and Gender Awareness Training Institute (PRAGATI) here today. They unanimously raised the demand of reservation for women in the three tiers of Panchayati Raj Institutions, to play a larger role in the development process.

Gram Pradhan Gayatri Bhatt asserted that they would press the state government to accept their demand. “We fail to understand that this state, which boasts of women being almost half of the population, has turned a blind eye to the declining women leadership in panchayats,” she said, referring to an intense demand emerging for the purpose in Bihar, Madhya Pradesh and especially Himachal Pradesh, which has set a precedent for showing political will to bring in 50 per cent reservation for women in those institutions.

While preparing a strategy for the panchayat elections in early 2008, Chandrakala Kachal, Block Pramukh from DD Haat, Pithoragarh, said they would contest these elections only if the state government fulfilled their demand for reservation. Uttarakhand NCP merges with Cong
Tribune News Service

Dehra Dun, February 5
The Congress in Uttarakhand today got a shot in the arm as the entire state unit of Nationalist Congress Party (NCP) merged with it.

Announcing this, NCP state president Suryakant Dhasmana said they were joining the Congress without any pre-condition. The immediate reason behind this was the indifference of the central NCP leadership towards the state unit.

Coming as it does before the forthcoming byelection for Pauri Garhwal parliamentary seat, the development is believed to strengthen the Congress which was finding it difficult to counter the BJP after Assembly election held in February, 2007.

Notably, though the NCP failed to win any seat in this election but it did damage the chances of the Congress candidates in at least five constituencies. The NCP had put up its candidates after its proposed alliance with the Congress was scuttled by its senior leaders at the last moment.

Welcoming Dhasmana and his colleagues into the party fold, state Congress president Yashpal Arya said the Congress got a boost with the merger. He promised to accommodate Dhasmana in the party set up with a respectable position.
