LeT commander, woman die in encounter
Udhampur, July 18
Security forces today eliminated a commander and Indian coordinator of the Pakistan-based Lashkar-e-Toiba (LeT), in Haveli mohalla of Bhaderwah town of Doda district. One woman was also killed in the encounter which lasted more than two hours.

Grenade attack at Baltal, 1 injured dies
Srinagar, July 18
One of the persons injured in the grenade attack at the base camp of Amarnath-bound pilgrims yesterday night succumbed to his injuries while condition of another injured remains serious. The police said Abdul Rahim Lone, who had put up a stall in Baltal, the base camp near Sonmarg, died while one Mohammad Ashraf, also a stall owner, is battling for life in a hospital.

Azad’s step to please sons of soil

Chief Minister Ghulam Nabi Azad has played the local card by clipping the wings of the IAS and earmarking 10 supertime scale posts for the officers of the Kashmir Administrative Service (KAS). Appointment of Kuldeep Khuda as director- general of police (DGP) in place of Gopal Sharma is also being seen as a step to please the locals. Khuda, a Kashmiri Pandit, is the first local to be appointed DGP in the past 18 years.

LeT commander, woman die in encounter

Security forces today eliminated a commander and Indian coordinator of the Pakistan-based Lashkar-e-Toiba (LeT), in Haveli mohalla of Bhaderwah town of Doda district. One woman was also killed in the encounter which lasted more than two hours.

Slain terrorist Abu Umar was also involved in the killing of deputy superintendent of police (DSP) Shailley Singh at Bhaderwah on May 31.

“It is a big success for security forces as Abu Umar was one of the coordinators of terror activities in Jammu and Kashmir and the country'',deputy inspector-general of police (DIG) Doda-Udhampur Range, L. M. Mohanty said.

A resident of Railway Colony, Bhawalpur, Pakistan, Abu Umar was instrumental in exploring new routes of infiltration in the state, Mohanty said and disclosed that Abu Umar had coordinated first-ever infiltration of terrorists through sea route in Jammu and Kashmir. Out of eight terrorists, who had sneaked into India through the sea route, two were arrested at Manjakote some time b4ack and they had disclosed the name of Abu Umar as the main conspirator in that incident.

The DIG added that the police had been in touch with the Delhi Police as the killed militant was also involved in some terror acts in the Capital.

According to reports on intelligence agencies’ input, the police and Rashtriya Rifles troops cordoned off the Haveli mohalla at 4 am and asked the militant, holed up in a house, to surrender. The militant then opened fire at the search party and in the ensuing encounter Umar was killed. The militant also lobbed a grenade towards a house when the inmates refused him shelter after he attempted to flee from the hideout.

A woman identified as Shameela Begum, used by Umar as a human shield, was also killed in the encounter.

According to the police, a laptop which contained details about the LeT's activities in the country and arms and ammunition had been recovered.

Grenade attack at Baltal, 1 injured dies

Srinagar, July 18
One of the persons injured in the grenade attack at the base camp of Amarnath-bound pilgrims yesterday night succumbed to his injuries while condition of another injured remains serious.

The police said Abdul Rahim Lone, who had put up a stall in Baltal, the base camp near Sonmarg, died while one Mohammad Ashraf, also a stall owner, is battling for life in a hospital. No militant organisation has taken the responsibility of the attack, which left 18 persons, including 16 traders running stalls, injured. Militants hurled a grenade at the base camp and escaped. Apart from local traders, a bus conductor and a pilgrim also received injuries, the police said.

The attack came within hours of the appointment of Kuldeep Khuda as DGP, and the police said they had launched a manhunt for the accused.

Marha residents protest; want bridge widened

Udhampur, July 18
Due to a narrow bridge on the Jammu-Srinagar highway accidents are a routine. Residents of the Marha area of the town today held a demonstration against the authorities.

Enraged over Tuesday night’s incident in which one life was lost and a couple from Delhi received severe injuries, residents this morning demonstrated alleging that this stretch of the highway had virtually turned into a death trap as fatal accidents had become a routine affair. They demanded widening of the bridge near Marha.

