Lawyer shot dead in Rohtak
Rohtak, December 18 The police has registered an FIR against five persons on the basis of a complaint lodged by the wife of the deceased. The persons named in the FIR include Rajesh, husband of Baliyana village sarpanch, Umed Singh, an assistant sub-inspector with the Haryana police, and Darshan, a constable with the Haryana police. SSP Hanif Qureshi told The Tribune that a police raiding party was sent to arrest Rajesh, husband of Baliyana sarpanch Upasana, but he had fled from the village. “Efforts are being made to arrest Rajesh,” Qureshi said, adding that the police personnel named in the FIR had been joined in the investigation. The deceased’s wife said some persons, who had come to their house in a car, took her husband out for some compromise. A little later, the lawyer was allegedly stabbed, thrown out of the car and shot dead by the assailants, who fled the scene of crime. She said the three persons mentioned above were accompanied by two other unknown persons. Hence, the FIR has been registered against five persons. It would be pertinent to mention here that a complaint of certain irregularities had been filed against the Baliyana sarpanch in a local court. Sehrawat was the lawyer of the complainants. Though no arrests had been made till the time of filing this report, the police is working on the theory that some outsiders might have been engaged for the murder. The situation is expected to be clear only after the arrest of Rajesh. |

Chandigarh, December 18 The deceased, Ranbir Singh, was employed as a commando head constable with the superintendent of police, Fatehabad. The petitioner, Parmila Devi (25), said the victim had gone to his native place Khandewala village in March 2000. On reaching his village in the evening, he went to the fields. She said there was an electricity pole in the field from which electricity was supplied to their tubewell. While passing by the pole, Ranbir came in contact with the stay wire attached to the pole and was electrocuted. The petitioner filed a complaint alleging deficiency in service on the part of the managing director and sub-divisional officer (SDO), operation, of the DHBVN, Pataudi. In response to the petition, the SDO stated that no electricity was supplied to the consumer in the evening on that day. It was further pointed out that officials of the electricity department were rushed to the site who probed the matter and gave their report by March 2001. According to the report, Ranbir had gone to the fields and may have tried to get supply to his tubewell by fiddling with the transformer. While fiddling with the transformer, he may have been electrocuted. The electricity department further added that the tubewell connection was running in the name of Maha Singh; so Ranbir was not their consumer. Revealing the relation of the deceased Ranbir with Maha Singh, the petitioner stated that they were real brothers and had joint share of agricultural land. Striking down the plea of the electricity department, the commission stated that it hardly mattered in whose name the tubewell was as they were real brothers. They had joint land; so Ranbir as a beneficiary of the tubewell was also a consumer. The commission, headed by K.C. Gupta, observed that if the jumper had been removed by Ranbir as per the allegations of the electricity department, then there was no question of electricity current to flow even if the deceased had tried to mishandle it. |

Kurukshetra, December 18 About 300 students of classes V to XII from various government and private schools participated in the competitions. While sharing his views with students, the commissioner and secretary, Haryana education department, Rajan Gupta, said competitions like these help students to exhibit their hidden talent. He said the main aim of the education was not to gain bookish knowledge but its objective was to ensure all-round development of the students. Deputy commissioner Pankaj Aggarwal said the samaroh would help in preaching the immortal message of Srimad Bhagwad Gita. The people would also get the opportunity to know the cultural, religious and historical importance of the holy city. Chief executive officer of the Kurukshetra Development Board S.B. Lohiya and city magistrate Hema Sharma also accompanied the visitors. Prizes will be given during the cultural function, which is to be organised on the banks of Brahmsarovar at Purushottampura Bagh here on December 20. Earlier, a Haryanvi cultural programme was presented by folk artistes of the public relations and cultural affairs department, Haryana, at Purushottampura Bagh. Chandigarh, December 18 While six partners, led by Ved Pal Tanwar, are on one side, two partners, led by Devender Sooty, are on the other side. The minority group is reportedly supported by one Congress MP of an adjoining constituency and an influential MLA of Bhiwani district. The majority group, too, enjoys the support of certain local Congress leaders. The two groups had accused each other of even opening fire at their vehicles. In view of the tension in the area, the district administration had to impose prohibitory orders under Section 144, CrPC. But it did not defuse the tension. Sources say the administration should impose section 145, CrPC, and appoint a government official as receiver for the entire mining area. The mining operations should be conducted by the mining department through its own officials till the present lease expires. If such a system is introduced, it will be a good opportunity for the government to judge how much royalty and taxes were being evaded by the private lease holder. The local labour will get work and crusher owners will continue to get raw material. This will also end the role of unscrupulous politicians in the mining industry of the area to a large extent. However, for this, the mining department must not outsource the operations in the Khaanak area, otherwise it will open the doors for accusations of political favouritism against the government. |
