Ignoring Chief Minister Parkash Singh Badal's advice, the Dera Sacha Sauda again refused to tender an apology here today. Chief spokesman of the dera Aditya Arora said Dera Sacha Sauda chief Baba Gurmeet Ram Rahim Singh had expressed regret over the controversy but that failed to check the violence in Punjab and Haryana.

Joginder Singh Hooda, elder brother of Haryana Chief Minister Bhupinder Singh Hooda, died in the All-India Institute of Medical Sciences, New Delhi, this afternoon where he was undergoing treatment for a renal ailment. "Jugi", as he was known among his family and friends, was 62. He is survived by his wife, one son and a daughter.

Life term for killing husband
Jhajjar, May 21
A wife was sentenced to life imprisonment by a local court for killing her husband in 2001. According to information, Suman, along with her two lovers, killed her husband Mahabir in February, 2001, in Chhudani village. The police recovered his body from the terrace of his house.

No claimant to woman’s body

There was no claimant today for the badly burnt body of a woman who was found near Durana village. Since the woman has not been identified, the police is finding it hard to crack the case. Information from different police stations in Ambala has been sought to find out if any report of a missing woman has been registered.

Teacher suspended

Bhalia Ram, a teacher of Primary School, Dumara in Kalayat, was suspended on the charge of drinking liquor on the school premises today. According to information, DC was informed by some villagers that the teacher, though on leave, was drinking liquor in the school.

Mill starts giving arrears

Saraswati Sugar Mill today started distributing arrears to farmers for the crushing season 2002-03. The mill would distribute about Rs 28 crore to farmers. The mill started the distribution at cane purchase centres and soon the facility would be extended on the gate of the mill.

Ignoring Chief Minister Parkash Singh Badal's advice, the Dera Sacha Sauda again refused to tender an apology here today.

Chief spokesman of the dera Aditya Arora said Dera Sacha Sauda chief Baba Gurmeet Ram Rahim Singh had expressed regret over the controversy but that failed to check the violence in Punjab and Haryana.

"If an effort is not made to understand whatever we have tried to convey, then we did not have any other way to address the issue". He said, while answering a query about the possibility of apology by the dera chief, while addressing a press conference in the dera.

He said,"We have full faith in all religion, but no one understands our feelings. We have appealed to the President and the Prime Minister to intervene on the issue. We have received response in term of that the security has been increased."

He stressed that Punjab government should sort out the issue. The government should protect the deras as there is no question of vacating the deras. "If situation arises, we have legal option to protect our rights. The attempt should have been made by the government to mediate between Sikh hardliners and the dera management to find out some solution", he added.

Meanwhile fearing attack on dera in the wake of the threat against the dera chief, the security has been further tightened. In addition to it, after the withdrawal of security guards from the dera chief security by the Punjab government, the Haryana government has provided two more gunmen for his security.

All ways led to the dera chief residence has been sealed. During nights, dera followers were holding nakas all along the roads.

The Sikh organisation has called for a bandh in Sirsa tomorrow following the edict of the Akal Takht against the dera chief after holding meeting in Chilasahib Gurdwara.

It is learnt that efforts have been made to sort out the issue with the intervention of religious leader Swami Agnivesh. He is believed to have been chosen to hold dialogue to solve the dispute.

Tight security arrangements in view of bandh call

Haryana has spruced up security arrangements in the state in view of the call for Punjab bandh tomorrow given by Akal Takht in protest against the controversial advertisement issued by chief of the Dera Sacha Sauda.

Haryana home secretary K S Bhoria today talked to the deputy commissioners of all districts and asked them to strictly maintain the law and order situation in their respective areas.

Although the bandh call by Akal Takht was meant for Punjab only, Haryana is keeping itself in readiness for any possible fallout of the bandh in Haryana. It was learnt that the Sikhs of Delhi had been already asked by hardline elements to observe bandh in the capital in deference to the Akal Takht's dictat.

The state government today also reiterated its plea to the Centre for sending 10 more companies of paramilitary forces to the state in addition to the 10 companies already deputed to the state by the Centre in the wake of the strife triggered off by the advertisement.

Conversion of residential areas

A resolution of the municipal committee has created tension among residents of the town. It has passed a resolution which declared several residential areas as commercial. Sources say the resolution is in violation of government notification of January, 2007.

The district administration returned the resolution and asked for a clarification from the MC on April 27.

The resolution sought the conversion of the residential areas, including Model Town, Chhota Model Town, Rampura and Camp. The sources say several areas that was declared commercial was in total violation of the notification.

A notification of the urban local bodies department had set parameters for conversion of areas in old municipal towns. As per the notification, no area covered by the conversion policy.