Later, a delegation of the residents called on the deputy commissioner, Udhampur, and apprised him of the problems people faced due to congestion on the road. DC O. P. Kalandara assured them of steps taken to widen the bridge and the road stretch.

Meanwhile, the condition of the couple from Delhi, who received severe injuries in an accident on Tuesday, was stable. The couple was returning from Katra when their Indica car skidded and fell into a gorge near here. In one month nine persons have lost their lives and as many others received severe injuries in accidents on this stretch of the national highway. — TNS

Kuldeep Khuda is J&K DGP

Kuldeep Khuda is to be the new director-general of Jammu and Kashmir Police. He replaces Gopal Sharma, who has been made security adviser to the Chief Minister.

This was approved at a meeting of the Cabinet, which met here last evening under the chairmanship of Chief Minister Ghulam Nabi Azad. It approved the promotion and posting of Kuldeep Khuda, ADGP, CID, as the new police chief.

An official spokesman said here that DGP Gopal Sharma had been posted security adviser to the Chief Minister. P.S. Gill, ADGP, Armed Police, had been promoted to DGP rank and posted transport commissioner, the spokesman added.

S. S. Sahni, principal secretary, has been promoted and designated financial commissioner agriculture production . S. S. Kapur has also been promoted and designated as financial commissioner planning and development department.

The Cabinet also approved enhancement of honorarium in respect of nambardars from Rs 81 to Rs 501 and village chowkidars from Rs 225 to Rs 500. The enhancement would be effective from April 1, 2004. The Cabinet also approved enhancement of stipend in respect of interns of medical and dental colleges of Jammu and Srinagar from Rs 2,400 to Rs 4,800 from October 1, 2006.

It also approved creation of two separate directorates of industries for Kashmir and Jammu divisions and the policy for rationalisation and regularisation of private B.Ed colleges. The cabinet also approved creation of eight additional district development commissioners for new districts and approved upgradation of posts of section officer from the existing scale of Rs 6500- Rs10500 to Rs7450-Rs11500.

Azad’s step to please sons of soil

Appointment of Kuldeep Khuda as director- general of police (DGP) in place of Gopal Sharma is also being seen as a step to please the locals. Khuda, a Kashmiri Pandit, is the first local to be appointed DGP in the past 18 years. Sharma, belonged to Rajasthan, has been sidelined as security adviser to the Chief Minister.

The cabinet meeting chaired by Azad yesterday announced a bonanza for the KAS officers by increasing their cadre strength to 406 from the existing 318.

Although the state government has claimed it to be a step towards removing stagnation among the KAS officers, but observers say this was a pre-election sop to the local officialdom. Assembly elections in the state are due next year.

For some time Azad has been giving important positions to the KAS officers. At least 13 of the 22 deputy commissioners were from the KAS. Only one IAS officer got the share of the post of deputy commissioner when eight new districts were created in the state recently.

To give better postings to KAS officers, the government recently appointed additional district development commissioners from the cadre in 20 districts, except Leh and Kargil, to supervise development works in the respective districts and also keep an eye on functioning of all departments in their jurisdiction. Eight posts of additional district development commissioner were sanctioned for the new districts yesterday.

Protest against killing of civilian

Udhampur, July 18
The town and adjoining localities were tense following a civilian was killed by the members of the Village Defence Committee (VDC) at Jodhpur-Baghiana village, 12 km from Doda town.

Demanding a probe into the incident, residents held a demonstration and wanted the police to register a murder case against members of the VDC. The people agreed to bury the deceased only after the police assured them to probe the matter. According to reports, on July 17 night, VDC members guarding the Jodhpur-Baghiana and adjoining belts, spotted the movement of a person. They asked him to stop, but instead of following directions of the VDC members, the man tried to slip away from the scene. Smelling something foul, the VDC members fired at him and gunned him down.

In the morning, security forces reached the spot and took the body into their possession. Later, the identity of the deceased was established as Gul Mohammed, son of Abdul Gani of Bandoda. — TNS
