The EC I-card scam came to the fore after two of these cards bearing serial Nos. JK 83-095786 and JK 83-095801 were seized from Pakistan-based Lashkar militants Abdul Majeed and Mohammad Jameel arrested from here. The duo from Karachi had revealed that a local guide in alleged connivance with some revenue officials managed EC identity cards for them. During investigation, the police had discovered that another 62 voter ID cards are also missing. Sources said even the previous deputy commissioner in his report had mentioned that 64 EC I-cards were missing and these might have been procured by some foreign militants to become de facto citizens. But the DC's report submitted to the Election Commission had failed to identify the black sheep in the Revenue Department responsible for providing the cards to the militants, the sources added. Hurriyat factions decry all-party meeting on refugees, delimitation
Srinagar, May 12 A spokesman of the moderate Hurriyat Conference led by Mirwaiz Umer Farooq has said the mainstream political parties were making a futile attempt to sabotage the dialogue process to resolve Kashmir through round-table or all- party conferences. This was also an attempt to divert the attention of people from the real issues of Kashmir, he added saying the APHC believed in a meaningful dialogue with the involvement of the representatives of Kashmir. Hardline APHC chairman Syed Ali Shah Geelani alleged granting permanent resident certificates to non-state subjects was aimed at changing the demography of the state and planned on the Israeli pattern to bring down Muslim majority population to a minority. Blaming the ruling Congress for playing a significant role in this direction, Geelani alleged National Conference and PDP leadership had also been playing to the tune of the central leadership. Their slogans of autonomy and self-rule were tactics to play vote politics, he added. He added dividing the people of Jammu and Kashmir on communal and regional lines was also part of politics of union leaders. PDP patron and former Chief minister Mufti Mohammad Sayeed had expressed inability to attend the meeting, he deputed his senior party colleague and PDP Legislature Party leader and agriculture minister Abdul Aziz Zargar to attend the conference. On the delimitation of seats for the state’s Legislative Assembly, Zargar said the PDP ,in principle, had agreed to the need for fresh proportionate delimitation of the seats. But this issue would have to be viewed in the backdrop of certain developments at the national level and within the state, he said. In recognition of certain concerns and apprehensions, Parliament of India put a moratorium on the delimitation of the Lok Sabha till figures of the first census taken after 2026 are published. The state followed suit and the state’s Constitution and the J&K Representation of Peoples Act (1957) were amended by the state legislature, he stated. He said the party had supported 25 per cent increase in the assembly seats in all three regions, proportionate to the present number of the constituencies. This is in tune with the decision taken on the subject by the state cabinet in July last year he said. "As regards the normal delimitation such a measure should form the part of the delimitation process and not taken up in isolation. Doing so independent of overall delimitation would in our opinion result in more problems than the solutions", he said. |