BPL claims to be settled within 2 weeks: Dharambir
Chandigarh, December 18 Dharambir Singh said the claims and objections received would be disposed of by the first appellate authorities (officers nominated by deputy commissioners of districts) on a priority basis by conducting public hearing in villages itself. Village-wise rosters were being drawn up and villages would be allotted to gazetted officers such as tehsildars and sub-divisional magistrates for hearing the claims and objections. He said the matter had been reviewed by Chief Minister Bhupinder Singh Hooda. He said the Chief Minister had made it clear that the respective deputy commissioners would be responsible to ensure inclusion of all eligible families and deletion of in-eligible families from the BPL lists. Sensitisation and briefing of the officers, nominated by the deputy commissioners as first appellate authorities, would be organised at the district level. FATEHABAD:
In view of the widespread discontent over the preparation of draft lists for the people living below the poverty line (BPL), the district authorities on Tuesday decided to launch a special one- week drive starting from December 20 to settle claims and objections to these lists. Deputy commissioner O.P. Sheoran told mediapersons that special duties had been assigned to 40 senior officers for the purpose. He added that directions had been issued to these officers to observe complete transparency in settling claims and objections. These officers would visit villages allotted to them and complete the task of settling claims and objections within a week, he said. Five parameters - condition of house, domestic appliances, sources of income, education and landholding - have been set to ascertain whether a particular family falls under the BPL category or not. Meanwhile, protests against the draft lists of the BPL survey continued today. Residents of Kath Mandi and Dalit Colony today raised slogans against the BPL survey in front of the mini-secretariat. The district revenue officer (DRO) has been appointed as nodal officer to invite claims and objections to the draft BPL lists in Mustfabad block of the district. He will visit villages from December 21 to 26. Deputy commissioner Nitin Yadav said the DRO, assisted by two other officers, would visit different villages of the block from 11 am onwards where claims and objections to the draft BPL lists would be invited and pro forma would be provided to people. |

Karnal MLA denies rift with minister
Karnal, December 18 The MLA was speaking on the occasion of her being honoured by the Dalit Samaj at her residence. She thanked the members of the samaj for making the Dalit samman rally a success. On the purported rift between her and Mandal, Sumita said she did not stop the minister from attending the yajna organised here on December 15 or from offering ‘ahuti’. “Even Chief Minister Bhupinder Singh Hooda, who was present there, Phool Chand Mullana and other prominent personalities did not offer ‘ahuti’. So the charge, that I stopped Mandal from offering ‘ahuti’ is false and concocted, she said. She said: “Being a secular person I respect people of all communities. I have always stood by the weaker sections of the society ever since I started my political career and will continue to do so for the rest of my life. Labelling me anti-Dalits is very unfortunate.” Earlier, various leaders of the Dalit Samaj praised Sumita for the work she had done for the upliftment of their community. They thanked her for carrying out development works in their colonies. Sumita said the scholarship scheme announced by the CM during the Dalit samman rally would help the Dalit children to remain in school, which in turn would be beneficial for them in the long run, especially while looking out for jobs. |
Hooda releases energy action plan
