A consumer court here has asked a private airlines to pay a compensation of Rs 1 lakh to two city-based passengers who had undergone “mental and physical agony” after the carrier’s flight to Srinagar was cancelled.

As many as 17 Haj pilgrims from India have so far died at the twin Islamic holy cities of Mecca and Medina in Saudi Arabia mostly due to cardiac arrest, officials said today.

Infiltration bid foiled, militant, 2 jawans killed

Army troops gunned down a militant in Sunderbani sector of this border district. Two jawans also died in the operation. Defence spokesperson said an infiltration bid which had commenced on November 28 in Sunderbani sector of Rajouri district had been foiled by the Army.

Azad’s father-in-law dies at 75
Srinagar, December 2
Mohammad Abdullah Dev, father-in-law of Jammu and Kashmir Chief Minister Ghulam Nabi Azad, died of cardiac arrest in the early hours today. Dev (75), a retired tehsil education officer and a renowned poet, was ailing for the past two months. He died at 1.45 am at his Hyderpora residence, family sources said.

Gram sabhas to oversee NREGP schemes

Following reports of swindling of funds meant for poor unemployed people of rural areas, the government has decided to authorise gram sabhas to monitor plans and check register of those employed under the National Rural Employment Guarantee Programmee (NREGP). Also village committee concerned will be taken into confidence while giving NREGP cards to rural people.

Minister of rural development and panchayati raj Jugal Kishore, while inspecting development works in Reasi district, directed officers not to take any decision without taking village committees into confidence. He ordered them to implement development schemes in the areas after consultation with locals. Officers were told to prepare plans with guidance from villagers.

There were reports of mess-up in the NREGP, especially in far-flung and mountainous areas of Reasi, Ramban and Doda districts. Many cases came to the fore when cards under this scheme were issued, but deserving people were not given employment. Even there are some reports that cards were issued in the name of fake persons and officials pocketed the amount meant for poor people.

Already village committees have been monitoring functioning of the education system. Village Education Committees have been constituted in almost all villages to monitor functioning of schools in their respective areas in general and ensure attendance of teaching staff in far-flung areas.

Following the formation of education committees, the functioning of schools has been streamlined in many parts of mountainous district.

Authorities have also decided to constitute Village Forest Committees in every area to keep check on illegal falling of trees. Apart from checking the cutting of trees, these committees will also monitor functioning of watershed programmes in rural areas.

Poonch bye-election on Dec 12

Jammu, December 2
The bye-election to the Poonch-Haveli Assembly constituency, scheduled to be held on December 12, will see a mainly three-cornered contest.

As many as 135 polling stations have been set up for 96,461 voters in the constituency in the the border district of Poonch where a bypoll was necessitated due to the death of National Conference MLA G M Jan, officials said today.

Of these polling booths, 42 have been declared as sensitive and 28 as hyper-sensitive. There are 49,551 male voters and 46,910 female voters in the constituency.

The election authorities have made elaborate arrangements, including on the security front, to ensure the smooth conduct of the elections.

Although nine candidates are in the fray, it will be a three-cornered contest this time among the National Conference, the Congress and a Congress rebel contesting as an independent candidate.

The NC, which had won the seat twice earlier, has put up Eijaz Jan, son of the former MLA, while the Congress has fielded Jehangir Mir, nephew of former minister G.M. Mir.

Yashpal Sharma, who has been expelled from primary membership of the PCC and has now been disqualified from basic membership of the party, is contesting as an independent candidate. Sharma had lost the 1996 and 2002 Assembly elections as a Congress candidate against G.M. Jan. — PTI

Special kids put up show in valley

A non-government body, which has been at the forefront of helping mentally challenged children and kids with multiple disabilities, presented a colourful, yet poignant event at the Sher-e-Kashmir International Convention Centre today to mark the World Disabled Day.

A large number of children, some as young as six years, suffering from a host of physical and mental disabilities showed the audience their new-found skills, like holding a ball and dropping it in a bucket or dancing to the latest Bollywood chartbuster, ‘Dard-e-disco’. The audience underwent some emotionally stirring moments as organisers explained challenges faced by these special kids.