The resolution has allowed the conversion of several areas that falls between Mela Singh Chowk and Shakti Nagar, areas on either side of the Yamuna Club, area between the Yamuna Club and Workshop Road via Parshuram Chowk, Dera Santpura and Gobindpuri road via Mela Singh Chowk, Shastri Park and Dhobi Ghat, Pyara Chowk and Jain Chakki and areas near Jabbiwala Gurdwara. All these areas fall under the rehabilitation department.

If the resolution was in contravention of rules, it would not be given approval, said a senior official.

Executive officer K.K Jain said the house had power to pass the resolution and its legalities would be examined later on. He said a legal opinion would be taken.

On the other hand, deputy commissioner Nitin Kumar Yadav said the resolution has been returned to the MC and asked to explain on what grounds the resolution was passed.

State to fight malnutrition with Gujarat model

Haryana has invited officials of the Gujarat Government to help it replicate the food fortification model in the State to fight malnutrition. Implemented with success in Gujarat, the project has been acclaimed by the United Nation's World Food Program (UNWFP), which has decided to support the project in many Indian states.

Launched in January last year, the project has reportedly had a considerable impact in many districts of Gujarat. Senior Haryana officials said that the State was contemplating distribution of fortified wheat flour and fortified edible oil through the Public Distribution System (PDS) to penetrate deeper into the targeted segment of population.

In Gujarat, the wheat flour was fortified with iron and folic acid supplied in pouches by the government before distribution to the extent of 30 milligrams of iron and folic acid. As a result of this the number of women and children suffering from anaemia came down considerable over a period of just 15 months. This in turn also reduced night blindness and other diseases directly related to malnutrition.

National health surveys put the number of infants in Gujarat suffering from malnutrition to 80 percent and anaemic women to 61 percent. In India, 74 per cent of the children between six to 35 months of age are anaemic. The proportion varies from less than 25 per cent in Kerala, Manipur, Mizoram and Nagaland to over 60 per cent in Punjab, Rajasthan and Haryana.

The estimated to fortify one metric tonne of wheat is put at about Rs 4. The fortified edible oil that will be made available through the PDS will be laced with Vitamin A and D. In Gujarat for every kilogram of edible oil, 34 milligrams of vitamins are mixed. This increases the cost of edible oil by just 3 paise, but has gone a long way in reducing malnutrition.

It is pertinent to point out that Pfizer has adopted 35 villages in rural Haryana for a Primary Healthcare Program. Arpana Research and Charities Trust has been functioning in rural Haryana for the past five years with the objective of conducting an effective Mother and Child Primary Health Care initiative to reduce anaemia in pregnant women and adolescent girls.

This project covers 35 villages in and around Karnal district, Haryana, and a population of approximately 60,000 persons. Besides reduction of anaemia it also promotes community health covering diarrhoea management, antenatal care, child nutrition, immunisation etc.

Once the Gujarat model of food fortification is adopted by Haryana, the State can hope to move up the ladder of States high in malnutrition among women and children. Despite urban prosperity, Haryana ranks poorly when it comes to women and child health.

Former Prime Minister Rajiv Gandhi’s martyrdom day was observed today as “Sankalp Diwas” at a state-level seminar on “Rajiv Gandhi - Ek Vichar Ek Vyaktitav", organised by the Haryana unit of All-India Kisan Khet-Majdoor Congress (AIKKMC) here.

Paying tributes to the former Prime Minister, general secretary of the AICC Janardan Diwedi, who is in charge of party affairs in Haryana, said Rajiv Gandhi developed a new thinking among the people, particularly among the youth, for creating a new socio- economic atmosphere to ensure speedy development of the country.

He listed the initiatives taken by the former Prime Minister like empowerment of women, priority to information technology and upliftment of the downtrodden and said Rajiv Gandhi’s vision was a combination of the prevaling conventions and modern development and he wanted to take the country as an economic power in the world during 21st century.

He expressed concern over the sudden development in Punjab over the Dera Sacha Sauda and appealed the people to maintain peace and communal harmony.

National president of the AIKKMC Shamsher Singh Surjewala said Rajiv Gandhi had launched a special campaign for empowerment of women and representations to weaker sections in panchayati raj institutions.

State working president of the HPCC Ram Parkash said it was the dream of the former Prime Minister to strengthen the democratic institutions.

Paying tributes to the late Prime Minister, Haryana transport minister Randeep Singh Surjewala said Rajiv Gandhi was committed to the welfare of the people.

MP Arvind Sharma, AICC member Sumitra Chauhan, state president of the AIKKMC Bhupender Phaugat, parliamentary secretaries Meena Mandal and Anil Thakkar,and MLAs Parsanni Devi, Ramesh Kaushik, Sukhbir Farmana also paid tributes to the former Prime Minister.