Chandigarh, December 18 The Chief Minister was speaking at a state-level seminar on energy conservation organised by the Haryana department of renewable energy (HAREDA) and Bureau of Energy Efficiency of the Central Government. He also released the Haryana energy conservation action plan for five years, 2007-2012. The first prize in the industrial sector category for energy conservation, comprising Rs 1 lakh, was awarded to Golden Laminates, Panchkula, and second award of Rs 50,000 was bagged by DCM Textiles Ltd, Hisar. In case of Government building sector, the first prize of Rs 50,000 was awarded to the mini-secretariat, Panchkula, and it was received by deputy commissioner Rajinder Kataria. For the year 2006-07, in case of HT category of industrial sector, the first prize of Rs 1 lakh was awarded to Maruti Udyog Ltd, Gurgaon, and second prize of Rs 50,000 was bagged by Indian Oil Corporation Ltd, Panipat Refinery, Panipat. For the government building sector, the first prize of Rs 1 lakh was awarded to Shakti Bhawan, Panchkula. The Chief Minister also gave away prizes to the winners of the first state-level quiz competition on renewable energy. The Chief Minister announced to double the amount of these prizes from this year so as to encourage the students in energy conservation. The first prize of enhanced amount of Rs 20,000 was bagged by Shubham Bali and Siddharth Singh of DAV Public School, Ambala City, the second prize of Rs 16,000 was awarded to Piyush Sharma and Anuj Sharma of SD Model Senior Secondary School, Karnal. For smooth traffic, admn wants highway diverted
Panipat, December 18 Panipat deputy commissioner Mahender Kumar said the NHAI had started a survey for the Mehrana-Baburpur stretch on the Panipat-Ambala road. The ambitious project of four-laning the national highway will largely benefit entrepreneurs of the region and has been undertaken under the central-funded National Highway Development Project-Phase III. “It will be convenient for motorists approaching Panipat from the Rohtak side as they will be able to join the GT Road away from the tolled elevated highway,” he said. “And those keen on proceeding towards Panipat town or New Delhi will not have to cross the tolled elevated highway,” he added. Officials said heavy vehicles from port areas of Gujarat and other places could severely hit the smooth movement of traffic on the elevated highway if it was connected via Siwah. An NHAI team had started work on the survey in September this year and is expected to submit the report to the ministry of surface transport ministry within the stipulated time of eight months. Industrial transportation from the northern region is mainly routed through New Delhi to Rajasthan, Ahmedabad, Mumbai and other parts. The single-lane Panipat-Rohtak NH (71-A) is generally avoided for transporting industrial and commercial goods using heavy vehicles. The proposed four-lane stretch will meet the NH-71 at Rohtak that connects to the Jalandhar-Sangrur-Rohtak road. It will finally touch the strategically important Delhi-Jaipur route at Bawal in Rewari that further goes to Gujarat, Maharashtra and other commercial areas of the country. The NHAI will also examine the need for deforestation, construction of bypasses, elevated highways and other aspects, sources said. |
Paddy bonus to benefit mill owners: BKU
Karnal, December 18 Stating this here yesterday, Sewa Singh Arya, state general secretary, Bharatiya Kisan Union (BKU), said the only people who will benefit from the late announcement of bonus will be the rice mill owners. “This has been continuing for many years and the losers have always been the farmers,” he said. Arya stated that whatever schemes the government launches for the farmers, businessmen find a way to get the maximum benefit for themselves, leaving the farmers high and dry. “They buy paddy from the farmers at lower price than the minimum selling price (MSP). Later, in the government registers they state that they have bought the paddy at the MSP and take an undertaking from the farmers that whatever bonus is announced, it will be theirs. The helpless farmer, already under debt, agrees to this arrangement and is thus duped,” Arya said, adding: “The arthiyas side with mill owners as they have to sell them the paddy procured from the farmers.” He said the BKU appeals to the central as well as the state government to ensure that the farmers, who are the real beneficiaries of the bonus, should get it. “The bonus should be distributed to the farmers by the market committee on the basis of J-form, which is with the arthiyas,” he said. |
Conservator to probe tree felling
Yamunanagar, December 18 As many as 13 sagwan trees were felled in compartment C of the forests and the trunks taken away. The theft came to light on November 24. The value of the trees stolen is estimated to be more than Rs 1.5 lakh. According to sources in the forest department, conservator of forests Soma Sekhar has been entrusted with the inquiry. The sources did not rule out the possibility of theft of trees from other areas of the jungles. Certain forest officials had allegedly tried to cover up the matter. But the matter came to the notice of the deputy commissioner and district forest officer M.S Malik ordered range officer Harish Walia to take action in the matter. The forest department had given the names of 10 suspects to the police. |

Delhi girl rescued from Jind
Jind, December 18 The police in a raid on a house in Subhash Nagar locality here busted a flesh trade racket run by the couple and nabbed five men and four women, including the abducted girl. According to police sources, the girl had taken a ‘client’ into confidence regarding her abduction and told him that she had been bought by the couple for Rs 40,000 from her abductors and forced to become a sex worker. The man contacted her parents, who informed the Delhi police which conducted the raid, rescued the girl and busted the racket. — UNI |