"They live blithely with their problems as they do not know it," said Dr Mir Mohammad Maqbool, a former government doctor, who now runs the Voluntary Medicare Society, which is behind Shafaqat, the special school for mentally challenged and multiple disabilities kids.

He said such was people's insensitivity to special kids that some parents abandoned them and some did not even turn up at his school to see them.

One of the speakers touched a chord while commenting that many people thought they had done charity by offering food to pigeons, but never bothered to help fellow beings.

Dr Maqbool said there were no statistics to know the number of special kids in Kashmir, though 70 million people in India suffered from these disabilities and one-third of them were children. The figure was expected to be more in the valley. Ironically, the state had no government institution to help these kids, he added.

Air Deccan to pay Rs 2 lakh

Srinagar, December 2
A consumer court here has asked a private airlines to pay a compensation of Rs 1 lakh to two city-based passengers who had undergone “mental and physical agony” after the carrier’s flight to Srinagar was cancelled.

The Divisional Consumer Protection Forum, Kashmir, headed by District and Sessions Judge Rasheed Ahmed, yesterday directed Air Deccan to refund the two travellers who had alleged that they were subjected to considerable agony by the private carrier.

On a petition filed by Meraj-ud-Din Sofi and Khursheed-ul-Islam, the judge asked the airlines to fully refund the duo with a compound interest of 9 per cent from the schedule date of travel.

It also slapped litigation charges of Rs 2,000 on the carrier, besides directing it to pay Rs 50,000 each to the petitioners on account of the “physical and mental agony” they had undergone.

The duo had in their petition said despite holding the e-ticket, they failed to reach their destination after the carrier cancelled its Jammu-Srinagar flight on March 12 this year, stating that the flight was not in a condition to operate.

The court ruled that in the absence of terms and conditions on the e-tickets issued to the passengers, Air Deccan had no right to deny refund and relief to the petitioners. — PTI

2 Haj pilgrims among 17 dead in Saudi Arabia

Srinagar, December 2
As many as 17 Haj pilgrims from India have so far died at the twin Islamic holy cities of Mecca and Medina in Saudi Arabia mostly due to cardiac arrest, officials said today.

Of these, two pilgrims were from Jammu and Kashmir.

The officials said 60-year-old Khatija, wife of Ghulam Ahmed Khan, with passport number 39232 and cover number JK-1113-4, died of cardiac arrest at Medina on November 20.

The second deceased woman Haj pilgrim from Jammu and Kashmir was identified as 70-year-old Raja Begum, wife of Ghulam Mohammad Dar.

Raja Begum (passport number 36852 and cover number JK-1271-4) also died of cardiac arrest at Medina on November 25.

Among the deceased, the officials said five were from Kerala, three from Uttar Pradesh, two each from Jammu and Kashmir, Assam and Andhra Pradesh and one each from Delhi, Tamil Nadu and Gujarat. — UNI

Infiltration bid foiled, militant, 2 jawans killed

Rajouri, December 2
Army troops gunned down a militant in Sunderbani sector of this border district. Two jawans also died in the operation.

Defence spokesperson said an infiltration bid which had commenced on November 28 in Sunderbani sector of Rajouri district had been foiled by the Army.

He said one militant was killed and two Army jawans also died in the operation. The operation was still in progress, he added.

There have been many infiltration attempts in Sunderbani sector along the Line of Control (LoC) and security forces have foiled all these, claimed an Army officer in the area.

Azad’s father-in-law dies at 75

Srinagar, December 2
Mohammad Abdullah Dev, father-in-law of Jammu and Kashmir Chief Minister Ghulam Nabi Azad, died of cardiac arrest in the early hours today.

Dev (75), a retired tehsil education officer and a renowned poet, was ailing for the past two months. He died at 1.45 am at his Hyderpora residence, family sources said.

Dev, a teacher by profession, rose to the post of tehsil education officer and had penned many poems.

He is survived by six sons and two daughters, including Shameema Azad, wife of the Chief Minister. — PTI