On the occasion, 1205 sewing machines were distributed among the needy women.

Haryana Chief Minister Bhupinder Singh Hooda could not come due to the serious conditions of his elder brother, who was admitted to AIIMS.

The death anniversary of Prime Minister Rajiv Gandhi was observed as anti-terrorism day here today.

Rajinder Kataria, deputy commissioner, Sanjeev Verma, ADC, and Jagdish Sharma, SDM, paid floral tributes to Rajiv Gandhi and observed a two-minute silence. The DC administered oath to get united to give fight to divisive forces and maintain brotherhood and social tolerance.

All speakers highlighted the role played by late Prime Minister in taking the country on the path of progress by introducing information technology in the country.

However, at the end of the meeting a 15- year girl student came to the DC and expressed desire to speak something.

However, in her two-minute address, she said such meetings were held and speeches made and tributes were paid to the great leaders, but no one followed the path shown by such leaders. Resultantly, there had been no change in the scenario and exploitation of common man had continued.

She held everybody responsible for failure of the system. When her utterances elicited applaud from the audience, she objected to it and said she had not done anything remarkable which needed encouragement through clapping.

However, she ended her speech abruptly. The DC, commenting on the speech of the girl, said her outburst against the weekness in the prevailing system should be an eye opener for all and she deserved an opportunity to express her views.

Bhajan’s aide skips Rajiv function

Former Chief Minister Bhajan Lal's friend Ramji Lal, president of the Hisar District Congress Committee (Rural), failed to turn up at a meeting held at the Congress office here today to pay homage to the late Prime Minister Rajiv Gandhi.

Interestingly, he had issued a statement here yesterday inviting Congress workers to the meeting causing a flutter in political circles as the Bhajan Lal is these days engineering resignations from the party.

The meeting was presided over by Sushila Sharma, president of the urban unit of the district Congress. A few known faces of the Bhajan Lal camp were also present.

Paying tributes to the slain leader, Sharma described him as a truly secular man and a visionary leader who ushered the country in to the modern era.

Joginder Singh Hooda, elder brother of Haryana Chief Minister Bhupinder Singh Hooda, died in the All-India Institute of Medical Sciences, New Delhi, this afternoon where he was undergoing treatment for a renal ailment.

"Jugi", as he was known among his family and friends, was 62. He is survived by his wife, one son and a daughter.

The Chief Minister, who was on his way to Sonepat to attend a function organised by the Haryana Pradesh Kisan Congress to commemorate the death anniversary of the late Prime Minister Rajiv Gandhi, rushed back to Delhi on getting the information that the condition of his brother had further deteriorated. The body was cremated at Rohtak this evening.

Haryana Governor A.R. Kidwai, Haryana Congress Working President Ram Prakash, Haryana Deputy Chief Minister, all ministers, the Chief Parliamentary Secretary, Parliamentary Secretaries and a number of legislators and MPs condoled the death of Joginder Singh.

Addressing a meeting in Ambala Cantonment today, Sahota said workers were upbeat and work was going on a war footing at the grass roots.

He said office-bearers were being appointed for each sector and efforts were similar to those carried out in Uttar Pradesh, where the party had done exceedingly well.

Sahota said efforts initiated by the BSP would be visible in the general as well as state elections.

Life term for killing husband

A wife was sentenced to life imprisonment by a local court for killing her husband in 2001.

According to information, Suman, along with her two lovers, killed her husband Mahabir in February, 2001, in Chhudani village. The police recovered his body from the terrace of his house.

The court convicted her for the crime and awarded her with life term. Two other accused in the case were convicted and punished by the fast track court. — OC

No claimant to woman’s body

There was no claimant today for the badly burnt body of a woman who was found near Durana village.

Since the woman has not been identified, the police is finding it hard to crack the case. Information from different police stations in Ambala has been sought to find out if any report of a missing woman has been registered.

The postmortem of the deceased was carried out at the Civil Hospital, Ambala City. The doctors have recommended that the body be sent to Rohtak as it is badly burnt.

Police officials are hopeful that someone may come forward to identify the body.

An official said once somebody claimed the body, a DNA test would be carried out to check the veracity of the claim.

Bhalia Ram, a teacher of Primary School, Dumara in Kalayat, was suspended on the charge of drinking liquor on the school premises today.

According to information, DC was informed by some villagers that the teacher, though on leave, was drinking liquor in the school. Following Kataria’s instruction, the villagers brought the teacher to Kaithal. The DC summoned the DEO Harcharan Singh and asked him to get the teacher medically examined. The DEO said the teacher had been suspended. — OC
